This article provides an in‐depth assessment of lone actor terrorists’ attack planning and preparation. A codebook of 198 variables related to different aspects of pre‐attack behavior is applied to a sample of 55 lone actor terrorists. Data were drawn from open‐source materials and complemented where possible with primary sources. Most lone actors are not highly lethal or surreptitious attackers. They are generally poor at maintaining operational security, leak their motivations and capabilities in numerous ways, and generally do so months and even years before an attack. Moreover, the “loneness” thought to define this type of terrorism is generally absent; most lone actors uphold social ties that are crucial to their adoption and maintenance of the motivation and capability to commit terrorist violence. The results offer concrete input for those working to detect and prevent this form of terrorism and argue for a re‐evaluation of the “lone actor” concept.  相似文献

Increasing anecdotal, empirical, and research evidence indicates mental disorder history is one of the several factors associated with increased risk of involvement in lone-actor terrorist activities. Currently, few studies have been conducted on the mental disorder histories of individuals assessed as at risk of involvement in terrorist activities (Meloy, J Threat Assess Manag 2019;6:93). This pilot study describes demographic, psychiatric, and criminal characteristics of a sample of Scottish individuals identified by the Prevent element of the U.K. national counterterrorism strategy, and outcome data after follow-up at 2 years. Twenty-three individuals were referred to Prevent as posing a national security risk from a county in Scotland. Their records were studied for psychiatric and criminal histories. Nine (39%) had previous psychiatric contact, all were “lone actors”, and none were embedded with organized terrorist groups. The most common diagnoses were substance use disorder, personality disorder, depression, and psychotic disorder. The sample displayed factors associated with increased risk of violence including previous offending, early behavioral difficulties, school problems, substance misuse, cluster B personality disordered traits. After 2 years, 44% of the mentally disordered group had re-offended. The offense types were generally similar to those prior to the individual being involved with the Prevent counter terrorism program. Only one of the mentally disordered group committed a further national security offense. In this sample, mental disorder history is overrepresented in individuals who come to the attention of the U.K. Prevent counter terrorism strategy. Further empirical studies with additional power are required to develop the empirical evidence base in this under-researched area.  相似文献

In some recent cases of lone‐actor terrorism, there is evidence the subject acted impulsively, often in response to a triggering event which contained a loss and humiliation. Evidence suggests the subjects acted precipitously, despite planning and preparation carried out in the preceding weeks or months, and their attacks failed to include the often considerable preparation that had been done. The pathway became a runway. The authors recommend the traditional assessment of impulsivity in persons of concern for lone acts of terrorism, as well as other proximal warning behaviors for targeted violence. Both indirect and direct assessment guidelines are proposed, with an emphasis upon self‐report, psychological testing, collateral data gathering, and historical records.  相似文献

This article discusses the place of the psychiatric field in the ongoing phenomenon of religious radicalization. First, the article provides an overview of the existing literature on lone‐actor terrorists and the link with mental illness. Current research is focusing increasingly on lone‐actor terrorists. This is the most recent and rising development on the global terrorism scene. The literature is currently developing a more precise and informed definition of lone‐actor terrorism. The article then describes and discusses the case study of a mentally ill patient arrested following his assault on a military serviceman on the grounds of religious radicalization. The patient, diagnosed with schizophrenia, is taken as an example of the specific case of religious radicalization in patients with schizophrenia. Finally, the article discusses the curative and preventive roles that can be played by psychiatrists and other professionals who are in contact with these types of patients.  相似文献

Much of the discussion of terrorism prosecution focuses on the federal judicial system or the use of military tribunals. The passage of state anti‐terrorism legislation in response to September 11, 2001, raises the issue of what role local prosecutors might play in responding to terrorism. Of particular interest is the role that local prosecutors have in identifying offenders who have committed crimes that may be precursors to terrorism and how they gather and share information. Using data from a survey of the 112 largest prosecutors’ offices in the country and information gained from case studies, this study explores the local prosecutor's role in responding to terrorism, how they are involved in the identification and prosecution of precursor crimes, and the overlap between federal and state prosecution.  相似文献

