The EU’s practice of funding Israeli non-governmental human rights organizations (hereinafter ‘HRNGOs’) has in recent years encountered a counter-strategy, pursued by certain Israeli NGOs and members of the Israeli government, media and academia. This counter-strategy has succeeded in discrediting the HRNGOs and the EU and rendering their mutual collaboration less effective. The purpose of this article is to contextualize the counter-strategy within the sphere of Israel’s collective memory. The article analyses the manner in which certain politicians and various members of the Israeli society (agents of memory), who themselves are the product of the evolving Israeli collective memory and identity (structure), attempt to draw on Israel’s collective memory/structure in order to advance their particular political agenda.  相似文献

The present article aims to uncover how and where combatants in the Israel Defence Forces (IDF) draw the boundaries of the State of Israel. The territorial integrity of Israel remains unsettled and IDF’s combatants cannot look merely towards fixed territorial borders and legal agreements when drawing the demarcation lines between Israel and its neighbours. The article’s empirical basis is a longitudinal study of 34 soldiers in the IDF’s 50th Battalion in the Nachal Infantry Brigade in the period 2006–2010, and explores how this group ‘mapped’ the State of Israel during their military service. The article shows how the combatants operated in a strategic universe where the boundaries of Israel’s territorial integrity were drawn by stressing the combatants’ sense of attachment to certain areas as Israeli Jews; not merely as Israeli citizens. This became particularly clear and overt in the case of the West Bank, which they viewed as a patchwork of Israeli and Palestinian territories.  相似文献

Much of the recent academic literature that assesses democracy in Israel labels it either as incomplete or flawed, yet such literature employs minimal systematic analysis of how the state is actually governed. Since the 1990s, there has been a tendency to describe the Israeli political regime as an ethnocracy. This article argues that the term ‘ethnocracy’, when applied to Israel, has certain weaknesses and instead proposes the concept of ‘multicracy’ (multiformocracy) as a more appropriate term by which to describe Israel's political organization. It will demonstrate that existing Israeli democratic institutions do not control the state's policymaking in full and that several politically important processes are controlled or at least influenced by various other politically active forces. Whilst these forces can influence, stimulate, inhibit, and otherwise change governmental decisions and actions, they can be labeled as kratiae. While the capacity of Israel's democracy to govern is weak, these other kratiae can intervene in policymaking and the state's regime acts as democracy-dominated multicracy.  相似文献

The intellectual movement HaKeshet HaDemokratit HaMizrahit (The Eastern Democratic Rainbow) was established in 1996 by second and third generation Middle Eastern and North African Jewish immigrants who are faculty members, graduate students, actors, artists, educators, businessmen and women, and media workers. These self-identified Mizrahi Israeli intellectuals aimed to initiate new debates in Israeli society with their criticism of Zionist narrative and policies by applying post-colonial theory to expose the construction of social categorisation among Jewish Israelis. In their discursive contribution they addressed several issues of historical and contemporary inequality between groups of Israeli citizens. By examining the motivation behind this intellectual activism, the present article asks what the Mizrahi identity means to people labelled as Mizrahim and why it is important.  相似文献

This article examines the intellectual impact of Ayatollah Muhammad Hussein Fadlallah (1935–2010) on Hizbullah's political behaviour. Many depicted Fadlallah as the ‘spiritual guide’ and ‘oracle’ of Hizbullah, while others accentuated his socio-political independence and the potential he represented as an ‘alternative’ to Hizbullah and Iran. This study argues that Fadlallah directly influenced Hizbullah's political worldviews, but the Islamic movement's socialisation in Lebanon, its dependence on Iran and its war with Israel have led it to pursue a separate path from Fadlallah. But despite the separation, the Ayatollah shared a common world vision with Hizbullah and the Islamic Republic, and would not have formed an alternative. The article is divided into two sections. The first examines the socio-political origins of Fadlallah and Hizbullah as an intellectual and a political movement, respectively, and conceptualises the discursive and political fields that motivate the behaviour of the two actors. The second section assesses the impact of Fadlallah's ideas on Hizbullah by focusing on three main themes: (1) Islamic liberation and resistance against injustice; (2) the Islamic state and Lebanon; and (3) Wilayat al-Faqih and Islamic Iran.  相似文献

