This paper discusses the way the newly formed political entities and the local militias engage in statebuilding practices during Libya's transitional period of 2011–12. Focusing on the encounters between these actors in the security field, it provides insight into the capacity and strategy of national actors to build state structures and to develop the political arrangements that they deem necessary. It does so by identifying the key actors involved, as well as the interactions between them and the constantly evolving relations of control, power and authority. It shows how actors in the security field engage with each other in their efforts to expand and to institutionalize networks and influence, and the competition and alignments with other security actors that are active in the transitional phase and thereafter.  相似文献

Until recently, the federal courts agreed that the Second Amendmentprotects the interest of states in maintaining their own militias.In United States v. Emerson, the U.S. Court of Appeals for theFifth Circuit rejected this consensus, and held that the Constitutionprotects a right of private individuals to keep and bear arms.The fifth circuit's position is more plausible than the consensusview, and the arguments for treating the Second Amendment asa kind of federalism device are weak. A different set of federalismissues is raised by the prospect that the Supreme Court mightadopt the fifth circuit's position, and then take the next stepof applying the Second Amendment to the states through the FourteenthAmendment. Finally, Emerson shows how certain technical legaldoctrines that protect the dignity of he states can operateto strengthen the federal government's ability to undermineprotections afforded by the Second Amendment.  相似文献

This paper analyzes the complex historical and regional factors that contribute to the escalation of destruction from 2003 on in Darfur. Darfur is not an isolated case that suddenly erupted in violence. It is the most recent case in a long history of repeated violations by the Sudanese state against its citizens. From the use of proxy militias (the Janjaweed) to signing peace agreements that fragment and weaken the opposition, destruction in Darfur continues government strategies of divide and rule. At the same time, complex regional dynamics especially between Sudan, Chad and the Central African Republic add to violence and instability within states and across borders. The paper emphasizes the speed with which during 2003–2005 over 2.4 million were uprooted from their homes and the ongoing vulnerability of internally displaced persons to attacks, disease and malnutrition. This restructuring of the population in Darfur is part of a strategy to control the populace and redistribute land and other resources. The multicausal origin of the conflict and its increasing complexity points to the difficulty of providing security for the people in Darfur and resolving the conflict.

The idea that populations participate politically outside of the formal mechanisms of a political system and through mass mobilizations is a reasonably accepted part of political science orthodoxy. Since the turn of the last century, in Indonesia, as in other developing countries, populations have mobilized en masse at particular stages of their histories into nation-state building processes, as well as have been mobilized by political authorities seeking to bolster or install their regimes. In the 1960s, Sukarno increasingly sought to mobilize a range of classes and interests behind his presidency and, in 1965–66, Suharto and his military backers organized anti-communist groups behind a systematic campaign to eradicate the Communist Party and remove Sukarno. Throughout the so-called ‘New Order’ period (1966–98), Suharto periodically mobilized groups behind his presidency and against opponents who, in turn, engaged in occasional street demonstrations against the regime. In the mid-to-late 1990s, the opposition leader, Megawati Sukarnoputri became an important rallying point for popular dissent against Suharto and, in 1998, the student movement played a crucial role in street demonstrations which helped bring down the president after three decades of strongman rule. In the post-Suharto period, which has seen the installation of three presidents between 1998 and 2001, mass mobilizations have continued to be a striking feature of the political landscape. President Habibie mobilized pro-government militias against opponents and student demonstrators, who threatened to bring down his regime. The Muslim supporters of Abdurrahman Wahid entered the streets in their thousands to protest the parliamentary impeachment of the president. Radical Muslim groups demonstrated against US military strikes on Afghanistan and against President Megawati Sukarnoputri's initial soft stance on the strikes. Potentially, these kinds of demonstrations could undermine Megawati's presidency. However, parliamentary processes rather than street mobilizations brought the presidencies of Habibie and Abdurrahman to an end while Megawati is still seeing out her term. This article examines the political mobilizations of the late-Suharto and post-Suharto periods and asks whether these mobilizations pose a threat to Indonesia's fragile transition to democracy and to a more stable institutional political process.  相似文献

