There is considerable debate about how election timing shapes who votes, election outcomes, and, ultimately, public policy. We examine these matters by combining information on more than 10,000 school tax referenda with detailed micro‐targeting data on voters participating in each election. The analysis confirms that timing influences voter composition in terms of partisanship, ideology, and the numerical strength of powerful interest groups. But, in contrast to prominent theories of election timing, these effects are modest in terms of their likely impact on election outcomes. Instead, timing has the most significant impact on voter age, with the elderly being the most overrepresented group in low‐turnout special elections. The electoral (and policy) implications of this effect vary between states, and we offer one explanation for this variation.  相似文献

Milton Friedman has suggested that the political power of the AmericanFederation of Teachers and the National Education Association (the twomajor teachers unions) has been instrumental in defeating the adoption ofeducational vouchers. We test this hypothesis.We find that a campaign contribution to a memberof the U.S. House of Representatives by either unionreduces the probability that also a Representative will vote for apro school choice amendment to the ``No Child Left Behind Act of2001.'' Whether improved local economic conditions lead to better student outcomes is theoretically ambiguous and will depend on how schools use additional revenues and how students and teachers respond to rising private sector wages. The Texas boom in shale oil and gas drilling, with its large and localized effects on wages and the tax base, provides a unique opportunity to address this question that spans the areas of education, labor markets, and public finance. An empirical approach using variation in shale geology across school districts shows that the boom reduced test scores and student attendance, despite tripling the local tax base and creating a revenue windfall. Schools spent additional revenue on capital projects and debt service, but not on teachers. As the gap between teacher wages and private sector wages grew, so did teacher turnover and the percentage of inexperienced teachers, which helps explain the decline in student achievement. Changes in student composition did not account for the achievement decline but instead helped to moderate it. The findings illustrate the potential value of using revenue growth to retain teachers in times of rising private sector wages.  相似文献

School vouchers might seem a natural feature of the liberal welfare model of the U.S. and American society generally. However, for social democratic welfare states in Scandinavia, school vouchers would seem to be a contradiction. Nevertheless, school vouchers have faced severe resistance in the USA, and the program has so far not been adopted as a national educational reform, although sporadic and limited state‐level developments can be observed. In Sweden, however, the social democratic welfare state adopted a national, universal public voucher scheme in the early 1990s. The goal of this article is to explain this counter‐theoretical empirical puzzle. It is argued that the varying output from political processes on school vouchers in the USA and Sweden is to be explained by the different ways in which political institutions affect political decision making in the two countries.  相似文献

The recent increase in the number of students classified as English language learners (ELLs) has focused significant attention on reclassification policy, which governs the process by which ELLs move toward, and are deemed to reach, full English proficiency. In this paper, we draw on a data set containing annual individual‐level records for every Wisconsin student ever classified as an ELL between the 2006–07 and 2012–13 school years to estimate the effects of being reclassified at the end of 10th grade—a crucial period on the pathway to postsecondary education—on several measures related to students’ postsecondary attainments. We estimate these effects in a regression discontinuity framework, exploiting Wisconsin's policy rule that automatically reclassifies ELLs who score above a specified cutoff on the state's English language proficiency exam. Our analysis indicates that being reclassified as fully English proficient in 10th grade has a positive effect on students’ ACT scores. It also provides some evidence of a positive effect on high school graduation and the probability of enrolling in a postsecondary institution the fall after graduation. Together, our analyses provide evidence on the effects of a policy directly relevant to the country's fastest growing student population, and we close the paper with a discussion of the implications for research and policy.  相似文献

This paper examines the effects of a comprehensive performance pay program implemented in high‐need schools using administrative data from Louisiana. Exploiting the within‐student variation in the timing of implementation, we find a large and significant effect beginning with the second year of the program on math achievement. Similar but generally insignificant point estimates are observed in social studies. As for English Language Arts and science, there are no effects of the program. We provide evidence against changes in the composition of teacher workforce and postadoption student sorting as potential explanations for our results. We then show aggregate findings from a web‐survey that teachers may have altered their teaching practices following performance‐based compensation. Finally, under certain assumptions, we calculate the net present value of earnings impact to be close to a million dollars per school‐year for math.  相似文献

Abstract

The fluid dimensions of demographic status—age, career progression over time, geographic redistribution, and growing duration of residence—have not been sufficiently recognized in urban theory and policy. Demographic dynamism deserves special attention because it is through the presumed consequences for people that we judge the desirability of economic, political, and physical changes in a city. To explore the magnitude and significance of these issues, population dynamics and associated poverty and homeownership trends in four major metropolitan regions are compared.

Los Angeles may be changing more rapidly, but its dynamics only accentuate trends under way elsewhere. Rising proportions of the population that are neither in the white “majority” nor black “minority,” the low proportion of longtime residents, and the new challenge of immigration call into question fundamental assumptions about links between people and urban policy. The meaning of both poverty trends and homeownership attainments must be reassessed.  相似文献

We introduce experimental research design to the study of policy diffusion in order to better understand how political ideology affects policymakers’ willingness to learn from one another's experiences. Our two experiments–embedded in national surveys of U.S. municipal officials–expose local policymakers to vignettes describing the zoning and home foreclosure policies of other cities, offering opportunities to learn more. We find that: (1) policymakers who are ideologically predisposed against the described policy are relatively unwilling to learn from others, but (2) such ideological biases can be overcome with an emphasis on the policy's success or on its adoption by co‐partisans in other communities. We also find a similar partisan‐based bias among traditional ideological supporters, who are less willing to learn from those in the opposing party. The experimental approach offered here provides numerous new opportunities for scholars of policy diffusion.  相似文献

