Counterpoint Essay: Nine Reasons Why the CFO Act May Not Achieve its Objectives

The goals of the Chief Financial Officers (CFO) Act of 1990 are numerous and highly ideal. While these goals are commendable, several potential roadblocks to their achievement may exist. This article points out nine such potential reasons why, in practice, the CFO Act's goals may not be obtainable.

Labour's Transformation: Searching for the Point of Origin

Existing analyses of the Labour Party's recent transformation tend to begin in the period after the 1987 election defeat, and less commonly after the 1985 conference. Because of this, analysts have ignored additional causes and aspects of transformation occurring in the early 1980s in the areas of policy reform, campaign strategy and `ethos'. Once these extra factors are taken into account we can acknowledge that Labour's transformation is more complex than previously recognised. Consequently, what often appears as an origin of change is more accurately a point of transition in an unending process of development and flux.     

Bayesian Approaches for Limited Dependent Variable Change Point Problems

We review some methods for LDV "changepoint problems" and demonstrate the use of Bayesian approachesfor count, binary, and duration-type data. Our applicationsare drawn from American politics, Comparative politics, andInternational Political Economy. We discuss the tradeoffs bothphilosophically and computationally. We conclude with possibilitiesfor multiple change point work.
