This article is an effort to situate the conflict between the Syriza government, elected in 2015, and Greece’s creditors in the context of broader changes in the structure of European political economy over the past quarter of a century. It explains the dynamics by which the leftist government of Alexis Tsipras shed its commitment to ending austerity through the lens of Stephen Gill’s “new constitutionalism.” While sovereign power helps show why Tsipras was unable to negotiate a new deal for Greece, two mechanisms of disciplinary power clarify different aspects of crisis politics: market reification, which obscured the role of the European Central Bank, and the reconstitution of truth claims, which led to the attribution of responsibility for the crisis to Greece itself.  相似文献

This paper focuses on the 300 Migrant Hunger Strikers event in Greece to explore the material conditions of possibility for migrant politics in times of crisis. It identifies three elements that played determinant roles in the articulation of the event: the politics of equality enacted by migrants, the ethics of hospitality and witnessing enacted by the Greek activists and host populations and the sacredness of the event. Critically engaging with the theories of Rancière, Derrida, Agamben and Durkheim, this paper demonstrates how these elements encountered and how their encounter helped migrants to achieve rights, albeit limited and temporary. Moving beyond the particularity of the event, this paper also highlights the event’s importance for migrant politics in times of austerity, and increased surveillance and racism against migrants. Despite its limited and temporary success, the event demonstrates how a politics of equality, ethical openness and respect for human life can form the basis of true cosmopolitan universality. The event also demonstrates how cosmopolitan universality is constructed from below by the migrants, who despite their undocumented status, engaged in an act of citizenship to demand equality.  相似文献

This is the second paper in a two-paper series in which we present how the ongoing crisis in Greece has been used to accelerate the neoliberal restructuring of Greece with serious implications for the appropriation of nature. In this paper we focus specifically on particular aspects of the austerity programs that relate to natural resources and natural conditions. We examine changes to the business environment and ongoing privatization schemes to show how the Greek austerity programs benefited private capital with significant concessions of natural resources. By discussing relevant specific cases, we concretely show how austerity programs have had far-reaching adverse consequences for the living conditions of working people and their access to natural resources.  相似文献

In this paper, I argue that the unique contributions of Foucault’s late work to critical social theory can be identified in the ways in which power relations are refined as the material condition of “politics” as distinguished from that of law, where “politics”: (a) includes both competitive and goal-oriented strategic actions and interactions, (b) excludes the coercive technologies of law embodied in State institutions, (c) presupposes “incomplete” reciprocity between actors engaged in directing others, (d) always entails modes of revealing truth and acting upon the self. By contextualising the break between pastoral power and direction in the 1979–1980 lectures, I show how for the late Foucault, power relations constitute the material condition of “politics” precisely because, unlike relations of control or coercion, their aims and objectives remain open to the possibility of building new relationships and potentially more “political” forms of social action. I conclude by situating this major distinction within Foucault’s unfulfilled project to study the “military dimension” of society, and the relevance and urgency of this project for contemporary struggles against new forms of militarism and austerity.  相似文献

The sovereign debt crisis in Greece and other periphery countries is a yardstick for the viability of the European project: if Greece defaults and exits the Euro‐zone, then the entire European architecture will be questioned. This article examines the origins of the Greek debt crisis and argues that the key sources of the debt are the economic and political factions that have dominated Greek politics since the fall of the Colonels in summer 1974 amidst the Cyprus calamity. These factions (political parties, comprador economic interests etc.), whose policy actions and preferences are amalgamated with the interests of Euro‐Atlantic elites, are now being severely undermined, both politically and economically, as the prosperity of the Greek middle classes is eroded following two years of harsh austerity measures imposed on the Greek ruling factions by those Euro‐Atlantic elites. Furthermore, this article outlines ways out of the Greek debt crisis, putting into test some reasonable policy proposals that are being widely discussed in Greece and abroad.  相似文献

