This article introduces the special issue on ‘South African Foreign Policy: identity, directions, and intentions’. Here we seek to summarize key insights from the contributions to this special issue to deepen understanding of South Africa’s evolving post-apartheid foreign policy through an exploration of the nature and trajectory of key bilateral relationships from both the global ‘South’ (Brazil, China, Iran, the AU) and ‘North’ (Japan and the UK). This window on the country’s international relations enriches understanding of the normative and structural factors that influence not only South African foreign policy, but those of what Edouard Jordaan calls emerging middle powers as they seek to position themselves as influential actors in international affairs. We sketch the contours of these key South African relationships in four areas where the tendencies and tensions of emerging middle power foreign policies are apparent: regionalism, multilateralism, reform of global governance, and approach to moral leadership.  相似文献

ABSTRACT

Since America’s invasion of Iraq in 2003 and the consequent partial collapse of the state Iraq has been undergoing a process of deterioration and disintegration mainly because America’s vision of establishing a new, more democratic political order there encountered a lack of readiness to understand what the structure of a democratic state should be. The political process that Iraq has been going through – that is the transition from autocratic dictatorship to adopting a kind of democratic system is called anocracy, which means a political system that is neither fully democratic nor fully autocratic.

Furthermore, the Iranian intervention into Iraqi politics that took place after 2003 has led to the creation of a virtually imperial model of regional power (Iran’s) that has turned Iraq into a kind of informal protectorate in ethnic and religious issues. This article wishes to offer a better understanding of the anocratic political shift that Iraq has been going through by adding the component of Iran’s influence and foreign policy upon it as an ambivalent factor that is both accelerating yet also preventing the process of democratization from properly establishing itself in Iraq.  相似文献

This report of a public opinion survey on South Africa’s foreign policy did not attempt to gauge South Africans’ knowledge about specific issues in international politics, but rather their underlying attitudes, specifically their foreign policy postures. After providing a brief overview of the scholarly debates about the role of public opinion in foreign policy analysis, we contextualise the nature and methodological approach of the survey. Thereafter we organise the article according to three key themes that illuminate ‘ordinary’ South Africans’ foreign policy postures and how South Africans view their country’s international identity. These themes include, first, debates about what the purpose of our foreign policy should be; second, the country’s international role; and third, who South Africans consider to be our allies and role models. Finally, we distil possible patterns emerging from the survey into a posture that we relate to two concepts: ‘pragmatic internationalism’, and a ‘middle power role’.  相似文献

This article challenges traditional accounts of the 1946 Cold War Crisis in Iran by moving beyond Soviet–American confrontation to focus on British policy. In contrast to the United States, Britain was a major stake-holding power in Iran due to the valuable holdings of the Anglo–Iranian Oil Company (AIOC). By comparing the reactions of the AIOC and Foreign Office, continuity between the events of the 1946 Crisis and later developments in the Mosaddegh premiership becomes apparent. Soviet interference in Azerbaijan prompted great concern from representatives in Iran, but the central Foreign Office pursued a more cautious policy. Only concerns relating to the growth of domestic Iranian communism in the form of the Tudeh Party and the threat this entailed to the British concession prompted the Foreign Office and AIOC to take measures rendering them partially complicit in the internationalization of Iranian politics, setting an important precedent for future action. This article evaluates the policy-making process and its impact on Anglo–Iranian relations by utilizing records from the UK National Archives, British Petroleum Archive and diplomatic personal papers.  相似文献

The historiography of Pahlavi Iran has been unduly influenced, in the words of Cyrus Schayegh, by ‘a methodological statist’ paradigm based on the assumption that the state, dominating society, strove to implement radical Westernization while society’s role was passive and reactive—and that society did not exercise substantial influence on Pahlavi policy-making, in particular during the period covered here, 1967–1979. Consequently, a large gap between state and society emerged and in 1979 the monarchy was overthrown. This article argues that this paradigm needs revision given its inadequate attention to the changes the shah made in the state’s discourses on Westernization and Iranian authenticity and national identity in response to a growing societal and intellectual backlash to Pahlavi Westernization. The Rastakhiz Party and its publications played the key role in this emerging Pahlavi anti-Westernism. The article shows that these changes were more substantial and impactful on the state’s discourses on national identity and the West than has been assumed by existing literature.  相似文献

