Commercial space travel is looking more like a real possibility than science fiction, but tied to that ambition we may be held back by the gravity of emerging ethical dilemmas. This viewpoint article surveys a range of social, economic, and political questions, and critically evaluates reasons why we should explore space. The usual ethical issues related to environmental and safety concerns are just the beginning, as there are other interesting questions, such as: what would be a fair process for commercializing or claiming property in space; how likely would a separatist movement be among space settlements who want to be free and independent states; and are reasons to explore space, like for adventure, wanderlust, or “backing up the biosphere,” good enough to justify our exploration of space? The point here that we should explore space; and if we are to move forward with our journey, which may be unstoppable anyway, then we should seriously consider these issues. At the least, this would give the public more confidence—amid questions of misplaced priorities and wasteful spending, along with an increased focus on ethics in science—that we are looking ahead before we take another leap for mankind.  相似文献

Following a likely relative shift from Labour to SNP in the Scottish Parliament elections of 3 May 2007 the eight year Labour/Liberal Democratic Party coalition will come under great pressure and may be replaced by a minority administration or a Liberal Democrat/SNP coalition. While the independence issue may be sidelined, key constitutional issues will arise as a result of the Liberal Democrats' proposals featuring in Moving Towards Federalism which envisage greater legislative and taxation powers for the Scottish Parliament and a reconsideration of the devolution settlement. A number of weaknesses in the documents' proposals are identified. If it is acted upon there is the possibility of considerable resulting constitutional conflict arising which could pose considerable challenges for the future of the UK. The UK government which has actual competence on these issues has largely stayed silent on them during the campaign but may have to respond sensitively in its aftermath.  相似文献

The emerging field of synthetic biology (SB) is just entering policy debates. Reports from non-governmental organizations, such as the ETC Group and the International Risk Governance Council, have recently been issued, but there have been few systematic analyses of the policy problems that we will likely face as this area develops. Biosecurity issues are the most defined; other societal oversight issues and implications have not been well explored. Although SB could assist in addressing pressing global challenges, such as sustainable and renewable energy, there are considerable societal concerns that accompany its development and applications. This article is designed to anticipate and prepare for these concerns by identifying policy problems associated with SB oversight, upstream of its development. Projected applications of SB are reviewed and a typology of them is developed. Key oversight policy problems are then identified based on historical experiences with other emerging technologies, such as nanotechnology and biotechnology. Problems associated with biosecurity, biosafety, intellectual property, and ethics are discussed in relation to the typology of SB applications to identify applications of the highest potential concern. Finally, policy options for SB oversight are considered, preventative to promotional. We propose that different categories of SB application may warrant different oversight regimes: there might not be an appropriate “one size fits all” approach. We stop short of making specific recommendations, but suggest that the typology, problems, and oversight options identified in this article be used as a starting point for deliberative, democratic decisionmaking processes that take into account a wide range of perspectives about risk, economic impact, scientific progress, and moral reasoning in the design of oversight systems.  相似文献

Can a Member State choose to leave the European Union (EU)? Are there provisions in the Treaties that establish a right to withdraw? What would the political and economic implications be? In this article, these questions are addressed. In a first step, the Treaties of the EU and the provisions of international law are consulted in order to clarify if a legal right to withdraw exists. The conclusion is that there is no guaranteed legal right to withdraw in the current situation, but the entering into force of the Treaty establishing a Constitution for Europe would create such a right. However, a formal right to withdraw does not necessarily mean that leaving the EU is a real option, and therefore the political and economic sides of the issue are also examined. From the literature on secession and Europeanization, a number of issues that could arise in a case of withdrawal are identified – namely ‘fear of fragmentation’, ‘lost investment’, ‘costs’ and ‘the effects of Europeanization’. The extent to which these issues were of importance is examined in the only existing case of withdrawal: Greenland. Subsequently, an assessment is made of the extent to which these issues could form obstacles for a Member State that wishes to withdraw in the current situation. The main conclusion is that large economic costs and the constitutional changes that follow from EU membership could rule out withdrawal as a realistic option.  相似文献

