The Delphi Method has been applied to a wide variety of predictive and consensus building problems in the West. It has achieved mixed success in its ‘native’ environment. This paper reports on the successful use of the Delphi by an interdisciplinary, international team of English-speaking consultants in an Arabic-speaking country, politically dominated by a centralist regime. In the sixth year of the Iran-Iraq war, a group of international consultants proceeded with the development of a master plan for the development of the City of Baghdad, the Greater Baghdad Area and Central Iraq. Work on the plan had begun in 1982 but had been slowed by the war and its effect on the Iraqi economy, a lack of consensus on the part of the Iraqi government and a substantial degree of uncertainty in the government's confidence in the consulting team's perceptions. An accelerated form of the Delphi was structured and applied over a period of three weeks, employing high ranking members of the Iraqi technocracy. The results indicated a good degree of consensus on a number of material issues. The consultants obtained a clearer picture of the client's desires, and the client was left with greater confidence in the consultant's perceptions of the planning problems and solutions. There was a notable reduction in the level of uncertainty and disagreement among both Iraqi and expatriate members of the planning team. Finally, there was an increased acceptance of the resulting master plan due to the demonstrable participation of senior government officials in its formulation and the credibility they attached to the process of the Delphi. At the time of writing, the plan has been accepted by the government of Iraq.  相似文献

The US Department of Defense (DOD) has made available to scholars a significant collection of documents captured from the files of the Saddam-era Iraqi intelligence services. DOD is also studying ways in which further such documents can be released. These documents paint a picture in many ways reminiscent of the intelligence services of the totalitarian Soviet Union. These and forthcoming documents may enable important research on Iraq and on the role of intelligence services in totalitarian states. One newly available document gives the Iraqi General Military Intelligence Directorate's assessment of Iran on the eve of the Iran–Iraq War.  相似文献

Although widely criticized for inaccurate estimates of Iraqi weapons of mass destruction in 2002, the United States Intelligence Community was far more prescient about the likely consequences of a military campaign to remove Saddam Hussein. Intelligence assessments of the challenges likely to be faced by a post-war Iraq were widely disseminated within the Executive Branch and Congress and may have served to justify the Bush Administration's decision to undertake extensive reconstruction efforts rather than to turn power over at once to Iraqi leaders.  相似文献

Almost seven months after Iraq's parliamentary elections on 7 March, negotiations between political parties have yet to produce a new government. Baghdad is dominated by rumour and intrigue. Elections which should have been a landmark in Iraq's reconstruction following the 2003 US-led invasion have instead highlighted the weakness of the rule of law, the fluid and unstable nature of Iraqi politics and the profound mistrust among the political elite.  相似文献

Nations in the Arab world are largely unitary states, yet Iraq has embarked on a seemingly ambitious agenda of decentralization and devolution mixed with federalism. While local elections have been delayed at least until 2012, and indeed may never take place, Iraq's constitutional commitment to decentralize and subsequent statutory enactments appear to be turning provincial governments into significant actors in Iraqi governance. Progress has taken place at a slower, more deliberate pace than both proponents and opponents feared in 2002–6. This article discusses the current state of implementation of this process as a cornerstone of Iraqi democratic development, from the perspective of a former U.S. Department of State senior governance specialist who served on an embedded Provincial Reconstruction Team in 2009–10. These reconstruction teams were dismantled in the year leading up to September 6, 2011, as the American relationship with Iraq was “normalized,” though they likely will continue in Afghanistan into 2013.  相似文献

Abstract

Since the death of Ayatollah Khomeini in 1989, Iranian foreign policy has become increasingly moderate. Iran's active neutrality during the Iraqi occupation of Kuwait is symptomatic of this moderation. The policy of active neutrality became possible because Rafsanjani centralized the foreign policy decision‐making process before the start of the crisis and introduced his “new‐thinking” in the Persian Gulf. This new thinking was a part of his strategy to rebuild Iran's shattered economy and to improve relations with the West and with the Arabs of the Persian Gulf.

Without a single shot and without any casualty, Iran benefited enormously from the Kuwaiti war. Rafsanjani's domestic opponents were weakened. Iranian financial gains were significant. Iran's negative image improved. Relations improved with the West and with the Arab nations of the region. And the military and economic infrastructures of Iraq, Iran's archenemy, were seriously damaged, making Iran the region's most powerful indigenous force.

