Foreign and security policy were not areas in which Prime Minister Cameron was seeking to renegotiate the relationship between the UK and the European Union (EU), but security may be a key issue in the EU referendum. The untangling of Britain's foreign and security policy from the EU following a Brexit vote would be relatively uncomplicated. The EU's arrangements for collective foreign and security policy, the Common Foreign and Security Policy (CFSP) and Common Security and Defence Policy (CSDP), are conducted on an intergovernmental basis which allows the UK to preserve independence in its diplomacy while allowing for the coordination of policy where interests are held in common with other member states. The UK retains substantial diplomatic and military capabilities which would allow it to continue to pursue a separate national foreign, security and defence policy in the case of either a ‘Leave’ or ‘Remain’ outcome.  相似文献

In this article, we review the EU's significance for social policies in the UK. The EU has a limited legal role or institutional capacity to directly regulate the social policies of its member states. This role is even more limited in the case of non‐eurozone countries. There are a handful of EU policy measures which have had effects on social policy in the UK. However, these effects have not changed the institutional arrangements for making, organising and delivering social policy, which remain firmly in the hands of UK governments. In consequence, a ‘Leave’ or ‘Remain’ result has relatively limited implications for social policy, except in the case of specific social groups: notably for UK and other EU nationals who have lived and worked in at least one other EU country. Other EU legislation and regulation is compatible with the current and historical policy preferences of UK governments and political parties.  相似文献

The research and higher education sectors have an exemplary place in the referendum debate. They were not part of the David Cameron renegotiation package, but stakeholders in favour of Remain have disrupted the consensus that in these sectors the EU's role is relatively unimportant and that the UK's achievements can be explained in national terms. The article seeks to explain, first, the change in political dynamics that has brought the EU connections out of the shadows in these sectors, and second, what these sectors risk losing by Brexit. It suggests that the campaign has made the case for a causal relationship between the UK's higher education and research achievements and its global reach and has shown how these sectoral policies are embedded in the EU's foundational principles of freedom of movement and non‐discrimination. There are also signs that EU membership may come to matter to students, a politically important group, for reasons which range from freedom of movement to conflict prevention. 1  相似文献

Abstract

This research comparatively examines grassroots international NGOs (GINGOs), a growing subset of international nongovernmental organizations (INGOs) working in private development aid. GINGOs are small-scale, on-going development initiatives through voluntary third sector organizations. How do GINGOs’ founders and volunteers understand their role in private development aid? The article uses an interpretive framework to examine three in-depth comparative case studies of GINGOs based in the US and working in South Sudan, Nepal and Haiti. Its contribution is that it provides rich data to build further theory about the experiences, or multiple realities, in private development aid. It is found that GINGOs’ founders and volunteers attach new meanings to private development aid to distinguish themselves from larger professionalized INGOs and emphasize personal connections.  相似文献

The sovereign debt crisis in Greece and other periphery countries is a yardstick for the viability of the European project: if Greece defaults and exits the Euro‐zone, then the entire European architecture will be questioned. This article examines the origins of the Greek debt crisis and argues that the key sources of the debt are the economic and political factions that have dominated Greek politics since the fall of the Colonels in summer 1974 amidst the Cyprus calamity. These factions (political parties, comprador economic interests etc.), whose policy actions and preferences are amalgamated with the interests of Euro‐Atlantic elites, are now being severely undermined, both politically and economically, as the prosperity of the Greek middle classes is eroded following two years of harsh austerity measures imposed on the Greek ruling factions by those Euro‐Atlantic elites. Furthermore, this article outlines ways out of the Greek debt crisis, putting into test some reasonable policy proposals that are being widely discussed in Greece and abroad.  相似文献

The EU is divided between member states that have adopted the euro and those that have not. This article looks at the issue of differentiated integration with particular reference to eurozone integration and the euro‐outsiders. I explore the recent public debate in the UK on euro‐outsiderness, comparing this with debates in Denmark. The article highlights some striking differences between the UK and Denmark when it comes to the actual management of euro‐outsiderness in Brussels as well as some of the dilemmas facing euro‐outsiders such as the UK, Denmark, Sweden and Poland as the EU struggles to exit its crises. Finally, I discuss the future of two‐speed European integration and the UK's possible exit from the EU. The UK cannot escape the dilemma of favouring either influence or autonomy; whether the UK remains in or leaves the EU, it will need to allow the eurozone to proceed in order to prevent further eurozone crises.  相似文献

While the UK's official position is that it neither uses nor condones torture or cruel, inhuman and degrading treatment (CIDT), it is now a matter of public and parliamentary record that UK security services and military personnel colluded in rendition, torture, and cruel, inhuman and degrading treatment, both as part of the CIA's Rendition, Detention and Interrogation (RDI) programme, at military detention facilities in Afghanistan and Iraq, and through involvement in the detention and interrogation of prisoners by allied security forces. This paper will explain why the government is falling short of its obligations under international law, and why considerable risks remain that UK intelligence and security services will continue to collude in torture and CIDT .  相似文献