The aim of this study was to differentiate between homicides committed by multiple offenders and homicides committed by lone offenders. Using data on homicide incidents that occurred in South Korea between 1985 and 2008, we compared 134 homicides committed by multiple offenders, with 369 homicides committed by lone offenders. A greater proportion of homicides committed by multiple offenders involved injuries to the victim's head compared to homicides by lone offenders. Homicides committed by multiple offenders were more likely to involve blunt instruments and ligatures, whereas homicides by lone offenders were more likely to involve sharp instruments. In addition, a majority of the homicides committed by multiple offenders were planned. The results of this study have practical implications for homicide investigations, as well as theoretical implications for homicide research on the difference in offense behaviors based on the number of offenders.  相似文献

This article analyzes the sociodemographic network characteristics and antecedent behaviors of 119 lone‐actor terrorists. This marks a departure from existing analyses by largely focusing upon behavioral aspects of each offender. This article also examines whether lone‐actor terrorists differ based on their ideologies or network connectivity. The analysis leads to seven conclusions. There was no uniform profile identified. In the time leading up to most lone‐actor terrorist events, other people generally knew about the offender's grievance, extremist ideology, views, and/or intent to engage in violence. A wide range of activities and experiences preceded lone actors' plots or events. Many but not all lone‐actor terrorists were socially isolated. Lone‐actor terrorists regularly engaged in a detectable and observable range of activities with a wider pressure group, social movement, or terrorist organization. Lone‐actor terrorist events were rarely sudden and impulsive. There were distinguishable behavioral differences between subgroups. The implications for policy conclude this article.  相似文献

This research examines the influence of community‐oriented policing (COP) on citizens’ crime‐reporting behaviors. The study’s data consist of incidents of violence obtained from the Area‐Identified National Crime Victimization Survey that were linked to city‐level measures of police involvement in COP. Multinomial logistic regression analyses reveal that although third‐party police notification is more likely in cities with large numbers of full‐time COP officers, victims residing in such cities are significantly less likely to report to the police than they are to report to non‐police officials. However, in cities where the training of police officers in COP is relatively extensive, victims demonstrate a preference for police notification (relative to both non‐police notification and non‐reporting). Lastly, multiplicative models indicate that police involvement in COP has less of an influence on the reporting behaviors of residentially unstable victims who likely lack strong social ties to the communities in which they reside.  相似文献

The variable roles of family, gender, and race are underdeveloped in Gottfredson and Hirschi's general theory of crime, also called self control and propensity‐event theory. Using cross‐sectional data generated as part of the National Evaluation of the Gang Resistance Education and Training program, we assessed the links between the self‐reported gang involvement of 5,935 eighth‐grade public school students residing in eleven widely dispersed cities and their levels of self‐control, gender, minority group status, and family context. We found that youths with low self‐control levels reported that they were more deeply involved in gangs than youths with high self‐control, as were youths who were not closely monitored by their parents. We also found differences by gender, minority group status, and family structure. This article explores the limitations and implications of these findings for gang research, theory, and juvenile justice practice.  相似文献

Scholars have long argued that inmate behaviors stem in part from cultural belief systems that they “import” with them into incarcerative settings. Even so, few empirical assessments have tested this argument directly. Drawing on theoretical accounts of one such set of beliefs—the code of the street—and on importation theory, we hypothesize that individuals who adhere more strongly to the street code will be more likely, once incarcerated, to engage in violent behavior and that this effect will be amplified by such incarceration experiences as disciplinary sanctions and gang involvement, as well as the lack of educational programming, religious programming, and family support. We test these hypotheses using unique data that include measures of the street code belief system and incarceration experiences. The results support the argument that the code of the street belief system affects inmate violence and that the effect is more pronounced among inmates who lack family support, experience disciplinary sanctions, and are gang involved. Implications of these findings are discussed.  相似文献

