Scholars disagree about the nature of party attachments, viewing partisanship as either a social identity or a rational maximization of expected utility. Empirically, much of this debate centers on the degree of partisan stability: findings of partisan fluctuations are taken as evidence against the social‐identity perspective. But drawing such conclusions assumes that the objects of identity—parties—are fixed. If we instead allow party brands to change over time, then partisan instability is consistent with a social‐identity conception of partisanship. To demonstrate this, I develop a branding model of partisanship in which voters learn about party brands by observing party behavior over time and base their psychological attachment to a party on these brands. The model suggests that convergence by rival parties, making their brands less distinguishable, should weaken party attachments. I test this implication using a survey experiment in Argentina and find evidence consistent with the model.  相似文献

Does partisan conflict damage citizens’ perceptions of Congress? If so, why has polarization increased in Congress since the 1970s? To address these questions, we unpack the “electoral connection” by exploring the mass public's attitudes toward partisan conflict via two survey experiments in which we manipulated characteristics of members and Congress. We find that party conflict reduces confidence in Congress among citizens across the partisan spectrum. However, there exists heterogeneity by strength of party identification with respect to evaluations of members. Independents and weak partisans are more supportive of members who espouse a bipartisan image, whereas strong partisans are less supportive. People with strong attachments to a political party disavow conflict in the aggregate but approve of individual members behaving in a partisan manner. This pattern helps us understand why members in safely partisan districts engage in partisan conflict even though partisanship damages the collective reputation of the institution.  相似文献

A central tenet in the electoral systems subfield is that parties seek desired outcomes via the strategic adoption of electoral rules. Such partisan self-interest, however, is merely one explanation for reform: A second is that an actor may attempt to maximize her core values, which constitute her perception of the “common good.” Although the extant literature has demonstrated the motivational power of core values, their effect on electoral rule choice has not been tested. Using a factorial experimental design that manipulates the partisan- and values-implications of a fictitious reform proposal, I find evidence in favor of core values: Not only do they have an effect net of partisan concerns, but they also attenuate the effect of partisan self-interest when the two predispositions countervail. The results provide evidence that partisan self-interest offers an incomplete picture: Actors hold—and pursue through electoral reform—objectives that are not immediately partisan in nature.  相似文献

Scholars suggest that personalism in the electoral arena may reinforce legislators' autonomy from their political parties, increasing their chances of party defection. Our aim is to investigate the role of one fundamental factor that can strengthen personalism: the personal financial capacity to fund electoral campaigns. We seek to answer whether legislators who have more financial resources coming from either personal wealth or individual donations are more inclined to leave their parties during their terms. Through data from Brazilian federal deputies, we show using multivariate regression models that the share of personal resources (especially the share of resources coming from candidate's personal wealth) has positive effects on the chances of defection. Being part of the government coalition and the regulatory framework in place also influence the relationships at play.  相似文献

Compulsory voting is known for boosting electoral turnout, even when sanctions for abstaining are small or loosely enforced. Much less is known, however, about the consequences of compulsory voting on vote choice, and, in particular, about the quality of electoral decisions. In this paper, we explore the extent to which voters meaningfully engage in the electoral process or simply vote randomly because voting is required by law. We conducted a large online survey in Brazil during the 2018 national elections to assess if voters engage in random voting. We evaluate random voting for low-profile, low-information elected offices (state and federal legislators) and others that receive greater media coverage (governor and president) and evaluate the determinants of random voting for each of them. We find that: 1) random voting does not appear to be affected by social desirability bias; 2) there is substantial random voting under compulsory voting; 3) more voters tend to engage in random voting in low-profile, low-information elections, as compared to elections that receive greater media coverage; and, 4) interest in politics, education, and disposition to vote if voting were to be voluntary reduce random voting. Our findings carry important implications for the study of citizen participation and civic competence under compulsory voting and for democratic representation, more broadly.  相似文献

Today, most Americans dislike the news media as an institution. This has led to considerable debate about why people dislike the media and how their public standing could be improved. This paper contributes to this literature by using a survey experiment to test the effect of several different considerations on evaluations of the media. It finds, consistent with the broader literature on political persuasion, that elite partisan opinion leadership can powerfully shape these attitudes. Additionally, it finds that tabloid coverage creates antipathy toward the press regardless of predispositions and that horserace coverage has a negative effect on opinions among politically aware citizens on both sides of the political spectrum. Contrary to some claims in the literature, this study finds no detectable effect of news negativity.  相似文献

