What explains the dynamics of contentious collective political action in post-Soviet Central Asia? How do post-Soviet Central Asian citizens negotiate the tensions between partaking in and abstaining from elite-challenging collective protests? By analysing cross-national attitudes in two Central Asian states, this article (1) systematically analyses the variation in collective protests by testing rival macro-, meso-, and micro-level theories; (2) reintroduces a conceptual and empirical distinction between low-risk and high-risk collective protests; and (3) examines the conditions under which individuals participate in two distinct types of elite-challenging collective actions. Three conclusions are reached. First, the evidence suggests that nuanced consideration of multi-level theoretical perspectives is necessary to explain contingencies of elite-challenging actions. Second, economic grievances and resource mobilization emerge as leading factors driving both low-risk and high-risk protests. Third, Islamic religiosity and social networking robustly predict participation in high-risk collective action.  相似文献

This article investigates the sources of public demand for democratic institutions under authoritarian rule. While a growing body of literature recognizes that in authoritarian polities such as China, economic development does not lead to democratization in a linear fashion, our understanding of the sources of democratization in resilient authoritarianism remains limited. This article provides an empirical test of the three most compelling theories to subsequently emerge: modernization theory, social capital theory, and institutional theory. The results of a survey conducted in the countryside of Zhejiang and Sichuan provinces provide support for the institutional approach in understanding public demand for democracy in rural China, while the modernization theory and social capital theory are shown to be less useful. Specifically, results show that people working in the government system are core supporters of the regime, whereas income, education attainment, social trust, and one’s satisfaction with regime institutions turn out to be irrelevant and do not serve as direct sources of public demand for democracy. These results extend our understanding of the complex interaction between an authoritarian regime and its people, shedding new light on the democratic prospects for resilient authoritarianism.  相似文献

Despite the burgeoning comparative literature on electoral authoritarian regimes, fewer studies have accounted for the emergence of hegemonic and competitive authoritarian regimes at the subnational level. This article examines the variation in subnational electoral authoritarianism with data from the Russian Federation. First, the article shows that by using a comparative regime classification most Russian subnational cases can be classified as electoral authoritarian between 1991 and 2005. Yet, there are considerable differences in competitiveness between the electoral authoritarian regimes. The article accounts for this variation by drawing on both comparative electoral authoritarianism literature as well as more context-specific explanations. Statistical analysis on 192 subnational electoral authoritarian cases shows that the determinants of Russian subnational authoritarian stability are rather similar to those found in cross-national studies. Subnational (non)competitiveness in Russia appears to be related to the structure of the regional economy and natural resource rents, and to a lesser degree to the specific Russian federal context. Authoritarian “know how” also plays a role in authoritarian regime building. The findings of the article contribute to the literature on electoral authoritarianism, subnational democratization and Russian subnational politics.  相似文献

This article systematically investigates the relationship between internet use and protests in authoritarian states and democracies. It argues that unlike in democracies, internet use has facilitated the occurrence of protests in authoritarian regimes, developing a theoretical rationale for this claim and substantiating it with robust empirical evidence. The article argues that whereas information could already flow relatively freely in democracies, the use of the internet has increased access to information in authoritarian regimes despite authoritarian attempts to control cyberspace. The article suggests this increased access to information positively affects protesting in authoritarian states via four complementary causal pathways: (1) by reducing the communication costs for oppositional movements; (2) by instigating attitudinal change; (3) decreasing the informational uncertainty for potential protesters; and (4) through the mobilizing effect of the spread of dramatic videos and images. These causal pathways are illustrated using anecdotal evidence from the Tunisian revolution (2010–2011). The general claim that internet use has facilitated the occurrence of protests under authoritarian rule is systematically tested in a global quantitative study using country-year data from 1990 to 2013. Internet use increases the expected number of protests in authoritarian states as hypothesized. This effect remains robust across a number of model specifications.  相似文献

