ABSTRACT

Since 2011, Myanmar has undertaken a series of domestic and foreign policy reforms, including democratisation and peacebuilding, before and after the watershed November 2015 elections in the country. These reform processes have called into question whether China, which has been Myanmar's dominant great power neighbour throughout the previous era of military government in the country formerly known as Burma, would find its strategic position eroding as Myanmar further opens to the international community. However, the concept of China ‘losing’ diplomatic ground to other actors, including the West, in Myanmar implies a zero-sum game that does not adequately address Beijing's still-formidable geostrategic presence vis-à-vis its southern neighbour. China has now started to implement a more multi-faceted, ‘resilience network’-building approach to maintaining its special status in Myanmar's foreign policy, a situation which will persist as Myanmar continues its uncertain path towards further reform.  相似文献

The Myitsone Dam suspension is an asymmetric negotiation between Naypyitaw and Beijing. The bilateral agreement of the hydropower project was concluded in 2009. However, Myanmar's civil society started to oppose the dam when political opportunities expanded in 2011. The quasi-civilian government in Myanmar was caught in an ‘audience cost dilemma': either to disappoint domestic constituents by fulfilling international obligations, or to compensate the Chinese dam developer for breaching the contract. In September 2011, Myanmar President Thein Sein declared the suspension of the dam throughout his tenure. Unexpectedly, China's state-owned dam company did not sue Naypyidaw. Moreover, Beijing even engaged with societal actors in Myanmar to seek their support for the project. How could Naypyitaw defy Beijing in this Myitsone Dam case? Drawing from 35 interviews with anti-dam campaigners and other stakeholders, as well as secondary data, this article argues that the rise of civil society successfully conditioned Naypyitaw's diplomatic options in the controversy. The change of Beijing's diplomatic strategy confirms that domestic constraint in Myanmar is not rhetorical. The Myitsone Dam case is an example that shows bilateral agreement without domestic endorsement can become China's business risk. Presumably, the dispute has wider implications for other Chinese overseas projects outside Myanmar.  相似文献

After decades of military rule, internal conflict, and international isolation, Myanmar has embarked on a course of institution building. In light of Myanmar's low rating on the World Bank's Worldwide Governance Indicators (World Bank Group), the nation faces an enormous challenge in developing public institutions that meet its needs and expectations. This challenge includes development of institutional capacity that will allow Myanmar to participate in international economic affairs. A step in this direction involves the creation of a securities exchange market mechanism. The current study considers the establishment of the Securities and Exchange Commission of Myanmar (SECM) to support securities regulation. It applies a novel organization level of analysis strategy that considers SECM as a ‘pocket of effectiveness’ (POE) in the context of a low-performing public institutional setting in terms of the good governance criteria of responsiveness, accountability, and transparency (RAT). While the study finds evidence of progress in building Myanmar's securities regulation, it also finds limits in RAT development that challenges the SECM's potential designation as a ‘POE’. Based on feedback from proximate stakeholders in the daily work of the SECM, recommendations are offered for revised policies and practices in order to resolve them.  相似文献

Abstract

Although general elections in Myanmar (Burma) in November 2010 have transformed the political landscape, many of the characters remain the same. While there is evidence of incremental domestic political openings many of the political constraints that existed during military rule remain in force. As a consequence of decades of military authoritarian governance and civil conflict, it is Myanmar's contested ethnic borderlands that have been the important locales for the development of environmental movements, despite increased recent domestic activity. This article analyses a case study of the largely cross-border campaign against hydropower dams on the Salween River in Myanmar and finds that through the suppression of opposition and dissent at home the regime has stimulated the creation of an ‘activist diaspora’, a dynamic transnational community of expatriates who engage in environmental activism beyond the reach of the regime. Due to their relative freedom on the border and in Thailand this community has developed expertise and international networks that have proved crucial in communicating the social and environmental impacts of hydropower development in Myanmar to the international community. Through increased cooperation with an expanding domestic civil society this established activist community is stimulating improved environmental governance of hydropower development and simultaneously assisting in the creation of a more open and democratic Myanmar.  相似文献

