This article explores the politics of older women in post-Soviet Kyrgyzstan, who have emerged as informal leaders in urban neighbourhoods to ‘speak for the poor’ to the state. Their mediating role is crucial for understanding community micro-politics, women’s political agency and more broadly state–society relations in the post-Soviet context. Drawing on in-depth interviews with older female informal leaders, the paper examines their political legitimacy and modes of mediation with the state and elites. Using Bourdieu’s concepts of political capital and ‘double dealings’, the paper argues that older women are important informal mediators, whose representational practices involve communal leadership, protest activism, bargaining and vote mobilization. Their multitasking roles are necessitated by their legitimation struggles and elites’ strategies of state capture. The article challenges the dominant media representation of older women activists as ‘a mob for hire’ and offers a more nuanced account of older women’s politics, addressing a blind spot in the literature on politics in Central Asia.  相似文献

Abstract

In recent decades, Islamic political movements, and their subsequent political parties, have been increasingly recruiting and nominating women to high-level decision-making positions despite the fact that the ideology they espouse often acts to dissuade women from assuming positions of political leadership. My ethnographic research on religious women’s activism in Iran and Turkey helps explain this unexpected trend by shedding light onto the role of Islamic party women in challenging the gender discriminatory attitudes and behaviours of their male party leaders. In particular, I highlight the role that a number of high-ranking Islamic party women with close ties to the ruling elites played in pressuring their male party leaders to address women’s political underrepresentation in formal politics. Women’s close ties to the ruling elites consisted of formal ties with key Islamic leaders that evolved thanks to women’s long-term devotion to the Islamic movement or learning at Islamic seminaries. I demonstrate that such close ties to the leaders, as well as the presence of a public discourse in favour of women’s increased access to politics, enabled influential Islamic women to leverage a form of ‘internal criticism’ as an important strategy to enhance women’s political rights and status from within the Islamic movements.  相似文献

ABSTRACT

In 2017, following a fraught 22-year struggle, Israel appointed the first female judge (sing. qadiya, pl. qadiyat) to its Islamic (shari’a) courts. This contrasts with the earlier appointments of qadiyat around the world, most notably in the Palestinian Authority in 2009. The Israeli shari’a courts’ jurisdiction over family law, a field of law which engages in women’s issues, makes the introduction of qadiyat particularly salient. This article is among the first to focus academic research on the issue of qadiyat within Israel and is based on field interviews with practitioners and academic experts, as well as documentary primary and secondary sources. This article finds that the obstacles that delayed the appointment of Israel’s first qadiya were a manifestation of the political impact Muslim minority status had on the country’s Muslim and Jewish establishments.  相似文献

Thailand currently suffers from high levels of political polarization; parties associated with former Prime Minister Thaksin Shinawatra have won every election since 2001, based partly on strong support from voters registered in the populous North and Northeast regions. Many of these voters are migrant workers who spend much of their time working in Greater Bangkok, yet remain legal residents of their home provinces. This article argues that Thailand’s political polarization could be reduced if many of these “urbanized villagers” either took up formal residence in the capital city, or were encouraged to share in the creation of new small-scale urban communities in their places of birth.  相似文献

This article examines the nature and type of women’s activism before, during, and after Uruguay’s dictatorship, arguing that advocacy during the latter part of the country’s military rule paved the way for an increased role for women in society after democracy was restored. Focusing on the female-led movement to place the 1986 Ley de Caducidad (Law of Expiry or amnesty law) before a national referendum, it analyzes how women marshaled a gendered identity that had been effective in campaigning against the military. Through examining connections between earlier women’s movements and the 1980s, the article explores how challenging a key piece of legislation in the recently restored democratic environment ultimately forged a new era of activism for women in post-authoritarian Uruguay. The article ultimately rethinks the process of Uruguay’s transition, the continual negotiations over what is included in human rights discourse, and the importance of gendered activism in transitional societies.  相似文献

This paper seeks to analyse the position of Cyprus within the geopolitical vision and broader worldview of the National Outlook Movement (Milli Görü? Hareketi) and especially of the National Salvation Party (MSP). The importance of this particular Party lies on the fact that it participated in the coalition government that made the decision to militarily intervene in the island in 1974. The paper’s principal focus is on the Islamic criticism of Turkey’s Westernization and the development of a comprehensive programme of Islamic transformation. Drawing from the above-mentioned axes, and from the context of the MSP’s geopolitical vision, Cyprus and the Cyprus problem, as well as their impact on the political stance of the MSP, are analysed.  相似文献