During waves of contention, international media attention can be of crucial importance for activists and protest participants. However, media attention is a scarce resource and the competition over news coverage is high. While some emphasize the agenda-setting power of news outlets and argue that receiving coverage is determined by factors outside the protest movement, others suggest a dynamic relationship between media attention and activism where social movement organizations are assumed to have some agency to make it to the news. In this article, we contribute to the latter and analyze how protest can endogenously trigger more coverage. Building on insights from communication science, we argue that widely covered protests attract media attention and temporarily lower the selection threshold for subsequent incidents. Using fine-grained data on anti-regime protest in all authoritarian countries between 2003 and 2012, we find robust empirical evidence for this hypothesis. We also show that this effect becomes weaker and eventually disappears with increasing spatial and temporal distance from a highly salient event. These findings are important for research in contentious politics, since they allow us to gauge the extent to which protest activity on the ground may under certain circumstances be overreported in the media.  相似文献

The nature of the Portuguese transition to democracy and the consequent state crises created a ‘window of opportunity’ in which the ‘reaction to the past’ was much stronger in Portugal than in the other Southern European transitions. The transition's powerful dynamic in itself served to constitute a legacy for the consolidation of democracy. This article analyses how the nature of the transition affected the legacy of authoritarianism superseding and transmuting that regime's impact on the ‘quality’ of Portugal's democracy, and illustrating how the majority of ‘authoritarian legacies’ were more a result of the nature of the transition than they were of the authoritarian regime.  相似文献

After the 2011 Arab Spring, a pressing concern is to understand why some authoritarian regimes remain in power while others fall when confronted with similar difficulties. Earlier representations of the success of authoritarianism in the Middle East and North Africa generated common misperceptions concerning politically effective behaviour in the region. These views, shared by local autocrats and international actors alike, led them to propose ad hoc policy reorientations in response to a contagion of popular uprisings. In their turn, these policy responses directly contributed to the failure of authoritarianism and the production of democratic revolutions in several countries of the region. Such revolutionary options, although structured by the (lack of) opportunities for contestation present in each polity, are not predicable events as they depend on elite mis-assessments of the situation to be effective (as in Tunisia, Libya). Reciprocally, when reform pathways are made available by authoritarian regimes, contestation can be channelled into non-revolutionary political action (as in Morocco, Algeria).  相似文献

The survival of the Moroccan monarchy amidst the wave of protests that characterised the Arab uprisings did not come as a surprise to observers of the Kingdom. Despite the size of the protests in February 2011, demonstrators never demanded the fall of the monarchy and the king was never in danger of being dethroned. Once the King reclaimed political leadership through the launch of a constitutional reform, the protest movement faded and whatever challenge to the pre-eminence of the monarchy might have existed ended quickly. A number of explanations have been advanced for the survival of authoritarianism in Morocco, but they generally rehash conventional wisdoms about Moroccan politics that might no longer be as valid as they were in past. Less obvious factors, ranging from repressive practices to ‘de-politicisation through technocracy’ and from the complex impact of neo-liberal economics on social relations to divisions within the opposition, contributed to the survival of the monarchy.  相似文献

In contrast to the empirical conditions in large parts of the authoritarian world, the systematic literature on political opposition under authoritarianism either treats the opposition as a static entity or fails to comprehensively address its dynamic character. On the basis of a critical literature review and an ensuing analysis of the Joint Meeting Parties, a cross-ideological opposition alliance that gradually evolved to become the main competitor of the Salih regime in Yemen, we suggest that political opposition in electoral authoritarian regimes is an intrinsically dynamic institution in terms of its organizational shape, its goals and its modes of contestation. We also show that, while authoritarian structures do set the basic conditions defining opposition action, much of what motivates this action and contributes to opposition dynamism emerges from within the opposition. In addition, our findings on the Yemeni case suggest that opposition dynamism peaks when the strength of the opposition is nearly on par with that of the regime.  相似文献