The boundaries between public and private actors are increasingly blurred via regulatory governance arrangements and the contracting out of rights enforcement to private organizations. Regulation and governance scholars have not gained enough empirical leverage on how state actors, private organizations, and civil society groups influence the meaning of legal rules in regulatory governance arrangements that they participate in. Drawing from participant observation at consumer law conferences and interviews with stakeholders, my empirical data suggest that consumer rights and, in fact, consumer law, mean different things to different stakeholders tasked with adjudicating consumer rights. Rights afforded consumers who purchase warranties are now largely contingent on first using alternative dispute resolution structures, some created and operated by private organizations with soft state oversight and others run by stakeholders but with greater state oversight and involvement. Using new institutional sociology and regulatory governance theories, I find that stakeholders involved in overseeing and administering these dispute resolution systems filter the meaning of consumer rights through competing business and consumer logics. Because consumer laws mean different things to stakeholders tasked with adjudicating consumer rights, two different rights regimes simultaneously exist in this field. I conclude that how rule‐intermediaries administering private and state‐run dispute resolution systems conceptualize what consumer laws mean in action may have implications for regulatory governance and more broadly, consumers' access to justice.  相似文献

Gender inequality has been empirically linked to the incidence of terrorism, as a motivator for women’s involvement in terrorism, and political and social violence more generally. Although these studies demonstrate that advances in gender equality on average decrease terrorism, it is unclear how these influences translate to individual nations or conflicts. Because Turkey has witnessed consistent but unequal regional advances in gender equality, it provides an ideal setting to examine how these developments have influenced terrorist violence. Analyzing data from Turkey’s 81 provinces from 2000–2013, this study finds important regional differences in the influence of gender equality on terrorism.  相似文献

Prior research has found gender to be associated with worry about crime and terrorism. We used World Values Survey data to assess gender differences in worry about terrorism across 54 nations. Analyses also examined the influence of individual- and national-level factors. Women were significantly more worried about terrorism in 22 of the 54 nations. Men in Iraq, Libya, Yemen, and New Zealand were significantly more worried about terrorism than women. Individuals were more likely to worry about terrorism as the nation’s average mortality count in terrorist incidents increased. Policy implications and directions for future research are discussed.  相似文献

It has been proposed that two distinct forms of intimate partner violence exist: intimate terrorism and situational couple violence. This article describes the distribution of factors that characterize intimate terrorism and situational couple violence, including controlling behaviors, violence escalation, and injury, among a representative sample of 331 physically assaulted women living in 11 North American cities. In addition, respondent, partner, and relationship characteristics associated with each form of violence are identified. Most women who experienced physical assault also experienced controlling behavior by their male partner. In multivariate analyses, respondent's young age, violence escalation in the relationship, partner's access to guns, previous arrests for domestic violence offenses, poor mental health, and previous suicide attempts or threats were associated with intimate terrorism, defined as experiencing one or more controlling behaviors. These results suggest that situational couple violence is rare and that moderate and high levels of controlling behaviors are associated primarily with partner factors.  相似文献

This study examines the relationship between assessments of the risk of punishment and self-reported involvement in three illegal behaviors in a sample of college-aged respondents. It is found that those respondents who had not yet committed a particular offense were more likely to perceive a greater certainty of punishment than those with experience in committing the offense. For two of three offenses the effect of becoming involved in offending had a more substantial impact on the perceptions of those respondents with both experience in offending and high perceived certainty of punishment than on those who had experience and less pessimistic estimates of risk Finally, a multivariate analysis of the relationship between behavioral and perceptual change reveals that each variable affects the other even when other sources of change are controlled. The importance of the findings for the deterrence doctrine are discussed.  相似文献

