This study examined Taiwanese female and male police officers’ perceptions of handling domestic violence. Specifically, it assessed officers’ attitudes toward whether female officers, male officers, or a combination of female and male officers are more suited for handling cases of battered women, offenders, and domestic violence overall. Survey data were collected from 96 female and 156 male officers from two police departments in Taiwan. Frequency distributions showed that a combination of male and female officers were most preferred by officers for handling abused women, offenders, and domestic violence overall. Regression analysis found that female officers were significantly more likely than male officers to favor a combination of male and female officers over female officers alone for handling battered women. Female officers were found to be more likely than male officers to favor male over female officers and a combination of male and female officers for handling offenders. Police supervisors’ attitudes toward domestic violence also influenced officers’ attitudes toward who is more suited for handling offenders. Implications for future research and policy are discussed.  相似文献

The nexus between substance abuse and intimate partner violence has been studied in depth. The interrelationship between substance abuse, intimate partner violence, and the criminal justice system response and subsequent offending has not received as much attention. In this article, the authors examine the impact of substance abuse on the likelihood of an officer’s decision to make an arrest, conviction in that case, and subsequent re-offending. The authors find that while official decision-making remains unaffected by the fact that the offender has been drinking and/or using drugs, substance abuse and subsequent re-offending are inextricably interlinked. These findings highlight the need to screen domestic violence offenders for alcohol/drug abuse, and provide offenders manifesting these problems with alcohol/drug treatment in addition to batterer treatment.  相似文献

In total, 123 battered Korean women who used domestic violence agencies were asked where they had turned for assistance in response to intimate partner violence. This study examined the factors related to use of formal and informal resources by these women. Formal resources included police, medical, legal, and shelter; informal were family or neighbors. Findings revealed that (a) the women studied used a variety of resources and that (b) income, violence-related injuries, and partner child abuse were related to whether they contacted police. Injury and partner child abuse were related to contacting a medical doctor/medical facility. Income, relationship status, and partner child abuse were related to approaching family or neighbors. The key finding was that partner child abuse increased the likelihood of battered Korean women seeking help from formal service resources and informal networks. This suggests the need for integrative services that link women's and children's protective services in order to meet the needs of both victims and children.  相似文献

We used data from a survey of inmates who have committed homicide or assault to examine whether men and women who have killed or assaulted their intimate partners are different from other violent offenders. A “gender perspective” implies that intimate partner violence and violence between the sexes have different etiologies than other types of violence, whereas a “violence perspective” implies that they have similar etiologies. Our evidence supports a violence perspective. In general, offenders who attack their partners are similar to other offenders in terms of their prior records, alcohol and drug use, and experiences of abuse. We observed some differences between men who attack women (including their female partners) and other male offenders, but the differences were opposite those predicted by a gender perspective. For example, men who attacked their partners were particularly likely to have been abused by their partners. In addition, men who attacked women were particularly likely to have experienced sexual abuse during childhood and to have been intoxicated at the time of the incident. These results suggest that some well-known predictors of violence are particularly strong predictors of male violence against women and female partners.  相似文献

There is extensive research that addresses the role of police in responding to domestic violence calls. However, there has been relatively little attention to the factors that impel women to call the police during an incident of abuse. This paper investigates the role of alcohol and drugs in influencing women's utilization of the police for misdemeanor-level incidents of abuse, and is based on interview data from 419 abused women. Results indicate that women are significantly more likely to call the police when male partners use both alcohol and drugs, and when they are frequently drunk. Offender drunkenness, rather than the quantity or frequency of alcohol consumption, has a significant escalation effect on police utilization by victims of abuse.  相似文献

This study examined the attitudes of police officers and judiciary members toward wife abuse in Turkey and the relation between these attitudes and profession, ambivalent sexism (hostile/benevolent sexism), gender, and gender roles. The following instruments were used for the analyses: The Attitudes Toward Wife Abuse Scale (AWAS), the Ambivalent Sexism Inventory (ASI), and the Bem Sex Role Inventory. The participants were 300 police officers and 150 judiciary members selected from different regions of Turkey. Results showed that compared to judiciary members, police officers are more tolerant of physical and verbal abuse of women in marriage, but less tolerant of the idea of the victim leaving an abusive marriage partner. Similarly, men were more tolerant than women of those husbands who physically and verbally abuse their wives, but less supportive of the wife leaving the abusive partner. Profession and ambivalent sexism (hostile/benevolent sexism) were found to be the strongest predictors of attitudes toward wife abuse.  相似文献

