This paper argues that recent developments in practice and theory provide a more promising basis for public service reform in developing countries than we have had since at least the turn of the century. There have been significant instances of large‐scale reform success, such as Nepal's Public Service Commission and Malaysia's delivery unit, Pemandu, and also “pockets of effectiveness” in individual agencies in many countries. They contribute to a more fruitful and diverse repertoire of reform approaches than generally realized. Policymakers can draw on all those instances and types of reform, together with relevant rich country experiences, as they improvise and tailor responses to their always unique reform problems. Proceeding in this way helps reformers to expand the “reform space” available within the political economy. Donors can help reformers if they facilitate reform in the spirit of the Busan Partnership rather than impose their preferred models. In short, the new direction which this paper identifies can be stated as creative problem solving by local actors facilitated by sympathetic donors, building on examples of reform success and drawing on a repertoire of poor and rich country reform approaches.  相似文献

Contrary to my critics, voter irrationality does not imply that economists cannot mitigate political failure. With rational voters, reform-minded economists have few viable tactics; with irrational voters reformers have more options. Rational voters can be swayed only by facts and logic; irrational voters could respond to better rhetoric. Rational voters strategically punish those who ignore their policy preferences; irrational voters use less effective disciplinary strategies that create political slack. Even with irrational voters, efficiency-enhancing reform is hard. With rational voters, however, democracy’s failure to adopt a reform is strong evidence that the reform does not enhance efficiency.  相似文献

Public administration is characterised by a multiplicity of incompatible values. In the 1990s, reformers avoided confronting the inevitable tradeoffs among these values by focusing almost exclusively on the cost‐effective achievement of results. However, older values have a tendency to ‘bite back’ and new ones emerge. In the near term future, public administration will have to deal with at least three sets of values: 1) those that are non‐mission based, and consequently not directly related to achieving results; 2) those that go unprotected when government work is outsourced to private entities; and 3) those associated with globalisation.  相似文献

This article illuminates the contribution of stakeholder dialogues to environmental policy making. It makes a distinction between stakeholder dialogues as consensus building and stakeholder dialogues as deliberation. Although consensus building seems to be the dominant approach in participatory environmental policy making, this article questions the merits of consensus building and it uses the experience of the Dutch stakeholder dialogue project Climate OptiOns for the Long term (COOL) to explore, in a deliberative design, the shortcomings of a consensus-building approach and how they are possibly dealt with. The article presents the results of two deliberative methods that have been used in the COOL project – the repertory grid analysis and the dialectical approach – to demonstrate how a deliberative design can help policy makers to critically assess arguments in favor of and against a broad range of policy options, and deal with stakeholder conflict in an early phase of the policy process.  相似文献

Policy network analysis has been criticized for being unable to explain outcomes and change in outcomes. This article develops a theoretical network model which attempts to explain reform outcomes. It suggests that the success of reformers depends mainly on the policy network type existing in the sector in which they attempt to bring about change. If the network has a high degree of cohesion, then those network members who are subject to reform have power to defend the principles of the established policy. Consequently, only moderate policy reform occurs. On the other hand, if the network's degree of cohesion is low, then those who are subject to reform do not have the power to oppose reformers successfully. Therefore, reformers have opportunities to bring about fundamental policy reform. Differences in the cohesion of agricultural policy networks help to explain why the 1990 Swedish agricultural policy reform was more radical than the European Community's in 1992.  相似文献

This article analyzes the associations between leadership, the implementation of information and communication technology (ICT) innovations, and performance. After reviewing theories and empirical evidence from the literature on leading change, ICT innovations, and performance, the authors elaborate hypotheses and test them in an analysis of the implementation of an ICT innovation in a Danish multisite hospital. In a quasi‐experimental research design using panel data, survey responses from more than 2,000 employees before and after the implementation were generated, in addition to qualitative interviews with change agents. Findings indicate how differences in leadership during the ICT implementation process have an important impact on performance after the implementation. Mobilization of initial support, directive leadership through information and technical assistance, participative leadership through employee involvement, and locally adapted implementation processes are important leadership factors associated with performance. The article concludes by discussing broader perspectives of the study and implications for practice, theory, and future research.  相似文献

Theory predicts that regression discontinuity (RD) provides valid causal inference at the cutoff score that determines treatment assignment. One purpose of this paper is to test RD's internal validity across 15 studies. Each of them assesses the correspondence between causal estimates from an RD study and a randomized control trial (RCT) when the estimates are made at the same cutoff point where they should not differ asymptotically. However, statistical error, imperfect design implementation, and a plethora of different possible analysis options, mean that they might nonetheless differ. We test whether they do, assuming that the bias potential is greater with RDs than RCTs. A second purpose of this paper is to investigate the external validity of RD by exploring how the size of the bias estimates varies across the 15 studies, for they differ in their settings, interventions, analyses, and implementation details. Both Bayesian and frequentist meta‐analysis methods show that the RD bias is below 0.01 standard deviations on average, indicating RD's high internal validity. When the study‐specific estimates are shrunken to capitalize on the information the other studies provide, all the RD causal estimates fall within 0.07 standard deviations of their RCT counterparts, now indicating high external validity. With unshrunken estimates, the mean RD bias is still essentially zero, but the distribution of RD bias estimates is less tight, especially with smaller samples and when parametric RD analyses are used.  相似文献