The Arab‐Israeli peace process pointed to a resolution of the Middle East's most persistent conflict, as the Rabin and Peres governments developed a sensitivity to the Arab‐Israeli ‘security dilemma’, but by 1996 the process was deadlocked. Events stalled progress, but so did ingrained attitudes that continued to shape policy that was inconsistent with the peace process. The following article explains some of the Realist norms and values at the root of security thinking in Israel, and charts their inertia in Israeli policy during the peace process, focusing on its approach to Lebanon. The article gives an insight into why Rabin and his successors struggled to find an alternative policy towards Lebanon, and how this prolonged the Arab‐Israeli conflict. The efforts of the Netanyahu and Barak governments to find a solution to the policy problem of Lebanon are outlined.  相似文献

Anti-Zionism constitutes an important ideological building block of the Islamic Republic of Iran. This article provides insight into the mass communication of anti-Zionism in the English-language Iranian press in order to examine how this ideology is ‘exported’ to an international readership. The article presents the results of an empirical study of two leading English-language Iranian newspapers, The Tehran Times and Press TV. The study uses critical discourse analysis and draws upon tenets of Social Representations Theory from social psychology. The following themes are discussed: (i) resisting social representations of Israeli statehood; (ii) constructing threat: the Zionist regime as a terrorist entity; and (iii) responding to threat: anti-Zionism as a religious duty for the Muslim Ummah. As a ‘mouthpiece’ of Iran, these outlets adopt and encourage a fervently anti-Zionist stance by refusing to recognise the statehood and civilian population of Israel and by constructing the ‘Zionist regime’ as a terrorist threat which should be mitigated collectively by the Islamic Ummah. While the Israeli-constructed wall in the occupied West Bank seemingly signifies a shift to a policy of separation, every year thousands of West Bank Palestinians legally and illegally cross its bounds into Israel for work. In this article, I explore the varying regimes of (il)legality and (im)mobility that have accompanied the construction of the Israel–West Bank separation wall, which decisively impact the lives of Palestinians who work in Israel. The peculiar separation legislated by the wall, which is often treated as a de facto ‘border’, obscures the ways in which it facilitates continued Israeli territorial expansion and deepens the subjugation of the Palestinian population. As a border, the separation wall functions more as a colonial frontier, the asymmetry of which has powerful implications for the border crossings of documented and undocumented workers, as well as their respective experiences of illegality inside the West Bank and in Israel. It is in the context of West Banker Palestinians who work in Israel, I argue, that the doctrine of separation embodied in the wall is exposed as not only deceptive, but also obfuscating of the relation of asymmetrical dependence between the two entities.  相似文献

The ‘sacrificial attacks’ in Jerusalem and throughout all of Israel, from July 2014 until August 2015, were the promo of the full-scale knife-attack that started from October 2015 until now. The uniqueness of this wave of terror is its length – over a year – and its use of the old-new ‘white weapons’ which, since October 2015, has included women and children. This research answers how and why these lone-wolf attacks started. The ‘lone-wolf’ attacks, as nicknamed in the Israeli and worldwide press, are, in reality, a continuation of the organized terror activities of the Palestinian liberation organizations especially the Islamic Jihad and Hamas. This is not a popular intifada drawing the masses, nor an armed intifada, but a wave of terror that includes a large number of initiated attacks by known anti-Israel Palestinians connected to terrorist organizations by their past activities or through relatives (prisoners or martyrs) or inspired by the Internet sites and social media. The Palestinian liberation organizations are all protecting al-Aqsa and supporting, without any restrictions, a continuation of the attacks against Israeli targets in Jerusalem and competing with each other.  相似文献

