This article analyses the substance of the European Union's and United States' democracy assistance in Ethiopia in 2005–2010. Does this case reveal a transatlantic split, whereby the EU focuses on the external context and the US on the partial regimes of embedded, liberal democracy? Emphasizing the importance of institutions in analysing how interests and ideas affect democracy assistance, the article investigates how the substance may differ between the European Development Fund (EDF), European Instrument for Democracy and Human Rights (EIDHR), US Agency for International Development (USAID) and the National Endowment for Democracy (NED). The analysis finds a transatlantic split whereby the EU focused more on the external context and the US more on the partial regimes. This transatlantic split can be explained by the combination of ideas and institutions. More specifically, it reflects a difference between the EDF and USAID in their focus on ownership, alignment and harmonization in democracy assistance. The combination of interests and institutions played a less significant role in explaining the substance of democracy assistance, as USAID emphasized the partial regimes, despite political control from the State Department.  相似文献

This paper is the second in a series of analyses which explore relationships between terrorism and democracy. In this instance, the authors use the Rand‐St Andrews Chronology of International Terrorism for 1994, as well as the US State Department's Patterns of Global Terrorism collection of events for 1995. The authors use these data sets to determine if there is a linkage between the occurrence of terrorist attacks and the type of incumbent political regime in the countries where they are perpetrated. The two classifications of political regimes were drawn from Robert Wesson's 1987 study Democracy: a Worldwide Survey and the Freedom House Publication Freedom in the World for 1984–85 and 1994–95, in order to evaluate the impact of regime change on the incidence of terrorist events. Our principal finding, consistent with earlier work, is that terrorist events are substantially more likely to occur in free and democratic settings than in any of the alternatives. We do discover, though, that change in and of itself makes a difference. Countries which underwent regime change in the period under consideration were more likely to experience terrorism than countries which did not.  相似文献

In research on authoritarian institutions, legislatures are portrayed as capable of resolving dilemmas between the leader and opposition members. Nevertheless, repeated interactions between a leader and their ruling coalition can lead to both contested dictatorships, in which institutions constrain the leader, and established dictatorships, in which the leader exercises near-complete control. To date, however, no one has examined the patterns by which powers vary across legislatures in different settings and over time. Using data from the Varieties of Democracy Project on legislative powers between 1900 and 2017, we conceptualize changes in the powers afforded to the national congress to characterize the development of regimes in either direction. The study expounds on the content of legislatures across regimes and the ways in which they change, encouraging scholars to further consider the relationship between regime dynamics and legislative institutionalization.  相似文献

Social scientists have been limited in their work by the paucity of global time series data about subnational institutions and practices. Such data could help scholars refine regime typologies, improve theories of democratization and regime change, better understand subnational democracy, and illuminate issues of development, conflict, and governance. This article addresses the lack of data by introducing 22 subnational measures from a new dataset, Varieties of Democracy. Validity tests demonstrate that the measures’ strengths outweigh their weaknesses. The measures excel in covering all subnational levels for most countries, capturing different elements of subnational elections, and including a variety of dimensions of elections and civil liberties. The measures also offer unmatched global and temporal coverage. The article demonstrates how these strengths can provide scholars with the benefits described above.  相似文献

Competitive elections in authoritarian regimes are inherently ambiguous: do they extend regime persistence or, vice versa, operate as subversive events? This article tests Inglehart and Welzel's “emancipatory theory of democracy”, which has not been tested for competitive elections in autocracies: when emancipative values grow strong, autocratic power appears increasingly illegitimate in people's eyes, which motivates subversive mass actions against authoritarian rule. For electoral outcomes this suggestion implies, first, that authoritarian incumbents are more likely to suffer electoral defeat when emancipative values have become more widespread. Second, post-electoral protest against fraudulent elections is more likely when emancipative values have become more widespread. To test these hypotheses, we analyse 152 elections among 33 electoral authoritarian regimes over 21 years from 1990–2011. We find that emancipative values are indeed strongly conducive to incumbent defeat while their effect on post-electoral protest is conditional: it only occurs in elections won by the incumbent. These findings intertwine two separately developed literatures: one on authoritarian regime subversion and the other on emancipatory cultural change.  相似文献

