Abstract

This article addresses the Norwegian government’s meaning-making, crises communication and reputation management during the Corona pandemic crisis. It argues that reputation management can be seen as a combination of governance capacity and legitimacy reflected in a well performing crisis communication and meaning-making. Under the slogan “working together” the government emphasized the need for a supportive and cohesive culture in order to to balance efforts at increasing governance capacity as well as governance legitimacy, through shaping a common understanding and broad consensus on what the crisis was about and what needed to be done to deal with it. A main lesson learned from the Norwegian case is that the effectiveness of the government in controlling the pandemic was enhanced by successful meaning-making and communication with the public, and to the high level of citizens’ trust in government.  相似文献

In the light of current debate on representation, specifically engaging with literature showing how representation is communicatively constituted, this paper empirically shows how exclusion also can be seen as communicatively constituted. The interpretive approach toward communication employed in this study presents new insights on how, for citizens, government communicates its responsiveness, and how citizens' interpretations that arise from these communications make sense. Dutch citizens who evaluate government responsiveness as low were interviewed to explore their views. The respondents evaluate government responsiveness on the basis of a set of engagements with government. These engagements are conceptualized in terms of four types of encounter – forms in which government manifests itself to citizens. By ‘thinking with’ these encounters, citizens relegate institutions and processes of representative democracy to the margins of political reality. Situating citizens outside of democratic politics, these interpretations imply the experience of exclusion, despite apparently functioning democratic institutions and processes.  相似文献

The Winter Commission’s aspirations for improvement of governance at the state and local level resulted in proposals to modernize public institutions and systems to remove the barriers on executive and managerial authority to act. Improving government performance and accountability to citizens requires leadership to empower employees by reducing rules, increasing discretion, and rewarding innovation. The performance measurement movement and its related performance management movement are public management trends of wide influence in state and local government that are both an adjunct to, and a reflection of those aspirations. Case studies of cities that have sought to develop and use performance measurement and engage citizens demonstrate great potential to improve governance and manage for results that citizens want. But even exemplary jurisdictions face challenges using evidence‐based, data‐driven performance management approaches. Promoting best practice requires better scholarship to understand the determinants of successful implementation, adoption, and use of performance measurement. The outcomes of performance management systems are generally unmeasured and little is known about their cost effectiveness or endurance over time. The promise is there, but our expectations should be tempered.  相似文献

Implementing e‐government in the contemporary American state is challenging. E‐government places high technical demands on agencies and citizens in an environment of budget austerity and political polarization. Governments developing e‐government policies often mobilize frontline workers—also termed “street‐level bureaucrats”—to help citizens gain access to services. However, we know little about how frontline workers cope in these challenging circumstances. This article fills this gap by examining frontline workers implementing the Patient Protection and Affordable Care Act. Based on a qualitative analysis, the authors find that frontline workers “move toward clients” when coping with stress: they bend the rules, work overtime, and collaborate in order to help clients. They are less inclined to “move away” or “move against” clients, for instance, through rigid rule following and rationing. In other words, frontline workers try to serve clients, even “when the server crashes.” Frontline workers, then, can play a vital role in the successful implementation of e‐government policies.  相似文献

Since participatory budgeting (PB) has been advocated by both theorists and practitioners of public administration, its adoption has become a global phenomenon. As of 2017, all local governments in South Korea are legally mandated to operate a PB system as a policy for inviting citizen participation in local budget decision-making. Using an impact assessment tool completed by PB managers in local governments, this research tested two sets of independent variables—citizens' participatory capacity and the diversification of communication in the PB process—that could be associated with the dependent variables “citizens' trust in government (CTG)” and “government officials' trust in citizens (GTC).” The paper presents the three major findings on the common drivers behind CTG and GTC: (1) citizen participants' knowledge on budget and budgeting process; (2) local government's efforts in gathering citizens' inputs for PB; and (3) the mutual efforts to understand the needs and limitations of both citizens and the local government. The paper concludes by exploring the implications for the design and delivery of effective PB implementation.  相似文献

Since the 1980s, a global administrative reform movement is reshaping the relationship between citizens and state. A major concern is how government can be more responsive to the governed through citizen participation. However, the more citizens participate, the more costly it is to govern. And the application of new information and communication technology (ICT) seems to be a cure for this limitation. In this research, authors take the Taipei City Mayor's e‐mail‐box (TCME) in Taiwan as a case to illustrate the complex relationships among citizen involvement, e‐government and public management. After a series of empirical investigations, the authors show that although ICT can reduce the cost of citizen involvement in governing affairs, it cannot increase citizens' satisfaction with government activities without reforming the bureaucratic organisation, regulatory structure, and managerial capacities of the public sector.   • Basic to a successful democracy is the existence of a public informed about government actions. This requires government information to be open and accessible to the public. This study sought to understand how communicators in government value and practice transparency. Constant comparative thematic analysis of 18 semi‐structured interviews of government communicators revealed a transparency model for government communication. This paper outlines that model and identifies practices and structures that promote transparent communication practices.