Abstract

This article examines contrasting paradigms of China's foreign policy in the context of China's role in the Iranian nuclear program. In contrast to revisionist and status quo paradigms, which view China as either a menacing threat or a constructive partner of the United States, this article advances a reformist paradigm that presents China as neither a follower nor an opponent of US policies. Rather, the reformist paradigm suggests that although China has placed a premium on its relations with Washington, it has also pursued stealthily obstructive policies in Iran that have enabled it to garner substantial narrow gains at the expense of compromising the US agenda in the region. The author calls this grand strategy opportunistic pragmatism.  相似文献

In the Kosovo crisis, Germany for the first time since 1955 joined NATO military combat operations in a major way. While this has often been interpreted as a fundamental major departure ('normalisation') in Germany's post‐war foreign policy, this article argues that Germany's willingness to contemplate joining a NATO war even without a mandate by the UN Security Council represents an evolution, rather than a fundamental change in Germany's foreign policy orientation. This evolution can be explained best as a logical and consistent response of Germany's foreign policy identity which reconciled, through modification, its traditional post war foreign policy identity as a ‘civilian power’ to a radically different security environment.  相似文献

This article examines how the Foreign Office’s Information Research Department (I.R.D.) worked with SAVAK, the Iranian intelligence service, between 1956 and 1968. It explores how a mutual fear of the Soviet Union compelled both departments to work together to produce and disseminate anti-communist propaganda. As well as the publication of books, prominent Iranian journalists would be given stories that praised the Shah’s regime and discredited the Soviet Union. SAVAK figures were also invited to Britain by the I.R.D. to attend training sessions on producing propaganda. The ties between both agencies, however, meant SAVAK was able to persuade the I.R.D. to assist in the conception of anti-Arab Nationalist propaganda, something that contravened wider British foreign policy. Moreover, such an agency-led approach was rendered short-lived. By 1968, many of the SAVAK figures friendly to the I.R.D. were promoted and replaced by individuals less keen on working with the British.  相似文献

Using a discourse approach, the article demonstrates that Khatami's construction of Iranian national identity is a discourse of resistance on the international and regional levels. This resistance is evident in the meanings attached to three sets of values: Iranian-Islamic culture, ‘dialogue among civilisations’ and Islamic mardumsālārī, which are referred to as the three pillars of the Islamist-Iranian discourse of national identity. In terms of Iranian-Islamic culture, it is evident that Islam is Iranianised and furthermore the framework for the political apparatus is not simply politicised Islam, but rather Iranian political Islam. In terms of ‘dialogue among civilisations’, the resistance is not only to perceived Western hegemony in the international system, but also resistance to the dominance of the West and Western perspectives in the discipline of International Relations. Finally, Khatami establishes Islamic mardumsālārī as the most appropriate and authentic means of maintaining Iran as an independent nation.  相似文献

Scholars of Iranian constitutional history have long recognized the influence of the Belgian and Bulgarian constitutions on the Iranian 1907 constitution. The exact character and extent of these and other constitutional influences have remained unclear, however. This article provides an analytical comparison of the 1907 Supplementary Fundamental Laws with the 1831 Belgian, 1876 Ottoman and 1879 Bulgarian constitutions that served as models and sources of inspiration. We also provide an easily navigable annotated version of relevant constitutional provisions in the footnotes for scholars interested in tracing models for particular provisions and have provided a complete version of the 1907 Supplementary Fundamental Laws and its sources on our website. In doing so, this article and the accompanying materials hope to clarify where these influences begin and end, where they have been modified or ignored, and where Iran’s constitutionalists innovated by introducing more stringent separation of powers or new institutions. It is thereby demonstrated that Iran’s constitutionalists critically engaged with previous constitutional traditions, rather than merely copying provisions from earlier models. Thus, Iran’s 1907 Supplementary Fundamental Laws should be regarded as an organic engagement with and global extension of the European liberal tradition, rather than as a merely peripheral or derivative development.  相似文献

