Terrorism and political violence exist fundamentally as communicative acts; inherently the acts themselves serve to inspire anxiety and fear. As the recipients of such a communicative act, victims of terrorism and political violence serve as the vehicle for the dissemination of these communications to both the intended and broader audiences. Their victimising experience is thus a complex interplay between a profound personal trauma and the political/communicative dimension of the attack. Given this complexity, this article addresses how victims’ needs are understood by victims of terrorism and political violence in both Northern Ireland (NI) and Great Britain (GB). Through engagement with practitioners, victims, survivors, and community activists, this article conceptualises the existing perceptions amongst these different groups regarding needs, the delivery of services to victims in NI and GB, and examines the origins of the different approaches. Results demonstrate that victims’ needs are highly context-dependent at a public level, but relate heavily to the experiences of other victims of terrorism and political violence at a private level.  相似文献

While terrorism produces certainty that the ‘other’ intends to do harm, and chronic uncertainty about the potential for terrorist attack, trust requires the negotiation of uncertainty. This paper begins with a review of the existing literature on trust and terrorism, as a point of departure for analysing the usefulness of thinking about trust as the negotiation of uncertainty. The four substantive sections that follow examine the 1981 Hunger strikes, the beginnings of political dialogue, the construction of cross-border institutions, and the potential for developing emotional trust in the Northern Irish context. In each of the areas, the development of a rudimentary trust has hinged on the destabilisation of mutually exclusive identity categories, defined in conflictual opposition to the ‘other’, and the opening of a space for the construction of multiple and overlapping identities and the negotiation between them.  相似文献

The urban guerrilla warfare that has been taking lives in Northern Ireland for the past sixteen years cannot be regarded as an anachronistic settling of scores between “papists” and “prods” in an inferior remake of Europe's seventeenth‐century wars of religion. It is a conflict of our time and its distinguishing features cannot quite conceal a problem common to most divided countries, especially those—like Cyprus and Lebanon—which are shaken by similar convulsions.  相似文献

The British experience in Northern Ireland, particularly the fight against the Provisional Irish Republican Army (PIRA), is an oft-cited case study in the counter-insurgency (COIN) spectrum and tome of counter-terrorism studies. It is the totality of the British intelligence experience in Northern Ireland, with its successes and challenges, which make it such a valuable case study from which to draw insight to shape contemporary COIN intelligence-based operations. As the conflict was both prolonged and intensified, a multitude of intelligence units from military and law enforcement evolved specifically to counter the effectiveness of PIRA; and to satisfy the desire of the security establishment to intensify information-gathering activities. This article examines the evolution and development of this security intelligence-driven effort that ultimately had the cumulative effect to wear down PIRA’s military capability through the focused application of a prolonged and lavishly resourced linked intelligence apparatus as an adjunct of a heavy military and police footprint. Nevertheless, despite Northern Ireland being a relatively small geographical area, the eventual containment of PIRA took years to achieve, demonstrating just how difficult it is to address a committed and determined insurgency. This highlights that a successful COIN strategy is arguably best predicated on the need for “patient” as opposed to “decisive” operations.  相似文献

Most of the research on paramilitary activity in Northern Ireland has concentrated on either the historical origins of paramilitary organizations or the background characteristics of individuals who engage in this activity. Less attention has been given to analyzing public attitudes in both Northern Ireland and the Republic of Ireland toward the use of paramilitary violence as a political tool within this society. In this paper we argue that one of the reasons for the intractability of the conflict and the current impasse over the decommissioning of paramilitary weapons is the widespread latent support for paramilitary activity among the civilian population in both these societies. Overall, the results suggest that only a lengthy period without political violence in Northern Ireland will undermine support for paramilitarism and result in the decommissioning of weapons.  相似文献

