Hatred of America expressed in the 11 September attack is more than matched by the hatred by Americans for Islamists expressed in the war on Afghanistan, the War against Terror and the threatened wars against the 'Axis of Evil'. It is argued here that there is a pattern of self-reinforcing hatred operating in the world set in motion by the actions of the United States, particularly by George Bush Snr, and embraced and used by George Bush Jr to reinforce and further develop this pattern. To oppose this it is necessary to understand how hatred is generated, how this system operates and how Bush is exploiting it, and then to provide an alternative. It is argued this requires a new story of civilisation as the quest for justice understood as true recognition to oppose to the myths based on hatred promulgated by Bush. In terms of this story, the extreme economic, social, political and military policies of Bush and the myths used to justify them should be recognised for what they are, the challenge of barbarism to civilisation.  相似文献

It is commonly supposed that deliberative democracy and the politics of recognition are natural allies, as both demand a more inclusive politics. It is argued here that this impression is misleading and that the politics of recognition harbours significant anti-deliberative tendencies. Deliberative politics requires a public sphere which is maximally inclusive of diverse beliefs and perspectives, including those which dissent from orthodox understandings of group indentities. By contrast, the politics of recognition typically seeks to insulate such identities from challenge, both from within and without. Devices such as special group representation, while apparently inclusive, risk incentivising an anti-deliberative culture of deference to identity claims. An alternative model of inclusive politics, which involves a more contestatory political culture and a multiplication of deliberative opportunities, is sketched.  相似文献

Property rights necessarily generate violent, and oftentimes lethal, processes of dispossession. While liberal theorists from Locke to Hayek consider property rights as an essential and emancipatory component of human freedom, they fail to consider societal power asymmetries impeding the ability of property rights to protect the interests of the weak and marginalised. If property rights produce freedom and prosperity, they do so very selectively. More obvious is the ongoing historical process of already propertied classes making 'clever usurpation into an irrevocable right' by extending private property regimes along two key dimensions – type and space. Examining various uses of private property over time reveals processes whereby relatively basic notions of private property, enforced by a Weberian state at the local level in the early era of industrialisation, are extended to encompass new and sophisticated forms of property that are enforced globally via international institutions. Two contemporary empirical cases of using property rights are examined in this paper: land reform in Southern Africa (specifically Zimbabwe) and intellectual property rights. In this context of ongoing dispossession, further privatisation and commodification can only exacerbate contemporary problems of marginalisation and dispossession.  相似文献

Abstract

What constitutes “good” performance in a law enforcement agency, who decides, and how does public recognition of that performance change how an agency performs? This study uses a quasi-experimental design and propensity-score matching model to assess the impact of a law enforcement agency’s status as a finalist for the annual Cisco/International Chiefs of Police Association (IACP) Community Policing Award on performance in future years, as measured by crime clearance rates. It is found that after comparing the treated group (finalist agencies) with the untreated group (non-finalist nearest-neighbor agencies), there is no meaningful difference in crime clearance rates. This unexpected finding establishes that the public recognition of finalist status by the Department of Justice, which promotes finalist agencies as exemplars of best practices in community policing, does not impact the subsequent performance of those agencies. Additionally, the results of the model suggest that the impact of symbolic politics and social construction on the award finalist selection process and the choice by DOJ to promote the practices of those agencies should be explored. Questions are also raised as to the utility of crime clearance rates as a performance measure, and future avenues for research in each area are proposed.  相似文献

Abstract

This article addresses the relationship between sovereignty, biopolitics and governmentality in the work of Giorgio Agamben, Judith Butler, and Michel Foucault. By unpacking Foucault’s genealogy of modern governmentality, it responds to a criticism leveled against Foucauldian accounts of power for their alleged abandonment of the traditional model of power in juridico-institutional terms in favor of an understanding of power as purely productive. This claim has most significantly been developed by Agamben in “Homo Sacer: Sovereign Power and Bare Life”. I argue that Judith Butler’s analysis of power, in particular in her essay “Indefinite Detention”, presents a more differentiated account of power that registers the significance of practices of sovereignty and resonates with Foucault’s lectures on “Security, Territory, Population”.  相似文献

Abstract

Against the enthusiasm for dialogue and deliberation in recent democratic theory, the Italian philosopher Roberto Esposito and French philosopher Jacques Rancière construct their political philosophies around the nondialogical figure of the third person. The strikingly different deployments of the figure of the third person offered by Esposito and Rancière present a crystallization of their respective approaches to political philosophy. In this essay, the divergent analyses of the third person offered by these two thinkers are considered in terms of the critical strategies they employ. Contrasting Esposito’s strategy of “ethical dissensus” with Rancière’s strategy of “aesthetic dissensus,” it is argued that Esposito’s attempts to recruit the figure of the third person to dismantle the dispositif of the person are politically (if not philosophically) problematic, while Rancière’s alternative account of the third person is more promising for political theory and practice.  相似文献

The field of political science has undergone significant change since the 1960s. The major shift was toward far greater quantification in the scholarly analyses. That movement sparked enduring controversies. These include disputes pitting scientific detachment against political relevance; specialization against accessibility; and quantitative against qualitative analysis.
