Connecting with New Partners in COVID-19 Response

The COVID-19 crisis has called for the mobilization of diverse resources and coordination through administrative networks. This mobilization has brought to light the challenges involved in the recruitment and retention of diverse administrative networks. This Viewpoint essay reviews the importance and difficulties of maintaining diverse administrative networks. The review is followed by concrete strategies for building and maintaining diverse networks in Norman, Oklahoma. The lessons emphasize the role of active and imaginative recruitment and a realistic assessment of the challenges facing members of the network that can interfere with their participation.     

Introduction to the Special Issue on Comparative Chinese/American Public Administration

In the field of public administration practice, China has a history of several thousand years, whereas the United States has a much shorter history of hundreds of years of governance. In terms of the scholarly development of public administration in China, the roots of those intellectual resources can be traced far back, to Confucius’s ideology of governance and the ancient development of a civil service system some 2,000 years ago. In terms of the systematic development of public administration as an independent subject of learning, however, the United States has been a leader worldwide. Public administration as a discipline in the United States dates back to the late nineteenth century, with extensive scholarly research and publications in the early twentieth century ( Follett 1926 ; Goodnow 1900 ; Taylor 1912 ; Weber 1922 ; White 1926 ). In the Chinese context, although there were occasional studies of public administration in the first half of the twentieth century, systematic study was deferred until the middle of the 1980s. They were only truly continued following the official launch of master of public administration degree programs at the beginning of the twenty‐first century. In this respect, China was a latecomer, and Chinese scholars almost always date the study and scholarship in this field to about 1980. Over the past eighty years or so, the United States has established more than 200 MPA and related programs, while China has founded 100 MPA programs in just the past eight years. Recognizing the urgent need for MPA training, China is trying to catch up to the demand for social development and societal transition. Considering that China has a population of 1.3 billion, compared to a population of 300 million in the United States, it looks as if there is great potential for China to expand its MPA programs.     

Mononationals,hyphenationals, and shadow-nationals: multiple citizenship as practice

Multiple citizenship has in recent decades moved from an unwanted phenomenon in international relations to a fairly common transnational status. Multiple citizenship has nevertheless so far been studied mainly as a political and juridical status by comparing national legislations. Much less notice has been given to actual dual citizens' citizen participation and construction of citizens' identities. Only when citizenship is studied as these kinds of practices do the hypothetic possibilities and problems associated with the status get their meanings and contents. This paper concentrates on examining dual citizens' identifications to their respective citizenships and how these affiliations transfer into possible citizen participation. Results are based on extensive analysis of survey (n = 335) and interviews (n = 48) carried out among dual citizens living in Finland. Contents and forms of dual citizens' national identification and citizen participation were reviewed through ideal types: resident-mononationals, expatriate-mononationals, hyphenationals, and shadow-nationals.

The significance of signs

In Camera Lucida, Barthes makes a distinction between a semiological approach and a phenomenological approach to the sign. While semiotic theory has usually focused on signs that work through mediation and representation, in this article we investigate the possibility of a sign that is immediate, experienced as a presence. This is not a sign of, or even the impossibility of a sign of; rather, it is a sign that just is, without an elsewhere to refer or defer to. This form of sign means nothing and is gratuitous, yet it has significance ? or, more accurately, it is significance. We investigate these ideas through Buber's account of the religious sign.

DELEGATION: A CASE STUDY

• 1 Whether to delegate or not to delegate has been an active issue in the New South Wales Public Service since 1960.
• 2 There has been considerable delegation of personnel authority to department heads during the period 1960–68, and the benefits of this programme have been significant.
• 3 The following rules seem to govern the selection of areas ripe for further delegation:

The “monopoly” rule: Where a department has a virtual monopoly over a particular occupational group in the Service, it should have authority to employ members of that group. The “rubber-stamp” rule: Where the rate of approval to departmental submissions approaches 100 per cent in any area, delegation of authority should be considered. The “guide-line” rule: Where the Board finds it possible to formulate guide-lines for the making of decisions within its own office, these guide-lines should be communicated to the departments, together with authority to make the appropriate decisions. The “no-harm” rule: Whenever authority can be exercised in a department without breaching any general or departmental limitation, delegation should be considered.

• 4 The following limitations to delegation of further personnel authority are seen to exist:

The “size” limitation: The small size of many departments limits the scope for further delegations of authority. The “geographical” limitation: The geographical dispersion of departmental staff is a factor that limits the scope for further delegations of authority. Regional decentralization, paradoxically, often leads to centralization of personnel authority. The “uniformity” limitation: The need to achieve uniformity in the Service, from one department to another, limits the scope for further delegations of authority. The ideal of uniformity, however, has probably been over-emphasized in the past because of the early history of the Public Service Board, and the centralized system of arbitration within which it operates. Other limitations: Factors unique to individual departments, such as historical influences and lack of competence in personnel administration, impose specific barriers to further delegations of authority.

• Over the last fifteen years, the word Spin has come to define both the process of political communication, and the practice of public relations itself. The history of the term requires some examination. Arguably, until around 1992, Spin did not have such a widespread meaning—it was simply one tactic in an election campaigner's armoury.
• Now it seems to embrace the whole process of communication, not only between election campaigners and the media, but also between a Government and its people, or between a public relations professional in any field, and his or her target publics.
• The development of Spin as a word has gone through a number of stages which will be addressed in the course of this paper. It now has widespread popular usage, which has arisen through two principal processes: The increasing celebrity status of the spin‐doctor role: and the usefulness of the word to tabloid sub‐editors.

An aesthetics of diasporic citizenship: the example of Lebanese women in the UK

Migration for Lebanese is an ancestral practice that can be traced back to the Phoenicians. This cultural and social heritage has been maintained throughout time and still has an impact on the country to this very day. In the light of the expansion of capitalist mode of production on a global scale and the accentuation of human mobility across borders, the Lebanese migration represents an interesting case. This is not only because of their long tradition of travelling across the world but also, on closer inspection, because Lebanese people seem to have anticipated what has now emerged as a widespread ‘diasporic’ condition. In this regard, aspects such as belonging and participation are crucial. The aim of this work is not only to study a specific migratory experience through a transnational perspective but also to use gender as a fertile analytical category to interrogate all-encompassing issues such as human mobility and citizenship, and to raise more general theoretical questions. Ultimately, this approach will prove useful to critically examine concepts such as citizenship, identity and boundaries produced by contemporary nation states. The objective is to understand what the articulations of belonging and participation across boundaries are and how trajectories affect them. The research has no pretence of exhaustiveness. Nonetheless, as it takes advantage of qualitative methods of analysis, it sheds light on aspects that can prove useful to frame contemporary migration in a novel global perspective.