Therapeutic jurisprudence (TJ) proposes that the law is a social force that can heal or cause harm to parties in a legal action. Historically, women victims of intimate partner rape and domestic violence could not seek justice in the legal system because police, like other actors in the justice system, treated these offenses as private matters or fabrications. In domestic violence and intimate rape cases, TJ is concerned with the needs of the victims, and how the law and police play a role in increasing their well-being. In this article, we use a TJ approach to the study of police responsiveness to victims of these offenses by investigating arrests of the offenders pursuant to law reforms that encourage or mandate arrest. Given that in these offenses, victims have the lowest reporting rates of any violent crime, the victim decision to call the police represents an expectation that the mere physical presence of a police officer may redefine the nature of the violence from a private conflict to a societal wrong that will not be tolerated. Police partnership with and treatment of the victim with respect and dignity can change the dynamics of the violence, terminate the violence, and set the criminal justice process in motion by arresting the offender in most cases. Police arrest, and subsequent prosecution and conviction, sends a message to offenders that society does not tolerate their violence, and allows the victim to begin to heal. Yet, past research indicates that police are less likely to arrest intimates than acquaintances and strangers in misdemeanor and aggravated assault, rape, and sexual assault cases. Using the National Incidence Reporting System (NIBRS) for the year 2000, we examine police arrests of intimate partner rape and domestic violence in jurisdictions with mandatory and presumptive arrest policies compared to police arrests in full discretion jurisdictions. We also ascertain whether arrest rates are higher for strangers and acquaintances than for intimates in misdemeanor and aggravated assault, kidnapping, and rape and sexual assault. Third, we determine whether police arrests of intimate partner rape is more likely if there is evidence of violence, injury to the victim, and use of a weapon. Our multivariate findings suggest that both the rape and the domestic violence reform movements have reversed the tide of historical negative treatment of female victims of these offenses. Logistic regression analysis indicates that police agencies in mandatory and preferred arrest jurisdictions increase the odds of arrest for domestic violence incidents and violations of orders of protection, compared to police agencies in jurisdictions with permissive/discretionary arrest policies. In addition, intimate violence increases the odds of arrest by 98%; forcible rape accompanied by simple assault or kidnapping increases the odds of arrest by 467 and 222%, respectively whereas forcible fondling accompanied by simple assault increases the odds of arrest by 293%. We discuss the implications of our findings for future law reform as well as TJ.  相似文献

Abstract

Prior to starting a pro-feminist domestic violence rehabilitation programme, 120 British male domestic violence offenders completed psychometric and attitudinal measures that assessed pro-domestic violence attitudes, anger, locus of control, self-reported emotional and psychological abuse of a partner, interpersonal dependency and social desirability. Offenders who completed the programme were compared to those who dropped out on these measures and demographic variables. Just under one-third (32.5%) of offenders failed to complete the programme. Of those variables that discriminated between completers and dropouts (age, previous custodial sentences, age at first conviction, marital status, self-reported abuse, and diagnosis of depression), only age (being young), having previously received a custodial sentence and self-reported low levels of physical abuse of a partner predicted attrition. These results are discussed with reference to probation supervision.  相似文献

This paper examines limitations in how law enforcement and public health systems respond to domestic violence in Kyrgyzstan. Findings from interviews with domestic violence victims show that these women are subject to ineffectual practices and negative attitudes that tend to minimize domestic abuse and disempower victims. The findings reveal several problematic issues: inconsistencies in the implementation of the law, impunity for abusers because of both personal attitudes and social affinities between the police and abusers, ineffective enforcement of protective orders, and superficial processing of domestic violence cases by the legal system. Additional barriers to help-seeking include a lack of institutional support and guidelines for offering mental health services for victims as well as a scarcity of housing, childcare, and employment opportunities for women seeking to break the cycle of abuse. The findings underscore the need for society-wide changes in attitudes toward domestic violence, stricter mechanisms for enforcing the law, and mandatory training for service providers to facilitate the provision of more accessible and affirmative support to victims.  相似文献

