The summit meeting between the two Korean heads of state, which took place in Pyongyang in June 2000, constitutes a major turning point in the peninsula's history. As the effects of the meeting are gradually unfolding, a period of détente no longer seems impossible. But major difficulties remain unsolved and Korea will continue to be one of the world's most volatile areas. The task of this essay is to identify and analyse some of the entrenched political patterns that will challenge policy-makers in the years ahead. To do so it is necessary to portray the conflict in Korea not only in conventional ideological and geopolitical terms, but also, and primarily, as a question of identity. From such a vantage-point two components are essential in the search for a more peaceful peninsula. Substantial progress has recently been made in the first realm, the need to approach security problems, no matter how volatile they seem, in a cooperative and dialogical, rather than merely a coercive manner. The second less accepted but perhaps more important factor, revolves around the necessity to recognize that dialogue has its limits, that the party on the other side of the DMZ cannot always be accommodated or subsumed into compromise. Needed is an ethics of difference: a willingness to accept that the other's sense of identity and politics may be inherently incompatible with one's own.  相似文献

The recent domestic constructivist studies characterize Japanese security policy as a serious anomaly to realism and a crucial case vindicating their approach to the larger study of world politics. The present paper challenges this view. It advances a postclassical realist interpretation of Japan's core security policy in the past quarter century. Japan's military doctrine expressed in the 1976 National Defense Program Outline (NDPO) is consistent with postclassical realism's predictions, as opposed to neorealism's predictions, which focus on the dynamics of the regional security dilemma and the question of financial burden resulting from military build-up. In addition, postclassical realism offers a more compelling theoretical guide for understanding Japan's core security policy than defensive realism or mercantile realism. This paper backs up its argument with the empirical evidence that Takuya Kubo, the author of the NDPO, himself intentionally based the NDPO on a postclassical realist line of thinking.  相似文献

Global oil production is expected to reach a peak before the year 1990. Abundant coal supplies in the United States appear to be something of a mixed blessing, due to the increasingly well-recognized social and environmental problems from mining and burning coal. Nuclear power turns out to be more expensive than it appeared a decade ago, in part because of the formidable safety and environmental hazards posed. Given that supplies of energy are very unevenly distributed across the globe, if energy prices continue to rise over the next decade the potential for violent international conflict is very real. It should therefore be useful to review what is known about world energy supply and demand, and to consider some implications for energy research and development in the United States and abroad. I shall suggest that for various reasons solar energy may look even more attractive in global perspective than it does from a more narrowly United States-centered view. Its successful exploitation on a world scale nevertheless requires careful attention to foreign countries' goals and constraints.This article stems from a presentation to the Mapping Group on Energy and the Social Sciences at the Institution for Social and Policy Studies, Yale University. Given rapidly increasing losses from extreme climate events, the world community already has a common interest in action to mitigate and adapt to climate change. However, this common interest is not well served through continued promotion of either mandatory (legally-binding) policies or do nothing policies by various participants in the regime established by the U.N. Framework Convention on Climate Change. The common interest would be better served by a third way, comprised of voluntary no regrets policies that are commensurate with the limited political power of the regime and already have succeeded on small scales in reducing vulnerabilities to extreme climate events and in reducing greenhouse gas emissions. Both mandatory and do nothing policies, as well as the regime itself, have depended upon scientists for political support in the past. But scientists might better serve the common interest of the world community through support of a third way in the future.  相似文献

Islamic societies have in contemporary times lagged Western societies in income, growth, and human-development indicators. The supreme values of radical Islam further de-prioritize economic achievement and impose self-deprivation on own populations. This paper investigates the reasons for economic outcomes under Islam. Contemporary illustrations are also provided of the self-deprivation predicted from pursuit of the supreme-value objectives of radical Islam.
