ABSTRACT

The purpose of this study is to investigate police cadets’ endorsement of the law enforcement style and the community policing style of policing at a time when both styles of police practices have received significant attention in China. The data used in the analysis were collected from a national police university in China featuring a large sample of 900+ cadets. The first research objective concerns the dimensionality of sentiments toward the two styles of policing among police cadets. The second is the identification of key factors associated with these styles. The principal findings are that police cadets do see the law enforcement style and the community policing style as two distinctive conceptual dimensions. Moreover, different factors are associated with endorsement of each of the two styles of policing. Policy implications of these findings are discussed in some detail.  相似文献

The current study attempted to expand the understanding victimization of police by examining the impact of a variety of factors related to community and aggressive policing styles on injurious assaults rates across 267 large municipal police departments. Regression analyses indicated that policing styles related to community meetings are associated with low levels of assault rates. Second, policing styles related to aggressive enforcement of drug laws has an aggravating effect on police victimization. Finally, departments that had high police-to-citizen population ratios also had lesser rates of injurious assaults.  相似文献

The role of the middle manager is crucial to a police organization. Despite this, little research exists concerning the characteristics of effective police managers, or the role that the promotional process and/or training plays in identifying and developing effective managers. To examine these issues, 328 Canadian police officers were surveyed and interviews were conducted with an additional 50 police professionals. The results highlight: (1) the importance of management in achieving organizational goals, (2) key characteristics of effective managers and common mistakes managers make, and (3) concerns surrounding the promotional process and the lack of managerial training. The implications of these findings are discussed.  相似文献

In Experiment 1, we examined whether three interview styles used by the police, accusatory, information-gathering and behaviour analysis, reveal verbal cues to deceit, measured with the Criteria-Based Content Analysis (CBCA) and Reality Monitoring (RM) methods. A total of 120 mock suspects told the truth or lied about a staged event and were interviewed by a police officer employing one of these three interview styles. The results showed that accusatory interviews, which typically result in suspects making short denials, contained the fewest verbal cues to deceit. Moreover, RM distinguished between truth tellers and liars better than CBCA. Finally, manual RM coding resulted in more verbal cues to deception than automatic coding of the RM criteria utilising the Linguistic Inquiry and Word Count (LIWC) software programme.In Experiment 2, we examined the effects of the three police interview styles on the ability to detect deception. Sixty-eight police officers watched some of the videotaped interviews of Experiment 1 and made veracity and confidence judgements. Accuracy scores did not differ between the three interview styles; however, watching accusatory interviews resulted in more false accusations (accusing truth tellers of lying) than watching information-gathering interviews. Furthermore, only in accusatory interviews, judgements of mendacity were associated with higher confidence. We discuss the possible danger of conducting accusatory interviews.  相似文献

In research on policing, James Q. Wilson was among the first scholars to suggest that local political culture constitutes a significant factor in explaining variation among law enforcement agency practices. Almost forty years after the publication of Varieties of Police Behavior, a classic study of police organizational behavior, Wilson’s monograph remains the basis of a widely held theory used to explain variation in police agency behaviors. More specifically, Wilson (1968) identified three distinctive styles of policing: the legalistic, the watchman, and the service styles. In his empirical work with these styles of policing, Wilson argued that local political culture was the major determinant of variation in policing styles. The purpose of this study was to retest the validity of Wilson’s argument in today’s policing environment. Using panel data collected among police agencies across the U.S. surveyed in 1993, 1996, and 2000, the authors found that there was little evidence to support the application of Wilson’s theory to the practices of contemporary police organizations.  相似文献

What do policing leaders think and know of forensic science? Beyond crime scene investigators or detectives, how do police senior managers perceive the role, utility and limitations of forensic science? Very few empirical studies have addressed the issue. Forensic scientsts should be concerned about the perception that law enforcement senior managers have of their discipline for two reasons. First, strategic and financial decision-makers are obviously key players in the overall administration and provision of forensic science, either as a supervisor, money provider or as a customer. Second, literature has highlighted that other actors involved in forensic science underestimate the scope and possibilities offered by forensic science, hence limiting its exploitation and potential. Following interviews with 18 police senior managers from Quebec (Canada), this study shows that they generally restrict forensic science to a reactive discipline whose role and utility is to identify offenders and support the Court. This understanding of forensic science, like that of many others including a significant share of forensic scientists, differs from the perception of other police activities in modern law enforcement agencies where proactive action is sought. Considering these findings and the growing body of literature which calls for forensic science to connect more tightly with policing and security, we advocate a more extensive education of police leaders regarding the scope of forensic science.  相似文献