The danger posed by “weapons of mass destruction” (WMD) was the Bush administration's chief justification for invading Iraq. Amid the din of the chorus that ceaselessly repeated this phrase in 2002–2003, hardly anyone stopped to ask: what is “WMD” anyway? Is it not a mutable social construct rather than a timeless, self-evident concept? Guided by Nietzsche's view of the truth as a “mobile army of metaphors [and] metonyms… which have been enhanced, transposed, and embellished poetically and rhetorically,” we present a history of the metonym WMD. We describe how it was coined by the Archbishop of Canterbury in 1937, and subsequently how its meaning was “transposed” and “enhanced” throughout Cold War arms negotiations, in the aftermath of the Iraqi invasion of Kuwait, and in US domestic law. We also discuss how, in the run-up to the Iraq war, “WMD” did not merely describe an Iraqi threat; it was rather “embellished poetically and rhetorically” in ways that produced and inflated the threat.  相似文献

In 1933 the army of the nascent Iraqi state launched an exterminatory attack on members of the Assyrian community who had fled to Iraq during the First World War. 'The Assyrian affair' which at the time sent shock-waves around the world has now been largely forgotten. But an examination of its origins and causation reveals much about the nature and pattern of modern genocide. Levene argues that typecasting genocide as the outcome of prejudice, racism or even xenophobia, while these may be significant ingredients, proves to be insufficient as a comprehensive explanation. Rather, these factors need to be analysed within the context of an emerging international system of nation-states. This itself may be a factor in helping to catalyse the most extreme and radically ideological responses, especially from new and untried national elites seeking to overcome perceived obstacles to their state's development and genuine independence.  相似文献

This article assesses the British experience with intelligence accountability through an analysis of the principal mechanism that exists to provide for it – the parliamentary Intelligence and Security Committee. It discusses the context within which oversight proposals emerged, the debate surrounding the nature of the new oversight body, and assesses the performance of the Committee over the first decade of its existence. It concludes that while the Committee has secured some important advances with regard to the accountability of the intelligence and security services, there are nevertheless significant limitations and weaknesses, many of which were evident in the Committee's 2003 investigation and report into pre-war intelligence on Iraqi WMD. In this context, the debate as to whether the oversight body should have select committee status, discussed at length in the article, remains highly relevant.  相似文献

Turkey’s military is once again claiming new successes in its 13-year war against the Kurdistan Workers’ Party (PKK). The armed forces increasingly recognise the need for social and economic measures to address the plight of the Kurdish population in south-east Turkey. Among Turkey’s political élite there is also some acceptance of the need for a political solution. But if the Army has become less obsessed with a purely military solution, it shows no willingness to make any concessions to the Kurds’ cultural and national aspirations. There thus appears little end in sight to an insurgency which is increasingly damaging Ankara’s relations with the West.  相似文献

Reducing uncertainty is a central goal of intelligence analysis. 'Reducing uncertainty' can mean (1) reduce ignorance or ambiguity or potential for surprise in describing situations or intentions, or (2) reduce adverse impacts of ignorance, ambiguity or surprise on decision outcomes. We make two claims. First, the second meaning needs greater attention in intelligence analysis. Uncertainty itself isn't pernicious, but adverse impact of surprise is. Some policy options are less vulnerable to uncertainty than others. These less vulnerable (i.e. more robust) options can tolerate more uncertainty. Analysts should identify policy options that are robust to uncertainty. Second, reducing the impact of uncertainty requires awareness of policymakers' goals. This needn't conflict with analysts' policy neutrality. Tension between neutrality and involvement arises in economics, engineering, and medicine. The method of info-gap robust-satisficing supports decision making under uncertainty in these and other disciplines. Implications for intelligence analysis are explored in this paper. We discuss the assessment of Iraqi WMD capability in 2002.  相似文献

On 17 February 2016, a suicide bomber blew himself up, killing 28 people and injuring another 61 in the “heart” of Turkey’s capital Ankara. A few hours after the attack, the Turkish government blamed Salih Neccar from the (mostly) Kurdish-Syrian People’s protection Unit (YPG). Two days later, the Kurdistan Freedom Hawks (TAK) claimed responsibility and named the bomber as Abdülbaki Sömer a Turkish citizen. The bombing is part of a resumption of violence in Turkey between Turkish government authorities and Kurdish groups. In this paper, we examine how on-line news stories recontextualise the bombing. We assert that news sources multimodally recontextualise the bombing in ways which are advantageous to the news organisations’ owners, political alliances and supporters. By each news source representing their political interests unquestionably positive and opposition unconditionally negative, polarisation in Turkish politics is articulated. This does nothing to solve problems and heal wounds in a time of national crisis.  相似文献

