Populism studies finds itself in a crisis of originality. While some scholars have signalled over-usage, others have argued that by contextualising populism, we are able to specify our own ‘populist moment’ and remedy the term’s slipperiness. This article opts for the latter tactic through a comparison of two aspects of contemporary populism with late nineteenth century precedents. In the late nineteenth century, the American People’s Party pioneered a mode of mass politics anchored in agrarian and industrial labour which launched the term ‘populism’ in Western discourse. Contemporary populists show rhetorical and political overlap with this template, but also come up against two new constraints: (1) a stagnant capitalism increasingly centred on ‘rentiership’; and (2) a disorganised civil society. These factors render today’s populism resistant to analogy but also conceptually more specific, sharpening the contours of our populist moment.  相似文献

This article explores the recent rise of populist politics from the perspective of Karl Polanyi's theory of the ‘double movement’. It firstly introduces Polanyi's understanding of interwar populism, and relates this to his broader critique of liberal economic thought. This framework is then used to analyse three prominent explanations for populism which emerged in the wake of the UK's 2016 EU referendum: globalisation; cultural reaction; and social media. I show how each of these explanations exogenises contemporary populist movements, narrating them as something external to the liberal economic restructuring pursued globally since the 1980s. Failing to diagnose adequately the causes of contemporary populist movements, which lie in this utopian attempt to treat labour as a commodity, they cannot support an intellectually coherent progressive response to Brexit. Finally, I outline a political agenda centred on labour de‐commodification, which could directly address populist grievances and reclaim the discourse of ‘taking back control’ for the left.  相似文献

This paper takes a critical, synoptic view of the current upsurge of populism. Populism, it is argued, has long been a feature of liberal democracies in so far as claims are made for democracy to be as directly expressive as possible of the will of its subjects. Yet populisms are hybrid in form and parasitic on existing political arrangements. What unites them is more to do with what they oppose than what they espouse. Above all, it is the norms of liberalism that are brought into question by populist proponents of direct democracy with their characteristic hostility towards elites, experts and the so-called establishment. In so far as all populisms can be dangerous this lies in the degree to which they oppose the existing norms of liberalism and seek to undermine its moderating institutions. Rather than relying on generic theories of populism to explain contemporary developments, what needs investigation is the degree to which particular populisms prioritize fear over judgement, unqualified assertion over reasoned deliberation and resentment over the moderation of power.  相似文献

Cento Bull's paper takes as its starting point Ernesto Laclau's and Chantal Mouffe's conceptualization of populism as counter-hegemonic, and argues, with reference to the Italian case, that populism not only takes the form of a rejection of the establishment and political elites, but also entails a construction of ‘the people’ that requires, as well as the development of empty signifiers as shown by Laclau, also the deployment of common myths based on a collective memory of an imagined past. Cento Bull therefore argues, in line with Ritchie Savage, that the role of memory in populist discourse has been underestimated. Specifically, many populist movements and leaders engage in a fundamental redefinition of who constitutes ‘the people’ accompanied by mistrust and demonization of the Other, which is predicated upon (and justified with recourse to) a reimagining of the nation's and/or democracy's ‘founding moment’. Furthermore, many populist movements make use of a political rhetoric revolving around the ‘anti-subversive impulse’ and aimed at instilling fear and a sense of being under threat.  相似文献

Populism has been on the rise for some time in Europe now, and its rise has been one of the key concerns of Peter Mair. He has linked it to the increasing erosion of the representative function of European party systems. The spectre that haunted him was ‘partyless democracy’, a democratic regime where parties had lost their representative function, which opened the door for unmediated populist protest. While largely sharing his interpretation of the overall structural trends giving rise to the populist challenges in Western Europe, the article is critical of the static character of his assessment. It suggests that there are three forms of ‘protest populism’, all of which may eventually end up transforming the West European party systems in the name of the new structuring conflicts that characterise contemporary European societies. In addition, it proposes to extend the scope of Peter’s argument to the less established democracies of Central and Eastern Europe.  相似文献