Although strain in police–prosecutor relationships may be built into the criminal justice system’s checks and balances, the administration of criminal justice can benefit from the adoption of practices which improve these working relationships. A first step towards the adoption of such practices can be taken by first adding to the knowledge base regarding this understudied topic. Using a survey of a state-wide sample of Texas police chiefs, this exploratory study identifies which aspects of police–prosecutor interaction styles are predictors of police chiefs’ satisfaction with police–prosecutor relationships. Results indicate that perceived level of police input in prosecutors’ plea bargain and charging decisions, perceived directness of felony trial preparation communication method, and perceived frequency of decision-maker interactions predict police chiefs’ satisfaction with police–prosecutor relationships. More than a year after the killing of an innocent man, Jean Charles de Menezes, wrongly suspected by the Metropolitan Police of being a suicide bomber, the authors consider police accountability in combating terrorism. The authors argue that traditional policing styles in the UK are based on notions of reasonableness, compromise and respect for the individuals’ rights. A central tenet of our consent to be policed is the considered and rare use by police of coercive force, which is premised on a continuum ranging from negotiation at one extreme to lethal consequences at the other. Combating suicide terrorism in the UK using developed policies like Operation Kratos means that police are restricted to shooting to kill. Although there is undoubtedly a consensus that combating terrorism requires a robust and overt response, the authors ask whether it is ever possible to achieve a balance between liberty, security, and police accountability when dealing with difficult terrorist incidents. Police accountability is assessed in the context of operational policy-making and how that impacts on specialist police forces engaged in anti-terrorist operations. The authors conclude that since the introduction of Operation Kratos the nature of policing, and also its structure, is changing from being covert, understated and reasonable, to a zero tolerance, military, overt and oppressive style. In other words, traditional reactive policing styles have given way to a proactive military approach. Military styles of policing with overt displays of force tend to overlook civil rights and make more mistakes. We must be able to trust our police, because a trustworthy police is one which acknowledges our civil rights.

ABSTRACT

In unpacking the results of an in-depth longitudinal program evaluation, and in light of literature on police education, we analyse the various elements that contribute to the dynamic delivery of teaching in a police academy. A mixed-method analysis of 5 years of student evaluations enriched with the views of police education managers, coordinators, and educators provides an overview of the circumstances in which educators teach police recruits, the dynamics which unfold when teaching police, and the necessary characteristics for educators when addressing a police audience. This analysis positions the Tasmanian model of police education as an interesting case study in the midst of relatively critical literature about police education, and even more cautious studies on higher education partnerships in policing.  相似文献

ABSTRACT

Evidence-based policing is rapidly becoming adopted by policing agencies among policing jurisdictions. Many academic programmes have been established in higher education to train police managers in applied criminology. However, there is a lack of literature for police officer practitioner researchers (POPR) who might undertake qualitative research, especially research projects that examine police behaviour. This paper reflects on the changing role of the practitioner-researcher and suggests that police officers undertaking qualitative research need to learn to ‘switch off their police role’ and ‘switch on their researcher role’. The author’s insights are drawn from his own experience of qualitative fieldwork working with police officers from New Zealand Police and South Australian Police.  相似文献

This paper challenges the popular claim that police labor shortages existed in large American cities during the late 1960s and early 1970s. Empirical tests of a police salary determination model reveal that police managers and public officials possess only limited direct control over police wges. Hence, manipulation of police manpower utilization practices (and, more basically, labor supply to police departments) is the principal way of overcoming “labor shortages.” In recent years, this has included substitution of clerical for sworn personnel, elimination of non-job-related entry requirements, and expansion of auxilhry police forces.  相似文献