Abstract

This article aims to explore how the intellectual thinking and political actions of an Islamist could be developed and changed toward a more realistic view. The Kuwaiti Islamic Students’ movement in the UK was led by the youth of the Muslim Brotherhood under the Free Kuwait Campaign during the Second Gulf Crisis in 1990-91. This movement went through a significant development and change of ideas and practices with other political and societal groups. Dealing with all segments of Kuwait’s society as partners in the country and its destiny, and not as intellectual or party opponents, was the main change in ideas. Moreover, a qualitative leap in realistic political thought emerged among these young people and affected the future of the movement. In the immediate post-invasion era, this action was not invested towards building an open national platform. However, the students’ actions were influenced by the event, and pro Islam al-’i’tilafiyah became more accepting of others, leading to many students from other ideologies joining the ranks. Moreover, nationalistic ideas crept into Islamic thoughts in the post-invasion era, leading to a mixture of ideologies rendering one ‘moderate’ or ‘conservative’ that was described by stricter Islamists as ‘lenient’.  相似文献

Founded primarily by Jewish-American immigrants after the 1973 Arab–Israeli war, Efrat has emerged as one of the most highly recognizable settlements in the occupied territories. Drawing on archival materials, the periodical press, and interviews never before brought to light, this article both explores the untold history of this ‘city on a hilltop’ as the product of a quadrilateral relationship between American–Israelis, the Israeli government, the native Israeli settler movement, and local Palestinian communities, as well as reconstructing the discourses in the making of Efrat, which combine religio-political imperatives alongside a deeply Americanized vision of building new, utopian, suburbanized communities in the occupied territories, during its formative years between 1973 and 1987.  相似文献

The Arab states suffered humiliating defeats at the hands of Israel during the first Arab–Israeli war. Immediately following the war, Israel made brilliant and shrewd use of diplomacy to achieve its goals at the negotiating table, much as it had previously used armed force. Israel refused to negotiate with a united Arab negotiation team, preferring to isolate the states, picking them off one after the other. The Israeli–Transjordanian talks differed radically from the other armistice negotiations. Here, two parallel tracks were followed. At Rhodes, the two countries negotiated openly under UN auspices, while in Jerusalem and at King Abdullah's palace in Transjordan, representatives of the two countries held secret bilateral talks. Israel masterfully used the context of these talks to maximise its gains, using military operations to create ‘facts on the ground’, combined with direct coercion in the shape of blackmail, while taking full advantage of international power structures and abusing the trust that King Abdullah had placed in personal relations. The UN Acting Mediator, Ralph Bunche, was aware of the secret back channel, where the clearest cases of coercion took place. Physically and mentally exhausted by the protracted negotiations, he allowed the secret talks to progress despite his dislike of the outcome. The British government, at the time the protector of Transjordan, was unable to assist its client for fear of falling out with the USA, while the US government, in many ways the protector of Israel, maintained an equally ‘hands off’ stance because the talks concerned only an armistice, not a peace treaty. Already at this early stage in their relations, the power asymmetry between Israel and the Arab states was the main reason the parties could not arrive at a peaceful, sustainable solution. This article reinvestigates this diplomacy by using a combination of US, Israeli, British and UN archives, as well as the almost untouched Ralph Bunche diary.  相似文献

ABSTRACT

The use of ‘neopatrimonialism’ as a category in mainstream scholarship on African polities and economies is ubiquitous. A critique by Thandika Mkandawire has shown that the ‘neopatrimonial school’ is devoid of conceptual coherence and analytical power – it is an expression of a prejudice, not a useful tool for research and analysis. The article endorses Mkandawire's view but points out that this is by no means the only example of its kind. On the contrary, the use of categories which assume the superiority of societies in the global North over those in Africa is widespread. The article illustrates this by discussing and criticising two others, the ‘democratic consolidation’ paradigm and the ‘failed state’ framework. It argues that all three shape assumptions by scholars in Africa as well as outside it which obstruct concrete analysis. A critique of these paradigms is thus essential to the development of scholarship on and about Africa.  相似文献

By adopting a neorealist approach to alliance formation this paper examines the trilateral partnership of Israel, Cyprus and Greece. It argues that since its inception in 2011 it has developed into a (‘comfortable’) quasi-alliance – a less formal and more flexible form of alliance than the traditional ones – driven by profit and threat-related individual and collective motivations. The primary motivations behind the formation of the quasi-alliance have been the common perceptions of Turkey as a security threat and energy-related interests. Moreover, it is suggested that the ‘comfortable’ and quasi nature of the alliance could allow the three states to manoeuvre politically so as not to exclude future and parallel relations with Turkey. This means that the transformation of the quasi-alliance into a more formal alliance is a rather unlikely scenario and that it could fade out should Turkish?Israeli relations improve.  相似文献

