This article addresses cultural policy in post-Communist Romania, focusing on the justifications for support of culture and the arts. The objectives are to clarify values legitimizing public support and to determine their effect on the meaning and impact of cultural policy. The author argues that justifications of public funding—instrumental or intrinsic—depend on how successive governments represent the roles conferred to culture and the arts, as well as on the particular ideas of culture and art they promote. Policy discourse after 1989 has been characterized by its nourishment of a persistent instrumental ideology that gradually connected to the international debate and has been dominated by a traditional, narrow conception of culture and art, which conflicts with a modern conception. Until recently, the fluctuations and conflicts between different values and ideas of culture and art have worked to constrain cultural policy, disrupting its implementation and altering its effects.  相似文献

On 20 October 2005, the 33rd UNESCO General Conference adoptedby a majority of 148 votes to two the Convention on the Protectionand Promotion of the Diversity of Cultural Expressions (CCD).The major objectives of the CCD are the recognition of the dualnature of cultural expressions as objects of trade and artefactsof cultural value and the recognition of the sovereign rightof governments to formulate and implement cultural policiesand measures for the protection and promotion of cultural diversity.The ambitious role assigned to the CCD by its proponents isto fill an existing lacuna for cultural objectives in publicinternational law and to serve as a cultural counterbalanceto the World Trade Organization (WTO) in future conflicts betweentrade and culture. Opponents, however, have criticized the CCDas an instrument of disguised protectionism and claimed thatit violates freedom of expression and information. This articleendeavours to explain how cultural diversity has become an issueof international law and provides a critical assessment of thestrengths and weaknesses of the CCD. This article examines the applicability of the theory of multidimensional value space by Lynn A. Curtis and the theory of social cultural resistance—Afrocentrism by Daniel E. Georges-Abeyie for explaining so-called Black crime and Black juvenile delinquency in general and Black female crime and Black female juvenile delinquency in particular. It notes that the increase in so-called Black crime and Black juvenile delinquency in general and Black female crime and Black female juvenile delinquency in particular may be illusion, not fact. This article notes that perception, at times illusion, may have, and frequently does have, real outcomes, including criminal justice outcomes and delinquency outcomes. It notes that the so-called Black racial monolith is a fiction that race and ethnicity are distinct entities, as are sex and gender that the so-called Black racial monolith consists of distinct Black ethnic identities. The article notes that Black crime, female and male, and adult and juvenile delinquency may be manifestations of primary psychopathy, secondary psychopathy, and dyssocial psychopathy, as noted in the theory of social cultural resistance—Afrocentrism.  相似文献

Do our present circumstances allow us to defend a specific connection (that specific connection) between ?legal rules?, ?moral claims? and ?democratic principles? which we may say is granted by an unproblematic presupposition of universality or by an ?acultural? experience of modernity? In order to discuss this question, this paper invokes the challenge-visée of a plausible reinvention of Law??s autonomous project (a reinvention which may be capable of critically re-thinking and re-experiencing Law??s constitutive cultural-civilizational originarium in a ?limit-situation? such as our own). The discussion is developed by recognising that the claim to universality is not only incompatible with a substantive conception of juridicalness as validity but also sustained with difficulty by a procedural representation of discourse and rationality (a representation which, against its own conclusion-claims, could also be said to be culturally and civilizationally bounded). Not forgetting some specific features of contemporary juridical pluralism??namely that which emerges from the counterpoint between semiotic groups or interpretative communities (and their differently assumed claims of intersemioticity concerning the signifier law)??this train of reflection diagnoses briefly a sequence of complementary main difficulties (as ?obstacles? to recognising Law??s demand as an unmistakable cultural project), namely those arising from the formalistic normativistic inheritance (confounding legal autonomy with isolationism), from the challenges and seductions of practical holism (justifying a continuum in which Law??s project loses its sense and autonomy), and also from the familiar debate between exclusive and inclusive versions of positivism and non-positivism (a debate which establishes-consecrates an equivocal counterpoint between Law and Morality).  相似文献

In 2009, the socialist government of Greece (PASOK) joined for the first time the portfolios of culture and tourism, establishing the Ministry of Culture and Tourism. The discourse supporting and contesting the merger, as well as the merger's implications, are explored from a cultural policy perspective, through an analysis of the statements and policies issued by the government on the issue during its first year in office. The challenges created by the merger concern policymakers internationally, as they echo increasing tensions between socio-cultural and financial objectives as a result of worldwide convergence of cultural and economic spheres.  相似文献

The authors draw a strategic framework for cultural planning at the local level. The concepts of industrial district and cluster have strengthened the role of space—in terms of external economies of localization and agglomeration—in economic development. The recent debate concerning contemporary development processes has underlined the increasing role of the cultural dimension for local development and has focused on different paths of clustering around cultural investment. The authors review the latest literature on cultural districts and illustrate some key cases around the postindustrialized world in which culture played a critical role by acting as a catalyst for major economic and social renewal. The authors present a strategic model of a progressive cultural district based on an asset-action matrix that intersects cultural policy drivers with capital resources. The authors define a new model of cultural district—the system-wide cultural district—as an emergent, self-organized model of cultural supply that displays significant strategic complementaries with other production chains with a typical, postindustrial characterization.  相似文献