The austerity policies that EU policymakers adopted in response to the Eurozone crisis are often criticized as the product of institutionalized neoliberal ideas. This critique has merits, but tends to overlook institutional changes that do not neatly conform to well demarcated neoliberal ideas considered as “switchmen,” “paradigms,” or “blueprints.” This article offers an alternative reading of the Eurozone's institutional evolution that bridges pragmatist scholarship with cognitive and social psychology. The Eurozone crisis saw the emergence of a new and contested repertoire of governance. Policymakers agreed that “stronger governance” was necessary, but they struggled over how to perform that repertoire. This contest ultimately produced institutional changes that typically mixed austerity and unconventional policies. The advantage of thinking about ideas in terms of repertoires that actors perform is to afford a more granular view of institutions as sites of individual cognition, collective innovation, and political contestation.  相似文献

Van Vossole's article explores the racist framing of the peripheral member states of the European Union, the PIGS (Portugal, Ireland (and/or Italy), Greece and Spain). It demonstrates a strong connection between the processes of racialization and depoliticization, as well as the return of colonial dynamics in the Eurozone. Side-stepping political economy and history, the culturalization of politics perfectly complements the ‘post-political’ neoliberal hegemony. Political and media discourses reproduce it in both populist and corporate interests. The culturalization of politics reduces the differences between centre and periphery to certain ‘cultural characteristics and habits’, as reflected in stereotypes of laziness, non-productivity, corruption, wasteful spending and lying. These make it possible to blame the PIGS for the current crisis, legitimizing drastic austerity measures and a loss of sovereignty. The loss of sovereignty shows remarkable similarities with what Kwame Nkrumah defined as neocolonialism: the continuation of colonial power relations through processes of economic dependence, conditional aid and cultural hegemony. While this problematic only resurfaced during the recent Euro crisis, Van Vossole discusses how today's racist discourses and neocolonial politics have their roots in the past, particularly in anti-Irish and anti-Mediterranean racism and in the (semi-)colonial position of the PIGS in the British and Ottoman empires. Besides structural violence against the periphery, a major consequence of this racialization is that it jeopardizes any possibility of further democratic political integration on the basis of a common European identity.  相似文献

The European debt crisis has impacted on electoral politics in most European states, but particularly in the Republic of Ireland. The severe nature of the economic crash and the subsequent application of austerity policies have brought large fluctuations in political support levels, with the three parties that have dominated the state since its foundation – Fianna Fail, Fine Gael and Labour – all being adversely effected. The extent of these changes is highly controlled both by geography and by class, with political allegiances proving to be highly fluid in certain parts of the state. Growing support levels for left wing parties and groupings, but most notably Sinn Fein, appear to be moving Irish politics away from the old “Civil War” style of politics and bringing it more into line with the traditional class cleavage politics of continental Europe.  相似文献

This special issue presents findings and reflections of scholars who participated in the European Network of Political Ecology (ENTITLE). By mobilising conceptual frameworks from several strands of Marxist and post-structuralist theory—and empirically engaging with a range of historico-geographical processes—the articles in this issue contribute to debates in political ecology in two main ways. First, they critically analyse the political economy and ecology of contemporary capitalism, with an emphasis on accumulation strategies associated with the uneven expansion and crisis of neoliberalism. Specifically, they unpack and critically extend the frameworks of “accumulation by dispossession” and “nature's neoliberalisation” to engage with, among other cases, the political ecology of “austerity” in Southern Europe; historical and contemporary cases of “capital-driven disasters”; and political ecological dynamics taking place around relationships of “rent”. Second, the authors of this special issue analyse new and re-emerging forms of socio-ecological resistance and contestation, including both distributional struggles and movements against “commons' enclosures”. Moreover, they focus on how struggles can (and do) move from contesting capitalist forms of dispossession towards creating alternative “hegemonic” projects and blocs, by critiquing received “common sense” and constructing and performing alternative political ecological imaginaries informed by principles of solidarity and “commoning”. Taken together, the articles in this special issue present new ways of thinking and enacting political and ecological struggles outside established scholarly traditions and conventional disciplines.  相似文献

Implementing e‐government in the contemporary American state is challenging. E‐government places high technical demands on agencies and citizens in an environment of budget austerity and political polarization. Governments developing e‐government policies often mobilize frontline workers—also termed “street‐level bureaucrats”—to help citizens gain access to services. However, we know little about how frontline workers cope in these challenging circumstances. This article fills this gap by examining frontline workers implementing the Patient Protection and Affordable Care Act. Based on a qualitative analysis, the authors find that frontline workers “move toward clients” when coping with stress: they bend the rules, work overtime, and collaborate in order to help clients. They are less inclined to “move away” or “move against” clients, for instance, through rigid rule following and rationing. In other words, frontline workers try to serve clients, even “when the server crashes.” Frontline workers, then, can play a vital role in the successful implementation of e‐government policies.  相似文献

