Abstract

This article focuses on the involvement of governors in the governance of schools in Wales. Set within the context of the devolved education system, school governance has gone from being on the margins of interest to centre stage. This reflects a new focus on pupil performance and outcomes and the need for pupils in Wales to be successful internationally. As new regulations come into place in Wales which demand more from governors in relation to promoting school performance and educational achievement, there is a requirement for governors to undertake particular training. Governors will have to decide whether to federate governor arrangements or not in relation to their leadership of schools. Two key themes emerge in this article. First, there is greater control and direction from the centre over governors in how they undertake their governance roles. Second, there is an expectation that governors will collaborate with each other in the governance of schools. Both of these aspects are different from existing governance arrangements and the extent to which pupil outcomes improve will be fundamental to the success of the new regulations.  相似文献

The purpose of this article is to take the admonition of taking the visual seriously into the realms of murals. It will present empirical data on contemporary murals in the Basque Country with a view to examining why murals are important to the abertzale-left, the broad left-wing nationalist movement in the Basque Country which includes but ranges far beyond the armed group ETA. The struggle for Basque autonomy from Spain has its roots in a nationalist awakening in the late twentieth century. It has developed through the struggle with fascism; the prolonged authoritarian, centralist state; and the transition to democracy after the death of Franco. Central to this development has been the definition of Basque identity in terms of culture rather than birth. Language has been key, but there has also been a visual strand to the struggle. The article will examine the state of that visual strand currently by examining murals on a range of themes: language and culture, independence and socialism, armed struggle, political prisoners, torture and repression, martyrs and heroes, women and environmental issues.  相似文献

Since the late 1990s, Russia has been among the countries most painfully affected by terrorism and President Putin has shown little doubt and even much enthusiasm in joining the U.S.-led "war" against terrorism. Intertwined as they are, counterterrorism and Chechnya are still significantly different matters in Russian security policy, and this article aims at examining how the struggle against terrorism shapes essential features of Russia's foreign and domestic policies during Putin's first presidency. Internally, the struggle against terrorism provides for a sufficient mobilization of the dysfunctional society around the "mutant" regime that has consolidated its control over mid-term political agenda. Internationally, high-profile counterterrorism strategy has helped Russia to secure for itself a more prominent role than the sheer size of its "assets" would justify. This war is fundamentally not about victory; it is about many "collateral" benefits for the regime that Putin is presiding over.‐  相似文献

Azerbaijan's complex history has weaved a tapestry of linguistic, cultural, and national identities among Azerbaijanis through centuries of political, social, and linguistic integration. In the current post-Soviet era, this identity is undergoing another period of change, with influences from intra-state ethnic, religious, and sociopolitical institutions as well as from regional and international powers. This article centers on linguistic identity among Azerbaijani youth at three types of schools: Azerbaijani-medium, Russian-medium, and English-medium. The authors seek to discover whether and to what extent the language of instruction in each type of school affects linguistic identity, which in turn has implications for national identity. The article first discusses the existing literature on language and identity in second language acquisition and socio-educational linguistics. It then examines Azerbaijan's linguistic and political history through the lens of the latter framework, as a context for an analysis of the data from surveys and focus groups. The article analyzes the relationship between medium of instruction in school and students' perceptions of language and identification with various language groups, and discusses the findings of a significant correlation between language of instruction and linguistic identity, with its implications for national identity.  相似文献

In this article, the author tests the hypothesis that social capital leads to greater inequality in public school revenue. Research has linked social capital – the manifestation of social networks of trust and shared norms – to efforts that can alleviate inequality. By conducting a comparative analysis of the counties and school districts in California, this article finds competing evidence. Instead, the author finds that local areas with more membership associations generate more revenue for their schools, despite efforts by the state government to equalise revenue across districts. The local residents appear to be increasing their revenue by using their social capital to generate the collective action needed to increase their property-tax contribution.  相似文献