What accounts for the failed transition and restructuring of authoritarianism in Egypt after a fleeting rupture in 2011? How did the dominant statist party lose its iron grip on power? Why did the collapse of the dominant party not bring about significant democratic transformation and generate power-sharing pacts? The article aims to go beyond the question of the importance of either authoritarian resilience or the transition paradigm to offer a two-layered analytical framework based on leverage level and the coherence of pro-democracy forces’ demands to account both for the timing of one-party collapse and the consequent dynamics of authoritarian revival. I allow room for complex and strategic interactions between different components of pro-democracy forces and the old ruling class to elucidate the contingent political trajectory after the time of disintegration. When pro-democracy forces maintained their leveraged position and kept a demand-claiming framework unified, they secured a ‘cooperative differentiation’ position and were able to apply consistent democratization pressure that led to regime breakdown. When they adopted a conformist stance and accommodated their demands to the incumbent regime, they became captive to the interests of old regime holdovers and asserted an ‘antagonistic identification’ position that hobbled efforts to move towards democratization.  相似文献

The present article explores how winners' and losers' strategies for competition influence the possibility of democratization after civil war. Civil wars have been pivotal events in many states, but there has been little analysis of how they affect democratization. Since most have been won by the political right in twentieth century Europe one expects a correlation between civil war and the imposition of authoritarian solution to political conflicts. However, an analysis of five civil wars shows a wide variety in the patterns of political dominance achieved by the winners, ranging from total clampdown in Spain to the winners relinquishing power, as in Ireland. In between, Finland, Greece and Hungary combined various degrees of open competition with restrictions on the losers. In effect democratization can be as likely an outcome of civil war as regression to authoritarianism. Explaining the variation in outcomes of the five cases is the objective of this article.  相似文献

In this article we discuss the failure of social movement theories to adequately understand and theorize locally based, grassroots social movements like the landless workers movement in Brazil, ‘livability movements’ in third-world cities, and living wage movements in the USA. Movements such as these come to the attention of most social movement analysts only when the activists who participate in them come together in the streets of Seattle or international forums like the World Social Forum. To date, it is the transnational character of these protests that have excited the most attention. Building on scholarship that looks at the link between participatory democracy and social movements, this article takes a different tack. We show how some social movements have shifted their repertoire of practices from large mass events aimed at making demands on the national state to local-level capacity building. It is the local struggles, especially the ways in which they have created and used institutions in civil society through extending and deepening democracy, that may be the most significant aspect of recent social movements, both for our theories and for our societies. Yet these aspects have received less attention, we believe, because they are less well understood by dominant social movement theories, which tend to focus on high-profile protest events. We look at the Brazilian Landless Workers Movement and the Justice for Janitors Campaign in Los Angeles to illustrate the important terrain of civil society as well as the role of community organizing.  相似文献

This article examines the state of and perspectives on democracy in the Republic of Moldova. The fall of its communist authoritarian regime in 2009 – sometimes compared to a colour revolution – went against the trend toward heavy authoritarianism now visible in the Commonwealth of Independent States. However, the regime change in Moldova does not necessarily imply a process of genuine democratic consolidation. This article argues that the future course of the Moldovan polity will be decided by structural domestic and geopolitical factors different from those that produced the regime change. Most of these structural factors do not favour democratization. Moldova's only chance to secure a genuinely democratic trajectory may therefore be dependent on its relationship with the European Union (EU). The article argues that nothing short of a process of accession to the EU can modify factors that are likely to prevent democratic consolidation. In its absence, the article contends that Moldova will either develop a Ukrainian-style hybrid regime or return to its authoritarian past.  相似文献

While the existing literature emphasizes that elites often have incentives to pander to nationalist sentiment, much less attention has been paid to elite efforts to subdue popular nationalism, either to avoid domestic instability or international escalation. This article examines how different governments respond to nationalist protests and the resulting effects on the risk that interstate disputes will escalate to armed conflict. We argue that government responses to nationalist protests tend to vary in patterned ways across regime types. Nationalist protests present particular dangers in weakly institutionalized democracies, where demonstrations often pose serious threats of instability but are difficult or costly for the government to subdue, tempting or forcing leaders to escalate to appease domestic critics. We illustrate the theory with four cases representing a range of regime types: Vietnam, Cambodia, Thailand, and the Philippines.  相似文献