This article problematizes the much-used but under-analysed concept of Ottomanism, exploring its discursive evolution from the concept's origins in the nineteenth century to its present practice. Investigating its roots in an elitist multicultural project, the paper examines its integral role as part of the opposing intellectual subculture during the early Republican era and its later re-politicization as ‘neo-Ottomanism’ in Turkey's Özal-era foreign policy. The current practice of ‘banal Ottomanism’ by the AK Party is analysed as a symbolic component of the current re-identification of Turkish society, facilitating the reintroduction of Islamic-Ottomanist traditions into everyday routines.  相似文献

In 1996, the then South African deputy president thabo Mbeki opened parliament with his since then acclaimed ‘I am an African’ speech. Subsequently, Mbeki publicly persuaded Africans to embrace and advance the concept of an African renaissance for Africa’s development. While Mbeki’s African renaissance project was welcomed on the one hand; on the other, it was anticipated that it would be an elitist project. In this article, it is argued that to the contrary, the African renaissance as pursued by Mbeki has sought to benefit ordinary Africans in a practical sense. This article uses a historical narrative approach so as to give a historical context against which Mbeki’s African renaissance emerged, highlighting the successes, failures, constraints, setbacks and challenges that he had to confront. the argument is that African intellectuals and academics who correctly point out the absence of a mass-based African renaissance movement must not stand apart and merely point fingers, but must be actively engaged in the realisation of the African renaissance ideals.  相似文献

This article focuses on the Israeli land regime as reflected in the land allocation activities of the Development Authority (DA) in urban areas between 1950 and 1960, and particularly on how allocation of space influenced the development of a social stratum during this nation-building period. The analytical lens applies two concepts to the empirical data on DA activities during this period: ‘incorporation regime’ and ‘citizen discourse’. The outcome is an understanding of the ‘rules of the game’ supporting selective access to land allocations in given areas. Accessibility was aimed at distinct Jewish groups – wealthy, connected/networked, and veteran citizens, in line with the republican discourse in Israel at the time. The findings provide a deeper understanding of connections among institutional mechanisms, citizenship discourse and land allocation, and their expression both spatially and in terms of the fabric of life that developed within the social, political and land regime contexts.  相似文献

This article addresses a number of obscurities surrounding the role of the various Sudanese police units often referred to as the ‘religious police’ or ‘morality police’. These include the Popular Police, Society Police and Public Order Police. Although these units have often been analysed as agents of ‘Arabization’, ‘Islamization’ and the cultural domination of peripheral groups by the hegemonic northern riverain faction within the state, this article focuses instead primarily on the intra-northern debate over these units, which is suggestive of a variety of internal crises the northern government will need to resolve in the wake of secession. It contends that the Sudanese government has never resolved the ambiguity over whether these units function as local crime fighters or as guardians of religious morality. Although a number of analysts argue that the Sudanese regime has become less ideological and thus scaled back the morality police, this ambiguity remains highly relevant today, to the extent that it causes divisions within the security forces and even the government itself. The article further identifies the centrality of the debate over the public order units to the period of self-questioning that has characterized the ‘post-Islamist’ phase in Sudanese politics. It discusses the ambiguous social status of these units, who have been represented as guardians of urban Sudanese culture by their champions and a threat to it by their detractors.  相似文献

In the nineteenth century, changes to Ottoman legal and financial structures upset the familial interests of the large Levantine clans that were an integral part of the Ottoman Empire from its centre in Constantinople to its peripheries. Many legal and political disputes involved influential individuals who were not strictly ‘European’ or ‘foreign’; rather they were long-term residents of the empire with strong ties to the Mediterranean basin. A forgotten part of Egyptian history, the De Rossetti family presented here exemplifies those families and individuals who transcended the ‘imperialist’ tag as part of a wider Levantine network. This article argues that extraterritorial legal claims had the direct, and generally unintended, effect of an imposed legal order that ensnared both Ottomans and non-Ottomans in disputes over juridical pre-eminence, a creeping institutional imperialism which case by case sought to undermine the Egyptian regime’s capacity to govern.  相似文献