Vigilante justice challenges the state’s monopoly over the use of violence and as such has come to the attention of a growing body of political scholars. However, still little is known about the circumstances that foster support for citizens circumventing the state to confront crime directly. I argue that citizens’ perceptions of a trusting community, on the one hand, and an untrustworthy law enforcement, on the other, jointly influence their support for this kind of behavior. I test these hypotheses using a lab-in-the-field experiment in Mexico, a case in which the expansion of vigilante organizations has posed a serious challenge to the state. I find that participants are more supportive of a vigilante action when those considering said action are described to be inserted within a trustworthy community. Furthermore, I find that this effect is moderated by the described trustworthiness of law enforcement. These results contribute to our understanding of the emergence of vigilantism, and how trust in authorities can moderate the normative expression of social capital.  相似文献

As police officers have become increasingly common in U.S. public schools, their role in school discipline has often expanded. While there is growing public debate about the consequences of police presence in schools, there is scant evidence of the impact of police on student discipline and academic outcomes. This paper provides the first quasi‐experimental estimate of funding for school police on student outcomes, leveraging variation in federal Community Oriented Policing Services (COPS) grants. Exploiting detailed data on over 2.5 million students in Texas, I find that federal grants for police in schools increase middle school discipline rates by 6 percent. The rise in discipline is driven by sanctions for low‐level offenses or school code of conduct violations. Further, I find that Black students experience the largest increases in discipline. I also find that exposure to a three‐year federal grant for school police is associated with a 2.5 percent decrease in high school graduation rates and a 4 percent decrease in college enrollment rates.  相似文献

Federal governments are increasingly employing empirical measures of lower‐level government performance to ensure that provincial and local jurisdictions pursue national policy goals. We call this burgeoning phenomenon “performance federalism” and argue that it can distort democratic accountability in lower‐level elections. We estimate the impact of a widely publicized federal indicator of local school district performance—one that we show does not allow voters to draw valid inferences about the quality of local educational institutions—on voter support for school tax levies in a U.S. state uniquely appropriate for this analysis. The results indicate that a signal of poor district performance increases the probability of levy failure, a substantively large and robust effect that disproportionately affects impoverished communities. The analysis employs a number of identification strategies and tests for multiple behavioral mechanisms to support the causal interpretation of these findings.  相似文献

Qualitative studies of vote buying find the practice to be common in many Latin American countries, but quantitative studies using surveys find little evidence of vote buying. Social desirability bias can account for this discrepancy. We employ a survey‐based list experiment to minimize the problem. After the 2008 Nicaraguan municipal elections, we asked about vote‐buying behavior by campaigns using a list experiment and the questions traditionally used by studies of vote buying on a nationally representative survey. Our list experiment estimated that 24% of registered voters in Nicaragua were offered a gift or service in exchange for votes, whereas only 2% reported the behavior when asked directly. This detected social desirability bias is nonrandom and analysis based on traditional obtrusive measures of vote buying is unreliable. We also provide systematic evidence that shows the importance of monitoring strategies by parties in determining who is targeted for vote buying.  相似文献

Residential mobility policies are in part premised on the assumption that place and not race explains blacks' joblessness in central cities. The article investigates the potential effects of residential mobility programs by analyzing a “natural” black residential mobility process in the Washington, DC area, where black suburbanization has coincided with suburban job growth. Using data from the 1990 Public Use Microdata Sample (PUMS), this article examines the relative contribution of place and race in explaining racial differences in employment for young men with a high school diploma or less. The results show that having a suburban residential location improves young males' spatial access to jobs, but that the employment benefits are greater for white than comparable black youth. Simulations point to racial discrimination in suburban labor markets being as important as having a suburban residential location as an explanation of white‐black employment rate differences in the Washington, DC area. Thus, if residential mobility programs are to be fully effective in improving central city minorities' employment prospects, antidiscrimination enforcement efforts in suburban labor markets must be included in the policy package.© 1998 by the Association for Public Policy Analysis and Management  相似文献

Dual-credit courses expose high school students to college-level content and provide the opportunity to earn college credits, in part to smooth the transition to college. With the Tennessee Department of Education, we conduct the first randomized controlled trial of the effects of dual-credit math coursework on a range of high school and college outcomes. We find that the dual-credit advanced algebra course alters students’ subsequent high school math course-taking, reducing enrollment in remedial math and boosting enrollment in precalculus and Advanced Placement math courses. We fail to detect an effect of the dual-credit math course on overall rates of college enrollment. However, the course induces some students to choose four-year universities instead of two-year colleges, particularly for those in the middle of the math achievement distribution and those first exposed to the opportunity to take the course in eleventh rather than twelfth grade. We see limited evidence of improvements in early math performance during college.  相似文献

We study basic information treatments regarding sexual orientation using randomized experiments in three countries with strong and widespread anti-gay attitudes: Serbia, Turkey, and Ukraine. Participants who received information about the economic costs to society of sexual orientation discrimination were significantly more likely than those in a control group to support equal employment opportunities based on sexual orientation. Information that the World Health Organization (WHO) does not regard homosexuality as a mental illness increased social acceptance of sexual minorities, but only for those who reported trust in the WHO. Our results have important implications for policymakers aiming to expand the rights of lesbian, gay, and bisexual people worldwide.  相似文献
