This article studies the campaign against the use of non-Turkish languages that was organized by local forces in Izmir in 1934. In contextualizing the campaign within domestic politics and state–society relation, the article attempts to study domestic politics through a local perspective and explore the impact that similar events in the periphery had in the centre's policies, which the literature is usually inclined to comprehend solely with reference to state ‘high politics’. The article argues that cases of autonomous mobilization from below, such as the 1934 Izmir campaign, contributed to the evolution of the Turkish political regime in the 1930s by turning the centre towards decisions that would redesign the relationship between the state and the ruling party, and have an impact on state–society relations.  相似文献

This article analyses the Turkish nationalist elite’s economic and demographic Turkification policies toward the non-Muslim minorities in the 1920s and 1930s, and argues that the nationalist elite pursued ethnocultural nationalism toward the country’s non-Muslim citizens, while applying civic-territorial nationalism toward Muslim Turks. The article maintains that the nationalist elite, like the Young Turk regime, aimed at forming a national Turkish Muslim businessmen class at the expense of the non-Muslim minorities by pursuing economic and demographic Turkification policies.  相似文献

This article systematically examines the historical demography of Greek refugees from Asia Minor, Pontus and Eastern Thrace from the beginning of the 1910s until the aftermath of the signing of the Convention of Lausanne and even later until 1928 when the first general census after the Asia Minor Disaster of 1922 took place in Greece. In this context, the article focuses firstly on a comparative examination of the available sources concerning the number of Greeks living in Asia Minor, Pontus and Eastern Thrace before the outbreak of the First World War, and secondly on the number of refugees pouring into Greece before and after the Asia Minor Disaster of 1922. It is argued that the Greeks of Asia Minor and Pontus suffered numerous losses because of the persecution by the Turkish authorities and because of their violent uprooting from their homelands. On the other hand, it is argued that the Greek population of Eastern Thrace was in general much less affected by the Turkish atrocities despite the fact that even this population was obliged to seek refuge in Greece after 1922.  相似文献

The definition of Turkish nationhood after the founding of the Republic has been evaluated and labelled very differently by various scholars. The classical view paralleled the official representation of Republican policies in describing Turkish nationhood as being based on a civic and territorial understanding of nationality. More recent and much more critical scholarship, which enjoys a near-hegemonic position in the study of Turkish nationalism today, claims that the official definition of Turkish nationhood has a clearly identifiable mono-ethnic orientation, manifest in a series of policies and institutions. This article argues that the definition of Turkish nationhood as manifest in state policies is neither territorial nor mono-ethnic, but rather ironically for the adamantly secular Turkish republic, the definition of Turkish nationhood is mono-religious and anti-ethnic, in striking continuity with the Islamic millet under the Ottoman Empire. The reason critical scholars perceive Turkish nationhood as mono-ethnic might stem from the dichotomous view of nationalisms as civic versus ethnic, a dichotomy that has recently been repudiated by some of its erstwhile proponents. Supremacy of the religious over ethnic categories in Turkey, as a historical legacy of the Ottoman millet system, might be applicable to most post-Ottoman states in the Islamic Middle East and North Africa, in contrast to the interplay of ethnicity and religion in Western Europe. This view of Turkish nationhood is confirmed by a dozen interviews that the author conducted with members of the political and intellectual elite of different ideological orientations in Turkey. It is then demonstrated how the new efforts at reformulating modern Turkish identity with reference to Ottoman and Islamic conceptions lead to new inclusion–exclusion dynamics with the Kurds and the Alevis, suggesting that a truly inclusive reformulation has to follow secular and territorial principles.  相似文献

Abstract

In the late nineteenth century, the Moroccan government’s concern for its image abroad ushered in a new approach to understanding Jews’ rights. Although the sultans never abandoned the dhimma contract in favour of religious egalitarianism, government officials increasingly adopted a new language of equality to describe how Jewish subjects should be treated. This language of equality borrowed vocabulary from Western notions of tolerance, but did not fundamentally conflict with Islamic ideals of justice. Mawlāy ?asan (reigned 1873–1894) refused to declare that Jews and Muslims were equal, but he increasingly insisted that Jews and Muslims must be treated equally before the law. Jews trod a similarly fine line, between pushing the envelope of their legal rights as dhimmīs and affirming their status as the personal protégés of the sultan. Through an examination of correspondence among Moroccan government officials, Jews and foreign diplomats, this article locates the shifting relationship between the state and its Jewish subjects in the language which the Makhzan used to define justice.  相似文献

