How has regional planning been transformed in increasingly changing socio-economic and political contexts in transition economies? Why do regional planning policies and practices change? This paper explains how the policy ideas of regional development have been formulated and incorporated into the Turkish context since the establishment of modern-day Turkey in 1923. The transformation process shows how, in one way or another, policy ideas have been brought into or appeared in Turkey to shape regional policy. It emphasizes that this sort of acquisition of thinking has been translated into policy frameworks. In other words, Turkey has been taking on policies that have been devised using ideas from outside Turkey which are being dominated by growth-oriented strategies that represent a neoliberal political agenda.  相似文献

What accounts for the sea change in Russia's fiscal health? This article evaluates several contributing factors: high world energy prices, economic recovery, new tax policies, and the consolidation of state power. By examining the fiscal politics under the Yel'tsin and Putin governments, this article seeks to uncover the relative importance of political and economic causes for the recovery of the tax state in the 2000s. While increased energy production and high world prices augmented the Russian tax base tremendously, the consolidation of power under Vladimir Putin heightened the Russian state's extractive capacity and has enabled Russia's fiscal recovery.  相似文献

This paper examines the financial impact of the 2011 reform of the local governments and jurisdictions in the canton of Glarus. After a popular vote 70 public entities were reorganized to form three large uniformed communes. Previous research showed that amalgamations do not automatically lead to savings in public expenditures and economies of scale. We empirically apply the synthetic control method and show that the territorial reform realized some savings in public expenditure. However, the effect of the reorganization of tasks and responsibilities between the canton and the communes was more influential. The reform must be understood as a horizontal and vertical venture that encompasses both the communes and the canton, much more far‐reaching than a pure local territorial reform.  相似文献

Abstract

In the rush for development, the regulatory state has assumed the mantle of a new panacea: the instruments and mechanisms necessary for better government, better governance, and better lives. This paper poses two basic questions in response to the rise of the regulatory state and its increasing diffusion into developing countries. First, can regulatory states exist in developing societies or, more accurately, can effective regulatory states emerge and hope to function in a manner similar to their counterparts in developed countries and deliver the types of benefits and outcomes they promise? And second, do regulatory states offer the most effective modalities for delivering enhanced social well-being? By unpacking the concept of the regulatory state and addressing its underlying assumptions and implicit normative values, it is suggested that the modalities of governance entailed in the regulatory state model may not be well suited to developing countries, hurting rather than enhancing governance outcomes. These issues are explored in relation to the Indonesian energy sector, specifically the upstream electricity generation, transmission and distribution sectors, and the machinations involved in governing the sector.  相似文献

Although scholarship shows how collective memory aids community resilience to hazards, sociopolitical forces erode this transformative potential. A study of Brisbane River floods highlights the entanglement of memory with a myth of flood immunity, created by community faith in dams to prevent flooding, infrequent floods, drought and hydrological misunderstandings, and upheld by floodplain development perceived as an economic booster. When flooding threatened the myth of immunity in 2011, the event was framed as dam mismanagement to deflect attention from poor land use practices and government culpability. This myth endures, leaving South East Queensland no more resilient for unpredictable but certain future flooding.  相似文献

Abstract

Debates about China's national strategy have surprisingly overlooked an important source: the national strategy as formulated by China's leaders themselves. This article explains how the ruling Communist Party of China formulates its equivalent of a national strategy – defined as the nation's desired end state and guidance on supporting objectives, ways, and means. It explores the current national strategy as published in widely available official documents such as the Communist Party Constitution and Party Congress Work Report, the most recent version of which dates from the 17th Party Congress in 2007. Do Russians’ personal experiences with corruption influence how they evaluate their political leaders and, if so, in what direction? In addressing this question, we focus specifically on small-scale corruption that arises when Russians encounter employees of service provision organizations. We analyze survey data gathered in the summer of 2015 from Russia to trace the links between personal corrupt behavior and political attitudes. We show that participation in everyday corruption lowers a person’s support for the political regime, both as a bivariate relationship and in a multivariate model with controls. Being involved in corrupt transactions reduces support for the regime through two indirect mechanisms: by making the political leadership’s performance seem worse and by heightening perceptions that corruption is widespread among the country’s leaders. We find no support for arguments in the literature that bribery and other forms of bureaucratic corruption help citizens pursue their needs in the face of inefficient state institutions and less developed economies. In Russia, those who frequently encounter corruption are less, not more, happy with the regime.  相似文献