Democratic theorists argue that vigorous competition between candidates/parties is essential for democracy to flourish because it engages citizens' political interest and ultimately makes elected officials more accountable to their constituents. Using data on citizens' perceptions of government responsiveness to their political opinions from the American National Election Studies and the Ranney measure of party competition for control of state government, we examine the effects of competition on citizens' political attitudes from 1952 to 2008. Our analysis reveals that citizens feel government is more responsive to them when there is greater competition between the two parties for control of government in their state. However, this relationship is confined only to citizens who identify with the party that controls government in their state. We also find that the relationship between competition and efficacy is strongest among citizens with lower levels of education and income. These results suggest that vigorous competition for control of state government can have important implications for citizens' political attitudes.  相似文献

This article introduces a new explanation for why citizens may fail to vote based on government performance. We argue that when politicians have limited capacity to control bureaucrats, citizens will not know whether government performance is a good signal of the incumbent's quality. We develop a selection model of elections in which policy is jointly determined by a politician and a bureaucrat. When politicians have incomplete power over policy, elections perform worse at separating good and bad types of incumbents. We test the theory's predictions using survey experiments conducted with nearly 9,000 citizens and local officials in Uganda. We find that citizens and officials allocate more responsibility to politicians when they are perceived as having more power relative to bureaucrats. The allocation of responsibility has electoral consequences: When respondents believe that bureaucrats are responsible for performance, they are less likely to expect that government performance will affect incumbent vote share.  相似文献

Prior research has shown that public participation initiatives may have positive effects on how participating citizens view government. However, little is known about whether and how priming citizens to think about such initiatives influences the view of government among the larger public. Using a survey experiment, we find that the effect of priming citizens to think of a public participation initiative that includes a small group of citizens on their view of government is conditional on how proximate the service, which the initiative resolves around, is to citizens. Notably, across outcome measures we a find a negative priming effect among those for which the service is not proximate. These results are highly important, as they suggest that among the larger public, public participation initiatives—that involve few citizens—may have mixed results on the view of government, thus questioning the legitimacy of decisions reached by such initiatives.  相似文献

In this article, we explore and discuss the implications and relevance of the concept of co‐production to the design of performance measures. Such a co‐production approach to performance management is grounded upon a conception of public management that emphasizes collective problem‐solving involving not only government officials but also citizens. We argue successful application of such an approach requires that both officials and citizens be cognizant of their role as co‐producers in the process of public service delivery. Whether such a cognitive basis exists in a particular context will affect the utility and viability of the co‐production approach and is an important question that needs to be addressed empirically. To illustrate the importance of the cognitive basis for co‐production, we have conducted an empirical analysis of data collected in a survey in three cities in China. Our analysis suggests that the officials and citizens in the sample generally do not recognize that public administration is a co‐production process involving the efforts of both officials and citizens. Democratic theory hears silent citizenship as disengagement or disempowerment. Normatively, silent citizenship evokes the specter of civic passivity – of democratic citizens variably characterized by apathy, disaffection, selfishness, or a lack of political knowledge. Empirically, silent citizenship is linked to deficits of democracy – including voter turnout rates, the quality of political representation, and overall government responsiveness. One problem with these conclusions, however, is that we lack any systematic conceptualization of the range of different attitudes democratic citizens might hold in silence. This article seeks to fill in this conceptual gap by mapping the range of possible motivations for citizens to remain silent in developed liberal democratic systems. The key to doing so, I argue, is to distinguish between two measures of democratic citizenship: empowerment and communication. Separating these two measures reveals an entire spectrum of motivations for silence, which I organize into five distinct degrees of silent citizenship.  相似文献

In this study I examine whether an innovative government program in Ichikawa, Japan has been successful in increasing the level of generalized interpersonal trust in the community by rewarding civic participation by local citizens. Japan has sponsored the development of a number of “community currency” programs at the local level that are designed to create social capital. A community currency is a local “money” that is only useable within a neighborhood or town. In a typical community currency program, a town rewards civic volunteers with credits to barter with other citizens, use at participating stores, or pay for town services. These programs are specifically designed to stimulate generalized trust by rewarding civic engagement and encouraging social interaction. I evaluate whether the new Tekona community currency program in Ichikawa, Japan has been successful in raising levels of trust among participants, as compared to a randomly selected control group of town residents. I find that community currency involvement increases general trust, which demonstrates that it is possible to institute government programs that create social capital.