Information on partner abuse in women from non-Western cultures and resulting psychological morbidity are scant. The present study examined these issues among women who experienced partner violence and sought refuge at a domestic violence shelter in Malaysia. These women completed a semi-structured interview and standardized measures to assess posttrauma morbidity. Responses by Malaysian shelter residents were compared with a sample of US women who also reported partner violence. The majority of women in both samples reported severe levels of distress and met criteria for posttraumatic stress disorder (PTSD). These findings suggest that psychological problems that women face after partner abuse may be similar in many respects, despite political, geographical, or cultural differences.  相似文献

Despite a growing body of knowledge concerning family abuse, there is little research focusing on domestic violence in rural settings. Likewise, there is a paucity of research on family abuse among low-income and racial/ethnic minorities who reside in rural areas. This study examined the prevalence of domestic abuse experienced by low-income, predominantly Latina farm worker women. Using logistic regression analysis, we analyzed factors that predict victimization and the influence of those factors on women's fear of their intimate partners. Survey data were collected from 1001 adult female patients of 11 migrant farm worker health care clinics in nine states. Among the study participants, 19% had been physically or sexually abused by a husband, boyfriend, or companion. The strongest predictors of domestic abuse were drug/alcohol use by the respondent's partner, pregnancy, and migrant status. The factors that most influenced respondents' fear of their intimate partners were abuse and frequency of abuse. The article concludes by discussing implications of the study for domestic violence intervention, treatment, and research in rural settings.  相似文献

Domestic violence is not as simple as one partner physically harming another. Instead, it consists of a complex range of controlling behaviors including physical, emotional, sexual, and economic maltreatment as well as isolation, male privilege, blaming, intimidation, threats, and minimizing/denying behaviors. In addition to the controlling behaviors reported by women seeking shelter from violent relationships, a growing body of research indicates some individuals who abuse their intimate partner also abuse their pets. This study explores these connections using reports of 1,283 female pet owners seeking refuge from their male batterer in a domestic violence shelter. Findings indicate that batterers who also abuse their pet (a) use more forms of violence and (b) demonstrate greater use of controlling behaviors than batterers who do not abuse their pets. Likewise, positive correlations are found between specific controlling behaviors and cruelty to pets. Implications for practice and future research are discussed.  相似文献

Presumptive arrest and prosecution policies are designed to eradicate domestic violence by disrupting abusive relationships and transforming the subjectivities of victimized women and abusive men. Using in-depth interviews with 30 persons arrested and prosecuted for domestic violence, this article examines the power of presumptive policies by exploring how intimate abusers experience them. The study finds that while the police and courts are able to secure arrests and convictions on domestic violence cases, nearly all the respondents in this study understand their punishments as unfair sanctions meted out by an unjust local legal system rather than as the consequences of their own actions. These injustice claims emerge from abusers' group identities as well as the very practices through which the police and courts gain authority over them. These findings demonstrate that the power of the law as a force for social change may be more limited than some have claimed. In addition, they reinforce calls to reform society's response to intimate violence through procedures that can go further in empowering victims and having offenders recognize their responsibility for violence.  相似文献

Recent studies of police response to violence in which men attack women with whom they have a history of shared intimacy have not addressed the issue that inspired research in the first place: the “leniency thesis” that police treat men who beat their spouses less punitively than other violent offenders. In addition, research examining the deterrent effects of various police treatments of misdemeanor domestic violence is not responsive to complaints that abused women are denied protection of law when they have been victims of serious, felony-grade, abuse by their spouses. This research analyzes the response of the Chester, Pennsylvania, police to 392 consecutively reported felony-grade assaults by persons whose identities were known to victims and police. Results confirm the leniency thesis. Tabular analysis demonstrates that arrests occurred in 13% of male-on-female spousal assaults and 28% of other assaults. Logit analysis indicates that this difference in police response is not attributable to other variables that might be expected to result in differential treatment. We conclude that the practices and results reported by research conducted in progressive police jurisdictions that volunteer to participate in studies of police response to violence against women may not be generalizable to the great majority of U.S. police agencies that have not welcomed such study.  相似文献