Against premature claims about the declining political relevance of social class in post-industrial democracies, recent research indicates that class continues to be a relevant determinant of political preferences. In post-industrial societies ‘old’ class divides on economic issues coexist with ‘new’ class alignments on cultural topics. While there is cumulated evidence of social classes’ distinct placement on these issues, this paper argues that the strength of class divides depends on the extent to which these issues are politicized by political parties. Studying preferences on economic and cultural issues (attitudes towards redistribution, immigration, gay rights and European integration), this study shows that class divides in preferences are context dependent. The multilevel analyses drawing on data from the European Social Survey and the Chapel Hill Expert Survey for 27 European democracies demonstrate that classes’ differences in preferences are accentuated on issues strongly contested and emphasized by parties, and mitigated on issues where party conflict is weaker. Adding to recent literature on parties and class conflict, this study identifies another stage at which parties can affect the strength of class voting. The varying strength of class divides across contexts also has implications for parties’ ability to garner support beyond a single class. This becomes increasingly unlikely in contexts of high issue politicization.  相似文献

In recent years, there has been a strong tendency for the politicians of Western nations to make issues of economic policy making their first priority. Emerging evidence from the economics discipline, which shows a close association between subjective well-being and other macroeconomic variables such as unemployment and inflation, suggests that this priority ordering of politicians may well be one which is functional from an electoral viewpoint. However, recent research by Ronald Inglehart on the development of 'postmaterialist' values challenges the continuing electoral relevance of an economics-first approach to policy making by suggesting that, in advanced societies, mass publics are exercised more by quality of life concerns than by issues of economic affluence. Here we use Eurobarometer data for 12 EU nations to explore the nature of the linkage between economic policy outcomes and levels of popular satisfaction in both economically advanced and less advanced societies. Our findings suggest that affluence is not the only economic determinant of subjective well-being in these countries and that, contrary to Inglehart's thesis, the growth of the economy impacts on subjective well-being in rich and poor nations alike.  相似文献

Accounting and auditing play a key role in the belief of ordinary taxpayers and investors in their institutions. This is equally true of the private and governmental sectors. The Enron/Andersen scandal, regrettably, is not an isolated case, but rather merely indicative of underlying, structural flaws in our financial systems. Moreover, there is evidence that some of these flaws may be present in governmental accounting and auditing. The Sarbanes‐Oxley Act of 2002 is an attempt to address these problems in the private sector, but does not address concerns in the public sector. Public sector accounting issues that need to be addressed and monitored include substandard audit work and related liability issues, the appropriate funding of GASB so as to ensure its independence, auditor fees, and auditor independence questions including protection of elected and appointed state auditors.  相似文献

The literature uses 'top–down' and 'bottom–up' models as if they were totally discrete ways of examining the institutionalisation of an implementation process. However, actual processes tend to fall somewhere between these two extremes. In this paper, I consider why this might be the case and suggest that there are ways of solving the theoretical dilemmas which prevent a comprehensive analysis of implementation processing. Using evidence from a recently completed case study of the implementation of environmental health–care in Finland, I suggest that the evidence of an interplay between the mandated implementors and others, be they public or private agents, may be an indication of an effective method of coping with these issues.  相似文献

This article examines key actors'and citizens'perceptions on several issues involving various actions designed to lessen the effects of a damaging earthquake as well as the degree of concern these groups have over the occurrence of such an event. The relationship discovered between key actors'and the public's attitudes on these issues indicates that several other studies of earthquake policy adoption which suggest that a lack of citizen awareness and support for earthquake policy are the major barriers to adoption may be in error. In fact, it is discovered that in the Central states, it is the public which is concerned and supportive of such policy and the key actors who are more reluctant to endorse such policies.  相似文献

近些年来先后有许多新兴市场国家爆发了金融危机,包括东南亚国家、韩国、俄罗斯、巴西和阿根廷等。这些国家爆发金融危机有一个根本性的标志,就是放弃了固定的或有限浮动的汇率制度。这说明实行固定的或有限浮动的汇率制度是导致新兴市场国家发生金融危机的根本原因之一。我国也属于新兴市场国家,也实行钉住美元的有管理的浮动汇率制度,是否也存在严重的汇率风险,这是值得关注的问题。不仅如此,新兴市场国家究竟应实行何种汇率制度才能确保金融秩序的长期稳定?相应地我国今后应选择何种汇率制度才能有效防范和化解金融风险?人民币是否要国际化?东亚国家是否应建立货币联盟,催生亚元?这些也是需要深入研究的重大现实问题。本就这类问题作出了系统分析和探讨,以求抛砖引玉。  相似文献