ABSTRACT

South Africa’s peace and security outlook in the EU–South Africa Strategic Partnership has been guided by the content and substance of the founding document, which incorporates an interdependent approach to development. For South Africa, engagement in the EU–South Africa Strategic Partnership is framed by its historical background, its identity and the content of its foreign policy. South Africa's foreign policy in particular adopts an integrated approach to securing the state within its surrounding regional and continental geography. This article reviews South Africa's approach to peace and security, in the context of the strategic partnership. The article argues that, overall, South Africa's definition of peace and security is compatible with that of the EU; however, Pretoria's vision of how it provides peace and security has naturally changed in line with the varying international circumstances in which it has found itself. While this has proved difficult at times to reconcile, peace and security collaboration in the strategic partnership has managed to remain intact.  相似文献

The 2015 Joint Comprehensive Plan of Action (JCPOA) provided a poignant example of how Iran successfully pursued a unique grand strategy that was established following, and had evolved since, the 1979 Revolution. As a result, Tehran was able to stifle attempts by Washington, DC to influence domestic Iranian affairs. In this context, this article argues that Iran's grand strategy juggled a commitment to the regime's revolutionary mantra, formed in 1979, and a pragmatic approach to pursuing national interests. This is accomplished by analyzing the foundation and evolution of Iran's grand strategy, and where the US fits in this dynamic. By focusing on the negotiations leading up to and the eventual signing of the JCPOA, this article sheds light on how Iran's grand strategy was formulated, what constitutes the main drivers and barriers to the strategy, and indeed how this manifested itself in the US–Iran relationship context.  相似文献

Ever since Myanmar reoriented its foreign policy as a result of its transition to democratic rule in 2010, it has significantly improved its relations with the West, particularly the United States. Amid heightened geostrategic competition between the U.S. and China, how can we understand the Chinese government’s changing approaches to Myanmar, where China’s strategic and economic interests face unprecedented pressure? This article examines those changes in the context of the Chinese government’s response to three militarized ethnic conflicts along its border with Myanmar before and after Myanmar’s foreign policy reorientation. Drawing evidence from Chinese Ministry of Foreign Affairs statements and Chinese media coverage of the 2009 and 2015 Kokang conflicts and the 2011-2013 Kachin conflict, the article argues that combined geopolitical changes and domestic nationalist signaling explain the variations of China’s foreign policy approaches to Myanmar. The article thus contributes to ongoing interest in China’s foreign policy approaches to Southeast Asia in the wake of geostrategic competition between China and the United States.  相似文献

Iran has the highest rate of road traffic accidents (RTAs) worldwide. Iranian studies of the growing levels of RTAs are often conducted by medical doctors, who view them in light of the increase in the production and ownership of cars and the changed lifestyle of many Iranians, and discuss them in terms of pathology, morbidity and epidemiology. This article argues that although the high levels of RTAs in Iran are new and reflective of the changing character of Iranian society, the habit of reckless driving is not. Using open and semi-structured interviews, it explores how Iranians describe their driving habits and experience RTAs. Placing the results of the interviews in the historical context of Iranian society, the article goes on to examine driving as a form of behaviour with legal and cultural dimensions indicative of how Iranians interact with each other and with the normative structures of the legal system, the state and society to create a form of social order. Being mediated through the use of automobiles, driving habits also throw light on how Iranians relate themselves to an aspect of modern technology. Thus, this study will treat Iranians' driving habits as an empirical manifestation of one aspect of their legal culture, which is mediated through the technology of the automobile.  相似文献

This article examines US covert operations toward Iran from February until November 1979. It focuses especially on whether the CIA was trying to undermine or overthrow Iran's nascent Islamic regime, as many Iranians believed. The article details the extensive covert contacts the CIA and other US personnel established in this period with Iranian officials and various Iranian opposition factions. Its main conclusion is that US officials established these contacts for the purpose of gathering intelligence about the rapidly changing situation in Iran, rather than to undermine the Islamic regime. Indeed, US personnel never encouraged these Iranian contacts to plot against the regime and often explicitly discouraged them from doing so.  相似文献

