Europeans constituted their post‐Second World War political identities in terms shaped by the Cold War but matters took an unexpected turn when the events of 1989/91 required acknowledgement of the hitherto largely unremarked existence of the project of the European Union. The question of the identity of Europe/Europeans moved into mainstream debate: how can the variety of 'national pasts' be reconciled, how might ideas of Europe/Europeans fit within the range of identities affirmed by Europeans, and can the project present a clear image within the international community? The European Union is the only game in town for Europeans but it is also deficient; reform is made more difficult by the struggle to define the post bloc world: reform for what becomes the issue ‐ upgraded US ally, loose free trade area or federal polity? These are awkward questions but the continent is recovering from the catastrophe of its twentieth century and one can feel optimistic for the future. 相似文献

Abstract This paper examines US, Japanese, and European political economy approaches to China, and their effect on US–Japan and US–EU relationships. Great powers with a greater security concern in dealing with another major country care more about power while those with less of a concern are preoccupied with calculations for wealth. China's rise and its actions have posed a far greater security challenge to the United States and Japan and are driving the two countries closer together. The political economy game involving China reveals a dominant welfare motive among the advanced market economies. The ambition to transform China politically has diminished. China's integration into the global market makes a relative gains approach difficult to implement. Globalization simply limits the ability of a state to follow a politics-in-command approach in the absence of actual military conflict, which explains why the political economy approaches of the United States, Europe, and Japan are not that different in the scheme of things. China's own grand strategy to reach out to the world to outflank the US–Japan alliance has also contributed to a divergent European policy toward China although there are severe limitations to Beijing's ability to drive a wedge between the United States and Europe. 相似文献

The barriers to concerted political action on climate change mitigation are steep, especially in multilevel systems where power is diffused and authority contested. This article seeks to explain how mobilization—galvanizing resources and people to participate actively—occurs in complex multilevel systems. It compares two different polities—the United States and the European Union—to tease out the key features of multilevel systems and how they affect climate activism and mobilization. To capture this dynamic, it proposes a three‐staged model of mobilization: awareness building, alliance building, and network creation. The latter stage features “mobilization networks”—stakeholder networks able to transcend levels and institutional inertia and steer polities toward particular climate goals. The article demonstrates how each stage of mobilization is highly contingent on stakeholders' ability to exploit—or at least navigate—multilevel institutional barriers. 相似文献

The study of European integration has traditionally focused on organisational growth: the deepening and widening of the European Union (EU). By contrast, this article analyses organisational differentiation, a process in which states refuse, or are being refused, full integration but find value in establishing in‐between grades of membership. It describes how the EU's system of graded membership has developed, and it explains the positioning of states in this system. The core countries of the EU set a standard of ‘good governance’. The closer European countries are to this standard, the closer their membership grade is to the core. Some countries fall short of this standard and are refused further integration by the core: their membership grade increases with better governance. Other countries refuse further integration because they outperform the standards of the core countries: their membership grade decreases as governance improves. These conjectures are corroborated in a panel analysis of European countries. 相似文献

AbstractThe parallels between the monetary politics of the gold standard and that of the eurozone crisis are striking and have informed contemporary debate about the future of European integration. The eurozone crisis has been widely interpreted as the result of a mismatch between international monetary integration and a concomitant lack of fiscal integration, or more broadly as the result of a European Union which is economically integrated, yet politically fragmented. The prospect of a 1930s-style descent into division and nationalism has formed the backdrop against which moves towards extensive integration at the supranational level have been made. Polanyi diagnosed the political effects of monetary integration through his analysis of the gold standard system in The great transformation, making it important that we unpack his analysis and consider carefully how a Polanyian perspective might apply to the eurozone today. I argue that Polanyi encourages us to look beyond ‘monetary vs. fiscal’ and ‘economic vs. political’ characterizations of European integration, and instead to examine how such oppositions are formed in the first place and how they constrain political debate, particularly in terms of how ‘sound money’ is established as the highest policy concern. Through a re-reading of Polanyi's distinction between ‘all-purpose’ and ‘special-purpose’ money, I highlight how, despite the huge efforts undertaken to preserve the identity of the euro as an all-purpose currency, the eurozone crisis has rendered visible a series of latent conflicts between the different functions of money. This analysis moves us away from the ‘monetary vs. fiscal’ integration view of the eurozone crisis and towards a more open study of how the various possible purposes of money are being articulated and challenged, offering some limited hope for alternatives to the current eurozone policy agenda. 相似文献