The present article aims to uncover how and where combatants in the Israel Defence Forces (IDF) draw the boundaries of the State of Israel. The territorial integrity of Israel remains unsettled and IDF’s combatants cannot look merely towards fixed territorial borders and legal agreements when drawing the demarcation lines between Israel and its neighbours. The article’s empirical basis is a longitudinal study of 34 soldiers in the IDF’s 50th Battalion in the Nachal Infantry Brigade in the period 2006–2010, and explores how this group ‘mapped’ the State of Israel during their military service. The article shows how the combatants operated in a strategic universe where the boundaries of Israel’s territorial integrity were drawn by stressing the combatants’ sense of attachment to certain areas as Israeli Jews; not merely as Israeli citizens. This became particularly clear and overt in the case of the West Bank, which they viewed as a patchwork of Israeli and Palestinian territories.  相似文献

ABSTRACT

The Islamic press in Turkey started at the beginning of the 20th century as a reaction to the secularist Young Turks’ revolution of 1908. In the Republican period, Sufi orders and other religious communities maintained internal communication via periodicals despite being interrupted by the 1960, 1971 and 1980 coup d’etats. In the 1990s, the first private Islamic TV channels were opened and soon were targeted by the Turkish Armed Forces through mainstream media in the run-up to the 1997 military memorandum. Only after Erdo?an came to power did the Islamic media find favourable conditions to flourish, lining up with Erdo?an’s AKP. However, there are still small dissident groups who struggle for an independent identity.  相似文献

This special section provides a timely reflection on current debates that are of extreme relevance in order to gain a better understanding of the concepts of citizenship and active citizenship in Turkey, by looking at the determinants of civic and political participation, at the patterns of political and civic mobilization and at the orientations of political behaviour. Its originality stands on the specific focus on young people in comparison to other age groups. Latgale’s frontier region status makes it vulnerable in a time of growing international tension, all the more because of its strong Russian minority and persistent socio-economic problems causing disaffection. A two-directional analysis of linkage interactions – inner-directed and outer-directed – highlights both external threats and also regional conditions that act as a check on ‘hybrid warfare’ activity, such as centripetal center–periphery relations, stabilizing factors in society and a new policy response by Riga to Latgale’s developmental needs. Latgale is therefore no ‘Crimea’ as it shows a basic loyalty to the Latvian state, very little support for separatism while of course Latvia benefits from NATO membership.  相似文献

Abstract

This article pieces together the activism of the British welfare worker and feminist-pacifist Emily Hobhouse (1860–1926) during two largely unrecorded episodes of transnational activism: firstly, her ministry of Cornish miners in Virginia, Minnesota, in the United States; and secondly, her interventions during the period of reconstruction following the South African War (1899–1902). The article endeavors to contextualize Hobhouse’s activism and offer a broader understanding of the limitations and restraints on her actions. Ultimately, her activism required a platform that was in the gift of political actors and establishment figures, and dependent on fluctuations within specific political and bureaucratic situations. Based on close inspection of undocumented material in both South African and British archives, the article investigates Hobhouse’s repertoire of missionary and philanthropic roles within a wider context of humanitarian politics. It demonstrates how women’s activism and their behind-the-scenes politicking informed political decision-making in modern imperial and international affairs.  相似文献

Abstract

Israel’s highly restrictive citizenship policy constitutes the clearest indicator of its dominant ethnic model of citizenship. However, this policy has faced new challenges since the early 1990s, following the mass migration of non-Jewish immigrants. This paper examines and characterizes changes in immigrants’ entitlement to Israeli citizenship since the 1990s. It indicates that while Israel’s traditional citizenship policy has not undergone any significant change, two trends are evident: a much more restrictive policy towards Arab immigrants; and a somewhat more inclusive policy concerning other immigrants. To explain how these conflicting trends have coexisted, this study identifies three major characteristics of the Israeli policy: widespread use of the ‘divide and rule’ technique; managing policy through bureaucratic decisions; and the growing assimilation of liberal and republican principles into Israel’s citizenship policy, although without undermining—on the contrary, even reinforcing—the dominant ethnic model of citizenship. These findings indicate that although the dominant ethnic citizenship model in Israel remains stable, and can successfully tackle significant obstacles, limited opportunities exist for greater inclusion of specific non-Jewish populations within the Israeli polity.  相似文献