Abstract

The re-emergence of China as a major economic and political power has drawn attention to the role it might play in solving regional problems. Prominent among many Asian issues on Beijing's agenda is its southwestern neighbour, Myanmar, and in particular the military machine that has long ruled the country with an iron fist. The junta in place today is both acknowledged as problematic by policymakers in Beijing, and seen by the wider world as a regional challenge on which China should take the lead. However, there is little agreement on ways forward. To determine how Beijing might handle the Myanmar problem, this article first examines the concept of intervention, reviewing the manifold modes found in the contemporary world and drawing up a typology. Then it surveys arguments about intervention, focusing on perspectives that are relevant in this context. Next it presents arguments about intervention in Myanmar, and follows up by looking in some detail at China's current low-level engagement. Finally it considers where Beijing might go from here in dealing with Myanmar. The argument pulled together in the conclusion is that while nobody has a full solution to the Myanmar problem, a case for enhancement of China's role can be grounded not only in its global obligations, but also in precepts found deep in its national tradition. It is here that efforts to boost Beijing's engagement should be directed.  相似文献

Abstract

Numerous academic works have critiqued Japan's Official Development Assistance (ODA) programme for being mercantilist and failing to promote democratization and human rights (Orr 1990; Rix 1993; Arase 1995, 2005). Such accounts assess Japan's ODA policy from Western theoretical perspectives that advocate Western approaches, such as military and economic interventions to contain repressive states. While receptive to these criticisms, Japanese policy-makers have perceived their country's international role in ‘bridging’ (kakehashi) terms and structured their ODA accordingly, as this paper details in the case of Japan's ODA policy towards Myanmar. 1 1. Myanmar is used throughout this paper in place of Burma in line with the preference of the Japanese government. Burma is employed when referring to events prior to 1989. The rationale behind Japan's kakehashi approach lies in the construction of Japan's self-identity as a state able to reenter international society after World War II through focusing on economic development rather than military and coercive action. Proponents of the kakehashi approach construct Japan both as a model of successful democratization through development which other states can learn from, as well as the means through ODA to ‘bridge’ the divide between repressive regimes and liberal democratic capitalism. This critical approach examines Japan's kakehashi or bridging strategy in terms of Japan's response to the anti-government protests in September 2007, Cyclone Nargis in May 2008, and in the build up to parliamentary elections in November 2010 in Myanmar to demonstrate the permanence of this approach in spite of a change of government in Japan. In so doing, the kakehashi approach reveals opportunities to engage with, rather than contain, repressive regimes, thereby raising the possibility of enticing such states back into international society though economic incentives.  相似文献

This paper aims to analyse why Indonesia projects democracy as a state identity by taking on the role of democracy promoter? This paper argues that Indonesia's aspiring role as a democracy promoter is not a manifestation of a firm and coherent democratic political culture, which is more likely to be a permanent feature of states. Thus, rather than seeing it as firmly established state identity, instead, Indonesia's democratic identity should be seen as role conception articulated by foreign policy elites in its quest for international prestige. Its role as a democracy promoter has enabled Indonesia to enhance its other roles conceptions such as a regional leader in Southeast Asia as well as a bridge-builder at the global level. However, this paper further argues that Indonesia's role as a democracy promoter has also been hindered due to the inter-role conflicts arising from its enactment of multiple roles. As a result, Indonesia's enactment of the role as democracy promoter has relatively less impactful towards democratization in the region. To substantiate this argument, the paper examines Indonesia's strategies in promoting democracy and human rights in three case studies, namely Indonesia's role in mainstreaming human rights in ASEAN, Indonesia's democracy promotion through the Bali Democracy Forum, and Indonesia's engagement towards democratization in Myanmar.  相似文献

Abstract

Since 1967, ASEAN has established intramural relations that forsake war as a means for resolving conflict. While this is a remarkable achievement for the region, it must be balanced against a concomitant hindrance of democratic reform. I argue in this paper that ASEAN's nascent security community must be seen as an ‘illiberal peace’. Underlying ASEAN's peaceful community are the same principles that support illiberalism in the region, namely sovereignty and non-interference. While sovereignty has historically been a cherished norm for developing countries, ASEAN lags behind other regions, particularly Latin America, in attempting to reconcile tensions between democratic norms and the respect for sovereignty. This tension is most evident in ASEAN's relations with Myanmar. Recent events indicate that ASEAN's non-interference norm may no longer be sacrosanct, but the association is a long way from shunning illiberal politics for the sake of democratic values.  相似文献