After a discussion of the United Kingdom's responsibilities under the European Convention of Human Rights and the political background to the re‐emergence in 1968–69 of terrorism and the stationing of British troops in the Province, the article analyses those human rights issues which derive from the way the fight against terrorism has been conducted over the past 20 years. The issues discussed are, deaths resulting from the actions of the security forces, complaints of ill‐treatment by the police during interrogation, the detentioning of terrorist suspects, the use of exclusion orders to deport from the United Kingdom to Northern Ireland persons formerly resident in that Province, the use of juryless courts (Diplock Courts) for terrorist and other offences, and the banning of political organizations.  相似文献

The release of ex-combatants and the mechanisms for their re-integration within society has become an increasingly controversial issue in peace settlements. Yet to date, the view of victims concerning such arrangements in post-conflict societies remains unexplored. Mindful of this omission and using Northern Ireland as a case study, this article investigates the relationship between victimisation and attitudes towards the treatment of former political prisoners. Based on the 2011 Northern Ireland Social and Political Attitudes Survey, the results suggest that individual victims—those who directly and/or indirectly experienced violent incidents—are notably less supportive of a punitive approach towards the treatment of former political prisoners than non-victims. Moreover, this is particularly the case when victims from within the Catholic community are considered. The Northern Ireland evidence suggests that victims can act as a positive and inclusive force in terms of the rehabilitation and re-integration of former combatants in societies emerging from conflict.  相似文献

Consociationalism is often proposed for societies deeply divided along ethnic lines, yet its recommendation remains contentious. Critics argue that it has a low rate of adoption, results in political immobilism, and entrenches the divisions it seeks to alleviate. Overlooked in much of the criticism, however, is the distinction between liberal and corporate forms of consociationalism, alternatively premised on the self-determination or predetermination of the ethnic groups involved in power-sharing. The article considers whether the critiques apply equally to both versions. Corporate consociation freezes a particular inter-group configuration in time, leading to drawn-out executive formation and, in some cases, to a cementing of divisions. However, liberal consociation runs into its own difficulties: consociational settlements are generally negotiated at the very point at which group identities are most politically salient and divisive. Under these conditions, groups are unlikely to settle for anything other than a guarantee of their share in power, thus making liberal consociationalism less likely to be adopted in negotiated settlements. The article also considers the factors enhancing the adoption of liberal consociational rules.  相似文献

This article explores how ethnoreligious conflict over boundaries and territoriality involves a politics of scale, that is, how positions and demands are framed by actors according to, for instance, local, regional, and national scales. The analysis focuses on how Muslim actors in a conflict in Kaduna State in Nigeria frame a regional, northern Nigerian identity that varies in content and form depending on the scalar context in which communal conflict is placed with regional and national politics yielding different identifications.  相似文献

This article explores the concept of transitional justice in democratic states dealing with political violence. Although transitional justice was designed for paradigmatic transitions (from war to peace and from dictatorship to democracy), conflicted democracies such as Northern Ireland and the Basque Country could also benefit from this framework which brings a comprehensive human rights approach to the past and promotes the principles of truth, justice, reparation and guarantees of non-repetition. The article compares the transition from conflict in Northern Ireland and the Basque Country. It explores some of the specific features which characterise processes of transitional justice within settled democracies, such as the blurred break with the past, the fragmentation of initiatives aimed at dealing with violence and the mixture of ordinary and transitional justice. As well as contributing to the conceptualisation of the field of transitional justice, the study proposes that the conflict vs. terrorism divide and the clash of narratives associated with it are the key to understanding these types of transitions.  相似文献

In this article, I build a theory of European Union (EU) expansion using Social Identity Theory. The theory proposes that the development of a national identity in relation to Europe is the most significant contributing factor to a policy to support/oppose expanding the EU to include applicant countries. According to the theory, strength of identity—whether more national or European—is the key variable in explaining the policy toward applicant countries. As a preliminary exploration of the theory, I look at why some decision-makers within EU countries support Turkey's accession while others do not. The identities among top decision-makers within Britain, Germany, and France are used to examine the policy preferences regarding Turkey's bid for membership into the EU during these three recent progressions: the recognition of Turkey as a candidate country in 1999, the development of a timeline for full membership in 2002, and the beginning of accession negotiations in 2005.  相似文献
