ABSTRACT

It is an old adage that local government is a training ground for democracy. Its human scale means that political amateurs can contribute effectively and meaningfully to the politics of a state. But in a political climate seemingly driven to consolidate local government into ever larger units, can a not so local local government still elicit an efficacious and participatory citizenry? This paper explores the effect of municipality population size on two important aspects of democratic culture: political efficacy and political participation. Via a two-part systematic review, the paper examines how extant empirical literature bears on the relationship between size and both of these aspects, hypothesising that political efficacy plays a mediating role between size and participation. The findings are unequivocal: citizens of smaller municipalities feel a greater sense of political efficacy and participate to a greater degree in local politics.  相似文献

This study examines the effects of political knowledge on various types of political participation by focusing on five recent presidential and legislative elections in Taiwan. The empirical findings indicate that political knowledge has positive effects on some types of political participation but the effects of political knowledge on different types of political participation vary by the types of electoral systems and elections. Besides, although the interviewer's assessment of the respondent's level of information has been widely used as an effective indicator of political knowledge, this study shows that the interviewers tend to rate men and partisans as politically knowledgeable, which might lead to a biased estimate of political knowledge. Overall, this study provides insight into the relationship between political knowledge and political participation in Taiwan.  相似文献

In recent decades, armed groups have shown an increased interest in creating political parties to take part in institutional politics. By using these political wings to participate in elections and win public office, some of them have gained enormous political power. However, despite the important real-world implications of this trend, the existing literature on the topic is still underdeveloped. This article contributes to a better understanding of this subject by examining the factors that motivate armed groups to set up a political wing and compete in elections and by assessing how political participation affects an armed group's strategic outlook. The hypotheses on political wing formation and development are tested by analyzing the decision-making patterns of Hizballah. The findings suggest that the political involvement of armed groups does not follow a linear development process from armed to political organization, but instead assumes cyclical patterns: political accommodation and armed struggle are chosen in turn in response to shifts in the relation and the internal balance of power between a given group's political and armed wings.  相似文献

This study extends research on Institutional Collective Action by testing a transaction cost explanation for self-organising economic development agreements between US cities. We offer a unique contribution to this literature by identifying how these agreements between cities with similar political institutions mitigate the transaction costs of collaboration, and how characteristics of these agreements combine with political institutions to shape collective action. The results of an empirical analysis of data collected through a survey of local officials suggest the alignment of high-powered political incentives between cities mitigates the coordination and division problems of forming a joint venture. Agreements that enable elected officials to distribute the benefits of an agreement are also found to moderate this effect.  相似文献

ABSTRACT

Brand hate is defined as a severe dislike for a product or service by the consumer. Although brand hate has been recognized as a critical element, in the political market, there is a lack of understanding of the impact of brand hate on voters. This study is an attempt to examine the antecedents and consequences of brand hate in the political market. The study reveals that unmet expectations, symbolic incongruity, and ideological incompatibility of electorates have a significant positive impact on brand hate intensity. The result shows that political product involvement significantly mediates the relationship between unmet expectations, symbolic incongruity, and ideological incompatibility and brand hate intensity. The study further reveals that as an outcome of political brand hate, electorates put emphasis on either brand avoidance and/or brand extremism. The outcome of this study may help political parties gain knowledge about the impact of political brand hate.  相似文献

King Alexander's dictatorship in Yugoslavia (proclaimed in January 1929) was an expression of a real political need for consolidation in the country; however, in essence, it was an autocratic and repressive regime. More decisive moves toward a return of democracy did not occur, even later, after the replacement of his regime in June 1935. The political methods in the internal political life followed the pattern from the first half of the 1930s to the very eve of World War II. Such a situation also defined the relationship between the Slovenes and Yugoslavia. Slovene politics continued to look at the state from two angles – a unitary/centralist angle on the one hand and an autonomist/federalist angle on the other. Both camps (as well as other Yugoslav political players), however, failed to create an environment that would enable truly democratic compromises. The state was stuck at a “standstill,” but in spite of all its flaws, in the view of the Slovene political groups it represented the most suitable environment for the political and national life of Slovenes. Any serious political calculations that would go beyond this framework hardly existed.  相似文献

Historical research, mainly focused on early-modern Europe, has suggested a positive link between taxation and democracy. This study approaches the connection in a present-day developmental context by looking at differences between taxpayers and non-taxpaying citizens in terms of political interest, a precondition for accountability demands. Using survey data from sub-Saharan Africa, a multilevel analysis shows that taxpaying increases political interest. The causal direction of this finding is confirmed through an instrumental variable analysis. The results support the existence of the mechanisms underlying the theory of taxation working as a generator of political engagement and democracy.  相似文献