In this paper, we argue that the occurrence of electoral manipulation in Russia has been driven, in part, by diffusion across neighboring raions through emulation, incentives, and networks. Presumably, in Putin’s Russia all local authorities have some incentives to deliver a high number of votes to United Russia, the “party of power”. However, the perceived pressure to deliver ever higher levels of support for Putin’s party arguably increases considerably if one’s raion is located in a region marked by extraordinarily high turnout and high vote share for United Russia. Conversely, the absence of perceived competition to curry executive favor through delivering votes and networks of uncorrupted local authorities, as well as local opposition organizations working to combat electoral fraud, may help explain the absence of fraud among raions located in regions marked by clean elections. Our quantitative analyses suggest that a “neighborhood effect” – the existence of manipulated raions within a region – strongly influences the likelihood that raions are manipulated. Moreover, although results are more mixed, spatial autocorrelation analysis suggests that turnout levels in raions are influenced by the turnout in proximate raions.  相似文献

Independent regulatory agencies (IRAs) were created in various sectors and on different governmental levels to implement liberalization policies. This paper investigates the link between IRAs' independence, which is said to promote regulatory credibility and the use of technical expertise, and their accountability, which is related to the need for controlling and legitimizing independent regulators. The literature on the regulatory state anticipates a positive relation between the independence and accountability of IRAs, but systematic empirical evidence is still lacking. To tackle this question, this paper measures and compares the independence and the accountability of IRAs in three differentially liberalized sectors in Switzerland (telecommunications, electricity and railways). With the application of Social Network Analysis, this piece of research shows that IRAs can be de facto independent and accountable at the same time, but the two features do not necessarily co‐evolve in the same direction.  相似文献

South European countries have been hit hardest and longest by the post-2008 economic crisis. This has brought their welfare states under acute strain. Unmet need has sharply increased while significant welfare reforms and (more or less) deep cuts and changes in social spending have been prominent in the repertoire of the crisis management solutions implemented by the governments (under European Union constraints and the strict rescue-deal requirements for Greece and Portugal). This introduction briefly reviews reform trends prior to and during the crisis in order to highlight convergent and divergent paths among the four countries and outline the major questions addressed by the contributions to this volume.  相似文献

This paper discusses the role of the electoral system in making the Justice and Development Party (AKP) dominant. Drawing on Sartori’s framework, we first clarify the concept of a predominant party system. Second, we examine the impact of the electoral system on the emergence of a predominant party system in Turkey. Analysing election results, we argue that the electoral system fosters dominance in three ways. First, a combination of electoral formula, national threshold and district threshold leads to over‐representation of large parties and under‐representation of small ones. Second, the fear of a wasted vote due to the high threshold prompts voters to support their second‐best option, which concentrates the votes among large parties. Finally, the electoral system increases electoral turnout rates by extending polarization.  相似文献

Abstract

The 1997 economic crisis and the ensuing political and social disorders not only have put regional security at stake, but also have seriously challenged the relevance of the Association of Southeast Asian Nations (ASEAN) in regional affairs. This article introduces a new institutional theory – institutional realism – to address the widely debated questions: Does ASEAN matter? If so, how? It argues that (1) ASEAN still matters in terms of coping with extra-regional threats through an institutional balancing strategy; (2) ASEAN's future depends on its institutional consolidation in dealing with intra-regional security problems.  相似文献

We here examine Philippe Van Parijs's concept of "real freedom" which justifies in his view the introduction of a basic income. What we call into question is whether this concept can be understood, as Van Parijs argues, as the counterfactual freedom to do what one might want to do, that is as a notion of freedom based on the idea of potential desire. We oppose to it an alternative conception of "real freedom" related, first, to a notion of basic needs which a well-ordered society can satisfy by means of compensation, second, to a notion of social mediation in the evaluation of individual preferences. In this way we restore the relationship between freedom and desire, which allows us to take into account the conception the social actors have of their own freedom, more than does the too abstract conception of freedom based on the idea of potential desire.  相似文献

This article investigates the benefit of participation in policymaking. Based on data from interviews with various interest groups, private organisations, and representatives of regions that had been involved in recent policymaking processes in Switzerland, this study analyses the relationship between participation and satisfaction with the policy outcome. The study looks at two different aspects of outcome satisfaction: perceived consensus of a decision and preference attainment. The results show that the level of participation is related to both aspects of outcome satisfaction but that the strength of association is dependent on the type of interest group and the level of conflict among the groups participating in the decision‐making process.  相似文献

Abstract

Women in Fiji have made steady, albeit slow, progress in terms of parliamentary representation, with women now holding 14% of seats in the lower house of parliament. Some of the progress has occurred as a result of improvements associated with increased socio-economic development, such as education, female employment and incremental changes in women’s standing in Fiji society. Much of this change, however, has been due to women’s movements and civil society activism becoming more astute to concerns of gender equality and lobbying for women’s political participation. In a country that witnessed four political coups, women have had to create their own path into the public sphere. Despite progress, with an increasing number of women in the 2014 parliament, patriarchy is still a major force hindering women’s political advancement in Fiji. This paper argues that a combination of cultural stereotyping and persistent gendered norms contribute to masculinisation of the political realm and eulogise women’s role in the private sphere. But gender intersecting with ethnicity, age and class create differential levels of political agency for different groups of women in Fiji.  相似文献
