The field of political science has undergone significant change since the 1960s. The major shift was toward far greater quantification in the scholarly analyses. That movement sparked enduring controversies. These include disputes pitting scientific detachment against political relevance; specialization against accessibility; and quantitative against qualitative analysis. This article traces the contours of these controversies and offers some reflections on the discipline’s possible future.  相似文献

This article summarises the results so far of an international investigation aimed at identifying political strategies that make it easier for national governments to take more effective action against climate change while avoiding significant political damage. The numerous strategic options identified included strategies involving unilateral action by governments, strategies of persuasion, damage limitation strategies, strategies that can be used in political exchange with other political actors, and strategies designed to improve the bargaining position of governments by altering the terms of political exchange. The article concludes with a shortlist of especially promising strategies.  相似文献

An important feature over the last 30 years has been the increasing shortfall in the Conservative vote in Scotland compared with England. The Conservative Party, despite social structural disadvantages in terms of housing tenure and social class, did unusually well until the mid-1950s, particularly among Unionists and Protestants. After considering the historical and religious factors explaining earlier Conservative political strength, it is argued that two factors help to explain the changing politics of the state in Scotland: the establishment of Scotland as a separate unit of economic management in popular perception and the greater dependence on direct state involvement. The Scottish economic dimension has made Scotland an ideological category largely incompatible with Conservative English/British national rhetoric as employed by Mrs Thatcher.  相似文献

The internationalization of political science makes it especially difficult to identify a distinctive British approach to comparative politics. While there is certainly evidence of a distaste for cross-national comparison in Britain, this is no more marked than in other countries. In fact, on the evidence of a survey of major journals, Britons make relatively heavy use of the comparative method. British comparative research is less likely to use statistical indicators and methods than that found in other countries. Apart from this, the distinctions between comparative politics here and elsewhere are more matters of style and less matters of substance.  相似文献

ABSTRACT

In recent years, debates around development have seen the growing prominence of post-developmentalist proposals, which are driving the anti-capitalist discourse and at the same time serving as a springboard for non-capitalist development proposals. However, the search for an alternative approach to development can disrupt the construction of viable action strategies and dilute important elements of the contributions advanced by the heterodox tradition, mainly Marxist. The aim of this paper is to systematize the limitations of post-developmentalism and articulate a heterodox paradigm that can be measured in tandem with conventional and hegemonic approaches in development studies, such as approaches stressing human development.  相似文献

This article employs an interpretive approach, and in the light of contributions to this symposium by Butler and McAllister, and McLean et al ., holds that metrics of research 'quality' are socially constructed and hence are as 'subjective' as peer review. Thus it rejects the use of stand-alone metrics as an 'objective' basis to inform funding allocations. Rather, the optimum method of 'quality' assessment is a panel-based exercise with expert judgement informed by a range of discipline-sensitive metrics and peer review of publications. The article maintains that the politics of metrics of political science conceals interests about the foundations of social scientific knowledge, and so the dispute over metrics and peer review is a metaphor for the conflicting epistemological preferences of UK political scientists. It is also argued that metrics-led assessment subjects political science to 'Gradgrinding' on two fronts: that political science departments amount to less than the sum of their parts, and the audit culture strips the discipline of its humanism.  相似文献

This article attempts to discuss the debate about “indigenizing political science in China” from the logic of comparative politics. The author believes that the phrase “indigenizing political science in China” is misleading at best and destructive to political science development in China at worst. The logic of comparative politics is the same as other comparative social sciences: namely, it is the process of replacing proper names and treating tempo and spatial factors as potential variables contributing to the explanation of political phenomena. As social scientists, we should not be content in using “local Chinese conditions” or “special Chinese cultural factors” to explain political behavior and phenomena in China. Instead, we should decompose the “special Chinese conditions” and “cultural factors” for the deeper meaning of these conditions and factors so that we can conceptualize and elevate these conditions and factors to a theoretical level. In short, the author favors making political science study in China more scientific and argues that the future of political science studies in China lies in replacing the proper name “China” or “Chinese”.  相似文献

As a preliminary investigation and an intellectual reflection of the state of the field of Chinese domestic political study conducted in the Chinese language in mainland China, this paper deals with a threefold task. It first assesses the state of the field of the study of Chinese politics in mainland China, and argues that this scholarship is underdeveloped in comparison with the study of home-country politics in some other countries. It then clarifies the often blurring boundaries in contemporary China between the political science study of Chinese politics on one hand and other categories of political writings on the other, and maintains that the political penetration from the Party-state has been the major factor that hinders the intellectual development of the study of Chinese politics as a branch of political science. The paper, thirdly, suggests the so-called “open-minded independence of scholarship” with the emphases on academic autonomy and institutionalized professionalism as what the most needed for developing the study of Chinese politics in the Sinophonic world.  相似文献

The American Political Science Review (APSR) centennial provided us an occasion for the examination of the political science profession as reflected from its pages. Employing a citation analysis of 220 major political scientists published in the APSR and probing deeper into the citation record of some of its prominent scholars, this paper charts the dynamics of political science history. Since its birth over a hundred years ago, the profession has been in a state of constant flux, where new movements surge as previous ones decline once their integration into the fund of professional knowledge was completed. The paper argues that the surge and decline pattern is not a “tragedy of political science,” but a sign of a healthy and vigorous profession.  相似文献

The public controversy over depleted uranium (DU) seems to follow a standard trajectory—scientific closure, via the reduction of scientific uncertainty, led directly to policy closure, as government bureaucracies increasingly downplayed its dangers and denied redress to exposed individuals. Closer inspection, however, reveals a more complex dynamic. A series of expert, public science reports, while articulating a shared narrative of DU safety, actually accentuated great uncertainty concerning DU's biological effects, mirroring new uncertainties raised by ongoing scientific research. Policy closure is thus mirrored in neither the scholarly scientific literature nor in broader political realms, suggesting a close and unique relation between the expert reports and governmental policy making. Public science institutions and the expert reports they produce are crucial political resources for resolving governmental policy making but are decidedly less successful at closing the broader political debate.  相似文献

Hatred of America expressed in the 11 September attack is more than matched by the hatred by Americans for Islamists expressed in the war on Afghanistan, the War against Terror and the threatened wars against the 'Axis of Evil'. It is argued here that there is a pattern of self-reinforcing hatred operating in the world set in motion by the actions of the United States, particularly by George Bush Snr, and embraced and used by George Bush Jr to reinforce and further develop this pattern. To oppose this it is necessary to understand how hatred is generated, how this system operates and how Bush is exploiting it, and then to provide an alternative. It is argued this requires a new story of civilisation as the quest for justice understood as true recognition to oppose to the myths based on hatred promulgated by Bush. In terms of this story, the extreme economic, social, political and military policies of Bush and the myths used to justify them should be recognised for what they are, the challenge of barbarism to civilisation.  相似文献

This article addresses an international dimension in the politics of climate change by scrutinising the objective of sustainable development in the Kyoto Protocol's Clean Development Mechanism (CDM). Through the example of Finland, which has been one of the world's pioneering countries in utilising the CDM, this article analyses the degree to which the current mainstream eco-modernist policy discourse is reflected in national policy documents and what kinds of implications this has for the CDM's objective of sustainable development. The results point to ambiguities in Finnish policies, especially in terms of balancing national interests and broader developmental objectives.  相似文献