This article argues that administrative burden—that is, an individual's experience of policy implementation as onerous—is an important consideration for administrators and influences their views on policy and governance options. The authors test this proposition in the policy area of election administration using a mixed‐method assessment of local election officials. They find that the perceived administrative burden of policies is associated with a preference to shift responsibilities to others, perceptions of greater flaws and lesser merit in policies that have created the burden (to the point that such judgments are demonstrably wrong), and opposition to related policy innovations.  相似文献

In recent years, regulation scholars and policymakers have increasingly turned their attention to the role of inter-governmental organizational design in effective governance. The existing literature on regulatory design has provided important insights into the advantages and disadvantages of alternative structural options. This article synthesizes and builds on that literature by describing a novel framework for characterizing, analyzing, and structuring authority across public institutions. Drawing on examples from a range of jurisdictions, it highlights the value of this framework in identifying the values tradeoffs that should drive policymakers' decisions to choose among competing structural alternatives. The framework is founded on two important points. First, inter-governmental allocations of authority can be structured along three different dimensions. Failing to appreciate the existence of, and differences among, these dimensions can prompt misassessments of the reasons for existing regulatory failures and selection of structural allocations that do not suit the problems intended to be addressed. Second, allocations of authority can, and in many cases should, vary for disparate governmental functions. Differential functional allocations of authority can minimize obstacles to needed structural reforms and tailor inter-governmental relations in ways that best promote chosen regulatory values, such as efficiency, effectiveness, and accountability, as well as how allocational choices may and perhaps should vary depending on the governmental function being performed. Finally, the article suggests how future regulation and governance scholarship can harness this emerging framework to help build a body of empirical evidence upon which policymakers can draw in future regulatory design endeavors.  相似文献

The implementation of the Bologna Declaration differs considerably between participating countries. This is most true for the introduction of a two-tiered study system. The different speed of developments within the Netherlands and Germany is taken as the point of departure for a summary of some experiences with the introduction of the BA/MA-system within Dutch Political Science, in order to stimulate a broad-based discussion in Germany. This paper focuses on public sector management reform ‘best‐practice’ case experience from Sub‐Sahara African (SSA). Given that ‘best‐practice’ is a relative concept and often debatable, the paper uses the Ghana Civil Service Performance Improvement Programme (GCSPIP) experience as rather a ‘good‐practice’ case with the view to sharing the outcome and lessons to encourage collaborative‐learning. It seeks to share the outcome and lessons learnt by the Ghana civil service reform with future public service reformers and to contribute to the literature. The paper concludes with an adaptable three‐dimensional framework. The framework argues that successful future public service reform (PSR) should consider three broad issues: first, are the ‘critical success factors’, including wholehearted political leadership commitment; wholehearted bureaucratic leadership commitment; thoughtful synergistic planning/preparation; patience for implementation and evaluation; capacity to convince; neutralise and accommodate reform‐phobias and critics; sustainable financial and technical resource availability and conscious nurturing of general public support. Second, is the need for reformers to appreciate the concerns of the public and the civil society scepticism of public ‘institutions’ and its ‘operatives’ and finally placing any reform programme in a country‐specific context, including understanding its history, culture, politics, economy, sociology, ideology and values. This article examines the nature of governance reform in Thailand. The argument is that Thai citizens are not especially benefiting from the public reform initiatives of Thai governments because government reformers made fourquestionable assumptions about reform which have in turn produced uncertain outcomes and provided the opportunity for government reformers to avoid responsibility for their reform choices. First, the reformers support the belief that a global reform paradigm with ready-made reform packages exists which can be easily transplanted in the Thai public sector. Second, the reformers prefer to define success largely as reform output rather than reform outcomes or long term reform consequences. Third, Thai government reformers have overemphasized the efficiency aspects of the new public management at the expense of other governance goals. Fourth, governance reform in Thailand has been portrayed as a managerial problem instead of a political one. The author supports his arguments by drawing on theoretical debates in the international literature on administrative reform, and relating these debates to the Thai case. Governance reform in Thailand is still at an early stage, but the role of unintended consequences is important to administrative reform. Furthermore, the Thai case may reflect governance reform in other countries as well.  相似文献

This paper reviews the major issues posed by scenario-based simulation modeling in the policy process, using agricultural policy as an example of a complex decision arena. Policy is seen as a process by which decision makers use the instruments under their control to approach the general goals of society. Models can help to choose instrument settings, evaluate policy options, and assess their appropriateness to a particular situation. But they cannot design policy; the interactions between policy makers and models are critical if modeling is to be useful in the policy process. Policy models must be oriented to the factors that focus and constrain judgments in the real world, as well as toward the substantive problems motivating analyses. These include the actors within the system, as well as the geographic and disciplinary contexts of the problems. Scenario-writing provides a way of ordering understanding and judgment about different phenomena to help users interact most effectively with a model and to insure that the perspectives of the model are most appropriate to the needs of the decisionmaker. It is an iterative and evolutionary process which can provide a great deal of insight into the assessment phase of policy design.  相似文献