The Education Gap of China’s Migrant Children and Rural Counterparts   总被引:1,自引:0,他引:1  
Rural residents in China today face at least two key decisions: a) where to live and work; and b) where to send their children to school. In this paper we study the second decision: should a rural parent send their child to a public rural school or have him or her attend a private migrant school in the city. While there is an existing literature on the impact of this decision on student academic performance, one of the main shortcomings of current studies is that the data that are used to analyse this issue are not fully comparable. To fill the gap, we collected data on the educational performance of both migrant students who were born in and come from specific source communities (prefecture) in rural China and students who are in rural public schools in the same source communities. Specifically, the dataset facilitates our effort to measure and identity the academic gap between the students in private migrant schools in Shanghai and Suzhou and those in the public rural schools in Anhui. We also seek to identify different sources of the gap, including selection effects and observable school quality effects. According to the results of the analysis, there is a large gap. Students in public rural schools outperform students in private migrant schools by more than one standard deviation (SD). We found that selection effects only account for a small part of this gap. Both school facility effects and teacher effects explain the achievement gap of the students from the two types of schools, although these effects occur in opposite directions.  相似文献

Social motivation can promote efficiency of public service delivery though its role in providing schooling is little understood. We provide both theoretical and empirical insights as to why not-for-profit private schools could enhance excellence in schooling, using Nepal as a case study. Results suggest that socially motivated trust schools outperform all other types of schools irrespective of whether we consider standardised test scores, absolute or relative to school expenditure per student. Results are robust and highlight that trust school’s social objective, coupled with private financing, ownership, and management that minimises its agency costs, is key to their value for money.  相似文献

Since the 1990s, the media and public authorities in many developed countries have published data on the quality of public services such as schools, hospitals and police. In the education sector the publication of performance indicators and league tables generated considerable debate. In this article, the policy context of this development in the education sector is analysed in conjunction with the problems associated with the public reporting of school performance indicators. This is followed by a discussion of the need for an accepted set of publication standards. The aim of this article is to initiate a debate about whether international consensus can be reached on the content of such a set of standards, and whether a particular set of standards, developed in the Dutch context, is applicable in and relevant to other countries. These Dutch standards have been applied to a variety of English, American and Dutch publications. The results of the analysis suggest that if the Dutch standards were applied, school performance publications could be significantly improved.  相似文献

A 4-year decline culminating in a collapse of school leaver exam results sent shockwaves through the Tanzanian state education system. Students and citizens attribute the collapse to visible deficiencies in classroom teaching, which is the product of a complex, government-administered system of teacher training colleges, schools, schools inspectorate, an examinations council, and a curriculum development institution. A model of the system is constructed and ‘interrogated’ to establish a research framework of key questions and propositions for functional analysis and evaluation of the system.  相似文献

This article sheds light on the literacy-education mechanism by which the literacy programs of the Chinese Communist Party (CCP) were able to mobilize villagers during the Jiangxi Soviet period (1931–1934). Beginning in the late 1920s and continuing throughout the Jiangxi period, the CCP gave substantial attention to literacy education. Based on political documents and published literacy primers, this article explores the CCP's notion of what was possible and desirable with respect to the way the party and villagers would participate in political life. The Jiangxi Soviet conceived of literacy education within the context of military and political struggle against the Nationalists. Literacy education in this period reflected the party's desire to socialize villagers into its revolution, equipping them with a class-centered worldview and transforming them into Communist comrades. Meanwhile, owing to the modernization ideology of literacy formed around the turn of the twentieth century in China, literacy education also served as the legitimating symbol for the soviet government's rule nationwide.  相似文献

