国际社会活跃着大量不同类型的国际非政府组织,而目前只有为数不多且限于从事赈灾扶贫、文化教育、卫生和环保等领域工作的国际非政府组织允许进入我国。持续的对外开放将会有更多的国际非政府组织进入中国,部分国际非政府组织有可能给中国带来非传统安全威胁,但更多的组织能起到信息沟通和协调作用。国际非政府组织所强调的公平与正义价值观对于构建和谐社会有一定的启迪和促进作用,而国际非政府组织与中国本土非政府组织的互动将极大地影响到后者的发展趋势。应充分了解国际非政府组织的特性,在合理利用其观念和资金的同时,尽可能地把它们所带来的负面影响减少到最低程度。  相似文献

Abstract

This research comparatively examines grassroots international NGOs (GINGOs), a growing subset of international nongovernmental organizations (INGOs) working in private development aid. GINGOs are small-scale, on-going development initiatives through voluntary third sector organizations. How do GINGOs’ founders and volunteers understand their role in private development aid? The article uses an interpretive framework to examine three in-depth comparative case studies of GINGOs based in the US and working in South Sudan, Nepal and Haiti. Its contribution is that it provides rich data to build further theory about the experiences, or multiple realities, in private development aid. It is found that GINGOs’ founders and volunteers attach new meanings to private development aid to distinguish themselves from larger professionalized INGOs and emphasize personal connections.  相似文献

Public sector reform is a key policy area, driven by global public policy networks. Research on these networks has been inductive, highlighting organizations like the Organisation for Economic Co‐operation and Development (OECD). This article examines “virtual policy networks” (VPNs) on the Web. Using IssueCrawler, we conduct a hyperlink analysis that permits us to map seven VPNs. The first network mapped the hyperlinks of 91 organizations identified through inductive methods. The hypothesis that the virtual network would include all actors identified in the inductive approach was refuted. The other six networks focused on: market mechanisms, open government, performance, public employment, reform, and restructuring. Among the findings, the U.S. government is prominent in the first three, while international organizations dominate the others. VPN rankings show that the World Bank dominates the OECD. When the inductive research is blended with the VPN research, the OECD's prominence increases, and we see the importance of market mechanisms and reform VPNs as pillars of globalization.  相似文献

International non‐governmental organisations (INGOs) are prominent actors in the international arena, aiming to improve the life of disadvantaged people. However, INGOs often do not succeed in doing this. Consequently, INGO legitimacy is regularly questioned. Increased transparency and tightened accountability mechanisms are often‐mentioned solutions to this problem. Based on an analysis of four dimensions of INGO legitimacy—normative, regulatory, cognitive and output legitimacy—we argue that this is not necessarily adequate. We conclude that INGO mission statements create a normative source of legitimacy, but that this, in itself, is not enough to ground INGO legitimacy: it also needs to be institutionalised and organised. However, as a result of power relations and resulting pressures for accountability and transparency, as defined by their external stakeholders, INGOs experience a permanent struggle to reconcile their mission with the requirements for regulatory, cognitive and output legitimacy. The more these stakeholders press for increased organisation of INGO work, the more the pursuit of the core objectives of INGOs is obstructed. In recent years, the number of international non‐governmental organisations (INGOs) and international civil society organisations (ICSOs) trying to influence policy processes in Africa has increased considerably. These players increasingly play an important role in socio‐political and life of many African countries. To achieve certain political results, INGOs and ICSOs often lobby governments, using a variety of techniques. Though lobbying as a public relations (PR) technique is widely discussed in academic spheres, the debate on the relationship between transnational advocacy and lobbying as a PR practice is still marginal. This paper explores how INGOs and ICSOs lobby governments in Africa and examines via a case the effectiveness of activist lobbying in the continent.  相似文献

