Abstract

Women in Fiji have made steady, albeit slow, progress in terms of parliamentary representation, with women now holding 14% of seats in the lower house of parliament. Some of the progress has occurred as a result of improvements associated with increased socio-economic development, such as education, female employment and incremental changes in women’s standing in Fiji society. Much of this change, however, has been due to women’s movements and civil society activism becoming more astute to concerns of gender equality and lobbying for women’s political participation. In a country that witnessed four political coups, women have had to create their own path into the public sphere. Despite progress, with an increasing number of women in the 2014 parliament, patriarchy is still a major force hindering women’s political advancement in Fiji. This paper argues that a combination of cultural stereotyping and persistent gendered norms contribute to masculinisation of the political realm and eulogise women’s role in the private sphere. But gender intersecting with ethnicity, age and class create differential levels of political agency for different groups of women in Fiji.  相似文献

Can Switzerland still be classified as an example of consociational democracy, characterized by power sharing and elite cooperation, by the second decade of the 21st century? Drawing on Lijphart's typology of consociational and centrifugal regimes, an analysis of the transformation of Swiss democracy reveals that while Switzerland continues to display institutional elements of power sharing, a polarizing and competitive trend can be observed in the governing style of the elite. Increasingly adversarial elite behaviour and a growing polarization within parliament and government as well as with regards to referendums indicate a growing shift toward centrifugal democracy.  相似文献

Europe and Latin America present a long-standing tradition of parliamentary diplomacy and particularly in the development of regional parliaments. Since the 1970s, inter-parliamentary relations between the two regions have been institutionalized, first by the regular dialogue of the European Parliament with the Latin American Parliament (Parlatino) and more recently, in 2006, with the creation of the Euro-Latin American Parliamentary Assembly (EuroLat). Apart from representatives of Parlatino, EuroLat includes in the European Union-Latin American Caribbean (EU-LAC) parliamentary dialogue members of other regional assemblies created in recent decades, such as the Andean Parliament, the Central American Parliament and the Mercosur Parliament. However, recent EuroLat meetings have made evident a polarization of positions on regional politics between European and Latin American sides, especially regarding the political and human rights situation in Venezuela. In this sense, the present paper analyzes the impact of EU-LAC relations on the political convergence of Latin American parliaments concerning regional political issues. The aim is to discuss how institutionalized relations with the European Parliament, through EuroLat, increased convergence among Latin American parliamentarians. This argument is exemplified by the joint defensive position on the Venezuelan political situation adopted by Latin American parliamentarians vis-à-vis the European Parliament's condemnatory position.  相似文献

The emergence of the Internet has altered how individuals obtain information—this also applies to political information. Search engines have taken over the role of political information gatekeepers, thus becoming key players in democracy. However, surprisingly little is known about the role of search engines in the political information process, that is, whether they represent an opportunity or a threat to democracy. Through an online survey experiment, which mimicked a Google web interface, this study examines how Swiss citizens select political information on a political news event from a Google search results page. Although citizens consider textual cues from snippets, they are more likely to select sources of information from the top of a Google results page, regardless of the source. We discuss these findings from a democratic theory perspective.  相似文献

A prominent theorist of Soviet and East European economics critiques the vision of political and economic processes implicit in shock therapy, defending an alternative, evolutionary approach. The critique of shock therapy rests on both theoretical reasoning and examination of evidence from recent cases. An intensive study of economic change in Poland and Russia since the late-1980s concludes that, in both countries, shock therapy failed in its goal of implementing top-down reforms that by-pass existing political and social forces. The evolutionary approach, it is argued, holds the better prospect of generating economic progress that will be sustained over the long term. Whilst the desperation of key international Zionist leaders, such as Chaim Weizmann, to field a fighting force against the Nazis consisting entirely of Palestinian Jews is evident in their correspondence, it is difficult to ascertain just how significant the practical contribution of the Jewish Brigade was to the Zionist project. The political effect of activities such as facilitating illegal immigration and, post-war, quietly training Jewish underground forces in Palestine cannot by their very nature be evaluated. Yet perhaps the Brigade's most important contribution to the embryonic state of Israel was the huge leap in political and cultural strength that boasting such a force represented.  相似文献

Although Turkey has come a long way in terms of human rights since the 1980 military coup, a closer historical look inside the Turkish political scene shows us how freedom of speech was always to be sacrificed if its exercise threatened the perceived unity of the country. The article shows how decision makers’ perceptions of the state as a superior institution in need of protection have shaped the practice of governing free speech in Turkey since the early years of the Republic, and introduces a unique chronology, accounting for the interaction of internal and external influences.  相似文献

As institutions are created to engage citizens and civil society organizations more directly, who participates, and what effect does participation have? This article explores two of Peru's participatory institutions, the Regional Coordination Councils and the participatory budgets, created in 2002. Specifically it asks, once these institutions are set up, do organizations participate in them? and what effect does this participation have on the organizations? The data show that the participatory processes in Peru are including new voices in decisionmaking, but this inclusion has limits. Limited inclusion has, in turn, led to limited changes specifically in nongovernmental organizations. As a result, the democratizing potential of the participatory institutions is evident yet not fully realized.  相似文献

The word “innovation” tends to bring to mind the USA, rather than Europe or Japan. In the ICT industry, in particular, revolutionary companies such as Apple, Amazon, Google, and Microsoft have succeeded in bringing about numerous innovations. Because of this, it has become second nature to think of innovation as a US phenomenon. What, then, gives rise to so much innovation in the USA? In this article, the author will first provide an overall view of innovation from the perspectives of economics and of management theory and examine the ways in which innovation has been interpreted and defined. Then, the author will consider the question of why the USA is so innovative as a nation from the three perspectives of its historical background, national character, and systems supporting innovation. It will be demonstrated that one of the characteristics of innovation—discontinuity—is well entrenched in the USA, as is a national character that stresses individualism and a culture that forgives failure. The author will suggest that new innovations will continue to be the driving force of US economic growth into the future.  相似文献
