A devastating earthquake hit Istanbul and its environs shortly after noon on 10 July 1894. Although seismic disturbances were quite frequent in the long history of the Ottoman capital, the imperial city had not witnessed such violent tremors in more than a century. Hundreds of people died and thousands more were injured as a result of the complete or partial collapse of private dwellings, mosques, churches, synagogues and other public buildings. The earthquake of July 1894 hit the seat of the Ottoman government during a period of rapid socio-cultural change and shortly before the empire faced one of its worst crises in the late nineteenth century. As may be expected, many people in the Ottoman lands sought an explanation to the calamity that befell the inhabitants of the capital and neighbouring regions. Some could draw on long-standing interpretive traditions that were primarily either theological in nature or based on classical naturalist theories. However, the Ottoman intelligentsia rejected such explanations out of hand. The Ottoman response to the earthquake mirrored the similar embrace of science's authority and adoption of scientific methods and tools in many other contemporary societies. The process of the expansion and globalization of scientific knowledge expanded beyond the boundaries of Europe and its colonies. Science and technology were widely perceived to be the measure of civilization and modernity. The Ottoman intelligentsia and political elite were therefore invested in helping the Ottoman Empire meet standards that were set in Europe and North America but also achieved quite successfully in Japan. They seized upon the earthquake of 1894 to disseminate knowledge of modern earth sciences and implement new methods of scientific study of seismic events in the Ottoman lands.  相似文献

Brazis 1993 law requiring candidates to report their campaign contributions has generated a new source of data to explore the supposition that Brazilian elections are extraordinarily expensive. An examination of these data from Brazis 1994 and 1998 general elections reveals that most money for Brazilian electoral campaigns comes from business sources and that leftist candidates have extremely limited access to such financing. The effect on democracy is that Brazis largely unregulated campaign finance system tends to decrease the scope of interest representation.  相似文献

The end of the cold war witnessed the emergence of a commercial web sprawling from the Xinjiang Uighur Autonomous Region in western China and extending into Central Asia (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan), Pakistan, and Russia. Running parallel to the state-managed exchange in hydrocarbons, raw materials, technology, and infrastructure, this new Eurasian trade had an informal component as everyday consumer items manufactured in China were imported into neighboring countries, bypassing formal regulatory mechanisms. This inter-Asian trade began as shuttle trading by itinerant merchants for local markets; by the mid 1990s, shuttle trading was overshadowed by largescale export for national markets in neighboring countries without losing its informal character. This informality extending across national boundaries defined the post–cold war commerce in innermost Asia; at the same time, it also signaled a return to pre-cold war trading structures. Moving away from the “retreat of the state” thesis that found traction following the cold war, the author attributes informality in this inter-Asian trade to three factors: (1) a restructuring of state power where informal trade was a new comparative advantage sought in an evolving geopolitical climate; (2) the actors in this inter-Asian trade—party and regional officials in China, along with traders and intermediaries—who found and exercised agency through this exchange; and (3) a chain of inter-locking, commercial macro-regions, which are economically sustainable and which transcended international boundaries. Working in conjunction, these factors constitute a dynamic inter-Asian trade and challenge static state imaginaries of a “New Silk Road” or “Eurasian Continental Bridge.”  相似文献

Zimbabwe's recent travails have challenged the concept of progress as it is popularly conceived, as they have forced social scientists to revisit many of the verities of nationalist history and the initial euphoria of Zimbabwean ‘liberation’. Critics of ‘fast-track’ land reform and patriotism, however, have been as simplistic as the regime's academic praise singers, and often simply turn celebratory scholarship upside down. Historically rooted and specifically applied concepts of primitive accumulation can assist the understanding of the development of Zimbabwe's coercive networks of accumulation and their more recent manifestations, but they do not solve the problems of how to lessen violence and deepen democracy in the short term.  相似文献

The involvement of gangs, guns and ganja (marijuana) in Jamaica has, since independence in 1962, largely been confined to the capital, Kingston, and more specifically to the downtown, impoverished sections of the city known locally as the ghetto. This paper examines the characteristics of the ghetto; the context that it provides for political patronage among Kingston's most marginalised citizens; the evolution of certain downtown constituencies into garrison communities; and the separation between politics and drug violence that has marked the last twenty years, as Colombian cocaine has displaced locally‐produced ganja as the key drug to be consumed and traded.  相似文献