In April 1999, ASEAN formally admitted Cambodia thereby completing its declared goal of grouping together all ten Southeast Asian countries under its umbrella. This was the culminating event in the latest phase of ASEAN's enlargement. This process, however, had been problematic from the start. The entry of Cambodia, Laos, Myanmar and Vietnam without any clear criteria for admission has raised questions regarding the preparedness of these countries to participate in ASEAN. More importantly, it led to strains in ASEAN's relations with its dialogue partners over the legitimacy of some of the governments in power in these countries. The was further complicated by the economic upheaval caused by the financial crisis which struck Southeast Asia in 1997. The impact of these events on ASEAN has put into question the association's growing role as a leading player in Asia-Pacific affairs. More importantly, it has raised issues which are central to ASEAN's continued existence.  相似文献

As Myanmar’s Chief of Intelligence from 1983 until 2004, General Khin Nyunt presided over the development of a large and powerful security apparatus that underpinned military rule and played a major role in the country’s international relations. So influential did the key military intelligence organisation become, however, that it was seen as a threat by other parts of the armed forces, including the ruling State Peace and Development Council. In 2004, Khin Nyunt was arrested and his intelligence empire largely dismantled. The purge seriously weakened the regime’s capabilities, but was considered necessary to maintain its position as the supreme arbiter of power in Myanmar.  相似文献

This article examines the rise of China from the perspective of three selected countries – the Philippines, Vietnam, and Malaysia – in Southeast Asia. I argue that their perceptions of China's rise are political constructs: while the objective reality may be an increasingly powerful China, their responses have been far from uniform. They vary in ways that are shaped by their domestic politics. These constructed narratives serve their respective political agenda, from leadership legitimacy to the supremacy of a party faction. Since theories of international relations tend to fixate on power politics between great powers, this article explains how and why small regional powers add to the process of understanding China's rise. In short, regional states’ domestic politics affect their narratives of China, and therefore affect how China's rise is being understood in the region and beyond.  相似文献

Few spy cases during the Cold War have such an international flavour as the Wennerström spy case – a neutral Swedish attaché spying on the West for the benefit of the East. Even 40 years later, however, the literature available on the case suffers from a Swedish bias and has generally received little scholarly treatment. Therefore, this article aims to describe and analyse the Wennerström spy case from a Western perspective, based on new declassified sources as well as the most recent research available in Swedish. Among other things, the article demonstrates that the investigation after Wennerström's arrest took place in close cooperation with primarily American and British intelligence services, that Wennerström's allegation of being a double agent was either false or greatly exaggerated, and, finally, that the damage done to Western interests due to his espionage was greater than portrayed in the existing literature.  相似文献

Abstract

The return of the World Bank Group (WBG) to Burma after some 25 years’ absence, along with other international financial organizations, follows a series of extraordinary political reforms that have taken place in the country since 2010. Burma has made a transition from 50 years of authoritarian rule to what its leaders call ‘disciplined democracy’. This paper examines the likely consequences of the Bank's return for the forestry sector in Burma and the potential outcomes in forestry governance given the evolution of its development agenda over the past 25 years. While measures to address deforestation have been applied in Southeast Asia, the success of forestry governance reforms depends to a large extent on their endorsement and adoption by local power structures and political figures, as well as on the nature of the political regime itself. The record on forestry governance in Southeast Asia is particularly poor and international financial organizations continue to neglect the local political economy of deforestation. Comparatively, few studies have attempted to investigate the relationship between types of political regimes and rates of deforestation. The paper examines two other new democracies in Southeast Asia (Indonesia and Cambodia), and the impact that governance reforms have had on their deforestation trends and land use, in order to contextualize the potential impact of the WBG's return to Burma. In Southeast Asia, powerful vested interests continue to outweigh the support inside governments or civil society for the forestry governance norms promoted by international organizations. The cases of Indonesia, Cambodia and Burma illustrate that deep patrimonial interests operate within the region and that local politics cannot be ignored by international organizations designing policy reforms. The WBG should effectively engage wherever possible with the local communities and a broad range of civil society groups before developing further initiatives.  相似文献

Assessments of the CIA's role in Latin America during the 1950s have tended to focus predominantly on the twin case studies of Guatemala and Cuba. Consequently, the Agency's role – and, more broadly, that of its head Allen Dulles – has come to be seen as one obsessed with covert action and relatively unimportant in terms of policy discussions. Dulles, in fact, has been portrayed as an unwilling and disinterested participant in policy discussions. The present article will challenge those assertions by suggesting that, by examining Dulles's role in the Eisenhower administration's discussions on Latin America, a different picture emerges – one that paints Dulles as an active and rational participant, and which raises important questions for our understanding of the CIA's role during the Eisenhower era.  相似文献