This article provides an explanation for the significant variation in coups in autocracies. The existing theoretical literature focuses on the strategies that leaders use to thwart mass mobilization and survive in power. However, most autocratic leaders lose power through a coup, indicating that the main threats to political survival in autocracies emerge from insiders and not from outside the incumbent coalition. This article focuses on leaders’ strategies to mitigate elite threats and argues that autocrats’ strategies of co-optation and repression within the ruling elite and the armed forces affect the risk of coups in opposite ways. Elected authoritarian legislatures are instruments that leaders employ to co-opt members of the incumbent coalition and are expected to decrease the likelihood of coups. In contrast, purges of insider actors constitute a repressive strategy that depletes bases of support and increases the risk of coups. We find empirical support for these hypotheses from a sample of all authoritarian regimes from 1950 to 2004.  相似文献

Despite the burgeoning comparative literature on authoritarian elections, less is known about the dynamics of competition in authoritarian subnational elections where opposition is not allowed to organize into parties. Local elections without partisan competition in single-party authoritarian regimes provide considerable advantages to the incumbents and may well turn the incumbent advantage common in liberal democracies into incumbent dominance. What economic factors can break incumbent dominance in such competition without parties? With quantitative and qualitative evidence from grassroots elections in China, this article illustrates that economic growth and industrial economic structure offering more economic autonomy help to break incumbent dominance and increase the prospects of successful challenge to incumbency by non-party outsiders. The examination of the findings in a broad context in China and against the backdrop of local democratization in the developing world suggests that though we may observe successful challenge to incumbency, liberalization of the political system requires not only competition, but also a relatively autonomous economy to sustain liberalization prospects. The findings contribute to the literature on electoral authoritarianism, subnational democratization and China’s grassroots elections.  相似文献

This article analyses how the concept of Kokutai, or the National Polity, emerged and developed in the course of Japanese modernisation. The National Polity was the central principle that underpinned the mystic and divine authority and sovereignty of the Japanese Emperor (Tennō), and played an ideological role during the Asia Pacific War. Nevertheless, the definition of the National Polity was highly ambiguous and there was no dominant interpretation of the National Polity even in the wartime period from the 1930s to 1940s. In this article, I shall put forward the view that the 1930s and 1940s discourse of the National Polity involved logical or rational ideas that have commonly been thought to be antagonistic to the National Polity; therefore the discourse became complex, ambiguous and paradoxical. This article will elucidate how the discourse of Taishō Democracy, which has been perceived as a major critique of the National Polity, also contributed to the mass-based ideology of the National Polity. In order to examine this problem comprehensively, I will explore various strands of the National Polity debates from the early Meiji period to the 1940s, such as the thought of Itō Hirobumi, Inoue Tetsujirō, Hozumi Yatsuka, Uesugi Shinkichi, Minobe Tatsukichi, Yoshino Sakuzō and Miki Kiyoshi.  相似文献

Africa's proliferation of dominant-party regimes is often regarded as an obstacle to democratization. Scholars and practitioners therefore face the task of understanding how and why constitutionally legitimate challenges to dominant party rule occur. This article asks: why do some presidential succession crises act as a catalyst to dominant party fragmentation when others do not? It argues that minority factions are more likely to defect from a dominant party when they have (1) been marginalized by the majority faction and (2) confidence in their mobilizational capacity. Factional purging is in turn traced to autocratic leadership and party under-bureaucratization, whilst high levels of factional self-confidence are linked to crises of dominance and the weakness of extant opposition parties.  相似文献

This article discusses the “immoderation” of incumbent Islamic parties – defined by the pursuit of a moral agenda and by an unwillingness to compromise with the opposition – through a comparative study of four incumbent Islamic parties in the socio-politically different regimes of Turkey, Egypt, Morocco, and Tunisia. Building on literature from religion and politics, social psychology, sociology of religion, and on the inclusion-moderation hypothesis, this study argues that (1) Islamic parties’ strong organizations resulted both in their success and in the absence of internal pluralism and that (2) their dominant status in the party system consolidated their majoritarian understanding of democracy. Through its discussion of “immoderation” this study aims to contribute to the interdisciplinary literature on religion and politics.  相似文献

