A significant percentage of the global population does not yet have access to safe drinking water, sufficient food or energy to live in dignity. There is a continuous struggle to allocate the earth’s resources among users and uses. This article argues that distributional problems have two faces: access to basic resources or ecospace; and, the allocation of environmental resources, risks, burdens, and responsibilities for causing problems. Furthermore, addressing problems of access and allocation often requires access to social processes (science, movements and law). Analysts, however, have tended to take a narrow, disciplinary approach although an integrated conceptual approach may yield better answers. This article proposes a multi-disciplinary perspective to the problem of access and allocation and illustrates its application to water management and climate change.  相似文献

In contemporary global environmental governance, private companies are both recipients of as well as contributors to the development and spread of environmental practices, norms, standards, and legislation. One sector that seems to be of particular significance is the environmental consultancy industry. It assists public and private actors in developing environmental solutions and ensuring implementation and compliance by providing particular knowledge, management, and assessment skills. However, little attention has been paid to the environmental authority and agency of companies active in this field. This exploratory study on global environmental consultancy firms is guided by the basic research questions on agency in earth system governance: What is agency? Geoengineering—the deliberate interference in the climate system to affect global warming—could have significant global environmental and social implications. How to shape formal geoengineering governance mechanisms is an issue of debate. This paper describes and analyses the geoengineering governance landscape that has developed in the absence of explicit geoengineering regulation. An Earth System Governance perspective provides insight into the formation of norms resulting from an overlap in international treaties and from the actions of engaged non-state agents. Specifically, the paper explores the instruments and actors having effect in existing formal and informal geoengineering governance mechanisms. It finds that geoengineering is subject to a form of ‘governance-by-default’. This is due to a situation in which state actors have not resolved the tension between two legal norms: that of ‘precaution’ and that of ‘harm minimisation’. This governance-by-default is characterised by uneven regulation from existing multilateral agreements established for other purposes, an absence of regulation specifically focused on geoengineering, guidance from an international ambition to hold global average warming below 2 °C and to achieve net-zero emissions in the second half of the century, and strong normative engagement by the research community. Governance-by-default is likely to be a stopgap development until more enduring and focused governance emerges.  相似文献

In the face of global environmental change, a key question for the social sciences is how to organize the co-evolution of societies and their natural environment. In this context, a new long-term research program, the Earth System Governance Project, proposes several key issues to be examined: architecture, agency, adaptiveness, accountability, and allocation and access. The contributions to this special issue have focused on the analytical problem of agency. For example, they have examined newly emerging or understudied agents of global environmental governance, or offered a fresh assessment of agency in the context of existing governance mechanisms such as the Clean Development Mechanism. This concluding article outlines several insights provided by the contributions to this special issue regarding four key questions underlying the study of agency in global environmental governance. First, they call attention to the ingredients or processes that characterize agency in the first place and thus distinguish actors from agents. Secondly, the authors highlight the differences among agents and how they interact with each other. Thirdly, they point toward variation in the ways that agents may acquire authority. Finally, the contributions to this special issue suggest that there may be several approaches to evaluating agency, with different consequences. Thus, taken together, the contributions to this special issue provide a starting point for broadening our understanding of agency in earth system governance.  相似文献

Potentially Speaking, Iranian economy is one of the wealthiest one in Middle East and even among other developing countries in the region. In practice, however, mismanagement and bad governance of public sector and some other infrastructural shortcomings have led this economy to its current inefficient situation in which we face with one of the highest misery index, MI, along with one of the lowest economic growth rate in the world. This article is investigating this subject. At, one hand it is analyzing the relationship between misery index, MI, and economic growth in Iran, and at the other hand it studies the impact of governance on MI for 1974–2011 periods. To achieve this goal, vector autoregressive model has been used. We have also used the government effectiveness as a proxy for good governance, which, we think, is meaningful in Iranian case. By using dickey-fuller test the stability of variables, has been examined. We also have applied the Granger causality and Johnson test for considering the convergence among variables. One finding of this paper is that, economic growth has had negative relation with MI. Another result is that there is a significant relationship between type of governance and MI. For instance, during recent administration (2005–2011), we are encountering with the worst good governance indexes, the lowest economic growth, and the highest MI as well.  相似文献

