Dr. Ellis R. Kerley, one of the founders of the Physical Anthropology section of the American Academy of Forensic Sciences, was born in Kentucky and received his undergraduate degree at the University of Kentucky. Following the completion of his doctoral degree (University of Michigan) he was a visiting professor at the University of Kentucky before joining the faculty at the University of Kansas in 1966. At Kansas he was a major advisor for many graduate students who were to become leaders in the new area of Forensic Anthropology.  相似文献

Motivated by the debate over how to deal with the huge backlog of untested sexual assault kits in the U.S.A., we construct and analyze a mathematical model that predicts the expected number of hits (i.e., a new DNA profile matches a DNA sample in the criminal database) as a function of both the proportion of the backlog that is tested and whether the victim–offender relationship is used to prioritize the kits that are tested. Refining the results in Ref. (Criminol Public Policy, 2016, 15, 555), we use data from Detroit, where government funding was used to process ≈15% of their backlog, to predict that prioritizing stranger kits over nonstranger kits leads to only a small improvement in performance (a 0.034 increase in the normalized area under the curve of the hits vs. proportion of backlog tested curve). Two rough but conservative cost‐benefit analyses—one for testing the entire backlog and a marginal one for testing kits from nonstranger assaults—suggest that testing all sexual assault kits in the backlog is quite cost‐effective: for example, spending ≈$1641 to test a kit averts sexual assaults costing ≈$133,484 on average.  相似文献

The name, T. Dale Stewart is synonymous with physical anthropology. To many members of the physical anthropology section, particularly those born in the latter half of this century, he is perhaps best known for his 1979 Essentials of Forensic Anthropology. Without a doubt, much of the foundation of this discipline rests upon his teachings and influence. Few knew him in the capacity that William M. Bass did, as T. Dale Stewart was a member of Bass doctoral committee. Bass was greatly influenced during the time he spent working with Dr. Stewart in the 1950's and the instruction and guidance Stewart instilled in Bass has and will continue to be passed on to subsequent generations. Research was Dale Stewart's main emphasis and he succeeded in demonstrating the value of investigation and how results were crucial in explaining many of the processes manifest on skeletal material. Clearly his hypothesis-based approach became essential to skeletal biology and numerous procedures and methods employed in the field are synonymous with the teachings of Dr. T. Dale Stewart. By reflecting on several recently completed interdisciplinary research projects, the far-reaching impact of his knowledge and instruction can be demonstrated.  相似文献

A boy hesitantly appears in the doorway to a meeting room. A large man wearing a name tag greets him thoughtfully and points out where he should sit in the horseshoe of chairs in the room. The boy crosses the room, picks his name tag up off the chair, puts it on crookedly, and sits down. On his face apprehension alternates with bravado. As his mother and sister, done with hanging their coats, enter the room the boy begins to fidget quietly. The large man greets them and points out their places in the horseshoe of chairs; they find their name tags on their chairs and sit down on either side of the boy. Other people that the boy and his family are close to appear in the doorway, are greeted, and move to their seats farther down the arch of the horseshoe: his grandfather and cousin, his basketball coach, his school social worker, an elderly neighbor, and a member of his mother's church. Their faces, and those of his mother and sister, betray various emotions; grim calm, hopefulness, solemnity, foreboding, sadness, and quiet interest. When they are seated, the chairs on one side of the horseshoe arch are full. The investigating officer enters, and sits at the apex of the arch. When they are all seated, the large man leaves the room and comes back with a group of people who have been waiting in a nearby room. The boy's victim enters the room first; she is a small, white-haired woman who shakes a little as she crosses the room and sits in a chair directly across the horseshoe from the boy. The boy glances quickly at her and then looks down and away to avoid her eyes. On her face, anxiety is swiftly replaced by surprise, relief, and then anger as she openly studies the boy across from her. Her daughter, a middleaged woman, sits down on one side of her, and her teenaged grandson takes his place on the other side of the victim. The older woman's minister, two elderly women neighbors, and a middle-aged male friend find their name tags on chairs further down the horseshoe's arch. When they sit down they fill the last vacancies in the horseshoe of chairs. The large man who greeted them all takes his place on a chair at the open end of the horseshoe. He is the conference coordinator and the only one with whom every person present has spoken about this meeting. He smiles quietly, looks around the circle of faces, clears his throat, and begins the family group conference.  相似文献

The pioneering work of Madhava Menon is well known to many. This article pays tribute to his memory and briefly examines what he has left behind in terms of changes to the way we think of, design, and deliver legal education across the world. The concepts that Dr Menon and others helped to sow and propagate are now blooming across the world. Before his untimely passing, he would have seen some of the fruits of such labour in his own country and beyond, but the legacy is much more than this. There is now a global movement of clinical legal education practitioners who are sustaining and developing the ideas and models that this legacy bequeathed. Using a mix of personal anecdotes and reference to relevant published works, this article explores the relevant detail and concludes that clinical legal education is in safe, competent, and creative hands.

Vacancies in the U.S. House of Representatives are filled using special elections. These elections occur off the usual American electoral cycle, and their results are routinely portrayed by the American mass media as indications of what to expect in the next general election. We examined the predictive power of special elections results with respect to the general election outcomes for the U.S. House of Representatives from 1900 to 2008. We found that special elections that yield a change in partisan control do have predictive power regarding general election results.  相似文献

The premise is that technology gaps have an important impact on the economic life of nations and also have political consequences. Expressions of concern about the technology gap between Europe and the United States have become steadily less frequent in the recent years. The purpose of this paper is to find out whether some of the lessons that can be drawn from the European technology gap of the '60s contribute to the understanding of the present United States-European technology exchange controversies. This is accomplished by (1) reviewing the European arguments, (2) trying to find out how revelant they have proven to be after a few years, (3) investigating better ways to assess the impact of technological differences with reference to current United States arguments about technology export, and (4) attempting to derive some conclusions on policy implications of transferring technology. It was concluded that important policy decisions have been made and are still being made by technology importing countries with little analytical background on the cost and advantages of achieving a technological capacity. In addition, policy decisions by technology exporting countries are most likely to be made with little knowledge of the real phenomena involved.  相似文献
