Abstract

A recent World Bank policy statement on housing advocates the reform of government policies, institutions, and regulations to enable housing markets to work more efficiently. The policy statement identifies several instruments that governments can use to address housing market constraints, and to improve the performance of the housing sector as a whole, while paying particular attention to the needs of the poor.

In recent years, the government of Mexico has employed many of the enabling instruments described in the World Bank's housing policy statement. This article reviews the role of housing in the Mexican economy and the major reforms that the Mexican government has implemented to improve the operation of the housing market so that private lenders and home builders can play an expanded role in addressing the country's housing needs. The World Bank has supported the government's reform program, and since 1985 it has lent more than $1.2 billion to Mexico for low‐income housing projects.  相似文献

Abstract

Referring to the short-term survival of new progressive governments, ‘progressive setback’ has been a remarkable political phenomenon in many East Asian countries during the recent decades. Regarding this phenomenon's background, this paper investigates why and how urban citizens challenged their progressive governments in Thailand, South Korea, and Japan. First, this paper argues that the progressive setback across East Asia reflects the difficulty progressive governments faced in overcoming the legacy of longstanding conservative regimes, which had locked urban citizens into specific modes of subsistence. The progressives invoked the protest of urban populations as their new socioeconomic policies undermined these populations’ traditional basis of subsistence. Second, an investigation of the primary modes of urban subsistence in each country makes the cross-national comparison of progressive setback possible. Urban middle classes in Thailand, as an exclusive group incorporated into the mainstream political economy, engaged in a fierce contest with a progressive government that denied their privileged status in Thai society. In Korea, the self-employed turned to the conservative party since market restructuring programs of the progressive government made it difficult for these self-employed to maintain profits and sustain their livelihood. Finally, Japan's urban workers could not welcome the welfare expansion of the new labor-friendly government, because this class was too dependent upon wage incomes to agree with the consumption tax hike that welfare expansion required as its precondition. This paper implies that the old habits of urban citizens are an important hurdle for East Asia's progressives to overcome.  相似文献

While many opponents construe the growing presence of Muslim headscarves in Germany as evidence of creeping Islamicization, religious activism can also be interpreted as an attempt on the part of migrant offspring to forge positive ‘hyphenated identities’, rooted in urban culture, material consumption, and specific mosque communities. Islam has become ‘young, chic and cool’ among ethnic minorities, often denied citizenship and opportunity in their country of birth owing to jus sanguinis and/or other complex naturalization requirements. Religiosity, in turn, is slowly giving rise to new types of civic engagement, leading more ethnic youth to pursue German citizenship. Drawing on representative surveys, inter alia, this essay argues that while not problem free, an emerging Pop-Islam movement has provided Muslimas especially with an important platform for breaking with traditional gender roles, building social capital and acquiring the participatory skills necessary to bring ‘civil society’ into their own communities. It moreover infers that national policies banning headscarves in public service professions are increasingly at odds with European Union directives addressing gender equality and religious discrimination.  相似文献

The German political economy has often been cited as a classical case of non-shareholder value orientation. Its productionist, long-term, consensus orientation has often been contrasted with the 'Anglo-Saxon approach'. The influence of shareholders who press for shareholder value and the importance of the equity market have traditionally been low. But there are signs of change. In this article we describe some of these changes and try to assess the dynamics of this change process. First we show that the limited role of the equity market for company financing and for private household savings still provides a very narrow base for a shareholder value economy in Germany. The central pillars of the German system of corporate governance - the dominating role of banks, the system of co-determination and the company centred management system - are not crumbling. Change in the direction of shareholder value is therefore limited.  相似文献

Tea gardens face a threat of closure. Due to labour problems and pricing mechanism, Indian tea companies are unable to perform well on the global scene. The case of Tata Tea plantations in South India has been taken for this research study. An employee buyout strategy is introduced in a select number of tea estates. Results prove unfruitful initially. However, employees agree with this idea with a fear of loss of job. The new strategy turns out to be a success. The relationship between organizational change and managerial trust in the context of employee buyout is studied. A questionnaire is administered upon a sample of 100 respondents. Results are shown as a table. The article concludes by citing key issues for a successful buyout programme.  相似文献