Lower national courts are increasingly asked to perform a transnational role, being directly involved in major geopolitical issues such as conflicts, migration, and transnational terrorism. Based on an ethnography of French criminal courts, this article aims to examine this emerging role of national lower courts as transnationalized players. Through an examination of terrorism prosecutions in France and the positions of the different judicial actors, it is argued that lower criminal courts, acting within a transnational context, can offer more robust resistance to states’ policies than supreme courts. This is because of the routine and the banality of their function and the direct interaction with the accused persons coupled with the judges’ own professional ethos and notion of judicial independence. Unlike supreme courts, whose role is more visible, and thus under the constant scrutiny of the political branches of the state, lower courts can operate in a more distant, independent space.  相似文献

The supervision of offenders conditionally released into communities is one of the primary functions of parole officers. Scholars have hypothesized that officers’ attitudes towards supervision may influence their job performance. Yet there are few studies which have examined the influence of parole officers’ attitudes on their actual supervision practices, and studies of the attitude–behavior relationship among other justice system actors have revealed mixed findings. This study involved an examination of the relationship between officers’ attitudes towards supervision and their supervisory responses to offender behavior. Findings revealed that officers’ attitudes influence their intended behaviors. However, results of the analyses of the potential relationship between officers’ attitudes and their actual behaviors were mixed. Officers’ attitudes had no effect on their rate of issuing community-based sanctions, but officers who held more authoritative attitudes were more likely to pursue revocation hearings for offender noncompliance.  相似文献

In many Western countries, citizen knowledge of terrorist events is intrinsically shaped by the style of broadcasted messages published by the media. Media discourses regarding terrorist acts raise questions about how such rhetoric elicits fear in people who typically experience such events through news reports. However, we do not fully understand the impact of the media on perceptions of terrorism as clearly as we understand the relationship between the media and fear of crime. This study examines how media sources accessed actively (e.g. through newspapers; Internet) or passively (e.g. through television; radio) influence knowledge and fear of terrorism. We find receiving information about terrorism from multiple media sources increases fear of terrorism, but media sources accessed passively are not as influential as media sources accessed more actively. These results highlight how media consumption from various sources may affect one’s fear of terrorism, and further illustrates how the role of perceived knowledge may exacerbate or mitigate fear. Implications for policy and practice are discussed.  相似文献

Research Summary

This study utilized a quantitative analysis of 246 cyberattack incidents reported in the Extremist CyberCrime Database to identify significant predictors of nation-state-sponsored cyberattacks relative to those performed by non-nation-state-sponsored ideological actors. Clarke and Newman's Situational Crime Prevention framework for terrorism was used to identify differential opportunities to successfully affect targets on the basis of tools, weapons, and the ability to access targets in online settings. The analysis noted nation-state-sponsored attacks were less likely to use high-visibility attack methods and more likely to utilize attack methods leading to data breaches. In addition, they were more likely to target state governments and military entities relative to ideological actors.

Policy Implications

Nation-state attacks are more difficult to identify or mitigate while in process, requiring a more robust national cybersecurity policy framework to be implemented that moves beyond current practices. There is a need to better utilize all aspects of government, from legislation to grant funding, in order to deter cyberattacks from continuing into the future.  相似文献

Youth involvement in crime has declined substantially over the past few decades, yet the reasons for this trend remain unclear. We advance the literature by examining the role of several potentially important shifts in individual attitudes and behaviors that may help to account for the observed temporal variation in youth delinquency. Our multilevel analysis of repeated cross‐sectional data from eighth and tenth grade students in the Monitoring the Future (MTF) study indicates that changes in youth offending prevalence were not associated with changes in youth attachment and commitment to school, community involvement, or parental supervision after school. In contrast, the study provides suggestive evidence that the significant reduction in youth offending prevalence observed since the early 1990s was significantly associated with a decrease in unstructured socializing and alcohol consumption and, to a lesser extent, with a decrease in youth preferences for risky activities. Implications for existing theoretical explanations and future research on youth crime trends are discussed.  相似文献