How is it that the UK government continues to export weapons to Saudi Arabia for use in the war in Yemen, despite an explicit commitment to international humanitarian law (IHL)? And how is it that the High Court recently dismissed a case of judicial review, confirming that the government was ‘rationally entitled to conclude’ that arms exports pose no clear risk to IHL in Yemen? In what follows, I explain how a flexible interpretation of risk, reliance on secret information, and deference of the Court to the executive serve to facilitate rather than restrict arms exports. The judges’ decision provides a stamp of approval to an arms export policy that has directly contributed to the deaths of thousands of civilians in Yemen. Attention to the Saudi/Yemen case shows the political and legal manoeuvring that goes into managing the contradictions in government arms export policy.  相似文献

This article shows that key to understanding the referendum outcome are factors such as a profoundly eurosceptic public, high levels of citizen uncertainty, divided mainstream political parties on the EU and lack of unity within the ‘Leave’ campaign. The Brexit referendum is more than just about domestic issues and government approval. Utilitarian concerns related to economic evaluations of EU integration coupled with support of or opposition to EU freedom of movement are very likely to influence vote choice. Those campaigns that focus on rational utilitarian arguments about the costs and benefits related to EU membership as a whole but also to EU freedom of movement are expected to swing voters.  相似文献

ABSTRACT

Local ownership is one of the popular paradigms of Western development aid. It involves giving more effective control of the design and implementation of development aid to local actors in aid-receiving countries, including governments, non-governmental organizations (NGOs) and local communities. This article contrasts the understanding of local ownership as a top-down process triggered by donors, with an alternative, bottom-up ownership, which emerges spontaneously on the ground. By looking at the case of a local NGO in post-Soviet Tajikistan, the article analyses practices which reveal how the NGO actively takes ownership of development aid through everyday work. This includes fundraising, structuring relations with other organizations competing for donor funding, selecting calls for proposals from NGOs and writing grant applications. Each of these activities involves negotiations of the goals and scope of development work, against parameters imposed by donors. By means of example, the article questions the application of the local ownership paradigm in development work.  相似文献

Why did Britain vote for Brexit? What was the relative importance of factors such as education, age, immigration and ethnic diversity? And to what extent did the pattern of public support for Brexit across the country match the pattern of public support in earlier years for eurosceptic parties, notably the UK Independence Party (UKIP)? In this article we draw on aggregate‐level data to conduct an initial exploration of the 2016 referendum vote. First, we find that turnout was generally higher in more pro‐Leave areas. Second, we find that public support for Leave closely mapped past support for UKIP. And third, we find that support for Leave was more polarised along education lines than support for UKIP ever was. The implication of this finding is that support for euroscepticism has both widened and narrowed—it is now more widespread across Britain but it is also more socially distinctive.  相似文献

This article examines the recommendations contained within the Commission for Africa's report Our Common Interest , and asks what they might mean for the UK's Africa policies. After discussing the choice of the Commissioners and summarising the main recommendations made in their report, the article identifies some of the central problems raised but not resolved by the Commission in the relation to issues of security, political economy and governance. The article concludes that the Commission's report raised the profile of an important set of issues but neither resolved them conceptually nor set out a persuasive plan to implement its numerous recommendations. In particular, the Commission did not convincingly explain how neo-patrimonial regimes in Africa could be reformed to ensure that they pursue genuinely national development policies instead of the current strategies that benefit their supporters and weaken their political opponents.  相似文献

Abstract

Domestic and international contests explain the transformation of Japan's foreign aid programme begun in the early 1950s. Through contests between domestic players, Japan has streamlined its aid processes by introducing institutional innovations, accommodating new actors in aid policy and delivery, and responding more sensitively to public opinion and independent advice. At the international level, contests have come from the Development Assistance Committee/Organization of Economic Cooperation and Development (DAC/OECD), the USA, and China. Through these contests, Japan has emerged as a more rounded aid donor. Its new aid model blends Western principles with concepts of ‘self-help’, favouring large infrastructure projects that serve both Japan's and recipient countries’ interests.  相似文献

The way in which free movement of people has become the central issue of the British government's renegotiation and referendum campaign on the UK's relationship with the European Union (EU) risks obfuscating at least three central issues: why immigrants are coming to the UK; what impact EU migrants are having on the UK; and what can be done to effectively regulate such inflows. It is, however, not just the eurosceptics and the British government, but also ‘in campaigners’ and other EU member states, who risk perpetuating a number of widely held misconceptions about free movement and immigration for political reasons. Buying into such myths risks undermining attempts to have a more honest and more evidence‐based debate about immigration and migrant integration.  相似文献

ABSTRACT

Afghanistan has come to be seen as emblematic of the security threats besetting peace and security operations, and in this article we consider the response to such threats via the ‘bunkering’ of international staff. Drawing on an in-depth qualitative survey with aid and peacebuilding officials in Kabul, we illustrate how seemingly mundane risk management procedures have negative consequences for intervening institutions; for the relation between interveners and national actors; and for the purpose of intervention itself. Bunkering, we argue, is deeply political – ‘imprisoning’ staff behind ramparts while generating an illusion of presence and control for ill-conceived modes of international intervention.  相似文献