This article introduces the concept of authoritarian backsliding as a class of strategies for the concentration of incumbent political power in hybrid regimes. Such actions include manipulating elections, violating civil liberties, creating an extremely uneven playing field for the opposition, and reducing the institutional constraints on executive power. While often falling short of a full regime change, backsliding can significantly alter the level of political competition in a country and reduce the quality of its political life. This article develops a theoretically-grounded strategy to identify and measure backsliding events since 1989, showing that they have been much more common than is typically appreciated. The article also shows the utility of the concept of backsliding for better understanding regime stability. Using cross-national analysis of backsliding events from 1989–2004, we find that threats such as opposition electoral gains or economic crises in resource-dependent regimes create incentives for authoritarian backsliding.  相似文献

While political scientists find that democracy reduces political risk, little scholarship analyzes how authoritarian regimes attract foreign direct investment (FDI). This article argues that while authoritarian countries are generally risky, this risk can be minimized when authoritarian regimes are constrained from both “above” and “below.” Signing international investment treaties are critical for authoritarian countries to signal a commitment to FDI-friendly policies. However, only authoritarian signatories that allow some degree of public deliberation in their policymaking are then constrained from deviating from the policies of the international investment treaties. This article argues that much of the work on democratization and democratic consolidation is obscured by a conceptual fog, when at the very least some of this confusion could be ameliorated by parsing out components that are obviously liberal in nature. An admission of the importance of liberalization and liberal consolidation as distinctly different in form and measurement from democratization and democratic consolidation are the first steps to better research on the varieties of causation that constitute and propel the dissolution of more authoritarian regimes towards more liberal democratic regimes. Acknowledging that the liberal in liberal democracy is unpopular for some, and that liberal democracy does not necessarily mean American liberal democracy, go a long way to freeing these terms from ethnocentric misconceptions, as well as cementing analytical clarification. Though all modern democracies have both liberal and democratic components, democratic consolidation does not guarantee liberal consolidation.  相似文献

Holding elections has become a global norm. Unfortunately, the integrity of elections varies strongly, ranging from “free and fair” elections with genuine contestation to “façade” elections marred by manipulation and fraud. Clearly, electoral integrity is a topic of increasing concern. Yet electoral integrity is notoriously difficult to measure, and hence taking stock of the available data is important. This article compares cross-national data sets measuring electoral integrity. The first part evaluates how the different data sets (a) conceptualize electoral integrity, (b) move from concepts to indicators, and (c) move from indicators to data. The second part analyses how different data sets code the same elections, seeking to explain the sources of disagreement about electoral integrity. The sample analysed comprises 746 elections in 95 third and fourth wave regimes from 1974 until 2009. I find that conceptual and measurement choices affect disagreement about election integrity, and also find that elections of lower integrity and post-conflict elections generate higher disagreement about election integrity. The article concludes with a discussion of results and suggestions for future research.  相似文献

This article draws on data from one-to-one interviews with members and former members of the Ulster Volunteer Force, Ulster Defence Association, Red Hand Commando, Ulster Political Research Group, and the Progressive Unionist Party to explore the dynamic and fluid perceptions of the Irish Republican Army (IRA) and Sinn Féin among Ulster loyalists. The article will explore how attitudes and perceptions are influenced by the shifting political landscape in Northern Ireland as Ulster loyalists come to terms with the new realities created by the peace process, security normalization, decommissioning, and the rise in the threat of dissident republican violence. The article will also demonstrate that these perceptions are not purely antagonistic and based on the creation of negative, stereotypical “enemy images” fuelled by decades of conflict, but pragmatic, bound to societal and local events, and influenced by intragroup attitudes and divisions, in addition to the expected conflictual ingroup vs. outgroup relationships. Finally, the article will explore how loyalists employ republicanism and the transformation of the Provisional IRA in particular, as a mirror or benchmark to reflect on their own progress since 1994.  相似文献