This article borrows from the literature on transitional democracies to examine levels of support for democracy and non-democratic alternatives among immigrants travelling from partly and non-democratic countries to Canada. It evaluates how immigrants who grew up under authoritarian rule come to adapt to democracy. The findings indicate that immigrants from partly and non-democratic countries experience tensions in their adaptation to democracy, expressing strong democratic desires but also manifesting what could be interpreted as lasting imprints of their socialization under authoritarian rule. Immigrants from partly and non-democratic countries exhibit strong support for democracy (they almost all believe it is a good form of government, the best one, and understand democracy in broadly similar terms as the rest of the population). Yet, if democracy is the main game in town for the immigrants, it is not the only one; immigrants from partly and non-democratic countries are significantly more likely than people socialized in a democratic political system to support other forms of governments that are non-democratic. The article thus argues for the lasting impact of authoritarianism on people's democratic outlooks despite the presence of strong democratic desires.  相似文献

The Palestinian Authority's (PA) claim to embody the spirit of the “Arab Spring”, through its recent “state-building” agenda – including its elevation to “non-member observer status” at the United Nations – is disingenuous. This conclusion rests on three key arguments outlined in this article. First, this article identifies a continuation of broader patterns of authoritarianism represented by the PA's lack of adherence to democratic practices, the deprivation of access for the Palestinian population to basic resources and the wider issue of the continued absence of Palestinian sovereignty. Second, it identifies the intensification of some authoritarian practices within Palestine, particularly in the areas of security and policing, for example by the use of force against protestors. Finally, this article identifies that civil-society groups and opposition supporters throughout 2011–2012 have more genuinely embodied evidence of resistance to authoritarianism in popular demonstrations against the PA.  相似文献

Scholars of electoral authoritarianism and comparative institutions have emphasized how authoritarian regimes implement multiparty elections to stabilize authoritarian rule and diffuse political opposition. Consequently, the literature has advised against the notion that multiparty elections constitute a general lever for democratization. This article presents evidence in support of a more positive understanding of multipartyism and democracy. We argue that multiparty elections create an institutional space for oppositional parties, instrumentally motivated to promote further positive democratic change. We hypothesize that multiparty regimes are (1) generally more likely to experience positive democratic change, and (2) more importantly, more likely to do so when faced by internal or external regime threats. We test these hypotheses using cross-section time-series data on 166 countries in the period 1973–2010. Our results show a general positive effect of multipartyism for democratic change, and that multiparty regimes are more likely to improve their levels of democracy when faced with demonstrations and economic crisis.  相似文献

Recent developments have raised new concerns regarding the prospects of democracy in Latin America, particularly in what are often defined, although not unanimously, as cases of competitive authoritarianism, including Bolivia, Ecuador, Venezuela, and Nicaragua. In light of their significance and diffusion on a global level, understanding how these regimes emerge is important, especially when they replace democratic or imperfectly democratic regimes such as in the cases examined in this study. What explains the emergence of competitive authoritarian regimes (CARs), particularly when the starting point is democratic or imperfectly democratic? What are the region’s democratic prospects after the emergence of various CARs in the last two decades? Through the comparative analysis of competitive authoritarian attempts in Bolivia, Ecuador, Honduras, Nicaragua, and Venezuela, I argue that the same passages and challenges required to transform a democratic regime into a CAR makes incumbents' features and strategies particularly important, especially the ability to weather potentially lethal institutional crises and limit the legitimacy costs associated with competitive authoritarian manipulations. Incumbents have proved more successful in these challenges and hence in their competitive authoritarian attempts when combining charisma and the elaboration of a democratic discourse including the diffusion of new democratic values.  相似文献