Measuring performance in public organizations has been a growing trend for several decades. Designing, adopting, and implementing this style of management system have been the topic of much practitioner and academic deliberation. One struggle those determined to adopt performance measurement and management systems have faced, though, is the ability to sustain them over time and actually engrain them into their decision-making frameworks. Countless barriers to long-term success exist for public organizations and this article seeks to identify and categorize them. Using a mixed-method survey design, this research shows which factors are the most important to organizations hoping to build a performance system that can stand the test of time. Capacity, knowledge, and buy-in limitations pose serious threats to these reforms and it takes a concerted effort to cultivate not only support from employees and management to pursue performance management but the technical and conceptual capacity to design the right system for the organization.  相似文献

The mid-1950s marked the beginning of tremendous growth in the Soviet Union's foreign economic relations. Based on archival research, this article argues that this growth masked two contradictory processes. On the one hand, Kremlin leaders encouraged ever more economic engagement with the world. On the other hand, the Soviet system discouraged industrial managers from producing for export, and it often caused precious imports to be wasted. This struggle between industry and the Kremlin over foreign trade gave impetus to the treadmill of reforms launched by the Khrushchev leadership.  相似文献

Now that it is widely accepted that the European Union (EU) constitutes a system of governance, analysts need actively to explore precisely how it may affect the continuing struggle better to coordinate national and European administrations. In its 2001 White Paper on governance, the European Commission interpreted governance to mean less central control and more network-led steering. Its interpretation of such networks is that they are self-organizing. Drawing upon an empirical study of environmental policy integration (EPI) in the EU, this article shows that this vision may not adequately fit the multi-actor, multi-level coordination challenges associated with some EU problems. By studying the administrative capacities that the European Commission and three member states have created to achieve better environmental coordination, this article shows significant administrative weaknesses. It concludes that the coordination challenges now troubling the EU require a more thoughtful discussion of network management than the White Paper suggests.  相似文献

Since the middle of the 1990s the concept of social capital has provoked rapidly growing interest. Social theorists, policy makers and those ngos working on the edge of theory and practice became fascinated with social capital. International organisations like the World Bank, undp and the oecd upgraded social capital to the ‘missing link’ in understanding (under)development. However, it did not take long before the critique cast shadows on this euphoria. Initially the critique was concerned with problems of defining and measuring social capital and its inadequate theoretical elaboration. In a later stage the critique accused social capital of forming part of the anti-politics machine of the post-Washington consensus. Social capital would reflect a point of view in which there was no room for an analysis of power inequality and struggle over access to resources. This article starts with an overview of the most important problems attached to the notion of social capital. The focus is then shifted to the contours of the global political crisis, which acts as a frame of reference for an attempt to reassess the politico-emancipatory potential of social capital.  相似文献

This article investigates how ambiguous constitutional design affected president–cabinet relations and constitutional change in post-communist Poland and Hungary. Constitutional provisions related to the prerogatives of presidents and governments were frequently subject to political conflict during the 1990s. The power struggle in the two cases developed and consolidated along two distinct pathways. In Poland, failed attempts to modify the constitution initially stirred up and extended intra-executive conflicts. With the adoption of a new constitution in 1997 the struggle over power between president and council of ministers was finally settled. In Hungary constitutional court rulings were instrumental in the settlement of president–cabinet conflicts.  相似文献

Increasing the supply of schools is commonly advocated as a policy to promote schooling outputs and outcomes. Analysis of the relationship between the school enrolment of 6- to 14-year-olds and the distance to primary and secondary schools in 21 rural areas of low-income countries (including some of the poorest countries in Sub-Saharan Africa) suggests that the two are often statistically significantly related. However, the magnitudes of the associations are small: simulating large reductions in distance yields only small increases in average school participation, and only small reductions in within country inequality. There are a number of reasons why this result might hold. Average effects might mask heterogeneity in the impact by initial distance to the nearest school, as well as by economic status; the existing quality of schools might be low and the simulation assumes that this would be the average quality of new schools; and the cross-sectional nature of the data make it hard to rule out that schools might be placed where they are ‘most needed’ which would bias the results towards zero. Sensitivity analysis suggests none of these drive the result: the results suggest that expectations for large overall increases in enrolment as a result of school construction should be tempered. They also suggest areas for more research to guide policy: in particular on the interaction between school quantity and quality; the potential importance of demand side subsidies; and the cost effectiveness of different approaches.  相似文献