Abstract

This article provides a new conceptual framework based on the Strategy Tripod to understand challenges and orientation that affect performance evaluation in the organizations of cultural and creative industries (CCI). The analysis is built on a quantitative study carried out in Estonia. Multinomial logistic regression was performed to assess the ability of different variables to predict performance evaluation. The new conceptual framework provides a holistic understanding of the uncertain environment and its impact on strategic management in “evaluation-friendly” organizations in CCIs. It adds new insight into theoretical and managerial discussions on how and why strategic management in CCIs is practiced.  相似文献

In his “non-narrative” film Koyaanisqatsi (Hopi for ‘life in imbalance’) Godfrey Reggio documents the ecologically disastrous ‘imbalanced’ life in modern, industrialised mega-cities. In the film, he seems to mourn the loss of what he suggests was a more ‘balanced’ form of life, when Man was one with nature. This contribution draws on elements in Hopi culture and reads Reggio’s iconic film as part of a cultural trend in which submission, in all its guises, is no longer accepted. In this cultural trend submission always is submission to code (that is: to a certain structured solidity or ordered coherence), and therefore, to wasteful destruction and to ‘life in imbalance’. This trend has, however, in the course of the decades, also spawned a void of “Luciferian” desires of absolute sovereignty, and has done this to such an extent as to undermine the conditions of possibility for anything like a non-submissive life ‘in balance’ to endure.

Since the mid 1990s, a strand of criminology emerged that is concerned with the co-constitution of crime and culture under the general rubric of ‘cultural criminology’. In the titles Cultural Criminology Unleashed and Cultural Criminology: An Invitation, criminologists spearheading this brand of criminology make claims for its originality and its status as a subversive alternative to conventional criminological approaches to studies of crime and deviance. The basis for the ‘new’ cultural criminology is its ostensible ability to account for the culture and subcultures of crime, the criminalization of cultural and subcultural activities, and the politics of criminalization. This paper offers a comparison of cultural criminology to 1960s and 1970s labeling theory to assess whether or not cultural criminology has developed a grammar of critique capable of resolving fundamental contradictions that haunt critical criminology and contesting contemporary administrative criminology. Points of comparison are made through ontological categories of power and criminal identity and a consideration of the epistemological categories of the respective bodies of literature.  相似文献

A number of incidents and community movements in the post-economic growth era have come to shape understandings of the Republic of Ireland’s marginalised groupings. These groups exist in both urban streetscapes and rural communities; all have come to represent a new culture of transgressive resistance in a state that has never completely dealt with issues of political legitimacy or extensive poverty, creating a deviant form of ‘liquid modernity’ which provides the space for such groupings to exist. The article demonstrates that the prevailing ideology in contemporary, post-downturn Ireland have created the conditions for incidents of ‘cultural criminology’ that at times erupt into episodes of counter hegemonic governmentality. The article further argues that these groups which have emerged may represent the type of transgressive Foucaultian governmentality envisaged by Kevin Stenson, while they are indicative of subcultures of discontent and nascent racism which belie the contented findings of various affluence and contentment surveys conducted during the years of rapid growth. The paper develops this theme of counter-hegemonic ‘governmentality’, or the regional attempts to challenge authorities by local groups of transgressors. The paper finally argues that, in many ways, the emergence of a culture of criminality in the Irish case, and media depictions of the same, can be said to stem from the corruption of that country’s elites as much as from any agenda for resistance from its beleaguered subcultures.  相似文献

The cultural cognition thesis holds that individuals form risk perceptions that reflect their commitments to contested views of the good society. We conducted a study that used the dispute over mandatory HPV vaccination to test the cultural cognition thesis. Although public health officials have recommended that all girls aged 11 or 12 be vaccinated for HPV—a sexually transmitted virus that causes cervical cancer—political controversy has blocked adoption of mandatory school-enrollment vaccination programs in all but one state. An experimental study of a large sample of American adults (N = 1,538) found that cultural cognition generates disagreement about the risks and benefits of the vaccine through two mechanisms: biased assimilation, and the credibility heuristic. A record six African states were awarded a national pavilion at the 2013 Venice Biennale, the premier venue for showcasing a nation's contemporary art, from which Africa has historically been excluded. While first-time participant Angola won the top prize, Kenya's pavilion was the target of bafflement and ire. Using a cultural diplomacy framework that integrates the insights of leading scholars, this research makes concrete recommendations for practitioners vis-à-vis a comparative case study of the two pavilions. Analysis and recommendations consider the interests of a variety of stakeholders and offer insights relevant to Africa and other emerging regions.  相似文献

Community policing (COP) represents officers’ expectations of police work that revolves around specific order maintenance chores that take place within the community. It is generally assumed that police officers are cognizant of the community policing type activities occurring in police organizations where COP is either formally or informally adopted. However, very little research has been done to examine whether or not police officers in other countries are engaging in similar COP type activities without the organizational endorsement or official implementation of community policing as it is known in the U.S. and elsewhere. The aim of this paper is twofold. First, we compare law enforcement officers’ attitudes toward their conceptions of police work with specific attention to order maintenance and community oriented type police activities in two countries, Turkey (no formal COP programs) and the U.S. (formal and informal COP programs). Secondly, we examine to what extent police organizational and environmental factors in these two countries influence officers’ conceptions of community-oriented policing activities. Findings suggest that, relative to Turkey, U.S. police officers have a favorable disposition toward COP type activities, suggesting name does matter. However, findings in both countries also suggest that officers’ orientation to police work that is reflective of the police operational philosophy, and the organizational and environmental factors are better predictors of COP type activities.  相似文献