The devastation caused by Hurricane Katrina and the subsequent failure of government agencies and public administrators elicited an unprecedented response by international nongovernmental organizations (INGOs) to a disaster in the United States. This paper focuses on why so many INGOs were compelled to provide humanitarian assistance and relief in the United States for the first time and the administrative barriers they faced while doing so. What does such a response reveal about administrative failures in the wake of Katrina, and what might the implications be for reconceptualizing roles for nonprofit and nongovernmental organizations in disaster relief? The authors answer these questions using data from interviews with INGO representatives, organizational press releases and Web sites, news articles, and official reports and documentation.  相似文献

This article explores the tension between the production of “naming and shaming” reports as tools of activism by international nongovernmental organizations (INGOs) and the usage of these reports as cross-national indicators of human rights violations. Because INGOs are strategic actors, their reports are not a reflection of the “true” levels of abuse. Although existing scholarship has raised this issue in relation to bias in cross-national indicators, it has yet to explain the process by which NGOs produce reports. This article exploits subnational variation across domestic and international NGOs within India, showing how the divergence in their reports can be explained by these groups’ organizational structures, probability of success in their chosen issue areas, and target audiences. By explaining how human rights NGOs produce reports, this article concludes with suggestions to ensure that the biases prevalent in a single source of data do not drive the results of future scholarship.  相似文献

The federal government often works through nonprofit intermediaries to reach and empower communities in the United States. One increasingly popular policy strategy is to offer grant funding to intermediary organizations in an effort to strengthen communities. Funded intermediaries are tasked with building the capacity of faith‐based and community organizations at the local level, but the policy theory that informs these programs does not specify how these capacity‐building efforts will lead to stronger communities. Missing is a middle‐range implementation theory that links inputs to community‐level changes through the actions of an intermediary. Derived from empirical case study evidence using process‐tracing analysis, the theory of the community‐integrated intermediary posited in this article helps fill that gap.  相似文献

Community partnerships or networks of collaborating public and nonprofit organizations are an important way of addressing a wide range of problems and needs that communities face. In the academic literature, network analysis has been used to analyze and understand the structure of the relationships that make up multiorganizational partnerships. But this tool is not well-known outside the small group of researchers who study networks, and it is seldom used as a method of assisting communities. This article briefly discusses network analysis and how community leaders can use the results generated by this tool to strengthen relationships among public and nonprofit organizations, thereby building the community's capacity to address critical needs in areas such as health, human services, social problems, and economic development.  相似文献

This paper examines the ongoing ASEAN force modernization in the light of whether it is stabilizing or destabilizing for the region. Donald K. Emmerson's framework for analysing security regimes — the concentration or dispersion of power in achieving regional order — is employed as a basis for analysis. The paper comes to the conclusion that while the ASEAN arms build‐up will not have a destabilizing effect on the wider Asia‐Pacific regional order or balance, it could have serious implications for ASEAN and Southeast Asia. This is because while the actual increase in the number of weapon systems and platforms is not large, it still constitutes a significant increase in percentage terms, and even more so with regard to capability. Moreover, the ASEAN members are building up their forces at a time when there are no obvious military threats. They are in effect engaged in contingency planning. All these factors could be destabilizing for ASEAN's internal balance. As such, there is a need for ASEAN to address the arms build‐up, and introduce confidence‐building measures. International nongovernmental organizations (INGOs) are increasingly important players in global politics and development. However, they are undergoing significant adaptations as governments worldwide have instituted restrictions to regulate their activities. What explains the various ways in which they respond to these institutional pressures? In our study of INGO responses to a new restrictive law in China, we identify four strategic responses with varying levels of compliance: legal registration, provisional strategy, localization, and exit. The institutional pressures—strategic responses link is influenced by INGOs' adaptive capacity, which is in turn shaped by an organization's issue sensitivity, value-add, government ties, and reputational authority. The integrated framework we develop for INGO strategic responses can shed light on state-INGO relations in other countries, many of which are subject to increasingly stringent regulations and a closing political environment.  相似文献