ABSTRACT

The concept of populism has been in use in political debate for over a century. Because ‘populist’ is often used in a pejorative sense today, those to whom it is applied to tend to reject it. However, a closer look at the history of the concept reveals that while its meaning may fluctuate and even be dismissed as irrelevant, its use can become a political tool. This study of the use of ‘populism’ refrains from making value judgments on the actual populist nature of certain parties or political tendencies. Instead, it analyzes uses of the concept from a historical perspective. Special emphasis is placed on politicians who chose to define themselves as populist, or accept the label imposed by others, with particular focus on the Finns Party of Finland. Such self-identified populists draw their conceptions of populism from the ever-growing field of populism research, striving to appropriate and realize what scholars have only hypothetically described as a professed ideal. A closer look at the uses of populism as a political self-identity forces us to rethink its uses as a pejorative, or as an analytical, concept.  相似文献

Anthony Painter's report for Policy Network correctly describes populism as a ‘democratic argument’ which sets up a morally pure ‘people’ against vilified ‘elites’, in binary opposition. This is an argument which is increasingly prominent in political discourse, whether the elites in question are political, financial or technocratic. Painter focuses on the now‐familiar ‘radical right‐wing’ version of populism, as reflected across Europe in the rise of parties such as the UKIP. He omits discussion of other types of populism (of the left and centre), which perhaps represent the future for populist politics.  相似文献

Although populism and technocracy increasingly appear as the two organising poles of politics in contemporary Western democracies, the exact nature of their relationship has not been the focus of systematic attention. This article argues that whilst these two terms – and the political realities they refer to – are usually assumed to be irreducibly opposed to one another, there is also an important element of complementarity between them. This complementarity consists in the fact that both populism and technocracy are predicated upon an implicit critique of a specific political form, referred to in this article as ‘party democracy’. This is defined as a political regime based on two key features: the mediation of political conflicts through the institution of political parties and a procedural conception of political legitimacy according to which political outcomes are legitimate to the extent that they are the product of a set of democratic procedures revolving around the principles of parliamentary deliberation and electoral competition. This argument is made through a close analysis of works by Ernesto Laclau and Pierre Rosanvallon, chosen as exemplary manifestations of the contemporary cases for populism and technocracy, respectively.  相似文献

ABSTRACT

Right-wing discourses and issues of belonging and collective identity in Europe’s political and public spheres are often analysed in terms of Islamophobia, racism and populism. While acknowledging the value of these concepts, Ke?i? and Duyvendak argue that these discourses can be better understood through the logic of nativism. Their article opens with a conceptual clarification of nativism, which they define as an intense opposition to an internal minority that is seen as a threat to the nation due to its ‘foreignness’. This is followed by the analysis of nativism’s three subtypes: secularist nativism, problematizing particularly Islam and Muslims; racial nativism, problematizing black minorities; and populist nativism, problematizing ‘native’ elites. The authors show that the logic of nativism offers the advantages of both analytical precision and scope. The article focuses on the Dutch case as a specific illustration of a broader European trend.  相似文献

Scholars of populism have suggested that it might best be described as ‘unpolitical’, rather than apolitical or anti-political. This term captures the populist claim to stand morally above the sphere of politics (which it deems inherently corrupting), while being simultaneously drawn to engage in it. But such ambivalence towards politics is not limited to populist actors; indeed, ‘unpolitics’ might be considered intrinsic to British political culture. Most obviously, Conservatives historically portrayed themselves as unsullied by ideology, above party competition, and deriving their values from embodied experience rather than political reasoning. But, while traditional Conservative unpolitics emphasised hierarchy, new anti-deferential forms of unpolitics emerged in the postwar period. These were based on claims to be ‘ordinary’, which was defined in opposition to the ‘political’ in ways that made the latter seem necessarily illegitimate. Focussing on unpolitics shows that populism grew out of mainstream British political culture, as well as in opposition to it.  相似文献