The following is a brief survey of Marx and Engels’ views on ecology, from the viewpoint of their relevance for 21th-century ecosocialism. While there are some serious limitations in the way both consider the “development of productive forces,” there are powerful insights in their discussion of the destructive consequences of capitalist expansion for the environment—an expansion that generates a disastrous metabolic rift in the exchanges between human societies and nature. Some ecological Marxists distinguish between “first stage ecosocialists”—who believe that Marx analyses on ecological issues are too incomplete and dated to be of real relevance today—and “second stage ecosocialists,” who emphasize the contemporary methodological significance of Marx’s ecological critique of capitalism. This paper tries to argue for a third position (which probably could be accepted by several people of the two groups above): Marx and Engels’ discussion on ecological issues is incomplete and dated but despite these shortcomings it does have real relevance and methodological significance today.  相似文献

  • Application of an issues management approach to corporate social responsibility consists of identifying, evaluating and responding to those issues that an industry must address in order to be socially responsible. This research focussed on identifying social and environmental issues relevant to the US forest products manufacturing industry. Towards this end, 14 interviews were conducted with key‐informants drawn from non‐government organizations, government and political offices, forest products associations, a multilateral organization and an extension expert. A rich set of issues was generated covering social and environmental issues. However, such a set may contain issues that are far too radical and may be challenging for companies to pursue. Accordingly, in order to develop a doable, socially credible and concise set of issues, a Delphi technique was employed consisting of forest products management and marketing academicians from various US universities. A two‐round Delphi resulted in identification of six social and six environmental issues that the US forest products manufacturing industry must address in order to be socially responsible. This proposed two‐stage process may have special relevance for companies that are entering into new markets overseas.

There is a growing need for innovative methods of dealing with complex, social problems. New types of collaborative efforts have emerged as a result of the inability of more traditional bureaucratic hierarchical arrangements such as departmental programs to resolve these problems. Network structures are one such arrangement that is at the forefront of this movement. Although collaboration through network structures establishes an innovative response to dealing with social issues, there remains an expectation that outcomes and processes are based on traditional ways of working. It is necessary for practitioners and policy makers alike to begin to understand the realities of what can be expected from network structures in order to maximize the benefits of these unique mechanisms.  相似文献

The Municipal Securities Rulemaking Board (MSRB) does not prohibit municipal financial advisors from participating in the bidding process to serve as underwriter on issues for which they provided advisory services. Some municipalities prohibit the practice, viewing such an arrangement as a conflict of interest. Using data from nearly one thousand competitively sold municipal debt issues in the state of Texas from 1991 to 1995, I test whether or not competition alone in the bidding process is sufficient to protect the interests of the issuer. For general obligation debt and state-backed school district debt these data indicate that there are no interest cost implications for the practice. For municipal and special district revenue debt I find weak evidence of some additional interest (about six basis points) when the advisor serves as underwriter, but the effect is not consistent enough throughout the data to reach statistical significance at the p<0.001 level (see note 10). What I do find is that unrated issues are much more likely to be bid on and won by the advisor, indicating that cities should be concerned about the guidance of their advisor when that advice is to take an unrated issue to market.  相似文献

The majority of research on the retirement decision has focused on the health and wealth aspects of retirement. Such research concludes that people in better health and those enjoying a higher socioeconomic status tend to work longer than their less healthy and less wealthy counterparts. While financial and health concerns are a major part of the retirement decision, there are other issues that may affect the decision to retire that are unrelated to an individual's financial and health status. Judgment and decision-making and behavioral-economics research suggests that there may be a number of behavioral factors influencing the retirement decision. The author reviews and highlights such factors and offers a unique perspective on potential determinants of retirement behavior, including anchoring and framing effects, affective forecasting, hyperbolic discounting, and the planning fallacy. The author then describes findings from previous research and draws novel connections between existing decision-making research and the retirement decision.  相似文献

Previous research shows women candidates face double-standard with regard to fitness for office: women ought to be kind but leaders ought to be aggressive and agentic. At the same time, there is traditional division of what constitutes “women’s” issues (e.g. health-care) vs “male” (e.g. economy). Do these norms about what women politicians ought to be and talk about hurt or help them during elections? We investigate the case of U.S. 2018 mid-term elections on Twitter. Our findings suggest that engaging with “women’s” issues by female candidates as well as tweeting angrily is associated with higher likelihood of being elected. However, women candidates who use angry speech on Twitter, are more likely to also receive tweets with abusive language, in particular by other women. Thus, we show that social media could help female candidates to break stereotypes, and present themselves as nuanced candidates who can both stand for women’s issues but also be aggressive and leader-like.  相似文献