ABSTRACT

This article probes the return of the Muslim Brotherhood to prominence in 1970s Egypt through a systematic analysis of advertisements in the organization’s flagship periodical, al-Da?wa (The Call). In every issue of the magazine, which was published between June 1976 and October 1981, entreaties to proper conduct and appeals to Islamic solidarity appeared alongside advertisements for everything from Pepsi to breakfast biscuits to automobiles. We utilize the methodological insights of social and cultural historians to the value of advertisements to cast new light on the reconstruction of the Brotherhood, its relationship with the diverse institutions comprising the Egyptian state, and on how the Muslim Brotherhood’s vision of piety both reflected and challenged a changing economic reality. Moving beyond a story of the Brotherhood’s return as a product of independent Islamist enterprise that had emerged due to both the Gulf oil boom and Egypt’s economic liberalization programme, significant public sector advertising in al-Da?wa, especially prominent across the most valuable advertising real estate, underscores both internal divisions within the Egyptian state as well as the tangible ways that various state institutions were patrons of religious change.  相似文献

ABSTRACT

Since spring 2017, the Xinjiang Uyghur Autonomous Region in China has witnessed the emergence of an unprecedented re-education campaign. According to media and informant reports, untold thousands of Uyghurs and other Muslims have been and are being detained in clandestine political re-education facilities, with major implications for society, local economies and ethnic relations. Considering that the Chinese state is currently denying the very existence of these facilities, this paper investigates publicly available evidence from official sources, including government websites, media reports and other Chinese internet sources. First, it briefly charts the history and present context of political re-education. Second, it looks at the recent evolution of re-education in Xinjiang in the context of ‘de-extremification’ work. Finally, it evaluates detailed empirical evidence pertaining to the present re-education drive. With Xinjiang as the ‘core hub’ of the Belt and Road Initiative, Beijing appears determined to pursue a definitive solution to the Uyghur question.  相似文献

Abstract

As Iraqi forces invaded the Iranian border shortly after the Islamic Revolution, the Islamic Revolutionary Guard Corps (IRGC) participated in the battle along with the debilitated Iranian Army. The IRGC was a young religious-revolutionary institution that lacked the resources that revolutionary armies and militias conventionally rely on. Nevertheless, it survived the battle pressure and even achieved relative military successes in the second year of the war. By examining personal narratives written by Iranian veterans, this article argues that in the void of conventional resources in the first year of the war, the Guards retrieved elements of their Shia background to recognize a religiously inspired charisma in every combatant who would devotedly step up for martyrdom. This shared understanding of the omnipotent charisma was then acknowledged in action—by commanders’ deployment of it to impose order and through frequently held Shia rituals on the battlefield. It thereby created an alternative source of cohesion and motivation that led to the IRGC’s survival and prepared them for further successful steps by the end of the war’s first year.  相似文献

This study examines the Egyptian Muslim Brotherhood’s transnational media advocacy as a shift in the Islamists’ political participation in general and the Brothers’ in particular. The article argues that the Brothers created their own TV channels in order to challenge the new regime’s legitimacy after 3 July 2013 by taking advantage of a sympathetic political environment in Turkey. Their media advocacy embraced a collective Islamic identity in its denunciation of the Sisi regime and called for a democratic restitution as a common Egyptian cause. Based on interviews conducted with TV presenters and a content analysis of the expatriates’ TV channels, this study presents transnational advocacy as a novelty in the Islamists’ repertoire of action.  相似文献

Cambodia’s youthful population is significantly responsible for a recent unexpected decline in the popularity of the Cambodian People’s Party, which has governed since the end of the Khmer Rouge regime. This increasingly young electorate has lived through an era of peace and openness with regular multi-party elections and impressive economic growth resulting in rapid structural change in the economy. Compared to their parents’ generation, this younger generation is better educated, highly mobile, aspires to salaried employment, and is well connected to new sources of information and technology. Because of this, their expectations, aspirations, opportunities, as well as challenges they face are remarkably different from those of older generations. However, Cambodia’s institutions of governance, dominated by personalized and patron–client networks that have been propped up by the ruling elite, has effectively marginalized this emerging youth population. This marginalization from political and economic resources has produced alienation and discontent, which represents a significant political problem for the ruling party’s political strategies.  相似文献