This article contributes to the current debate as to the role, scope and scale of local government in New Zealand. In 2008, the Nationals Local Government Minister announced his intention to undertake a fundamental review of local government in NZ. This review finally took shape in mid 2011 with the publication of the consultation document ‘Smarter Government, Stronger Communities: towards better local governance and public services’ ( Hide 2011 ). This article adds to the debate by identifying four key themes within the NZ local government system, namely: the legislative framework; managerial capabilities; calibre of elected members and finally democratic deficit and community disengagement. Whilst the first two themes are undoubted strengths, the latter two are equally weaknesses in the local governance system of NZ. Hence the article makes a number of recommendations, seeking to exploit the strengths and to correct the weaknesses in order to create a robust and credible local governance system for NZ.  相似文献

This study examines the issue of whether or not state and federal job safety agencies provide the same levels of public output. Tests are conducted on the hypothesis that state takeover of regulation from the federal program serves to reduce the costs of firms. These costs are comprised of two components: the penalties for noncompliance and the uncertainty costs of regulation. The public policy implication that is drawn from these tests is that it matters to firms which government unit regulates them.  相似文献

The transition from communism to a market economy poses many important questions concerning the appropriate role for the state, and the institutional capacity for service delivery and development. Cambodia, after the turmoil of the Khmer Rouge and a decade of Vietnamese-guided communism, has opted for a market economy. This article considers some of the problems facing the Cambodian government following the UN-backed elections. It outlines the system of government at national and local level, focusing on Battambang province and district. It considers the current debate there about centralization and decentralization, and examines the problems of finance at national and local levels. The case study on water supplies in Battambang town contrasts the public provision through the provincial water enterprise with private sector and community/NGO provision. Whilst there is an urgent need to increase water supply capacity and improve quality, there are institutional constraints in relation to the various providers. Previous research has extensively analyzed the role, and indicated the importance, of network management for the functioning and performance of public or governance networks. In this article, we focus on the influence of boundary spanning actors in such networks—an aspect less examined in the governance network literature. Boundary spanners are considered to be important for governance network performance. Building on the literature, we expect a mediating role of trust in this relationship. To empirically test these relationships, we conducted survey research (N = 141) among project managers involved in urban governance networks: networks around complex urban projects that include the organizations involved in the governance process (the formulation of policies, decision making, and implementation) in these complex projects. We found a strong positive relationship between the presence of boundary spanners and trust and governance network performance. The results indicate a partially mediating role of trust in this relationship. Furthermore, we found that these boundary spanners originated mainly from private and societal organizations, and less from governmental organizations.  相似文献

随着社会转型和经济转轨速度的加快,我国城市街道事务管理的任务量和复杂性急剧增加,街政治理变革与创新势在必行。本文以公民参与和街道行政之间的生态互动关系为主线,依据"决策—实施—监督"的街政流程,对2007年北京市委社会工委成立以来街政治理的公民参与机制进行了案例分析。本研究发现,社区的公民参与及其组织形式塑造了街道公共决策的民主化机制,扮演着社区居民自组织服务或为其增能的角色,开辟了街政监督的公民社会路径,其在推动街政由低分权、封闭性、单向度管理,向开放式、参与型的公民治理转变的过程中,发挥着重要的作用。  相似文献

Individuals' preferences for automobiles are often taken for granted in our auto centric society. This study attempts to determine if commuters in a city located beyond the fringe of a metropolitan area are willing to use public transit if it is developed and what are the socioeconomic and attitudinal factors that influence individuals' decision to use such a service. Analyses of survey data reveal that preferences exist for public transit service, which can be partly attributed to individuals' concerns regarding rising gasoline prices and air pollution, and is particularly noticeable among those who are educated and/or belong to a younger age group.  相似文献