Despite the growing interest on the influence of gender in local government, the relationship between women’s political representation on municipalities, as council member or as female mayors, and transparency is an under-researched topic. This article analyses the political representation of women in Spanish local councils and their influence on the level of transparency. Results show that women’s political representation in municipalities has a positive influence on the level of transparency, increasing information transparency and reducing information asymmetry.  相似文献

Irrespective of the systems of government, a major question is: what are the views and perceptions of the bureaucrats about politics–bureaucracy relations? Aiming to address this problem, in this article an attempt has been made to undertake an empirical study of bureaucracy in Bangladesh. The study reveals that as a post-colonial structure, government bureaucracy is an essential and integral part of the administration in Bangladesh but the bureaucracies are always in a dilemma regarding their relationship with the political leaderships. The relationship between politicians and bureaucrats is neither normatively dichotomous with political neutrality nor abundantly cohesive or responsive to the political leaderships according to the perceptions of bureaucracy. Moreover, bureaucracy in Bangladesh is suffering from a moral puzzle between political neutrality and political responsiveness even though the bureaucrats are still in a dominant position in some cases.  相似文献

We seek to understand both the incidence and the impact of the African political business cycle in the light of a literature which has argued that, with major extensions of democracy since the 1990s, the cycle has both become more intense and has made African political systems more fragile. With the help of country case studies, we argue, first, that the African political business cycle is not homogeneous, and occurs relatively infrequently in so-called ‘dominant-party systems’ where a pre-election stimulus confers little political advantage. Secondly, we show that, in those countries where a political cycle does occur, it does not necessarily cause institutional damage. Whether it does or not depends not so much on whether there is an electoral cycle as on whether this cycle calms or exacerbates fears of an unjust allocation of resources. In other words, the composition of the pre-election stimulus, in terms of its allocation between different categories of voter, is as important as its size.  相似文献

This article is the fifth and final in a Nationalities Papers series providing an overview of the development of Romani political group representation and administration, from the arrival of Roma to Europe up to 1971, the landmark year of modern transnational Romani politics. The article concentrates on the period between the Second World War and 1970 and the emergence of the following phenomena which distinguish this period from those covered in the previous articles: some limited Romani participation in non-Romani mainstream political or administrative structures, an international Romani evangelical movement, reconciliation between Romani political representation and the Catholic Church, national institutions created by various governments to aid the administration of policies on Roma and rapid growth of non-governmental organizations addressing Romani issues.  相似文献

African presence in Europe can be traced back to Roman times, yet African peoples within European spaces are continually perceived and often treated as new migrants with no sense of an historical attachment to European soil. This paper seeks to understand and challenge this conception of black migrants to Europe by focusing on the community and political activities of black subjects in European spaces. Using Britain as a primary reference point, the paper argues that the unfolding nature of black political activity in European spaces emerges as a result of dynamic interactions between black protagonists and the state. The nature of these interactions it is argued are racialized in character and that black community organizations and individuals play a crucial role in determining the forms and nature of political activity and outcomes that operate under the guise of minority ethnic mobilization. This paper argues a point that is often overlooked in the literature that focuses on African and other immigrants to Europe as recent migrants with problems. The paper uses a refined political opportunities approach and focuses on state practices and black community organizational practices between the First and Second World Wars to outline the varied nature of black community and political activity in an era of state antagonism towards black populations at home and abroad. The paper argues that context, state power and action, and the activities and ideas of black community organizations interact in dynamic ways to account for the changing nature of black political activity in European spaces.  相似文献

Political assassinations can dramatically impact political and social dynamics, especially in times of violent political conflicts or electoral competition. The current study explores if and how specific social and political events facilitate the occurrence of political assassinations. After an examination of the logic of political assassinations, a theoretical framework is presented, which explains the role of civil wars and electoral processes as facilitators of different types of political assassinations. The theory is tested via a dataset of political assassinations worldwide between the years 1946–2013. The findings confirm that different sets of structural and contextual factors facilitate assassinations against heads of state, legislators, and leaders of opposition movements/parties. In addition, the findings illustrate the tendency of elections, especially in nonliberal settings and in polarized societies, to facilitate political assassinations rather than to calm the political environment. In contrast, civil wars have a more limited impact on the probability of assassinations, and their intensity and endurance mainly enhance the risk of assassinations of legislators.  相似文献

Kyrgyzstan is a country that has recently attracted attention with its different features in post-Soviet Central Asia. The country could not be institutionalized by either an authoritarian means or a democratic regime after her independence in 1992. Political life has been shaped by political confrontation between administrative authorities that have tendencies to strengthen the authoritarian regime and local political leaders who act centrifugally. This article, in the light of this background, aims to investigate the political process in the framework of the ‘Tulip Revolution’ that took place in 2005. Initially, social, economic and cultural dynamics, which have impacts on the political processes, are analysed, and next, the contemporary implications of these dynamics are examined in detail. Finally, probable influences of the political developments witnessed after 2005 and the potential direction of transformation of the political regime are discussed.  相似文献