Democracy as a form of civilian rule must navigate a path between clerical and military powers, both of which are highly engaged in the politics of post-Mubarak Egypt. The authors ask in this article how mass support for democracy changed in Egypt between 2011 and 2014, and how this support is connected with views on religion and the role of the military. This question is important for understanding the prospects for democracy in a major state in the Arab world. It is also of comparative interest because of what change in the social and ideological drivers of mass attitudes may tell us about the nature of democratic support more generally. The authors’ analysis is based on nationally representative surveys of Egyptians in 2011 after the country’s first post-Mubarak parliamentary elections and in 2014 after the removal of the Islamist President Morsi. The findings indicate that Egyptians in large numbers favour both democracy and unfettered military intervention in politics. The authors also observe important shifts in the social bases of support for democracy away from religion but also from economic aspiration. Negative political experience with democratic procedures in 2011–2013 seems to be the strongest factor behind the observed decrease in democratic support.  相似文献

Many scholars speculate about the political implications of Internet proliferation. The Internet might, for example, open new channels of communication, which should benefit ideologically extreme and electorally small parties. On the other hand, the Internet might push party systems toward normalization, ultimately reinforcing the extant dominance of incumbent parties. We draw on data from 205 small and extreme parties in 35 countries and focus on both party- and system-level outcomes to investigate some of the most pressing research questions from this debate. We find that where party systems were previously concentrated or restrictive, Internet proliferation has no effect on votes for small and extreme parties. By contrast, in more permissive settings, Internet proliferation has had the small—but measurable—effect of driving up votes for these parties. At the level of the party system as a whole, however, we find little evidence that Internet proliferation increases either polarization or fragmentation.  相似文献

The role of Christian Democratic parties after World War II in helping to build stable parliamentary regimes in Western Europe deserves attention simply for their ability to survive. Such parties took root in Catholic countries and electorates and incorporated electoral organizations from the early twentieth century. After the war, Christian Democrats provided an alternative to the large Communist parties that were particularly strong in France and Italy. They also represented a link to the European past that was not implicated in the crimes of the Nazi era. Germany's Christian Democracy has proven the most successful of its kind. It moved beyond its original Catholic base to include a significant Protestant minority. And it has survived amidst the social and cultural changes and charges of corruption that have reduced their counterparts elsewhere to a secondary parliamentary force.  相似文献

ABSTRACT

Missing from the political violence literature is an in-depth and systematic examination of the effects of terrorist assassination on state political institutions in repressive regimes. By broadening the scope and depth of empirical research into terrorist assassinations, the potential exists to enhance our understanding of the outcomes of assassination by terrorist actors as well as our overall understanding of political violence in repressive regimes. Utilizing survival analysis and data from the Global Terrorism Database, the Polity IV Project, and the Political Terror Scale, this project focuses on the post-terrorist assassination institutional outcomes in repressive regimes. While the effects are long-term, the most repressive regimes are the most likely to experience political institutional shifts in the wake of terrorist assassinations. The direction of the institutional shifts is mixed, but results indicate that the level of state repression in existence prior to a terrorist assassination matters to post-terrorist assassination outcomes.  相似文献

The aim of this article is to contribute to the debate on emergency rule, a practice that democratic theory has struggled to conceptualize. Accordingly, this article differs from existing approaches, which mainly focus on the constitutional design of regimes of exception and tend to identify the institution of the Roman dictator as their source. In contrast, we offer a comprehensive approach, considering other historical sources of emergency rule, going beyond the dichotomy of constitutional and de facto emergency, and focusing specifically on the types of emergency powers involved: executive, legislative and judicial. We propose a different way of conceptualizing emergency rule, following a political rather than a constitutional logic, and we illustrate this different conceptualization by offering evidence from Bolivia, Chile and Guatemala to demonstrate how this comprehensive approach works in practice.  相似文献