Building on past and current experiences of populism in Latin America, this article makes four arguments. First, whereas populist movements seeking power promise to democratize society by challenging the legitimacy of exclusionary institutions, populist governments often include the excluded at the cost of disfiguring democracy. Second, during populist events the meanings of the ambiguous term ‘the people’ are disputed. When social movements are weak, and when the institutions of liberal democracy are discredited, a populist leader could attempt to become the embodiment of the will of the people. Third, even though the concept of the people is central to populism, it could be constructed differently. It could be imagined as heterogeneous and plural, or as the people-as-one, as an entity that shares one identity and interest that could be embodied in a leader. Fourth, populism shares with fascism an imaginary construction of the people-as-one. Yet differently from fascism, which staged extraordinary politics as war against internal and external enemies, populists staged their extraordinariness as winning popular elections and did not establish dictatorships.  相似文献

This article addresses the psychological dynamics between internal political efficacy, emotions and support for populism. Contrary to the extended idea that populism is associated with low levels of political competence, it is argued that individuals’ self-competence beliefs enhance populist attitudes. Individuals who conceive themselves as able to understand and participate effectively in politics are more critical towards politicians and more prone to consider that citizens could do a better job. The article also hypothesises that internal efficacy enhances the likelihood of experiencing anger, which in turn promotes populist attitudes. Experimental and comparative observational evidence shows robust direct effects of internal efficacy over populism, as well as a smaller indirect impact via feelings of anger. These findings raise important questions regarding the nature of populism and how to fight it in our emancipated and information-intensive democratic systems.  相似文献

The paper inquires critically into Podemos as an instance of left-wing populism in contemporary European politics, putting forward four claims and a major thesis. First, Podemos was started as an original endeavour to ally in a hybrid mix two divergent approaches to democratic politics: the horizontal, open and networked mobilizations of the multitude, and the vertical, hierarchical, formal and representative structures of party formations, on the other. Such an amalgam might serve to combine the virtues of different models of democracy. Second, Podemos’ populism exemplifies a creative version of a ‘politics of the common’, but the terms of the ‘common sense’ are inflected in the direction of social rights, inclusion and egalitarian democracy. Third, Podemos illustrates a unique ‘reflexivity’ in the pursuit of populism. The party leadership has taken its cues from E. Laclau’s hegemonic theory of populism and implements it in its political strategy. Fourth, since the autumn of 2014, Podemos has arguably seen the gradual preponderance of a vertical, ‘hegemonic’ logic, reflecting a particular reading of populist theory which is prevalent among the party’s leadership. The broader thesis is that a dualist politics, which welds together horizontalism and verticalism in a conflictual bind, is a prima facie plausible strategy for renewing democracy in the present critical context. But a political organization like Podemos will be able to redeem its democratic promises as long as it maintains a constructive balance between these two political logics, avoiding the reassertion of centralized leadership and the suppression of pluralism which are typical of the populist tradition.  相似文献

Abstract

Greece, Portugal and Spain are among the countries worst hit by the 2008 Great Recession, followed by significant electoral and political turmoil. However, one of the dimensions in which they differ is the presence and varieties of populism in parties’ political proposals. Drawing on holistic coding of party manifestos, we assess the varying presence of populist rhetoric in mainstream and challenger parties before and after the 2008 economic downturn. Our empirical findings show that populism is much higher in Greece compared to Spain and Portugal. We do not find a significant impact of the crisis as the degree of populism remains rather stable in Greece and Portugal, while it increases in Spain, mainly due to the rise of new populist forces. The study confirms that populist rhetoric is a strategy adopted mainly by challenger and ideologically radical parties. In addition, inclusionary populism is the predominant flavour of populist parties in new Southern Europe, although exclusionary populism is present to a lesser extent in the Greek case. We contend that the interaction between the national context – namely the ideological legacy of parties and the main dimensions of competition – and the strategic options of party leadership is crucial for explaining cross-country variation in the intensity of populism and the specific issues that characterise populist discourse.  相似文献

Worldwide, voters are supporting populist candidates who promise to upend “politics as usual.” Despite all we know about populism, we still do not know how individuals respond to populist content during campaigns, particularly compared to other common content in liberal democracies. This paper adapts framing theory to an online electoral context to argue that populist campaign messages will generate more online engagement compared to three alternative conceptions of the relationship between the people and the elites: pluralism, technocracy, and neutral messages. The paper adapts Snow and Benford's seminal 1988 theory of resonance to studies of populist communication and assess whether populism resonates more with online social media users. An original dataset using the campaign Tweets of 22 national-level actors across five countries is used to test the theory: Brazil, Mexico, Colombia, Italy, and Spain (N = 1777). The findings suggest that citizens on Twitter engage with populism more than its alternatives in certain contexts.  相似文献

