Roel Meijer's edited volume fills massive gaps in the Western literature on Salafism, presenting a highly nuanced account of a diverse and internally divided religious identity movement while avoiding the opposing pitfalls of apologetics and polemics. Aside from the diversity of the movement, a key theme throughout the volume is the persistent malleability of Salafi ideology, which has major implications for states, social policy, and international security. The unavoidable conclusion seems to be that even “quietist” strands cannot be considered reliably quietist. Those who seek to better understand the tensions within Salafism, the relationship between this movement and states around the world, and how Salafism stands in relation to various forms of aggressive, violent contention would be well-advised to refer to this volume.  相似文献

The literature on collective memories in the Baltic states often stresses the irreconcilable division between Russian and Baltic official interpretations of the Second World War. This paper seeks to challenge this popular notion of two polemic collective memories – “Latvian” and “Russian”. While there is evidence that Latvia's Russian-speakers are heavily influenced by Russian cultural and political discourses, I will argue that the actual positions taken up by Russian-speakers are more nuanced than a crude Latvian–Russian dichotomy would suggest.

Based on survey data collected at the site of the 2011 Victory Day celebrations in Riga, this paper points to the germane existence of a partial “democratization of history” among Latvia's Russian-speakers, typified by an increasing willingness to countenance and take stock of alternative views of history. Through an examination of the data it will be argued that such tentative steps towards a democratization of history are most visible among the younger cohort of Russian-speakers, whose collective memory-myths have been tempered by their dual habitation of the Latvian, as well as Russian, mythscapes. In order to more fully understand this process both bottom-up and top-down pressures will be examined.  相似文献

This article argues that some of today's terrorist groups have transformed into transnational criminal organization (TCO) who are more interested in profits than politics. This dynamic has important implications for policymakers as some traditional, politically motivated terrorist groups further profit-minded agencies under a political banner. The author argues that there are different degrees of transformation; some terrorists commit criminal acts to support political operations, while others view profit-driven criminal acts as their end game. The articles further argues that unlike some observers suggest, TCOs and terrorist groups will not cooperate with each other to advance aims and interests, instead utilizing their "in-house" capabilities to undertake criminal or political acts.  相似文献

Abstract

We offer a practical measure of local government effectiveness in the provision of public services relating service expenditures to aggregate property value. Building on the work of Brueckner (1979 Brueckner, J. K. 1979. Property values, local public expenditure, and economic efficiency. Journal of Urban Economics., 14: 116.  [Google Scholar]) and Henderson (1990, 1995) we present an aggregate property value maximization model where levels of local public services are capitalized into aggregate property values. Using data for Wisconsin municipalities we demonstrate that service expenditure levels, and simultaneously corresponding taxation levels, are suboptimal and should be increased. The aggregate property value maximization test suggests that local public services in Wisconsin are consistently under-provided. By monitoring local property values officials can objectively measure if public services are being provided in an optimal manner.  相似文献

The so-called collapse of communism has reinforced powerful North American- and Western-European-centred visions which continue to see 'Western' models of development as the key to modernization world-wide. The end of the Cold War has also drawn renewed attention to the rise of an increasingly dynamic capitalist East Asia, which has brought with it triumphant East Asian-centred discourses which celebrate East Asianstyle development models distinct from and superior to 'Western' models of development. At the same time, challenges to the dominant discourses and the emergent post-Cold War capitalist order continue to emerge from numerous angles and at multiple sites. Two recent books represent important efforts at critically examining global inequality and articulating alternative perspectives to the dominant international narratives on development and social change. In After the Revolution , Arif Dirlik attempts to recast and recuperate Marxism so that it can play a role in progressive politics at the end of the twentieth century. Meanwhile, Arturo Escobar's new work seeks to engage critically with the dominant Western discourse on 'development' and sketch out alternative post-development trajectories from a position that synthesises post-structural analysis with the insights and concerns of grassroots activists-writers and the new social movements. Beginning with Escobar's book, I will examine some of the key themes and draw out what I see as some of the main analytical strengths and weaknesses of these two contributions to the post-Cold War development debate.  相似文献

Studies of economic development and economic history have long been concerned with the relationship between the transparent and supposedly anonymous forces of markets, rules, and bureaucracies, on the one hand, and membership in groups, such as local communities, associations, or networks on the other. Economists are quite divided about these latter forces: for some, they are necessary underpinnings for the market, providing trust and social capital which in turn reduce transaction costs and moral hazards and hence promote development; for most, they are seen as archaic, leading to nepotism, rent seeking, and institutional rigidity. Indeed, throughout the social sciences, there is an opposition between the roles assigned to what may be called the “societal” and the “communitarian” bases of social and economic development. But each position in this theoretical standoff underestimates the contributions of either society or community to economic development. This is because both society and community have potentially positive and negative effects; together, however, they can act as mutual checks and balances on their potentially negative effects, while reinforcing the positive contributions of each to economic efficiency. Different levels and types of society and community, in interaction, define complex contexts of choice and incentives in economic development, and allow us to see more clearly the basis of different institutional configurations in relationship to development. Michael Storper is professor of regional and international development in the School of Public Affairs at UCLA; professor of economic geography at the London School of Economics; and professor of economic sociology at the Institut d’Etudes Politiques (“Sciences Po”) in Paris. ABSTRACT

Globalization forces are colliding with international and national systems of governance, giving rise to a limited sovereignty of the nation-state. Globalization has also negatively affected poor countries and, in its wake, contributed to violence, hunger, and deprivation despite its powerful technological innovations and new economic, cultural, administrative, and political initiatives. This study conceives globalization, good governance, and the culture of governing as inextricably connected. After reviewing positions by proponents and opponents, the authors conclude that the dysfunctions of globalization are threatening the very foundation of developing nations’ systems of effective governance. Based on a review of developments in countries of the Middle East and South Asia, the authors believe that to serve the transformative process, leading to good governance and democratic development, globalization has to take account of important indigenous value systems.  相似文献

Virtually all examinations of governmental planning have been restricted to the executive branch. However, over the last fifty years, Congress has acquired a relatively sophisticated, though latent, planning capability which has greatly increased its potential for policy making that is both more anticipatory and more comprehensive. While the transformation of Congress from a quintessential liberal institution into an institution dominated by planning is certainly an unlikely prospect, the reforms of the 1970s, building on the reforms of 1946, have changed Congress significantly. These reforms have vastly expanded congressional sources of internal support, have created and enhanced external congressional support agencies, and have reorganized the internal structure of Congress. It is important to recognize the planning implications of each of the structural modifications, and grouping them all together as part of a grand congressional planning capability puts past reforms and proposals for future reforms in a new and enlightening perspective.  相似文献