Anti-Zionism constitutes an important ideological building block of the Islamic Republic of Iran. This article provides insight into the mass communication of anti-Zionism in the English-language Iranian press in order to examine how this ideology is ‘exported’ to an international readership. The article presents the results of an empirical study of two leading English-language Iranian newspapers, The Tehran Times and Press TV. The study uses critical discourse analysis and draws upon tenets of Social Representations Theory from social psychology. The following themes are discussed: (i) resisting social representations of Israeli statehood; (ii) constructing threat: the Zionist regime as a terrorist entity; and (iii) responding to threat: anti-Zionism as a religious duty for the Muslim Ummah. As a ‘mouthpiece’ of Iran, these outlets adopt and encourage a fervently anti-Zionist stance by refusing to recognise the statehood and civilian population of Israel and by constructing the ‘Zionist regime’ as a terrorist threat which should be mitigated collectively by the Islamic Ummah. This article contributes to the growing scholarship on the connections between the Ottoman and Iranian revolutions by exploring Ottomans’ reactions to and portrayal of the constitutional struggle in Iran. Based on an examination of primary sources that have not been utilized before, it reveals how an ideologically diverse group of intellectuals tried to link the two revolutions together in the Ottoman-Turkish press, focusing on shared problems and ideals. It demonstrates that undergoing a revolutionary process themselves, these intellectuals interpreted the events in Iran through the prism of their own experiences and used them to garner support for the constitutional regime at home. Through their depictions of the Iranian revolution, they not only portrayed the 1908 Revolution as part of a broader struggle against despotism and imperialism with significant implications for the Islamic world, but also conveyed the message that the Ottoman constitution needed to be supported and protected so that it did not fail like the one in Iran.  相似文献

Abstract

The diversification of allegiances with several more powerful states is seen as a way for minor actors to improve their strategic position in the international system. The result, however, could become less than desirable when these relations are both essential and contradictory. This article intends to examine the challenges for Transnistrian foreign policy through the concepts of bandwagoning and balancing. It uses alternative neorealist perspectives to identify various types of alignment and then examines how this landlocked territorial entity attempts to use relations with Russia and Ukraine to protect its statehood and identity in the context of the ongoing threat from Moldova. This article identifies that twice in the last decade (after the Orange Revolution and Euromaidan), the strategy of ‘dual alignment’ failed. It claims that recent attempts by both the EU and Ukraine to weaken Russia’s position in the region by isolating Transnistria has led to a further strengthening of ties between this actor and Moscow.  相似文献

Prime Minister Modi’s administration has renewed emphasis on highlighting India’s soft power resources such as yoga, democratic values, spirituality, etc. Modi has also launched an aggressive public relations and marketing campaign to boost India’s economic growth. This article examines the role and importance of soft power resources in Modi’s foreign policy. The author argues that Modi is applying a two-pronged strategy of simultaneously adopting an aggressive sales pitch to boost India’s economic growth and leveraging India’s soft power to mitigate potential threats emanating from the country’s growing hard power. While soft power resources generally supplement a state’s hard power towards achieving foreign policy goals, Modi is using India’s soft power to draw attention away from the state’s rising military power. While India is enhancing its existing military power, Modi is engaging India’s neighbours and other great powers to ensure that its rise is intended to be peaceful, non-threatening and entirely benevolent. This is in stark contrast to how Asian states as well as the world perceive China’s rise. This article also questions the effectiveness of this strategy and predicts that this strategy should bode well for India in maintaining its international reputation and relationships.  相似文献

The Egyptian state’s policy of dispatching trained Egyptian professionals, primarily educational staff, across the Arab world rarely features in analyses of Egypt’s foreign policy under Gamal Abdel Nasser. This article relies primarily on newly declassified material from the British Foreign Office archives, unpublished reports from the Egyptian Ministry of Education, and an analysis of related articles in three main Egyptian newspapers (al-Ahram, al-Akhbar, al-Jumhuriya) in order to provide a detailed reconstruction of regional migration’s importance for Egyptian foreign policy. It debunks the conventional wisdom that Egyptian migration became a socio-political issue only in the post-1973 era, arguing that the Nasserite regime developed a governmental policy that allowed, and encouraged, Egyptians’ political activism in Libya, Syria, Yemen, and the Persian Gulf according to state foreign policy priorities in the 1952-1967 period. By presenting a cache of archival material in analytical and critical context, this article offers concrete evidence of how migration buttressed Egypt’s regional ambitions under Gamal Abdel Nasser.  相似文献