The new Greek party system which emerged after the restoration of democracy in 1974 is characterised by a combination of features indicative of both continuity and change in comparison with the party system that existed before the military coup of 1967. This article concludes that in the present phase the contribution of parties to institutional consolidation and the stability of party identification, though not negligible, remains uncertain. It is likely to be influenced by variables both internal and external to the political system, relating to party interaction and to the relationship of parties with state and society. 相似文献

From capacity to sovereignty: Legislative politics and differentiated integration in the European Union

The literature suggests that legislative politics among European Union Member States is characterised by economic exchanges, and constrained by the social norms of a European community of legislators. Both views draw a clear line between the legislative process and the conflicts over sovereignty that have left their mark on treaty making and European public opinion since the 1990s. This article suggests revisiting this view, based on an analysis of why Member States have opted out of legislation from the 1970s to today. It argues that differentiation, while once a response to capacity problems of relatively poor countries, has recently become driven by sovereignty concerns of the Union's wealthy and nationally oriented Members that oppose the EU's intrusion into core state powers. The article presents evidence for the impact on legislative outcomes of factors so far thought not to matter. The results indicate greater European‐level legislative responsiveness towards national sovereignty demands than previously recognised. They underline that the nature of European politics has been changing with the EU's push into core state powers. 相似文献

The constitution of a European demos with a collective identity is one of the preconditions for adjusting the legitimacy problem of the European Union (EU). The analysis attempts to clarify empirically whether there is sufficient commonality regarding Europeans' political value orientations to substantiate a collective identity. Particularly in view of the European Union's eastward enlargement, the question arises whether widespread cultural heterogeneity in Europe allows the formation of a European demos at all. In Europe we can identify a West-East axis of political value orientations. Democratic attitudes decrease the further to the East while at the same time there is an increase in etatist orientations. Thresholds can be observed which distinguish Western European countries on the one hand and Central and Eastern European countries on the other. Within the group of Central and Eastern Europe a further distinction can be made between the three Slavic republics of the former Soviet Union and the rest of the countries. These findings support Huntington's theory of civilisations. 相似文献

Abstract This article evaluates the planning process and initial implementation of the Rule of Law Mission of the European Union in Kosovo (EULEX). It shows that the original intention was to have a smaller presence than the predecessor United Nations Mission in Kosovo (UNMIK). Yet as a result of a lack of settlement on the international status of Kosovo, the European Union ended up with a robust mandate and it was unable to make a fresh start in order to distinguish itself from the United Nations. EULEX has, nonetheless, successfully established itself, but it remains too early for a final judgment. 相似文献