The Chinese central government, spearheaded by the Ministry of Finance, launched a bold reform of the treasury management system in 2001, centralizing the disbursement of budgetary funds. This article analyzes the rationale of institutional reform from the perspective of the central reformers. Traditionally, governmental bank accounts in China were fragmented between and within levels of government, hindering budget implementation and intergovernmental transfers, as well as fomenting corruption. The centerpiece of China's treasury reform is the establishment of the Treasury Single Account (TSA), which serves to both strengthen expenditure controls and improve cash management. However, while the treasury reform promises to make significant strides in improving fiscal control and countering the misuse of public funds, its implementation remains imperfect and incomplete. Participation in U.S. elections lags behind most of its developed, democratic peers. Reformers seeking to increase voter turnout often propose changes to the electoral system as means of addressing these shortcomings. One such reform, the top-two blanket primary, has been adopted in California and Washington in part to boost voter participation. Despite the promises of reformers, however, observers disagree as to its efficacy. In this paper, I estimate the participation penalty generated by top-two primaries using a regression discontinuity design (RDD). I estimate that general elections featuring two members of the same party – the arrangement reformers contend would increase turnout – actually decrease voter participation. I find that approximately 7% of voters “roll off” the ballot in the absence of party competition while overall turnout is unaffected. These results suggest that top-two primaries are likely to exacerbate rather than ameliorate trends in participation.  相似文献

Process choice     
Regulation scholars have long searched for the best tools to use to achieve public policy goals, generating an extensive body of research on what has become known as instrument choice. By contrast, analysis of options for structuring how officials make regulatory decisions – process choice – remains in relative infancy. Notwithstanding the emphasis legal scholars and political economists have placed on administrative procedures, surprisingly little research has investigated why regulators choose among different process options or what value they and the public receive from different choices. In their book, Regulation by Litigation, Andrew Morriss, Bruce Yandle, and Andrew Dorchak make a significant contribution by empirically and normatively examining regulators' choices between notice‐and‐comment rulemaking, negotiated rulemaking, and what they call “regulation by litigation.” This review article considers three central questions about regulation by litigation. First, how if at all does regulation by litigation differ from other uses of litigation to achieve policy goals? Second, why do regulators choose litigation over other process options? Third, is regulation by litigation as bad as Morriss, Yandle, and Dorchak say it is? By addressing these conceptual, empirical, and normative questions, this review article not only reveals the specific strengths and limitations of the book, Regulation by Litigation, but also highlights more general opportunities and challenges for future research on process choice.  相似文献

This article reviews the history of executive budgeting in the United States a century after President William Howard Taft's Economy and Efficiency Commission proposed an executive budget. This history, the authors argue, does not suggest that giving more budget power to the president will improve budget outcomes. Instead, what is needed is more cooperation between the branches of government and a better‐educated public—goals that were shared by budget reformers when the Taft report was published.  相似文献

Policy implementation has been an infrequently studied process although it has become increasingly evident that the implementation processes of policy development, policy approval, and policy application can shape and delay prospective implementation of legislation. The current study analyzes the implementation of P.L. 99–457 (Part H) the Education for the Handicapped Amendments of 1986. This law provides the states with planning money from the federal government to design a comprehensive interagency, multidisciplinary program of services for children with handicapping conditions and their families. Ratings were taken from key administrators and citizens knowledgeable about the law on state progress in implementing the fourteen requirements of the law and also on proposed influential conditions that might affect that implementation. Additional demographic information was obtained for the fifty states. The factor that seemed to be most influential in a subset of 35 states was the prior presence in the state of systems for interagency planning and development. Neither prior history of early childhood services, available resources, wealth of the state, or geographic region appeared to have a significant influence on policy development. There was some indication that different factors might become influential in the next phase of implementation, policy approval. It appears that progress in state policy development may be linked to the special requirements of the legislation itself and to prior availability of institutional structures that make mandated collaborative efforts more possible.  相似文献

ABSTRACT

Do top managers view the implementation of results-based management tools differently than do lower-level workers?A total of 4,186 workers in eight state departments of revenue were surveyed about the deployment and the impacts of nine results-based management tools in their agency. The top hierarchical levels were consistently, and often dramatically, more optimistic than lower-levels. The largest differences were generally found in the assessments of worker participation, and in the assessments of the customer relations tools and cross-functional coordination tools. Follow-up interviews were used to suggest reasons for the consistent perceptual differences. Six overlapping causes were suggested by agency members: top isolation, bottom spin, different perspective ranges, inadequate communication, top selective perception, and lower level cynicism.

These findings suggest that management reformers must be prepared to bridge very large perceptual differences between levels, and a number of possible bridging approaches are discussed. The findings also suggest that survey-based public management research will often be misleading if based on surveys of just top managers.  相似文献