This article addresses the relationships among the main political institutions of the two dozen cantonal democracies which constitute the Swiss federal state. By replicating Lijphart's analysis in the Swiss subnational context, the article seeks to explain the relationships of the political-institutional variables in the Swiss cantons. The main finding of the article is that in contrast to international comparisons, the cantons cannot be classified along the continuum of majoritarian and consensus democracies. However, the Swiss cantonal democracies practice clearly distinguishable forms of power sharing. Based on a factor analysis and a cluster analysis, it is possible to distinguish a two-dimensional pattern of cantonal democracies and five groups of cantons. Although there are a number of different procedures to achieve political stability through division of power in the cantons, the different characteristics of power sharing can, essentially – and with reference to Switzerland's central institutions – perfectly well be situated on a single axis; namely, on that between pronounced direct citizen involvement and broadly supported government coalitions.  相似文献

Three features stand out from the literature on Southeast Asia's international relations, written over the last fifty years: the dominance of extra‐regional scholarship; an overwhelming emphasis on regional security, and a related preponderance of realist perspectives; and the appearance, consolidation, and ebbing of the perceived utility of Southeast Asia as a useful analytical region. During the 1990s, there has been a questioning of the realist assumptions which have underlain international relations writing on the region, and there has been increased emphasis on economic issues. Southeast Asians are making an increasingly important contribution to the study of their own region's international relations, though mainly in terms of policy‐oriented research. The most important recent development has been the questioning of Southeast Asia's usefulness as an analytical region, in view of the growing intensity of economic and security relations between Northeast and Southeast Asia.  相似文献

A China Threat – the fear of being taken over by China and the Chinese – has been an ever present in the politics of Australia since even before there was a Commonwealth of Australia. It was both a major cause of Federation in 1901 and a determinant of Australia's foreign policy thereafter. In the last 20 years, concerns about China have come to focus less on migration and more on economic integration and China's political influence. There are as always distinct paradoxes in the China Threat. It may be a useful vehicle for making a political point at election time but China has a place in the Australian economy that has led Australia's leaders to at least modify their resistance once in office.  相似文献

Multiple citizenship has in recent decades moved from an unwanted phenomenon in international relations to a fairly common transnational status. Multiple citizenship has nevertheless so far been studied mainly as a political and juridical status by comparing national legislations. Much less notice has been given to actual dual citizens' citizen participation and construction of citizens' identities. Only when citizenship is studied as these kinds of practices do the hypothetic possibilities and problems associated with the status get their meanings and contents. This paper concentrates on examining dual citizens' identifications to their respective citizenships and how these affiliations transfer into possible citizen participation. Results are based on extensive analysis of survey (n = 335) and interviews (n = 48) carried out among dual citizens living in Finland. Contents and forms of dual citizens' national identification and citizen participation were reviewed through ideal types: resident-mononationals, expatriate-mononationals, hyphenationals, and shadow-nationals.  相似文献

This paper analyses the Singapore government budget's organization and reporting structure, and draws lessons and policy implications for improving public financial management practices. The paper finds that Singapore's fiscal marksmanship record has been poor with consistent underestimates of revenue and overestimates of expenditure. Second, subtle divergences from international reporting standards limit the information available and constrain the budget's analytical usefulness in international comparisons. Third, current reporting conventions of the budget fail to provide an adequate representation of the government's fiscal position. Fourth, revised estimates of budgetary balances in line with international reporting standards show a considerable increase in the fiscal space available. The policy implications of these findings are discussed, as well as some reporting changes which can help improve the fiscal marksmanship record, increase public sector transparency and accountability, and facilitate better quality discourse among all stakeholders on public financial management.  相似文献

Abstract

China's agricultural biotechnology policy has undergone a profound transformation over the last decade, from a strongly promotional to a more precautionary approach. From the 1980s onwards, China invested heavily in biotechnology development and in the early 1990s emerged as the leading biotech country in the developing world. In the late 1990s, however, it halted the authorization of new genetically modified crops and introduced stringent safety regulations. This paper investigates this policy shift and argues that international factors have played a central role. Two trends, in particular, are identified as key sources of the move towards greater precaution: China's ongoing international socialization, particularly in the context of the international scientific debate on biosafety and the negotiations on a biosafety treaty; and the growing globalization of agriculture and trade, which has exposed China to international competitive forces and trade restrictions in food trade. As the case of genetically modified food in China shows, political integration and economic globalization can work together to promote a strengthening of the domestic environmental policy agenda.  相似文献