This article examines the work of the Special Operations Executive (SOE) in Spain during the latter part of the Second World War. Unlike SOE's broad mandate to sow dissent and disarray in occupied countries, in Spain agents were forbidden from any involvement in direct action and sabotage. Diplomatic concerns, namely the maintenance of Spanish neutrality in the war, overrode all other strategic issues in Iberia. SOE agents and leaders in Madrid, therefore, attempted to create a different role for themselves. Drawing on files released in the Public Record Office in 1998, the article highlights SOE's limited success in the effort to establish for itself a part in the Allied strategic and diplomatic campaign against German wolfram smuggling. Success proved fleeting, however, and SOE's ultimate failure, in the face of hostility from the Secret Intelligence Service (SIS), to prove its usefulness beyond the wolfram campaign, would lead to its withdrawal from Spain. The story of the SOE in Spain represents, on a small scale, the failure of the organization to find a niche in the British intelligence community after the Second World War.  相似文献

从概念辨识入手,利用权威数据,描述近几十年我国离婚率和离婚态的变动趋势及水平。研究发现:我国的离婚率持续增长,超过日本与韩国;因年轻人口总量减少,可结婚人的比例下降,离婚结婚比持续上升。数据分析显示,1982年以来,我国离婚态占比单调上升:就人群特征而言,35-49岁年龄组、男性、中等教育程度人群(1990年除外)、商业服务人员和办事人员(1990年除外)离婚态占比最高,女性的离婚态占比较之男性上升趋势更为明显;就地域分布而言,各省处于离婚态人群的占比呈西高东低、北高南低趋势,东北地区及西部省区城市人群离婚态占比最高。离婚率和离婚态的持续攀升是多重制度、城镇化与市场化结构、家庭与个体特质等因素综合作用的结果。离婚不仅透视出家庭的不稳定性,损害(部分)家庭成员福祉,而且可能引发更大范围的负面效应。在尊重当事人意愿的前提下,必须从源头、过程和后果上加强对离婚行为的社会治理,减少不必要的离婚现象。  相似文献

法国廉政体系以制约和监督权力运行为核心的“分权制衡”、“人民主权”、“社会监督”等理论为基础,以议会、行政法院、预防贪污腐败中心、媒体等为主要支柱,发展了比较有特色的四项廉政制度——财产申报制度、政务公开制度、公共会计制度和公务员制度。法国廉政体系建设虽然还存在一些问题,但其注重预防的反腐败理念,有效发挥廉政体系中各支柱部门的作用,以及加强制度创新从源头上防止腐败的经验,对我国廉政建设具有重要借鉴意义。  相似文献

Irish society, North and South, has been slow to develop a social awareness and legal framework in relation to racism. This has resulted, in the main, from an unwillingness to admit to the presence of racism in Irish history and culture. Yet an examination of Irish society at the time of the visits of two black abolitionists to the country Olaudah Equiano in 1791 and Frederick Douglass in 1845—reveals deep currents of racism in both instances. The attempt by Belfast merchant Waddell Cunningham, who had made his fortune through the provisioning of slave plantations in the Caribbean, to establish a slave-trading company in Belfast in 1786 is a case in point. And, in the mid-nineteenth century, the Young Irelanders, a radical and militant nationalist movement, viewed national liberation as more pressing than the abolition of slavery. At the same time, both Equiano and Douglass noted the warm welcome they received, the former from anti-slavery activists, and the latter from such global players in the international abolitionist scene as Daniel O'Connell. Rolston concludes that there is nothing mysterious in contemporary Irish racism and anti-racism. Both have deep historical roots and are ultimately explained by Ireland's complex relationship to colonization: colonized itself, while at the same time intimately involved in colonizing others through the key roles played by Irish people throughout the British empire.  相似文献