This article undertakes a comprehensive examination of the social-psychological theory behind the concept of partisanship and addresses how well contemporary measures, especially the ubiquitous NES/Michigan measure, accord with contemporary theories of measurement, attitudes, and group identification. A number of shortcomings with the NES measure are discovered and more recent, psychologically informed measures that address these shortcomings are explored. After a brief empirical demonstration of the utility of these newer measures, recommendations are made for using new theory and new measures to improve our understanding of the role of partisanship in influencing political behavior.  相似文献

Despite the centrality of party identification in U.S. politics, the effects of partisanship on public opinion remain elusive. In this article, we use monthly economic opinion data disaggregated by partisanship to evaluate the role of party identification on economic perceptions. Using both static and time-varying error correction models, we find strong evidence of partisan bias in the public??s assessment of the state of the economy, and importantly, this bias changes over time. This evidence of the changing influence of partisanship helps reconcile some of the different findings of individual and aggregate level opinion studies. We also examine how the time-varying influence of partisanship affects aggregate public opinion. Specifically, we show that the increased influence of partisanship has led aggregate economic perceptions to respond more slowly to objective economic information.  相似文献

List and endorsement experiments are becoming increasingly popular among social scientists as indirect survey techniques for sensitive questions. When studying issues such as racial prejudice and support for militant groups, these survey methodologies may improve the validity of measurements by reducing nonresponse and social desirability biases. We develop a statistical test and multivariate regression models for comparing and combining the results from list and endorsement experiments. We demonstrate that when carefully designed and analyzed, the two survey experiments can produce substantively similar empirical findings. Such agreement is shown to be possible even when these experiments are applied to one of the most challenging research environments: contemporary Afghanistan. We find that both experiments uncover similar patterns of support for the International Security Assistance Force (ISAF) among Pashtun respondents. Our findings suggest that multiple measurement strategies can enhance the credibility of empirical conclusions. Open‐source software is available for implementing the proposed methods.  相似文献

Affective polarization is a key concern in America and other democracies. Although past evidence suggests some ways to minimize it, there are no easily applicable interventions that have been found to work in the increasingly polarized climate. This project examines whether irrelevant factors, or incidental happiness more specifically, have the power to reduce affective polarization (i.e., misattribution of affect or “carryover effect”). On the flip side, happiness can minimize systematic processing, thus enhancing beliefs in conspiracy theories and impeding individual ability to recognize deep fakes. Three preregistered survey experiments in the US, Poland, and the Netherlands (total N?=?3611) induced happiness in three distinct ways. Happiness had no effects on affective polarization toward political outgroups and hostility toward various divisive social groups, and also on endorsement of conspiracy theories and beliefs that a deep fake was real. Two additional studies in the US and Poland (total N?=?2220), also induced anger and anxiety, confirming that all these incidental emotions had null effects. These findings, which emerged uniformly in three different countries, among different partisan and ideological groups, and for those for whom the inductions were differently effective, underscore the stability of outgroup attitudes in contemporary America and other countries.

Rich voters tend to be Republicans and poor voters tend to be Democrats. Yet, in most settings it is difficult to distinguish the effects of affluence on partisanship from those of closely related variables such as education. To address these concerns I use state lottery and administrative records to examine the effect of changing economic circumstances on the partisanship of over 1,900 registered voters. Winning larger amounts in the lottery produces a small increase in the probability an individual is later a registered Republican, an effect that is larger for those who registered to vote after winning. This suggests that wealth does affect partisanship, particularly for those without preexisting attachments to a political party. Comparing estimates from the lottery to cross-sectional data suggests the latter exaggerates the relationship between wealth and partisanship, although controlling for additional variables produces largely similar estimates.  相似文献

Much of the literature on political behavior in Africa’s new semi-democracies has treated partisan affiliation as weak, purely pragmatic, or a proxy for other, more meaningful identities such as ethnicity. In this article, I dispute these conceptions by demonstrating that partisanship in an African context, like partisanship in established democracies, is a psychologically meaningful identity that can inspire voters to engage in motivated reasoning. By combining survey data with an original dataset of objective indicators of local public goods quality in Uganda, I show that supporters of the incumbent president systematically overestimate what they have received from government, while opposition supporters systematically underestimate. Partisan support precedes, rather than results from, this mis-estimation. I also show that partisans of the incumbent (opposition) are significantly more (less) likely to attribute any bad outcomes they observe to private actors rather than the government. I argue that these findings are consistent with the predictions of social identity theory: the conflict that marked many African political transitions, and the mapping of African parties onto existing social cleavages, are sufficient conditions for the creation of strong political-social identities like those that characterize partisanship in the West. My findings indicate that Africanists should take partisanship seriously as a predictor of political behavior and attitudes.  相似文献