This study uses criminal justice data to compare women and men arrested for domestic violence on their levels of violence, reported victimization, general criminality, and substance abuse. Participants were 45 women and 45 men convicted of domestic violence between 1996 and 1998. Results indicate that women were less likely than men to have a history of domestic violence offenses and nonviolent crimes. They were also more likely to report that they had been injured or victimized by their partner at the time of their arrest. However, in other ways, women and men were similar: they were equally likely to have used severe violence and inflicted severe injuries on their victims; to have previously committed violence against nonintimates; and to have been using drugs or alcohol at the time of their arrest. The implications for treatment for women arrested for domestic violence are discussed.  相似文献

Women are increasingly being arrested and prosecuted for assaulting an intimate partner. Whereas extensive research has been conducted to identify the treatment needs of male domestic violence offenders, few studies have examined females convicted of the same charges. In the present study 1,267 men and 159 women convicted of intimate partner abuse were compared on scales assessing attributions of blame for their recent offense, minimization, denial, and socially desirable responding. Research with male offenders has identified these factors as important treatment targets, as they appear to influence an offenders risk for noncompliance and recidivism. The results of the study suggest that both male and female domestic violence offenders engage in socially desirable responding during court-ordered evaluations, that both attribute greater blame for the recent offense to their spouse/partner than they acknowledge for themselves, and that significant numbers of both genders deny the recent incident and/or minimize the severity of the offense. Areas for further research are highlighted along with a discussion of the implications of these findings for practitioners.  相似文献

Domestic violence has emerged as a worldwide concern since the 1970s. Although a substantial amount of efforts have been devoted to assessing various aspects of domestic violence, a relatively small number of studies have empirically examined factors that shape public attitudes toward police response to such incidents. Even rarer is investigating the topic from an international, comparative perspective. Based on survey data gathered from approximately 550 college students in China and the United States, this study analyzes the effects of background characteristics, personal and vicarious experiences of crime, and perceptions of gender roles and violence on attitudes toward proactive and traditional police response to domestic violence. Compared to their American counterparts, Chinese students were less likely to favor proactive response and more likely to support traditional response. Chinese and American students' attitudes toward police response to domestic violence were shaped by some different and common factors. Implications for policy and future research are discussed.  相似文献

This research examined the direct and indirect transmission of family-of-origin violence among a sample of male domestic violence offenders. Intergenerational transmission of violence was tested by examining the effects of childhood corporal punishment experiences and witnessing inter-parental physical violence on the odds of reporting minor and severe intimate partner violence perpetration in adulthood. Social learning mechanisms were applied to examine the relationship between abuse experiences and the incidence of minor and severe forms of intimate partner violence. Use of a sample of 204 male domestic batterers attending court-mandated family violence intervention programs in an urban setting revealed considerable variation in minor and severe intimate partner violence. Results from logistic regression models suggested intergenerational transmission and social learning provided distinct mechanisms for both minor and severe forms of intimate partner violence.  相似文献

Research Summary: This research uses data from the National Crime Victimization Survey to test whether legislation affects domestic violence, police involvement, and arrest. Findings suggest that most laws do reduce the chances of family or intimate violence. Fewer appear to influence police involvement, and none relate to more arrest. This suggests that laws may deter would‐be offenders from harming family and partners. Policy Implications: The findings suggest that states should continue to aggressively pursue domestic violence offenders. However, local officials should recognize that mandatory arrest laws could reduce the number of cases that enter the system. Further, more protection should go toward victims when the state awards them custody of the children.  相似文献

We examine whether men who physically assault their female partners or who commit sexual assault receive more lenient treatment than offenders who commit other types of assaults. Analyses of the National Violence Against Women Survey do not support these hypotheses. Rather, they suggest that women who assault their male partners are particularly likely to avoid arrest. In addition, both men and women who assault partners are more likely to avoid conviction than other offenders. Evidence suggests that there has been an increase over time in rates of arrest and conviction for partner violence.  相似文献