In the aftermath of the foreclosure crisis, there has been a marked shift toward renting in the United States, with a large increase in households renting single-family homes. In the 50 largest metropolitan areas, the number of detached, single-family rental homes (SFRs) increased from 3.8 million to 5.8 million from 2006 to 2015. Single-family rentership rates increased in all 50 large metro areas, with the percentage of single-family units that are rented increasing from 11.3% to 16%. Notably, the nine metropolitan areas with the largest increases were all located in the Sunbelt. Given expected neighborhood sorting, it is important to consider neighborhood increases in SFRs. In one large Sunbelt metro area, Atlanta, increases in SFRs from 2010 to 2015 were particularly large in older, inner-county diverse suburbs. Regression results show that, controlling for other neighborhood characteristics, neighborhoods with larger Asian, Latino, and black populations saw larger increases in SFRs. The effects were particularly high in neighborhoods with larger Latino and, especially, Asian populations. Another key finding is that, in neighborhoods with lower property values, more foreclosures during the crisis were associated with sizeable increases in SFRs. However, more foreclosures in neighborhoods with high property values were not associated with increases in SFRs. This is possibly due to the exclusionary nature of high property-value suburbs and the strong demand in such neighborhoods for owner-occupied housing. David Ben-Gurion, the founder of the State of Israel, repeatedly accused Britain of provoking the Arab states to invade Israel the day after its establishment in May 1948. To date, historians have not found proof of his accusations in British archives. However, evidence may be found in French archives, especially in Syrian and secret British documents obtained by the French secret services, originating from agents who had infiltrated the Syrian government in Damascus and the British Legation in Beirut. This article, based on French, Syrian, Israeli and British sources, argues that under the Labour government, Arabist MI6 officers in the Middle East, in collaboration with the British High Command in Cairo, pursued an alternative policy to that of the Foreign Office. They provoked Egypt’s King Faruq to go to war against Israel without the knowledge or approval of either Prime Minister Clement Attlee or Foreign Secretary Ernest Bevin, frequently misinforming and misleading them. This watershed research provides details of the goals and modus operandi of those involved in that clandestine plot.  相似文献

Much of the analysis of the anti-globalization movement that has emerged in the last five years has focused on the degree to which the Internet has played a crucial role in contemporary social movements. It is commonly argued that the Internet helps create ‘virtual communities’ that use the medium to exchange information, coordinate activities, and build and extend political support. Much of the commentary on the web as a means of political mobilization for social movements stresses the degree to which the Internet compresses both space and time, accelerating the exchange of information among whomever has access to this technology. Equally important in this view is the deterritorialized nature of on-line protest and the diminution in importance of ‘place’ in current anti-globalization campaigns. Certainly this argument features prominently in analyses of the campaign against the Multilateral Agreement on Investment (MAI) in 1997-98 and the protests against the World Trade Organization (WTO) meetings in Seattle in November and December 1999. Our examination of the antiglobalization movement in Australia however leads us to a different conclusion: that while the Internet does indeed compress time, it compresses space in a different, and indeed quite variable, way. We examine the way in which Australians protested against the MAI and against the WTO meetings in Seattle, and show the differences in the nature of protest in each case. In the MAI case, the protests were well-organized and national in scope, with the Internet playing an important role in organizing the movement. By contrast, in the case of the WTO, the movement was minor and relatively marginal, with the Internet playing little discernible role in galvanizing protest. We conclude that crucial to an understanding of the differences was the considerable difference in the importance of ‘place’ in each case.  相似文献

The reasons for change in state elites' perceptions of the adversary are fiercely contested by realists, constructivistis and neo-liberals in the international relations literature. A series of events – beginning with the October 1973 war and culminating in the Oslo peace process – offers a unique opportunity to assess the value of these theories in explaining change in the perceptions of Israel and Zionism in Syria, Egypt and Jordan. This study is based on articles on Israel and Zionism that appeared in the official army journals of these three states. The analysis suggests that, since the 1973 war, Egypt has perceived Israel as a formidable foe that must be restrained, Syria continues to deny Israel's legitimacy, and Jordan's perceptions of Israel changed dramatically from demonization to recognition. The realist paradigm, which focuses on changes in the regional and international balance of power, does best in explaining variations in the portrayal of Israel amongst these actors. Nevertheless, none of the theories offers a complete, timeless explanation of the issue. The limitations of any single theory to account for change in the perceptions of the adversary suggest that caution should be used in attempting to capture the complexity of social and political life in any single overarching theory.  相似文献