Studies of representative bureaucracy argue that public administrators hold attitudes that are generally representative of the public and will implement policy in accordance with those attitudes. However, studies of representative bureaucracy generally have not considered the partisanship of local administrators. Many local election officials affiliate with a political party, and there is concern that partisan officials will manipulate election procedures to help their party. The authors analyze a survey of local election officials about their attitudes toward provisional voting. Findings show that Democratic local election officials have significantly more positive attitudes toward provisional voting programs in highly Democratic jurisdictions and significantly less positive attitudes in highly Republican jurisdictions. No such relationship occurs for Republican administrators. In addition, positive attitudes toward provisional voting are associated with more provisional votes being cast and counted in the 2004 presidential election. This work questions whether representative bureaucracy—when it concerns partisanship—is always a desirable outcome.  相似文献

Citizen Service Centers are government offices where different authorities are co-located and where several public services are offered in the same physical location. The goal of implementing such One Stop Shops for public services is to solve problems with a malfunctioning government bureaucracy for frontline service delivery. In spite of reforms in at least 70 countries, however, there are few evaluations. This paper evaluates the impact of Poupatempo (“Savetime”), a Brazilian Citizen Service Center reform that has inspired similar programs in other countries. We collect data on one of the most common errands at the Brazilian bureaucracy, driver's license renewal, and evaluate the impact of Poupatempo on the time, number of trips, and payments needed to undertake the renewal, and on other variables representing transaction costs, red tape, and transparency in the citizen-state interaction. Our difference-in-differences estimates indicate large reductions in the time expended by citizens and in proxies for transaction costs, but are less encouraging for the social quality of the licensing procedure, which we also evaluate. We discuss whether incentives to speed up processes prevailed where other steering instruments would have been more appropriate, and explore remedies. We also discuss limitations to establishing a true One Stop Shop.  相似文献

We examine the determinants that shape the spending preferences of public sector officials on several budgetary appropriations. Following Niskanen's budget‐maximizing theory, we test whether these officials prefer larger budgetary appropriations rather than less. We measure their preferences to increase their own bureau's appropriations and compare those against their preferences for other bureaus' appropriations. The empirical evidence is gathered via a mail survey targeting high‐level officials from different ministries in Finland. The analysis of the responses suggests that Niskanen's theory is in part supported.  相似文献

From 9/11 in the U.S. to train, subway, and airport bombings elsewhere, individuals frequently must make political decisions in the shadow of terrorist attacks. To date, few studies have examined how times of terror threat influence voters’ decision-making processes. Using data generated from three experiments we show that, in times of terrorist threat (compared to good times), individuals weight leadership more heavily in the voting booth. Our results also shed light on how much weight is given to other determinants of the vote (issues and partisanship) across these two conditions.  相似文献

With growing affective polarization in the United States, partisanship is increasingly an impediment to cooperation in political settings. But does partisanship also affect behavior in nonpolitical settings? We show evidence that it does, demonstrating its effect on economic outcomes across a range of experiments in real‐world environments. A field experiment in an online labor market indicates that workers request systematically lower reservation wages when the employer shares their political stance, reflecting a preference to work for co‐partisans. We conduct two field experiments with consumers and find a preference for dealing with co‐partisans, especially among those with strong partisan attachments. Finally, via a population‐based, incentivized survey experiment, we find that the influence of political considerations on economic choices extends also to weaker partisans. Whereas earlier studies show the political consequences of polarization in American politics, our findings suggest that partisanship spills over beyond the political, shaping cooperation in everyday economic behavior.  相似文献

Media, politicians, and reform proponents frequently assert that public sector organizations are inefficient and burdened by administrative procedures. But are negative stereotypes of the public sector reflected in people's perceptions of public service provision? Given the methodological challenges of isolating the perception of publicness from other factors related to public organizations, little is known about whether public organizations have a negative image. The authors use a survey experimental design to isolate the effect of publicness on perceptions of the performance of hospitals. The results suggest that public sector organizations have a negative image on productivity‐related aspects of performance but not on normative aspects of performance. As this article is a randomized experiment, it provides strong evidence regarding the causal nature of the relationship between publicness and perceptions of performance. Implications for researchers aiming to understand these mechanisms and for public managers concerned about the image of their organization are discussed.  相似文献
