随着中办、国办关于党政主要领导经济责任审计新规的发布,党政领导干部经济责任审计已经进入了稳步推进阶段。由于经济责任审计固有的特征,在党政领导干部经济责任审计的过程中,必然存在因各种不确定性而导致的审计风险。文章在对党政领导干部经济责任审计风险特征分析基础上,指出了现实条件下我国党政领导干部经济责任审计风险存在的主观因素和客观因素,最后提出了防范党政领导干部经济责任审计风险的措施。  相似文献

当代中国政治文化呈多样化、复杂化的发展态势,主流政治文化和非主流政治文化同时并存,共同作用于政治系统。目前中国政治系统的稳定局面是建国以来最好的,但也存在着许多影响政治稳定的因素。本文认为,政治文化是影响政治稳定极其重要的因素。因此,为了维护政治稳定,促进经济发展,必须从“讲政治”的战略高度重视政治文化建设,同时也要进一步解放思想,努力探索,不断推进政治文化内容的创新和发展。  相似文献

本文在经济人假设基础上结合公共选择理论对民主进行分析,阐述了理想民主政治模型假说并加以规范分析,得到一些基本结论:民主政治是个人选择行为的相互依存性和差异性的方式和结果;民主是基于经济人的理性和自由选择而产生的政治观念并在此基础上所形成的规则制度;民主制度的行为框架设计是建立并通过政治市场来配置政治资源;只有市场经济才能为政治上的独立自主提供可能;由于理性人的有限选择能力和惰性,民主并不一定能促进社会福利。  相似文献

More than 20 years of economic reforms and opening up to the outside world have produced meaningful social, economic and political transformations in China. Have there been corresponding changes in the political–cultural orientations1 ‘Orientations’ here and thereafter refer to a broad range of beliefs, values, and assumptions that people hold about social and political life. Such orientations may be cognitive, affective, or evaluative. They are general in the sense that they may structure more specific attitudes or opinions. *?Yanlai Wang is a research associate at the Euro–Asia Centre; Nicholas Rees is Jean Monnet Professor of European Institutions and External Relations; and Bernadette Andreosso‐O'Callaghan is Jean Monnet Professor of Economics and Director, Euro–Asia Centre, all at the University of Limerick, Ireland. This article examines some changes in orientations, based on the preliminary findings of an opinion survey conducted in China in 2000. The 2000 survey used an adapted form of a questionnaire used in a survey conducted in 1990 by Nathan and Shi. The evidence of the 2000 survey data suggests that the political–cultural orientations of the Chinese public are becoming more liberal and pro‐democratic as China's economy continues to grow, possibly providing the basis for a transition to some form of popular democracy.  相似文献

The question of why some authoritarian regimes choose to incorporate institutions of democracy such as village elections into their governing systems remains largely unanswered. As a typical case of a resilient authoritarian state that implements democracy in its villages, China has provided an invaluable case for researchers to study. Current theories focus on the influence of political elites and rural forces separately. Insightful as they are, these theories are invalid as an explanation of the variation of local governance in China across time and thus are incomplete. It should be recognized that central fiscal strategies have great effects on local governance. Specifically, if the central government largely relies upon fiscal revenue from rural areas, it has to expand its bureaucracy to the countryside to extract revenue. In contrast, if it does not rely on the rural areas for revenue, the central government will establish local democracy in the countryside. This hypothesis is historically reflected in the authoritarian regimes led by the Nationalist Party (KMT) and Chinese Communist Party (CCP) in China. As opposed to the familiar story about representation through taxation, the logic of representation without taxation seems to be the case in China.  相似文献

This paper analyzes the relationship between Chinese traditional culture and the official ideologies. The author argues that the “New Culture” Movement was a movement of ideological displacement. The acceptance of Marxism‐Leninism by China's new intellectuals was closely related to the structure of the traditional culture. The foundation of both Mao Zedong Thought and the Three Principles of the People is a combination of the deep structure of the traditional culture and reactive values. This is why the structure of contemporary Chinese political culture and the Confucian tradition are similar but not identical.  相似文献

This article reviews and explains Chinese attitudes towards the use of force in international affairs, especially from the perspective of strategic culture. The author traces back the traditional values which originated from ancient Chinese thoughts and also researches Mao Zedong's perception of war, which symbolizes the contemporary Chinese military strategic theory, and Deng Xiaoping and Hu Jintao's discourse on war thereafter, which represents the beliefs of the Chinese government after adopting the opening-up and reform policy. The case studies of the Korean War, the Vietnam War and the two Iraq Wars further explore the principles which dominate the diplomatic decision-making processes. The article concludes that China, in the predictable future, will still firmly adhere to the principles of state sovereignty, non-interference and non-use of force principles, while at the same time China will not hesitate to participate in the multilateral operations which are ratified with UN Security Council authorization and contribute increasingly to improving humanitarian situations due to its moral and political understanding of the use of force in international relations.=  相似文献

Economic interactions between Taiwan and mainland China have grown at an astounding speed since the Taipei government began to relax restrictions on indirect trade with the mainland in the late 1980s. A growing flood of cross‐border investment and trade has created an economic interdependence. However, intensified economic exchanges have not spilled over into political recognition of the legitimacy to each other or even ameliorated hostility across the Taiwan Strait. Growing economic interdependence has been a function of political power and political choice. This paper examines the emerging pattern of the relations across the Taiwan Strait and attributes the discrepancy between economic and political relations to significant disparities across the Taiwan Strait, which has worked as both integrative and disintegrative forces.  相似文献