The belief that schooling is an important way to reduce poverty and increase social mobility has lead to large government‐sponsored investment in education in developing countries. Jamaica has an impressive literacy and primary enrolment rate, yet the ability of its secondary school system to enhance social mobility and reduce inequality is limited. Regression results from a nationally representative household survey show that family background variables (parental education and income) are important determinants of secondary school enrolment, and income is the single most important determinant of enrolment in an ‘elite’ high school, with the impact being twice as large for females. Part of the income effect is shown to represent unobserved community heterogeneity. One conclusion is that the recent ‘cost‐sharing’ education policy of the Jamaican government, if applied selectively to the elite academic high schools, will fall disproportionately upon rich households.  相似文献

The article indicates that policy transfer has played an important role in the development of policy and legislation in Australia. Indeed, much of what is regarded as Australian policy is borrowed, usually in small part, but sometimes in its entirety, from elsewhere. One of the implications of this view is that Australian policy making processes are often, at least in part, dynamic, policy processes that draw upon a number of sources, both domestic and international. The focus of this article is upon the sources of transfer in the Australian context, both domestic and international, and how the sources drawn upon by Australian state and federal governments have changed over time. The article also indicates that on the evidence available the Australian experience with transfer can be divided into a number of phases. The first, from European colonisation to approximately the middle of the nineteenth century, the second from roughly the middle of the nineteenth century to federation at the beginning of the twentieth century, the third from the establishment of the Australian federation in 1901, to the Second World War, and the fourth phase, from the Second World War to the present.  相似文献

ABSTRACT

This paper reviews the transformation of meaning of food items central to African American fare from symbols of slavery to means of salvation as the African Hebrew Israelite Community (AHIC) live out their Biblically inspired lifestyle and perfect the vegan diet at its core. Although originating in Chicago in the late 1960s, for over 40 years the institutional and residential base of this transnational millenarian community has been in the Israeli desert town of Dimona. Based on long-term ethnographic acquaintance with their foodways in Israel and in the US, our analysis follows the AHIC’s eclectic incorporation of circulating religious, political, and scientific theories into their Bible-based cosmological-nutritional tenets of regenerative health and spiritual salvation. We argue that their ‘Edenic Diet’ reacts to the traumatic history of African Americans as slaves and as a discriminated against minority in the US, by serving as a means in their struggle for place and acceptance in modern Israel and an active component in their social and spiritual plans for the future.  相似文献

This article asks us to rethink the models that have conventionally represented the coming of Islam to Africa: that of a pre-established entity, given from the outside, coherent, monadic, unity, like an already formed identity. Using Lacanian challenges to conventional notions of identity, this article contests the above version of Islam, viewing it as an incarnation of the imago: always there, always obeying the logic of a model of transmission into Africa as a reception from abroad. The conventional representation of its irruption into Africa has always involved the misrecognition of an identity as a pre-existent, already-whole form, wait ing to be born, presumably in complete unity. What this model ignores is that the language and form of what it came to recognize and name as Islam were already there, and that the Islam that formed its newlyconscious sense of self was grounded in the same act of misrecognition as characterizes the mirror stage, that is, the stage at which the subject comes to state: “This is who I am.” In order to rethink the identitarian model, this article evokes the figure of the dead father, the “McGuffin” on which turns the drama of Hampaté Ba’s Wangrin and Sembène Ousmane’s Faat Kine. In both works, the act of exhuming the father’s body takes on a degree of fantastical importance because it situates the struggle between two competing mirror stage tendencies: narcissism and aggression, tendencies around which all forms of subject-identity formation take place.  相似文献