Engaging citizens in holding public officials and service providers accountable, referred to as social accountability, is a popular remedy for public sector performance weaknesses, figuring prominently in many international donor‐funded projects and leading to widespread replication. However, the contextual factors that influence the successful transfer of social accountability are debated. Demand‐side factors (civil society and citizens) are overemphasized in much of the literature. Yet supply‐side factors (state structures and processes) and the nature of state–society relations are also important. This article examines four projects in developing countries to explore how these contextual factors influenced social accountability aims and outcomes. The salience of supply factors in enabling social accountability for service delivery and government performance stands out, particularly the degree of decentralization and the availability of space for citizen engagement. The capacity and motivation of citizens to occupy the available space, aggregate and voice their concerns, and participate with state actors in assessing service delivery performance and problems are critical.  相似文献

Onitsha, located along the route that connects south-western and south-eastern Nigeria, has a very financially dynamic local government. Over one-quarter of the total revenues of this local government come from its market and motor parks. This is an unusual source for a local government that has perhaps the largest per capita revenue in Nigeria—almost N40, compared with the national average of N4.9. The procedure for collecting this revenue is regarded as highly successful since there is greater reliance on the citizens than tax officials. The volume of revenues collected has allowed the council maintain a large surplus revenue over a long period of time, which enables it to carry out important programmes of primary and adult education. It is also beginning to develop its property revenue collection system in collaboration with the Anambra State government.  相似文献

Effective crisis communication is essential to efficiently handle the uncertainty and anxiousness of citizens during the COVID-19 crisis. Government Twitter handles are an excellent platform for faster information dissemination and engaging citizens. While most government ministries actively use Twitter, limited attention is given to its modus operandi. Using data retrieved from the official Twitter handle of 'The Ministry of Health and Family Welfare' (MOHFW) of India, the current study examines the effect of the content characteristics, including content type and media type, on citizen engagement measured as tweet likes and retweets. The findings are based on 3742 tweets from MOHFW, recording more than 4.06 million likes and 1.23 million retweets over the initial six months of the largest COVID-19 vaccination drive. Results show that content-sharing guidance for stakeholders gained the maximum engagement, while the latest news about the COVID-19 crisis resulted in the least engagement. Photos gained maximum engagement, while statuses resulted in the least engagement. The results illuminate the textual features of the government's Twitter communication and will enable policymakers to manage their social media content strategy diligently.  相似文献

The COVID-19 pandemic provides a unique opportunity to study which factors drive compliance and how the evolving context in society –virus fluctuations and changing government measures – changes the impact of these factors. Extant literature lists many factors that drive compliance – notably enforcement, trust, legitimacy. Most of these studies, however, do not look across time: whether a changing context for citizens changes the impact of factors driving compliance. In this study, we use Lindenberg's Goal Framing Theory to explain the dynamics of these drivers of compliance during the COVID-19 pandemic. We formulate hypotheses for pro-socialness, trust in government, observed respect for rules, rule effectiveness, rule appropriateness, fear of COVID-19 (severity and proximity), opportunities for pleasure and happiness, as well as worsened income position. We test our hypotheses with data collected at three different moments during the beginning of the COVID-19 crisis in Flanders, Belgium. Findings show that over time the constellations of factors that drive compliance change and, later in the pandemic, more distinct groups of citizens with different motivations to comply are identified. The overall conclusion is that the voluntary basis for compliance becomes more fragile over time, with a more differentiated pattern of drivers of compliance emerging. Public policy and communication need to adapt to these changes over time and address different groups of citizens.  相似文献

In most poor countries, basic services in rural areas are less accessible and of lower quality than those in urban settings. In this article, we investigate the subnational geography of service delivery and its relationship with citizens' perceptions of their government by analyzing the relationship between service access, satisfaction with services and government, and the distance to urban centers for more than 21,000 survey respondents across 17 African countries. We confirm that access to services and service satisfaction suffer from a spatial gradient. However, distant citizens are less likely than their urban peers to translate service dissatisfaction into discontent with their government; distant citizens have more trust in government and more positive evaluations of both local and national officials. Our findings suggest that increasing responsiveness and accountability to citizens as a means of improving remote rural services may face more limits than promoters of democratic governance and citizen‐centered accountability presume.  相似文献

In the first comparative study of multidimensional government‐citizen policy congruence, this article shows that citizens are less satisfied with democracy when their views differ from that of the government on policy dimensions beyond the general left‐right axis. Satisfaction is reduced by a government that deviates on European integration and redistribution and partly also on social lifestyle, immigration and environmental protection. Furthermore, this analysis identifies the level of political interest as central moderator of this relationship. Satisfaction of citizens with stronger interest in politics suffers more when there is a politically distant government. Combining data from the 2010 Chapel Hill Expert Survey and two waves of the European Social Survey, the analysis builds on information on citizen‐government policy congruence of some 45,000 citizens and 31 governments in 15 Western and Central Eastern European countries. The article brings a multidimensional perspective to the study of policy congruence between citizens and governments in a time when the preference structure of parties and citizens has become increasingly complex.  相似文献