This article uses interviews and Internet data to examine social media use among nonprofit organizations and county departments involved in the delivery of human services in a six‐county area in south‐central New York State. Social media use was modest, with nonprofit organizations much more likely to use it than county departments. Organizations used social media primarily to market organizational activities, remain relevant to key constituencies, and raise community awareness. Most organizations either had a narrow view of social media's potential value or lacked a long‐term vision. Barriers to use included institutional policies, concerns about the inappropriateness of social media for target audiences, and client confidentiality. Findings build on recent research regarding the extent to which nonprofit organizations and local governments use social media to engage stakeholders. Future research should investigate not only the different ways organizations use social media but also whether organizations use it strategically to advance organizational goals.  相似文献

This study confirms the existence of corporatist forms of interest intermediation at the micro level of four local planning authorities in London. In all four boroughs distinctions could be drawn between local business associations and metic, non-local firms. The former displayed most of the institutional characteristics outlined by Schmitter in his original definition of corporatism. In contrast the non-local or metic firms did not exhibit all these institutional characteristics at the level of local government. The conditions under which they bargained with local planning authorities (LPAs) were often influenced by statutory and other requirements handed down from central government. These requirements were themselves often the result of corporatist interest intermediation at the level of the central state. Both local business associations (LBAs) and metic production organizations (MPOs) were required by (LPAs) to implement planning policies. This process has increased in importance during the Thatcher era. Economic decline has made the local planning authorities even more dependent on private organizations for implementation than before. Local LBAs and MPOs were granted privileged access to the planning system. Only the LBAs were granted representational monopolies for their very local areas in this process. MPOs developed representational oligopolies but because they were so few in number they could be in conflict with one another over the rights to develop a particular site. In return for these representational privileges both the LBAs and MPOs were expected to moderate their demands for major departures from the approved local plans. The methods used to intermediate interests to the local planning systems were primarily informal. Although a small number of formal meetings were held each year between external organizations and the LPAs they represented a minority of the contacts between them and representatives of both LBAs and MPOs. Informal bargaining took place in two ways. First, there were issue specific negotiations over particular developments. The second type of contact was long-term, non-issue specific and primarily concerned with network building. Both types of bargaining were relatively secret and involved only the top echelons of the organizations concerned.  相似文献

Abstract

This article looks at the community‐building activities of microenterprise programs. These programs build community primarily by creating networks that build social capital. Microenterprise programs build two types of networks—networks within programs that typically involve borrowers and networks between programs and other institutions. The article examines (1) the ways in which microenterprise programs motivate the creation of both types of networks; (2) the extent to which these networks are embedded within program structures; and (3) the process by which network formation leads to the accumulation of social capital.

The networks of relationships that Women's Initiative and Working Capital have catalyzed, both within and between programs, build social capital in important ways. The trust building that intraprogram relationships accomplish and the alteration of norms that interprogram relationships accomplish motivate the creation of networks that build social capital. These changes are not sufficient to turn poor communities around, but they are important first steps.  相似文献

High‐reliability advocates claim that highly reliable organizations (HROs), such as the Federal Aviation Administration's (FAA) air traffic control system, routinely demonstrate the ability to safely and reliably perform large‐scale technical operations. High levels of productivity with low levels of error are achieved even though complex technologies are used to accomplish mission goals. A recent study asserted that the FAA’s air traffic control function developed HRO characteristics over a long period of time as part of a larger high‐reliability system. In that study, identifiable and measurable attributes and characteristics associated with high reliability were constructed, and their emergence was tracked over time. In this article, time‐series analysis was used to measure the relationship between characteristics associated with high reliability and commercial aviation accident reduction. A small but statistically significant effect was identified linking the adoption of HRO characteristics over time with a reduction in commercial aviation accident rates.  相似文献