Even when subject to comparable exogenous constraints during the Eurozone crisis and in its immediate aftermath, governments in Southern Europe have pursued distinct labour market reform agendas. What room for manoeuvre did governments of crisis-struck peripheral countries really have in shaping their labour market reform strategies, and how can we account for the observed variation? We address these questions by making a twofold contribution to the debate on the political economy of austerity in the Eurozone periphery. First, through the first systematic analysis of all labour market and collective bargaining (CB) reforms implemented in Portugal, Spain, Italy and Greece over 2009–2019, we identify those elements of core labour market deregulation common across Southern European countries (namely, the loosening of employment protection for workers on open-ended contracts and the decentralisation of CB to the firm level); and those elements of variation, both cross-country and cross-party, in the content of corollary labour market interventions that accompanied this core deregulation. Second, we explain these similarities and variations in reform outcomes as the product of the interaction of two factors: economic constraints and electoral dynamics. We argue that the implementation of the common core of deregulation is linked to the exogenous pressure to improve export competitiveness to which Southern European countries have been subjected since the crisis. Through the combination of survey data analysis and qualitative evidence, we then show empirically how the variation in the corollary measures accompanying deregulation is linked to the class composition of the electoral social blocs Southern European partisan governments rely on or aim to assemble. Based on this analysis, we identify four ideal-typical labour market reformist strategies attempted by Southern European governments during the decade of the Great Recession. The analysis highlights that although domestic politics plays a crucial role in shaping structural adjustment under crisis conditions, not all reform strategies are equally viable within the framework of Economic and Monetary Union.  相似文献

Abstract

In this article, we see the month-long graduate student and contract faculty strike at York University (Toronto, 2015) through a lens informed by Herbert Marcuse’s thought. In the context of widespread student protests across North America against neoliberal austerity, we draw on our picket line experiences to argue that Marcuse’s work provides insights into how students and faculty can engage in critical praxis within the neoliberal university. We argue that CUPE 3903, the union of TAs and contract faculty at York, is a kind of counter-institution that Marcuse argued was necessary for liberation. Marcuse strategically urged students to take advantage of gaps or cracks in a disintegrating system. Our analysis revolves around the complex experience of the graduate student picket lines – a “gap” – as a site of rupture for the liberation of aesthetic experience, “organized spontaneity,” open, democratic organization, as well as conflict.  相似文献

In 2015, the newly elected government of Finland introduced austerity measures designed to improve the public economy, which had not recovered from the financial crisis of 2007–2008. The article examines how the government sought to secure acceptance for austerity by appealing to citizens’ emotions. We analyse how the measures were emotionally motivated and how, according to the parties in power, citizens should and should not have felt about them. The article shows how the politics of austerity produces various and contradictory feeling rules. These seek to temper citizens’ negative emotions towards austerity, such as dissatisfaction over unfair sharing of pain and distrust towards political authority. Interestingly, the rules evoke hope that a better future lies ahead if citizens follow the proposed measures, yet prompt fears of what will happen if they do not. The government also emphasised its transparency and honesty to prompt empathy and trust from the population.  相似文献

The sociopolitical context of post-2008 Europe is ripe for the revival of the radical left as a viable force against the hegemony of neoliberal capitalism and the politics of austerity. Political space on the left has been opened up owing to extreme electoral instability and to a significant decline among centrist parties, which, in violation of their principles, have been instrumental in imposing austerity policies. The polarization has led also to a dangerous rise of the far right. These developments need to be examined in the context of Europe's sovereign debt crisis.  相似文献