Abstract

When the Marxist-Leninist New Jewel Movement seized power in Grenada in March 1979 they set about securing and defending their ‘revolution’ against the threat of a countercoup organised by the deposed Prime Minister Eric Gairy. Military aid was quick to arrive from expected allies, namely Cuba and Guyana. Grenadian Prime Minister Maurice Bishop also requested arms from Britain and the United States. The People’s Revolutionary Government’s (PRG’s) ties to Cuba and evasiveness over election plans ruled out the US providing any support. Britain remained more open-minded about the PRG’s intentions. Using recently declassified British government documents, this article will examine London’s deliberations over supplying armoured cars to Grenada. It argues that Foreign and Commonwealth Office officials focused on the bigger picture of steering the PRG away from Cuba at the cost of considering how the sale of the armoured cars to the PRG would appear to a wider audience and that the PRG’s increasingly authoritarian behaviour ultimately vetoed the sale.  相似文献

This article explores peasants' experiences of the state in the Toracari valley, Northern Potosí, suggesting that such an analysis may shed light on the absence of political unrest among substantial segments of Bolivia's indigenous population. So long as Toracari peasants imagine the fetish of a benevolent (national) Government that one cannot fight, they associate local public offices with the small‐scale mestizo landlords who hold these positions, rather than with Government. Recognition of this distinction should caution scholars against employing the concept of ‘State’ as a system that includes all levels of government and state officials. Use of that concept may obstruct serious research into the power of local elites such as the landlords.  相似文献

In 1971, E. P. Thompson published a seminal article on eighteenth century English bread riots which was to become a foundational text for the study of such protests. Challenging older elite notions of the irrationality, illegitimacy and even criminality of the ‘mob’, Thompson situated popular direct action in times of food crises within a very specific historical, economic and, most importantly, cultural context. This context produced a deeply held adhesion among the poor to the concept of a ‘moral economy’ and an equally profound rejection of the free market as enshrined in the new political economy of the eighteenth century. This article returns to Thompson's original text in order to assess to what extent his paradigm may be useful in understanding bread riots in Iran. In particular, it examines the evidence which supports the notion that Iran experienced a ‘golden age’ of bread riots in the 1890s and early 1900s, just before and indeed contributing to the outbreak of the constitutional revolution.  相似文献

When Recep Tayyip Erdo?an, as the Prime Minister of the Turkish Republic, declared his government's intention to raise a ‘religious generation’, his proposition drew harsh criticisms from Turkey's secularists, who argued that doing so would clearly challenge the secular nature of the Turkish state. Yet it may come as a surprise to many that it was not a conservative party with Islamist leanings that first experimented with the idea of relying on religious education as an antidote to the perceived moral decadence of the society. Rather, it was the secularist party, the Republican People's Party, which attempted to use religious instruction for the same purpose during the heyday of Kemalism in the 1940s. Against this backdrop, providing an analysis of how the Republican People's Party had come to the point of offering religious education to school children and how it justified this policy can shed light on today's debate on secularism and the secular character of the Turkish state.  相似文献

This article examines Egypt's stance on cannabis prohibition, from the 1870s ban on cultivation and consumption, to the role Egypt played in the international ban on traffic in cannabis, in the 1924–25 International Opium Conference. Relying on Egyptian polemic writing, British correspondences and League of Nations documentation, this article argues that elite concerns with national modernity, rather than merely British colonial interests, motivated Egyptian drug policy and diplomacy. This article further demonstrates the effects of the Egyptian ban on consumption, as well as on production – across and beyond national borders.  相似文献

This paper investigates the impact transnational cooperation with European Union (EU) partners has had on Turkish political parties – the ruling Justice and Development Party and the Republican People’s Party. Two main platforms of transnational cooperation, i.e., affiliation with political families in the European Parliament and the workings of the EU–Turkey Joint Parliamentary Committee, are scrutinized. The article posits that transnational cooperation with partners on a European level has had a limited – if any – socialization effect on Turkish political organization. This stems mainly from ideological divergences between Turkish political parties and their European counterparts, EU scepticism which permeates political elites in Turkey as well as rising anti-Turkish sentiments within the EU establishment.  相似文献

The widespread reforms of Turkish public administration and the machinery of government from 2000s onwards resulted in a gradual delegation of certain state’s functions to local and non-state actors, through a gradual rescaling of the policy-making systems and a remarkable hybridization of governance logics. The relevant literature focuses largely on the rising role and importance of involving non-state actors rather than state officials in policy-making processes. The paper explains how the scope and the method of public agents’ influence adapt to the current context of so-called neoliberalization of public administration in Turkey. The paper discusses in detail provincial governors with regard to their relatively ‘disguised’ power in social and economic policies through new hybrid mechanisms.  相似文献

This article problematizes the much-used but under-analysed concept of Ottomanism, exploring its discursive evolution from the concept's origins in the nineteenth century to its present practice. Investigating its roots in an elitist multicultural project, the paper examines its integral role as part of the opposing intellectual subculture during the early Republican era and its later re-politicization as ‘neo-Ottomanism’ in Turkey's Özal-era foreign policy. The current practice of ‘banal Ottomanism’ by the AK Party is analysed as a symbolic component of the current re-identification of Turkish society, facilitating the reintroduction of Islamic-Ottomanist traditions into everyday routines.  相似文献