Over time human rights have gained prominence in international organizations. At the same time, dealing with them has proved difficult and contentious. The present article focuses on the way in which the United Nations have addressed human rights issues, especially through the Commission on Human Rights (UNCHR) and its successor the Human Rights Council (UNHRC). Drawing on data on resolutions debated and (largely) adopted in these two bodies in the last 17 years, I offer a comparison of the voting record in these two periods. By analyzing in detail in a comparative fashion the votes in these two bodies, the article shows that despite the high hopes, the UNHRC faces some of the same challenges as its predecessor. More specifcally, I find that the conflict lines have largely remained the same in these two bodies, and the degree of polarization has slightly increased in the new UNHRC.  相似文献

Recent judicial reforms after democratic transition have been substantial and relatively successful in Chile, but much less so in Argentina and Brazil. This article traces this variation in outcomes to the legal strategies of the prior authoritarian regimes. The Brazilian military regime of 1964–1985 was gradualist in its approach to the law, and had a high degree of civilian-military consensus in the legal sphere. It was not highly repressive in its deployment of lethal violence, and this combination of factors contributed to a gradualist and consensual transition in which judicial reform was not placed high on the political agenda. The Argentine case of military rule between 1976 and 1983 was almost the opposite. The military sidestepped and even attacked the judiciary, engaging in almost entirely extrajudicial violence. This generated a “backlash” reform movement after the transition to democracy that was mostly retrospective and only partially successful. In Chile, in contrast, the military engineered a radical break with previous legality, engaged in violent repression, but made considerable efforts to reconstruct a judicial order. It was in the aftermath of this situation that reformers were able to push through a prospective and relatively successful judicial reform. This article's findings suggest that judicial reform may be more likely to succeed where the prior authoritarian regime was both repressive and legalistic, as in Chile, Poland, and South Africa, than where high degrees of repression were applied largely extrajudicially, as in Argentina, Cambodia, and Guatemala, or where the authoritarian regime was legalistic but not highly repressive, as in Brazil, Mexico, and the Philippines.  相似文献

In presidential nomination contests, the number of voters participating in selecting the presidential candidates varies considerably across states. In the same election year, turnout in presidential nomination contests ranges from less than 1 % of party supporters participating in some caucuses to record breaking turnout levels upwards of 50 % in primaries in other states. This variation is attributable, in part, to the electoral rules, which vary across states, years, and parties. In this paper, I provide a comprehensive examination of the extent to which party and state rules affect voter turnout in nomination contests from 1980 to 2012. Using the normal partisan support score as the voter turnout denominator, I find that primaries, open contests, and proportional representation rules result in higher levels of turnout. I also show that within the window of competitiveness, turnout is higher in states that hold contests later in the nomination season. Overall, my analysis provides insight into the institutional structures that influence the number of people who participate in the presidential nomination process and enhances understanding about the factors that affect voter turnout.  相似文献

This paper reports new time-series for the numbers and sizes of churches in Denmark over a 715-year period. Per capita, the new series are termed church densities. A pattern emerges in the series that corresponds to the main development in the economy: until 1750, the economy was in the traditional steady state, where church densities were high and did not decline substantially. Modern development set in after 1750. Since then, church densities have declined more than five times. Moreover, capacity utilization of church rooms has declined, which means that the reduction in the demand for churches must have been even larger. We argue that this large decline is caused by a fall in religiosity that is caused by economic development as measured by the rise in incomes. In parallel with similar transitions in other sectors, e.g., the Agricultural Transition, it is termed the Religious Transition.  相似文献

This article examines the patterns of party patronage in post-communist Europe and provides an explanation for the varying practices observed by stressing the institutional legacies of the past. Drawing on the distinction between different types of communist regimes, it formulates three hypotheses concerning the extent, underlying motivations and intra-party control of patronage which guide the empirical analysis. It then clarifies the key concepts and discusses the methodology and data used in the article. Further, the three hypotheses are probed with data collected in a large expert survey in Bulgaria, Hungary and the Czech Republic. In accordance with the hypotheses, these three countries are found to differ in the pervasiveness of patronage within the state institutions, in the reasons why party politicians engage in patronage practices and, to a lesser degree, in the intra-party mechanisms of controlling and distributing patronage. It is argued that this variation can be, at least partially, attributed to the nature of the communist regimes in the countries under study.  相似文献