Crypto-coins (CCs) like Bitcoin are digitally encrypted tokens traded in peer-to-peer networks whose money laundering potential has attracted the attention of regulators, firms and the wider public worldwide. This article assesses the effectiveness of the global anti-money laundering regime in balancing both the challenges and opportunities presented by these novel ‘altcoins’. Two main arguments are advanced. First, the implications that crypto-coins presently pose for global anti-money laundering efforts stem less from the threats of their illicit uses as digital currencies and more from the opportunities presented by their underlying blockchain technologies. Second, despite several shortcomings, the risk-based approach pursued by the Financial Action Task Force (FATF) strikes an effective balance between the existing threats and opportunities that crypto-coins currently present. Rather than a conclusive evaluation however this article stresses the need for continual monitoring and investigation of the wider ethical implications raised by CCs for global efforts to combat money laundering in an era of rapid technological change.  相似文献

This article examines the sources of widespread rent-seeking practices and their relations to corruption in China. It argues that rent-creation and seeking are difficult to eliminate because they have become institutionalized as the constitutive parts of economic governance. Using case studies drawn from a number of industrial sectors, this study shows that the creation and allocation of economic rents has become a major policy instrument used by various levels of governments to manoeuvre industrial plans and development priorities. At the same time, the discretionary power exercised by state agents in implementing development priorities has created mounting opportunities for exchanging rents with bribes. The result is a structural nexus between economic governance, rent-seeking and corruption that defy administrative measures aiming at achieving a clean government in China. This study is part of a research project on the Politics of Rent-seeking and Economic Privileges in China. The project is funded by the Royal Netherlands Academy of Arts and Sciences and supported by the Chinese Ministry of Education.

This article discusses environmental policy integration—a concept so far mainly applied to domestic and European politics—at the global level. The article distinguishes between integration of institutions, of organizations, and of their bureaucracies, and it addresses both internal integration (within the environmental policy domain) and external integration (between environmental policies and non-environmental policies). The overall focus is on one set of policy reform proposals that have been salient in the global environmental governance debate for the last decades: the question of whether the creation of a world environment organization would improve the effectiveness, legitimacy, and efficiency of global environmental governance. We revisit this debate and explore the options for organizational change, including clustering, upgrading, streamlining, and hierarchical steering, with a focus on whether the reform proposals can bring about environmental policy integration. We conclude that in the longer term, upgrading of the UN Environment Programme to a UN specialized agency, with additional and increasing streamlining of other institutions and bureaucracies, offers the most potential for environmental policy integration and does not appear to be unrealistic.  相似文献

Research Summary The study outlined in this article analyzed the responses of 23 subjects previously and currently employed in the subprime lending industry to understand the implications and role of white-collar crime in the contemporary subprime mortgage crisis and to document the rationalizations that offenders use to explain their involvement in mortgage-related crimes. The subjects represented five sectors of the primary mortgage market, including brokerage, lender, escrow, title, and appraisal offices. Secondary sources of data for the study included media accounts, government reports, and industry studies. The research findings detail accounts of mortgage frauds in the subprime lending industry that resulted from inadequate regulation, the indiscriminate use of alternative loan products, and the lack of accountability in the industry. Policy Implications The study results suggest that the problem of mortgage origination fraud would be prevented best by major reform of financial policies and lending practices that characterize the subprime mortgage industry. Several broad recommendations are proposed in this article that highlight the need to recognize the potential for insider fraud, to enhance government regulation and oversight, to tighten loan qualification requirements, and to increase standards of underwriting. Observations are offered concerning the need to highlight white-collar crime in understanding the global financial crisis and to preventing future debacles.  相似文献

The recent shift from the Millennium Development Goals to the much broader Sustainable Development Goals has given further impetus to the debate on the nexus between the multiple sectors of policy-making that the Goals are to cover. The key message in this debate is that different domains—for instance, water, energy and food—are interconnected and can thus not be effectively resolved unless they are addressed as being fully interrelated and interdependent. Yet while this overall narrative is forcefully supported in the new UN 2030 Agenda for Sustainable Development and the 17 Sustainable Development Goals that are the main part of this agenda, many Goals still remain sectoral in their basic outlook. This now requires, we argue, a new focus in both policy and research on the nexus between different Sustainable Development Goals, especially with a view to reforms in the overall institutional setting that is required to sufficiently support such a nexus approach. This article thus examines the nexus approach in the context of the Sustainable Development Goals and identifies multiple avenues for its institutionalisation in global governance.  相似文献