This article provides an introduction to the special thematic section on political mobilization in East Central Europe. Based on a brief presentation of the main arguments of the individual articles, the authors discuss the recent political volatility in East Central Europe. They highlight the tension between fierce political rhetoric and populist policies on the one hand, and low levels of voter turnout and overall political participation in the region on the other. The authors argue that recent cases of successful as well as unsuccessful political mobilization in East Central Europe point to structural re-alignments in the region’s political landscape. In particular, the parties that are successful are those that manage to communicate their visions in new ways and whose messages resonate with nested attitudes and preferences of the electorate. These parties typically rally against the so-called establishment and claim for themselves an anti-hegemonic agenda. The introductory essay also asserts that these developments in East Central Europe deserve attention for their potential Europe-wide repercussions – especially the idea of “illiberal democracy,” which combines populist mobilization and autocratic demobilization and finds adherents also in more established European democracies.  相似文献

Accusations of dishonourable campaigning have featured in every Argentine presidential election since the return to democracy in 1983. Yet, allegations made in the elections this October and November looked different from earlier ones. The campaign team for the centre-leftist candidate Daniel Scioli argued that Cambiemos, the centre-right coalition led by Mauricio Macri, was abusing the political affordances of social media by running a Twitter campaign via ‘50,000’ fake accounts. This paper presents evidence suggesting that both teams promoted their campaigns through automation on Twitter. Although the Macri campaign was subtler, both teams appear to have used automation to the same end: maximizing the diffusion of party content and creating an inflated image of their popularity. Neither team attempted to muffle or engage with opposing voices through automation. We argue that in a political culture fixated on the appearance of popularity, the use of automation to simulate mass support appears an organic development as campaigning enters the still unregulated Twittersphere. We compare our findings to the uses of automation in the Russian Twittersphere and conclude that there may be greater variation in the political usage of Twitter between political contexts than between different types of political event occurring in the same country.  相似文献

This paper investigates the mechanisms of democratisation leading to the formation of pseudo‐democratic political systems in the contemporary Muslim world. It is argued that pseudo‐democracies in the Muslim world are created and strengthened by the structural opposition between three types of democratic doctrines, social practices and institutional mechanisms inspired by liberalism, republicanism and Islamism. Departing from the usual instrumentalist analyses that dominate the democratisation literature, this account emphasises that pseudo‐democratic regimes are not simply an expedient fallback position from liberal democratic systems but dynamic political orders based on alternative notions of democracy. It is argued that what is specific to the Muslim world as a socio‐historical construct is that pseudo‐democracies are produced by the evolving stalemate between the three abovementioned political currents. In these polities liberal democratic discourses and practices are undermined by non‐liberal yet demotic forms of social mobilisation and political learning that are more effective than laissez‐faire models of liberal political mobilisation.  相似文献

In this paper, we evaluate the impact of associational life on individual political trust in 57 Swiss municipalities. Our hierarchical regression models show that individual political trust is not only affected by individual associational membership but also by the exchange between associations and local political authorities in a community. In other words, if political authorities and associations are linked at the community level, citizens will place more trust in their local institutions. Furthermore, we find clear evidence for the rainmaker hypothesis: our results show that the positive effect of a vibrant connection between associational life and local politics on political trust is not solely confined to the associational members themselves, but rather indicate that the structure of the local civic culture fosters political trust among members and non-members at the same time. However, the internal democratic processes of associations have no effect on individuals’ trust in local political institutions.  相似文献

Using the case study of the Kurdistan Region of Iraq (KRI) and the 2017 independence referendum, this article examines the nexus between independence referendums, nationalism and political power. It argues that the referendum in the KRI was held due to internal political competition and growing rebellion from the population against the poor economic performance and political situation rather than because the time was right for independence referendum. Focusing on the poor political and financial dynamics, as well as the lack of regional and international support for Kurdish independence, the article argues that independence was not a realistic goal and was rather used as a distraction amid internal turmoil. The example of the referendum in the KRI poses questions about the democratic credibility of such referenda, as the population were voting for an unachievable result and the referendum itself became a tool of internal political competition.  相似文献

In this article we estimate a time-series model of excess liquidity in the Egyptian banking sector. While financial liberalisation and financial stability are found to have reduced excess liquidity, these effects have been offset by an increase in the number of violent political incidents arising from conflict between radical Islamic groups and the Egyptian state. The link between political events and financial outcomes provides a rationale for economic policy interventions by the international community in response to increases in political instability.  相似文献