Prospects for the ‘rule of law’ in the present are shaped by historical experiences of law by elite and non‐elite groups in the past. In this article I explore changing conceptions and practices of‘rights’and‘justice’as expressed in the legal and administrative encounters between indigenous people and state officials during the regime of Jorge Ubico (1931–1944). The extension of the state's coercive and administrative apparatus to remote rural areas, new legislation and changes in public administration transformed relations between working people, coffee fmqueros and the state in Guatemala. This implied new obligations and exactions for Mayans, but also provided them with new opportunities to contest and negotiate their conditions. Indigenous people strategically engaged with the law to contest the terms of their domination by elite actors and to mediate conflicts between themselves. As state ideologies of‘moral behaviour’led to increasing regulation of the private sphere, this was particularly important in the case of conflicts over gendered rights and obligations. Although formally excluded from the category of citizens, indigenous people used the official language and discourse of citizenship to further their claims, in turn reshaping Guatemalan nation‐state.  相似文献

This article explains the employment practices at Turkish state factories during the 1930s and 1940s when the state expanded industrial activity. Complaints about the availability of industrial workers had been commonplace since the population exchange, but emerged as a key constraint on industrial activity in the 1930s and 1940s, as industrial production expanded considerably. The article argues that the Turkish state introduced social services in Turkish state factories in response to workers' resistance to the low wages and long hours of work. Rather than a deliberate attempt at populism or building political support, the expansion of social amenities through state economic enterprises reflected the weakness of the state in enforcing industrial discipline and the limitations of creating industrial labour forces through compulsion.  相似文献

In the Ottoman state, mining was important for the conduct of war, mints, public works, crafts industry, and financing the centralized administration system. In the republican period, mines were also important in the state's industrialization project, and they were used to subsidize the developing industries through provision of low-cost raw materials. These policies of the Ottoman and Turkish states had serious consequences for mine labour. Analysis of the Ottoman mining industry in the classical and post-classical periods, and also during the Turkish Republican period, highlights a range of emerging patterns. These include the strict control of the production by the state, the common practice of subcontracting, the role of foreign capital in the history of mining, the village-based division of labour around the mines, the use of peasant cultivator miners, the exploitation of unfree labour, the lack of investment, and traditional labour-intensive working conditions. The concept of ‘development and persistence’ is invaluable in explaining the longevity and extent of these practices stemming from historical circumstances, and we can see the persistence of some of these practices during the Republican period, despite the changes in the political regime and economic development. Throughout, the miners have been in a vulnerable position in relation to the state, exacerbated by their ambiguous peasant-miner position as wage labourers.  相似文献

Abstract

This article examines the development of the relations between Jews and Arabs in Haifa during the British Mandate period from the perspective of the Sephardi and Oriental Jews (Mizrahim). It focuses on the two Sephardi neighborhoods in Haifa: Ard al-Yahud and Harat al-Yahud. The article examines the character of the shared Jewish-Arab space that existed in both these mixed neighborhoods, which were inhabited by both Jews and Arabs. The character of this spatial system was exposed during the course of a local political struggle to secure representation for the Sephardi and Oriental Jews and to improve their social condition, as well as during periods of security tension. The article also examines the attitude of the Sephardi leadership toward the ‘Arab question’, and discusses the manner in which everyday life in Ard al-Yahud and Harat al-Yahud manifested the existence of an Arab-Jewish identity during the Mandate period.  相似文献

Abstract

Genealogies of the term ‘Middle East’ conventionally focus on a juncture around the 1890s, when it gained new geopolitical currency, promoted by various European and American officials with reference to a space centred around the Arabo-Persian Gulf. This article argues instead that the ‘Middle East’ label should be seen as the culmination of a longer process, led less from London than from India. Over the previous century, this consolidation of ‘British’ India as a distinct regional actor was accompanied by the conceptualisation of its borderlands, including that Gulf-centred space. This space become a theatre for economic and political monitoring strategised from India, seeking to transform what was represented as a pirate-infested margin into a pacified buffer zone. Control and exploitation of pearl fisheries, the main economic activity for Gulf populations, was central to these efforts. Imperial strategy around the Gulf pearl was a key tool in founding an informal Indian empire in the Gulf and its hinterlands, in that very space to which the name ‘Middle East’ would subsequently be given.  相似文献

Turkish area studies in the US developed in parallel with the diplomatic rapprochement between Turkey and the US after the Second World War. This article scrutinizes the relation between Turkish studies and American public diplomacy in Turkey with special emphasis on the latter. Unlike cultural programmes in Europe, which focused on satisfying intellectuals' taste for high culture, in Turkey the concentration of the cultural activities was on bureaucrats, educators and technical personnel. The article argues that this was because of a modernization approach and the priority given to the needs of US aid programmes. Following the revolutions in Asia, the programme was further oriented to strengthen the collaboration between Americans and the technocratic elites of Turkey.  相似文献