As austerity becomes the new normal for advanced nations, questions are raised about whether nations can make the hard choices necessary to bring about a sustainable fiscal future. The political defeat experienced by so many European governments undertaking fiscal consolidations points to the vulnerabilities that leaders will face. This article shows that how some Organization of Economic Cooperation and Development (OECD) nations have survived the daunting politics of fiscal consolidation by timing actions for periods of economic recovery and political honeymoons following elections and by pursuing deficit reduction strategies that emphasize broad sweeping changes yielding high potential for dramatic economic gains over the longer term. Unlike many European nations today, the seemingly endless appetite for US treasuries by worldwide markets give the United States the luxury of choosing to begin deficit reduction only when the economy strengthens. However, the absence of market pressure also reduces the sense of urgency, consigning national leaders to create internal crises such as the 2012 “fiscal cliff” to force their own hand. While the polarized politics characterizing our party system does not bode well for concerted fiscal action, divided government carries the potential for spreading political risks and promoting more sustainable fiscal outcomes, as it has in our recent history and in other nations as well.  相似文献

This article approaches the 2010–2014 economic crisis in Greece from the perspective of loss and mourning, critically exploring what questions and insights this provokes. We argue first that the rhetoric of mainstream political and media elites has been instrumental in framing responses to the Greek economic crisis in patriotic terms, a frame subsequently adopted by groups from across the entire political spectrum, whether part of the establishment or not. We then draw on discourse theory and psychoanalysis to argue that attachments to the dominant austerity and anti-austerity responses to the crisis can be understood—at least in part—in terms of a failure (or not) to properly articulate and thus mourn the nationalist-inflected loss associated with economic dislocation. We sketch out two ideological pathways in the discourses of austerity and anti-austerity, which we designate as symptomatic of ‘blocked mourning’: a melancholic pathway that seeks to contain loss through self-blame; and a pathway of ressentiment that seeks to contain loss by attributing its cause to a series of ‘others’. We argue that blocked mourning bears a direct relation to the ideological grip of the austerity and anti-austerity discourses, and that we can better appreciate the character and strength of their affective pull by drawing out the fantasmatic aspects of the narratives expressing Greek national and economic identity. Conversely, we argue that a critique of ideology can be understood in terms of the preconditions for mourning, whose satisfaction would make possible a less invested relation to the fantasmatic guarantees underpinning the austerity/anti-austerity narratives. In this view, a critique of ideology proceeds by bringing to light those factors that could facilitate a more open and deliberative articulation of loss, so as to transform and pluralize collective responses to the economic crisis.  相似文献

In this article I want to outline an argument for a New Critical Theory with a cosmopolitan intent. Its main purpose is to undermine one of the most powerful beliefs of our time concerning society and politics. This belief is the notion that “modern society” and “modern politics” are to be understood as society and politics organized around the nation‐state, equating society with the national imagination of society. There are two aspects to this body of beliefs: what I call the “national perspective” (or “national gaze”) of social actors, and the “methodological nationalism” of scientific observers. The distinction between these two perspectives is important because there is no logical co‐implication between them, only an interconnected genesis and history.  相似文献

The paper contributes to understandings of contestation and resistance in urban politics, using a land use struggle against a “big-box” development in Vancouver, Canada as an example. It surveys Foucault's work on “governmentality,” highlighting the centrality of the notion of resistance in this work before focusing in particular on Foucault's yet underexplored conceptions of “conduct” and “counter-conduct”. These concepts offer an analysis of urban politics beyond the binary of successful implementation of city policies or their failure, and of cooption or revolt; therefore, proving especially useful in the analysis of urban governance which is increasingly characterised as “post-political”.  相似文献

Dominant forms of left theorizing in relation to the crisis have constructed emergent forms of resistance as limited and reactive. This depiction of resistances, however, is created partly by abstracting the crisis from ongoing contestation of neo-liberalism. This paper situates emerging resistances to crisis and austerity in relation to ongoing trajectories of the contestation of neo-liberalism. It examines some of the solidarities and antagonisms being shaped in relation to the crisis. The paper concludes that a focus on the dynamic trajectories of alternative politics can open up different possibilities within the current conjuncture.  相似文献

In this paper, we explore successive waves of neoliberalization in Ireland. We contend that neoliberalization remained largely “invisible” during the Celtic Tiger because a property bubble permitted a period of debt-driven growth, but was revealed and politicized by the crisis. Mobilizing the ideas of topology and topography, we explore the relationships which unfolded between the “financialization” of the global economy and the two twin pillars of the Irish crisis narrative: property and debt. We conclude that there is a need for future studies to consider how neoliberalism, financialization and uneven development are being reshaped by geographically situated responses to the crisis.  相似文献