The Netherlands’ Ministry of Security and Justice has agreed on performance targets with the country’s police departments. Introducing the targets created a shift to controlling performance in team management focus. This empirical study of police teams in Utrecht in the Netherlands (N = 134) focuses on the influence of leadership style, gender and psychosocial team factors when teams are required to achieve agreed performance objectives. We address calls in the literature for more research into (objective) measures relating to effective police leadership and existing (police) management practices. Gender homogeneity, a combination of charismatic, empowering and transactional leadership styles, and team members’ awareness of team achievements were found to be relevant. The practical implications of these results are discussed.  相似文献

While over 60% of police agencies in the United States are either implementing or planning for community policing (Annan, 1995), actual implementation of community policing practices is disjointed and has produced more problems than solutions. One such problem is the resistance among officers to the philosophy itself. In a study of the orientations of noncommunity policing officers in the largest public safety department in the US, it is determined that elements of the organizational culture of the police agency are not significant predictors of support for the community policing philosophy. Rather, individual orientations toward citizen involvement in crime prevention and job involvement are predictors of officer support. Implications for police managers are discussed.  相似文献

Wilson identified three policing styles by analyzing the approach of police in order-maintenance and law enforcement situations Styles can also be developed by considering policing methods in relation to their impact upon the general community. The relation between police and immigrants has become a topic of scholarly fields of research as immigration has increased the number of new residents and people from a variety of countries and cultures into Finland. This new phenomenon has slowly changed the country to a multicultural society, thus requiring government agencies to adapt and adjust in the ways they provide services to the citizenry. Moreover, empirical research studies on minorities’ and immigrants’ perceptions of the police posit that certain factors are responsible for minorities’ lack of trust in the police. Little attention has been given to this issue in Finland. The aim of this study is to analyse and explore as well as add to the growing scholarly research on the perception and cooperation between immigrants and the police in Finland in order to address the factors that could possibly be responsible for immigrants’ lack of trust in the police. To address these issues, the study uses the experiences of 23 out of the 65 Africans whose ages range from 28 to 50+ who have resided in the country for five or more years. The findings indicate a depth of troublesome cross-cultural understanding between the participants and the police owing to differences in the policing styles in Finland and the respondents’ countries of origin. The concept of over-policing is analysed with a view to ensure the effective protection of the human rights of the participating immigrants within the country’s criminal justice system.  相似文献

There is a great deal of evidence that would indicate that the characteristics of a community are related to public policy decisions. This investigation examines and compares the community and departmental characteristics of cities that employ college- educated chiefs of police by means of lateral entry with a group of matched communities that do not. It is hypothesized that the particular characteristics of cities in terms of general socio- economic status (SES) characteristics will play an important role in the style of law enforcement that prevails. By uncovering these characteristics, some generalized assumptions can be made about what citizen expectations of police managers and police department policies might be.  相似文献

ABSTRACT

Policing in the UK is currently undergoing changes to the training and attained qualifications of entry level police officers. The College of Policing is in the process of developing three entry routes into the profession, one of which is a graduate conversion course for those new recruits who hold, at a minimum, a Bachelor’s degree. The objective of this research was to gather evidence on existing conversion courses to inform the development of this route. A rapid evidence assessment was undertaken to a narrative synthesis of the literature on graduate conversion courses in other professions. Fifty-one studies were identified and coded. Four main themes emerged from the available evidence as being central. These themes – learning styles, translating theory into practice, teaching methods and assessment were cross cut by pedagogical sub-themes of collaborative learning, and reflective practice. Policy and practice implications for a policing conversion course are drawn out to guide development and delivery of police training and education in the 21st century.  相似文献

Abstract

The use of informers is morally problematic for police institutions, for investigation managers, and for those individuals either who act as informers or who have daily responsibility for handling informers. This paper examines the moral issues concerning informers at each of these levels. Recourse to informers can be accommodated within Miller and Blackler's moral theory of policing. Within this context, criteria for the morally justifiable deployment of informers are proposed and supplemented with further proposed criteria for morally justifiable informer participation in crime. Morally justifiable recruitment of informers is also considered. Despite directly serving the purpose of policing, informers do not incur police professional obligations.  相似文献

Methamphetamine incidence in driving under the influence cases in the City and County of San Francisco is a significant and on-going challenge. Two methamphetamine positive driving cases are presented herein demonstrating some similarities in observed signs and symptoms and drug blood concentrations but which are also characterized by very different driving styles and behaviours towards the police officers when encountered on the road.  相似文献
