How do rising powers choose to allocate their finite resources among the multiple global and regional security organizations? Building on the literatures on forum shopping and rising powers, we argue that the different organizational investment choices of rising powers are explained by varying regional ideational affinities. Organizational settings have ideational foundations that can look very different from region to region. We argue that regional ideational affinity leads rising powers to invest in regional rather than global organizations. However, if the ideational composition of the region is highly diverse, global organizations are a better vehicle to accommodate rising powers’ emergent ambitions. To demonstrate our argument, we examine the choices of Brazil and South Africa in terms of their material and ideational investments in regional and global organizations.  相似文献

Students of international relations interested in cooperation through international regimes and organizations very often devote their attention to the role of a few big states rather than the numerous small ones. Small states tend to possess fewer administrative and financial resources back home as well as smaller and less well-equipped delegations at the international negotiation table than big states. This can easily translate into difficulties in preparing positions for all items on the negotiation agenda and in developing negotiation strategies in great detail, which might inhibit small states from successfully influencing negotiation outcomes. Yet, since international negotiation often rest on a one-state, one-vote principle and since small states can adjust priorities and redirect their limited capacities, there is a window of opportunity for small states to turn into important international actors and achieve significant outcomes in international affairs. In order to systematically shed light on the role of small states in international negotiations, this article outlines the conceptual framework to answer the following question: How, and under which conditions, can small states successfully punch above their weight in international negotiations?  相似文献

Bargaining power in an international system should, theoretically at least, be closely associated with the pattern of international transactions. In the literature, this consideration has often been linked to the polar concepts of dominance and dependence. A methodology is developed in this paper for evaluating the degree to which a state dominates the transactions of some other state. Specifically, a series of international transaction behaviors both of a cooperative and conflicting nature are examined for 15 Middle East nations and the Big Four. Inter‐nation dominance and dependence are then defined with respect to each transactional behavior, and the information is summarized by a principal components factor analysis of the flow‐structure matrix. Two salient dimensions are identified and aggregate measures of dyadic relationships are calculated. Given the international situation which existed in the Middle East at the time in question, a thoroughly plausible dominance/dependence profile is developed.  相似文献

The participation of non-state actors in international politics has been investigated since the creation of international institutions. Yet, the rules, principles and norms of global governance are no longer discussed in single isolated institutions. Rather, with the proliferation of international regimes and organizations, international issues are now negotiated in a context of institutional interactions known as ‘regime complexes’. This poses new questions, in particular on the negotiation burden that these new processes place on international actors. To answer this question, this contribution compares non-state participation in both contexts (single regimes and regime complexes), using the international forest negotiations as a case study. It uses quantitative methods to measure the negotiation burden of single regimes and compare it with the negotiation burden of regime complexes. The negotiation burden of single regimes is found to be insignificant, political interest being the major motivation for participation, while the negotiation burden of regime complexes is found to be real, demanding a certain type of material and organizational resources in order for non-state actors to participate. Yet a certain diversity of non-state representation is maintained within regime complexes, non-governmental organizations being dominant with respect to business groups.  相似文献

This paper reports on a laboratory experiment which investigated the impact of conflict and cooperation in a hypothetical international environment on the bargaining processes and outcomes of a simulated arms control negotiation. A method called Bargaining Process Analysis was employed for measuring the content of bargaining behaviors in this experiment where free verbal interactions were permitted.

The results suggested that a heightening of international tensions tended to increase the perceptions of mutual hostility among negotiators, to increase the employment of “hard‐line” bargaining strategies such as threats and retractions, to increase the proportion of negative relative to positive affect and disagreements relative to agreements. These changes in bargaining behavior, in turn, detracted from the ability of negotiators to identify a solution to the bargaining problem and from the level of agreement attained. Conversely, increased cooperation in the international environment had no consistent, strong effects on either the bargaining process or outcomes of negotiations.  相似文献

An inquiry into the discipline as it is taughtin the region throws light on how particular national legitimatingmyths are reproduced, the transmission of collective historicalmemories, the dominance of certain schools of internationalthought, and the role of civil society in Southeast Asian knowledgeproduction. Putnam's metaphor of a two‐level game that state representatives play when they face the dual constraints of international bargaining and domestic pressures has been applied across different political systems. This paper argues that it is important to take into account differences in state structures and political processes in the study of international negotiations. That state structures and processes are important has become a common theme in current research on foreign policy, decision making, and international conflict. Building on this literature, this study involves a meta‐analysis of existing case studies of two‐level games. The previously completed cases provide evidence of variation in the characteristics of two‐level games. Independent measures of the institutional structures of the states involved in the set of case studies are collected from the POLITY III dataset. Hypotheses on how differences in state structures might influence the characteristics of two‐level bargaining are then examined. The study finds that differences in state structures do influence the dynamics of two‐level games. Some of the results support the conventional wisdom on this relationship, while other results suggest counter‐intuitive insights. A framework conceptualizing state characteristics at three levels is proposed for future research.  相似文献