Empirical studies have demonstrated that compared to almost all other parties, populist radical right (PRR) parties draw more votes from men than from women. However, the two dominant explanations that are generally advanced to explain this disparity – gender differences regarding socio-economic position and lower perceptions regarding the threat of immigrants – cannot fully explain the difference. The article contends that it might actually be gender differences regarding the conceptualisation of society and politics – populist attitudes – that explain the gender gap. Thus, the gap may be due, in part, to differences in socialisation. The article analyses EES 2014 data on voting for the populist radical right and the populist radical left in nine European countries. Across countries, the gender gap in voting for the PRR is indeed partly explained by populist attitudes. For populist radical left parties, the results are less clear, suggesting that populism has different meanings to voters on the left and on the right.  相似文献

In the genealogy of the Scandinavian populist-party family, agrarian populism has been largely neglected and, when discussed at all, it is traced back to Finland in the late 1950s. This paper argues: (i) that agrarian populism long predated the 1950s and that it was politically salient from the decade before Finnish independence in 1917; (ii) that it is useful to distinguish between an agrarian-class and agrarian-populist party type; (iii) that in wider comparative perspective, first-wave Finnish agrarian populism was distinctive; and iv) that during the critical party-building phase, the Finnish Agrarian Party (AP) is best characterised a populist party embodying a diffuse small-farmer antipathy towards socially superior urban elites. The AP did not create this ‘bigwig hatred’ (herraviha), but in perpetuating it and ‘othering it’ within a binary ‘us-and-them’ paradigm, it became the first populist party in both Finland and Scandinavia.  相似文献

Right‐wing populist parties tend to combine criticism of how liberal democracy functions with calls for greater direct democracy. But do their voters share that support for direct democracy? In this article, survey data is used to examine, first, whether right‐wing populist candidates in Australia, Canada and New Zealand were more supportive of direct democracy than candidates of other parties. Second, the views of right‐wing populist voters about the functioning of democracy and direct democracy are investigated. While right‐wing populist candidates turned out to be far more likely to support direct democracy, right‐wing populist supporters did not mirror the candidates. Although these were among the most dissatisfied with how democracy worked, they did not necessarily favour referendums more than other voters. The findings have implications both for how we conceive of the relationship between populism and direct democracy and the remedies proposed for redressing populist discontent.  相似文献

Abstract

The ‘populist phenomenon’ has received a lot of attention in recent years. Yet little is known about the populists themselves: who are they? They are often described as bad-mannered provocateurs disrupting the political game, but also as charismatic leaders able to persuade and motivate. Can a populist ‘style’ or ‘personality’ be identified? This article assesses to what extent populists score differently from ‘mainstream’ politicians on established personality inventories. Using a new dataset based on expert ratings for 152 candidates (including 33 populists) having competed in 73 elections worldwide, it is found that populists score lower on agreeableness, emotional stability and conscientiousness. At the same time, populists score higher on extraversion, narcissism, psychopathy and Machiavellianism. These results have important implications for the study of the success of populists in contemporary democracies and beyond.  相似文献

What are the psychological roots of support for populist parties or outfits such as the Tea Party, the Dutch Party for Freedom or Germany's Left Party? Populist parties have as a common denominator that they employ an anti‐establishment message, which they combine with some ‘host’ ideology. Building on the congruency model of political preference, it is to be expected that a voter's personality should match with the message and position of his or her party. This article theorises that a low score on the personality trait Agreeableness matches the anti‐establishment message and should predict voting for populist parties. Evidence is found for this hypothesis in the United States, the Netherlands and Germany. The relationship between low Agreeableness and voting for populist parties is robust, controlling for other personality traits, authoritarianism, sociodemographic characteristics and ideology. Thus, explanations of the success of populism should take personality traits into account.  相似文献