Many studies have examined Americans' immigration attitudes. Yet prior research frequently confounds multiple questions, including which immigrants to admit and how many to admit. To isolate attitudes on the former question, we use a conjoint experiment that simultaneously tests the influence of nine immigrant attributes in generating support for admission. Drawing on a two‐wave, population‐based survey, we demonstrate that Americans view educated immigrants in high‐status jobs favorably, whereas they view those who lack plans to work, entered without authorization, are Iraqi, or do not speak English unfavorably. Strikingly, Americans' preferences vary little with their own education, partisanship, labor market position, ethnocentrism, or other attributes. Beneath partisan divisions over immigration lies a broad consensus about who should be admitted to the country. The results are consistent with norms‐based and sociotropic explanations of immigration attitudes. This consensus points to limits in both theories emphasizing economic and cultural threats, and sheds new light on an ongoing policy debate.  相似文献

Why were American officials caught by surprise with the military coup and later revolution in Iraq on 14 July 1958? Drawing on American intelligence and diplomatic records as well as multilingual sources, this article argues that the US intelligence failure is the product of two factors: the collection of information from too few and too similar human sources of intelligence in Iraq’s ruling regime, and the unreceptivity of US officials to assessing new information and their unwillingness to update assessments of local Iraqi developments. It revisits America’s intelligence failure in Iraq and suggests important lessons for the study of intelligence.  相似文献

ABSTRACT

This article examines the practices of rape, sexual enslavement, and forced marriage used by the Islamic State in Iraq and Syria (ISIS). Most research see wartime sexual violence as solutions to battlefields challenges. Studies of civil war and competitive state building during civil wars have largely overlooked the implications of such violence for rebel governance. This article explores how efforts to regulate sexuality figure within processes of violent state formation. ISIS’s practices of sexual violence mirror previous efforts by the Iraqi and Syrian state to substantiate ethno-sectarian domination through violence. But ISIS creates new gendered and ethno-sectarian hierarchies. Repertoires of sexual and gender-based violence can help to sustain and create structures of state control and are thus integral to competitive state building.  相似文献

While the Critical Theory of the Frankfurt School has become an interesting player in recent theoretical attempts to understand the problems of, and potential solutions to, capitalist regimes of globalization, it has been generally limited to the work of Jürgen Habermas and his followers. As seen in the recent work of David Held and Nancy Fraser, Habermas's notion of the ideal of the public sphere and his conception of deliberative democracy have provided tantalizing tools for rethinking the importance of global civil institutions and spaces in furthering, to draw upon terms from Fraser's work, both recognition and redistribution on a global level. What has been less relevant in this resuscitation of Critical Theory in things global has been the work of the first-generation Frankfurt School theorists. In particular, the importance that Theodor Adorno's theory may have in articulating and characterizing the character of alterglobalization movements is explored. Adorno's notion of negative dialectics is first looked to in order to uncover a conception of radical politics, and then the recent attempt by John Holloway to bring in Adorno for the global anti-capitalist movement is explored. It is argued that while Holloway draws upon relevant and important aspects of Adorno's thinking, he does so by reinforcing some of the more problematic elements in Adorno's theory. Finally, Ernesto Laclau's characterization of political struggle is brought in to fully flesh out a non-identity politics implied in Adorno's work.  相似文献

Deleuze's study of his friend Michel Toumier's first novel Vendredi has widely been seen as a pivotal point in the development of his thought; Alphonso Lingis even sees it as the final articulation of the concept of the ‘elemental sign’. Contrary to this view, this paper argues that Deleuze's postface anticipates in important ways the semiotics of Mille Plateaux, but that Deleuze's reading has been so influential as to obscure Tournier's own? which may be shown to be much more concerned with the immediate politics of the French presence in the Pacific.  相似文献

This paper aims to analyse why Indonesia projects democracy as a state identity by taking on the role of democracy promoter? This paper argues that Indonesia's aspiring role as a democracy promoter is not a manifestation of a firm and coherent democratic political culture, which is more likely to be a permanent feature of states. Thus, rather than seeing it as firmly established state identity, instead, Indonesia's democratic identity should be seen as role conception articulated by foreign policy elites in its quest for international prestige. Its role as a democracy promoter has enabled Indonesia to enhance its other roles conceptions such as a regional leader in Southeast Asia as well as a bridge-builder at the global level. However, this paper further argues that Indonesia's role as a democracy promoter has also been hindered due to the inter-role conflicts arising from its enactment of multiple roles. As a result, Indonesia's enactment of the role as democracy promoter has relatively less impactful towards democratization in the region. To substantiate this argument, the paper examines Indonesia's strategies in promoting democracy and human rights in three case studies, namely Indonesia's role in mainstreaming human rights in ASEAN, Indonesia's democracy promotion through the Bali Democracy Forum, and Indonesia's engagement towards democratization in Myanmar.  相似文献