The following study is one consequence of an on‐going attempt by the authors to achieve a more comprehensive understanding and expression of data relating to international events. This paper reports on the collection of semantic differential scores for 250 different types of nation‐state behaviors and then demonstrates how those ratings were used to reconstruct the domestic and international scales in COPDAB so that the scale point categories were internally consistent and in a linear relationship to one another.  相似文献

In the integration literature, the relationship of the European Union (EU) as a donor and the (potential) candidates for EU membership as recipients of democracy promotion is described as asymmetrical. The donor is portrayed to have full whereas recipients have moderate or even no leverage over democratic reform what brings a hierarchical notion of active donors versus passive recipients into the analysis. Taking the local turn into consideration, however, this contribution argues that democracy promotion, is better conceptualized as a dynamic interplay between external and domestic actors. It reveals the toolbox of instruments that both sides dispose of, traces the dynamic use of these instruments, and systematizes the structural and behavioural factors that constrain the negotiation interplay. A case study of negotiations over public administration reform in Croatia in the context of EU enlargement shows that domestic actors dispose of leverage that counterweights external leverage and mitigates the implied hierarchy.  相似文献

This article explains East Asian regionalism as the product of two sets of negotiations. The first negotiation is between East Asia on the one hand and global forces and structures on the other. The second negotiation is intra-regional and includes a critical negotiation between the Association of Southeast Asian Nations (ASEAN)-Southeast Asia and East/Northeast Asia, which also provides the primary focus of this article. This article details ASEAN's extensions into East Asian regionalism as part of interdependent efforts to adapt transitioning global and regional systems. Conceiving these regional negotiations to be not just economic and utilitarian but first and foremost normative, this article details the opportunities and dilemmas represented by ‘East Asia’ for ASEAN, ASEAN-Southeast Asia and Southeast Asia as a meaningful organizing principle. Dilemmas associated with the ASEAN Plus Three process, an East Asia free-trade area and the ASEAN Charter provide illustrations of East Asia's understood challenges for Southeast Asia in addition to the ways that Southeast Asian agencies have been shaping the form and content of recent East Asian efforts and also how regional-global and intra-ASEAN negotiations continue to provide key constraints.  相似文献

Despite a protracted and well-established policy of neutrality, in 1910, Sweden decided to enter into negotiations with Germany concerning military collaboration in case of a Russian attack against Germany and Sweden. This article argues that behind the Swedish decision to enter into the talks was Swedish trust towards Germany to the effect that Germany would not exploit the talks for its own interests. The article discusses the phenomenon of inter-state trust in terms of risk and uncertainty, and analyzes the Swedish decision process leading to the general staff negotiations.  相似文献

The article makes a preliminary survey of the teaching of internationalrelations (IR) in Malaysia. It starts by describing the originsof the field, and the emergence of an IR epistemic communityjoining both academia and government. This account is necessarilyderived from the experiences of the four most established Malaysianuniversities distinguished by length of existence and officialfavor. Subsequently, the survey would describe course contentand influences going into their design. The penultimate sectionswould attempt to place the evolution of Malaysian IR teachingwithin a historical context. This survey nonetheless concludesthat nationalist aspirations continue to remain a secondaryinfluence when compared with intellectual dependence upon theWest in the design of IR education in Malaysia. This conclusion summarizes the evidence explaining the divergent trajectories taken by post Arab uprising states in terms of multiple variables, each illustrated by an iconic case, namely: State Failure and Competitive governance (Syria), Regime Restoration and Hybrid Governance (Egypt) and Polyarchic Governance (Tunisia). Factors include the starting point: levels of opposition mobilization and regimes' resilience – a function of their patrimonial-bureaucratic balance; whether or not a transition coalition forms is crucial for democratization prospects. Context also matters for democratization, particularly political economic factors, such as a balance of class power and a productive economy; political culture (level of societal identity cleavages) and a minimum of international intervention. Finally, the balance of agency between democracy movements, Islamists, the military and workers shapes democratization prospects.  相似文献

The EU sets considerable store by the need for its Free Trade Agreements (FTAs) now under negotiation with Asian countries to contain a sustainable development chapter with clear references to respect for the core ILO labour standards. While they reject the sanctions-based approach demanded by the European trade unions, they accept that some real enforcement mechanisms will be needed. Among Asian countries, Korea is most likely to accept some form of a social clause, while India and certainly some ASEAN countries strongly oppose it. This article explores the prospects for mutual agreement on this thorny issue at the bilateral level which, to date, has failed at the multilateral level.