The Lion and the Eunuch challenges the failures of British politicians to adequately understand the complexities, and the subtleties, of British national identity, and goes on to define it for them. It also explains reasons for our current confusions over who we are in the world. In 1940 Orwell wrote The Lion and the Unicorn as a rallying cry for a richly identifying country that was still able to imagine itself, and re‐imagine itself, as the need arose. How does the European Union integrate new values into the text of its treaties? A growing body of literature indicates that, in the past three decades, new norms and values have entered the EU's discourse, resulting in what is usually termed ‘normative power Europe’. Yet the research and knowledge to‐date about the EU's discursive assimilation of new values and norms is surprisingly poor. As any institutional change, such integration has the potential to undermine the coherence of the EU's identity and thus also its objective to ‘speak with one voice’. This article explores the EU's discursive management of the continuity‐versus‐change imperative by analysing the integration of new values into the text of its treaties. This issue is addressed based on a quantitative content analysis on the full texts of European founding treaties between the 1950s and 2009. Findings show that the distribution of the EU's values in the text is not uniform: while the language of market economy and democracy is pervasive, the values of peace, European identity, rights and social justice are mentioned less frequently and in restricted linguistic environments. To account for the differences in the integration of values into the EU's treaty discourse, the article develops the notion of a discursive mechanism of differentiated value integration (MDVI). This rationale echoes the logic of differentiation in policy implementation employed by the EU. It is claimed here that, applied in the European discursive arena, MDVI allows radically different readings of the same text. As the extraordinary session of Kosovo's parliament held on February 17, 2008, the declaration for independence of Kosovo was enacted. From the aspect of European Union (EU) which consists of 28 member states, Kosovo was recognized by 23 member states of the union until the present. This means that the process of the international recognition of Kosovo by the member states of the EU is carried out in satisfactory direction for the Kosovo's authorities, unlike the first attempt in 1991 when Kosovo also demanded international recognition from the union during the process of the dissolution of the former Socialist Federal Republic of Yugoslavia (SFRY), however, this application of Kosovo's recognition was not reviewed at all. Hence, in conditions of the same legal status of Kosovo in Serbia as well as the same legal foundation in 1991 and 2008, we can notice the double criteria in application of the international law by the EU. Therefore, the issue that we would like to raise is whether the international law for the EU is a true law or moral/law of choice. The article examines the European Commission's use of its legal powers over mergers. It discusses and tests two views. One is that the ‘neoliberal’ Commission has ended previous industrial policies of aiding ‘national champion’ firms to grow through mergers and instead pursues a ‘merger‐constraining’ policy of vigorously using its legal powers to block mergers. The other is that the Commission follows an ‘integrationist policy’ of seeking the development of larger European firms to deepen economic integration. It examines Commission decisions under the 1989 EC Merger Regulation between 1990 and 2009. It selects three major sectors that are ‘likely’ for the ‘merger‐constraining’ view – banking, energy and telecommunications – and analyses a dataset of almost 600 Commission decisions and then individual merger cases. It finds that the Commission has approved almost all mergers, including by former ‘national champion’ firms. There have been only two prohibitions over 20 years in the three sectors and the outcome has been the creation of larger European firms through mergers. It explains how the Commission can pursue an integrationist policy through the application of competition processes and criteria. The wider implication is that the Commission can combine competition policy with achieving the ‘industrial policy’ aim of aiding the development of larger European firms. 相似文献

This article argues that international peacebuilding efforts must be understood as identity-building projects and applies what we know from social psychology about identity processes to post-conflict peacebuilding. It argues that international peacebuilders must pay careful attention to the relationship between the multiple sources of identity from which individuals draw their self-concepts, such as their ethno-national belonging and their citizenship. Using qualitative evidence from field research on international interventions in post-conflict education reform in Bosnia-Herzegovina in the decade following Dayton, the article contends that the international community's efforts on the ground entrenched ethno-national group boundaries while simultaneously challenging the distinctiveness of these ethno-national identities. As a result, rather than being sites of peacebuilding, the schools of Bosnia-Herzegovina became sites of heightened tensions and controversy. 相似文献

Faced with increasing and diverse migratory pressures in the post Cold War period, European states have created an increasingly complex system of civic stratifications with differential access to civil, economic and social rights depending on mode of entry, residence and employment. Now at the beginning of the twenty-first century, expansion and contraction of rights have occurred within a managerialist approach which, though recognising the need for immigration, applies an economic and political calculus not only to labour migration but also to forms of migration more closely aligned to normative principles and human rights, such as family formation and reunification and asylum. At the same time, states are demanding affirmation of belonging and loyalty, leading to greater emphasis on obligations in the practice of citizenship. The first part of the paper traces the evolution of a managerialist regime and its consequences for the reconfiguration of spaces of citizenship. The second section examines the development of new contracts of settlement and the management of diversity as the state reasserts its national identity and sovereignty. 相似文献