While the numbers and competencies of international non-governmental organisations (INGOs) have increased dramatically in the past few decades, questions have been raised about the legitimacy of their new activities. A number of scholars have identified significant tensions between INGOs' legitimacy claims and the realities of their working practices. We examine the current state of the debate on INGO legitimacy in two contrasting literatures: normative work on global governance and its implications for the role of INGOs, and policy-oriented work on INGOs' legitimacy. The first shows how INGO involvement in global governance opens the door to a range of alternative conceptions of world order, rooted in notions of universal human rights, democracy, and theories of redistributive justice. The latter set of voices is concerned less with locating INGOs' roles as agents in global normative structures than with analysing concrete problems arising from increased INGO participation in the development process. Future research might take into account key questions concerning the sources and the scope and nature of INGO legitimacy.  相似文献

The study of policy narratives is challenged by inconsistencies and a need for more precise definitions and measurements. The goals of this article are to build precision and clarity in the study of policy narratives by developing a network‐based approach—the ego‐alter dyad—for coding characters and their interactions around a policy issue and then to illustrate this approach in the analysis of air and climate issues in Delhi, India. The empirical results show that (1) the same actors are often heroes and villains, (2) heroes and villains are associated with different actions but with similar victims or beneficiaries, (3) narrators differ in their propensity to tell hero‐heavy or villain‐heavy policy narratives, and (4) the proportion of hero‐heavy or villain‐heavy policy narratives changes over time and differs across subtopics. The article concludes with a research agenda for further theoretical and methodological advancement in studying policy narratives.  相似文献

A key to the success of public organizations is their ability to identify and build capacity, particularly their distinctive competencies, in order to produce the greatest value for key stakeholders. This article grounds this proposition in the resource-based view of organizations and presents a method for identifying and making use of distinctive competencies in the form of a "livelihood scheme"—a business model appropriate for the public sector—that links distinctive competencies to organizational aspirations and goals. The case of a major public sector training and consultancy unit that is part of the United Kingdom's National Health Service is used as illustration. A number of conclusions are offered in the form of a set of propositions tied to the resource-based view and related research issues. Abstract

Community development partnerships (CDPs)—local intermediaries that gather support from foundations, corporations, and the public sector—are giving increased attention to building the capacity of community development corporations (CDCs). This article evaluates CDPs’ efforts to help nonprofit CDCs increase their capacity to revitalize low‐income communities. We identified five types of capacity and conducted interviews and focus groups with CDPs and CDCs across the nation. The nature of capacity and capacity building among CDCs, the ways partnerships help increase CDC capacity, what the partnerships and CDCs learn from each other, and how they could better gauge the effectiveness of capacity‐building support were discussed.

We learned that CDCs and CDPs have forged an effective alliance and continue to work together: Community organizations require help in building capacity, and local partnerships provide the requisite funding, technical assistance, and other elements to help them grow and serve their neighborhoods.  相似文献

The widespread supposition that collaborative management designs enhance legitimacy must be examined empirically, and the rich diversity of different collaborative arrangements should be better acknowledged in this endeavor. This study adopts a social network perspective and examines three state‐initiated and interest‐based collaborative management arenas in Swedish wildlife management: wildlife conservation committees (WCCs). Is there a link between social network structures in collaborative management arenas and the perceived legitimacy of output by policy stakeholders? This puzzle is addressed through social network analysis combined with survey data and interviews. The empirical results confirm the notion that collaborative arenas consisting of high network closure with many bridging ties across organizational boundaries enjoy a higher level of support among stakeholders directly involved in management, as members of the committees, than networks with a more sparse structure do. This type of well‐integrated network structure seemingly increases stakeholders’ understanding of other actors’ perspectives through deliberation. Contrary to what was expected, though, the empirical analysis did not verify the effect of linking, or outreaching ties between the committee members and the organizations that they represent, on the organizations’ support of WCC decisions. Given the rapid rise of collaborative designs in public administrations, the topic elaborated in this paper is urgent and further research is encouraged.  相似文献
