Efficient state-led, market-driven intervention has been the hallmark of Singapore's success story but the exportability of state credibility, systemic efficiencies and local advantages into alien contexts is a matter of academic and political controversy. This article scrutinises Singapore's experience with outward investment in order to objectively examine the role of Temasek and of the government-linked corporations (GLCs). It uses the case of Temasek's investment in Thailand to reflect upon the economic and political impacts of the GLCs' global quest. It shows that resistance to Singaporean acquisitions reflects a combination of factors, including a general turn towards “economic nationalism,” attempts by other governments to replicate the city-state's state-led modernisation, and Temasek's and GLCs' underestimation of the risks that are germane to their international strategy.  相似文献

Adopting an analytical approach grounded in the literature on the impact of industrial relations (IR) systems on foreign direct investment (FDI) decisions, this article assesses the workplace practices in Hong Kong-invested garment factories in the regulated IR system in Cambodia. Cambodia opened up FDI in 1993. The country has attracted FDI in light manufacturing, mainly in the export-orientated garment and footwear sectors. The USA is the largest trade partner of Cambodia in garment exports because of a unique agreement, US-Cambodia Trade Agreement on Textile and Apparel. The Agreement granted a quota for Cambodian garment export in return for better compliance with international labour standards. The trade agreement and private sector initiatives have combined to bring about a “labour advantage” in Cambodia. This labour advantage will continue to be its competitive edge in a post-Multifibre Agreement world, and other developing countries may well follow Cambodia's model.  相似文献

The inability of the state to maintain security and the rule of law for the purposes of foreign direct investment and industrial production is often taken as a sign of its weakness. However, such judgments say little about the actual functions of the state for global extraction industries and local political forces which demand their share of the pie. Whilst coercive state power may have decreased since Kyrgyzstan became independent, more important is the fact that the state itself has been transformed under the ruptures of, on the one hand, economic and political liberalization and, on the other, the effects of so-called ‘revolutions' of 2005 and 2010 which led to the wholesale restructuring of national structures of clientelism. Based on ethnographic research conducted in Talas province, documentary sources and interviews with gold mining companies and state officials, the paper investigates the state's shifting roles with respect to Kyrgyzstan's gold mining sector. Firstly, it explores the state as a source of rents for officials who grant and rescind licences in exchange for formal and informal payments from foreign investors, often via offshore vehicles. Secondly, it considers the role of the state as mediator between foreign investors and their access to sites. Finally, it identifies the state as performer of its status as sovereign power despite its inability to prevent uprisings and actually guarantee the promised access to its territory.  相似文献

An upswing in labour costs and currency appreciation during the 1980s caused companies from more advanced Asian economies, such as Hong Kong, Japan and Taiwan, to search for new manufacturing sites in order to obtain lower costs. China was one of the main options for these outward investments, with its huge and rapidly growing market, plentiful, low-cost labour and vast territory. The literature on foreign direct investment has analysed the location strategies of multinational enterprises across national borders, but there have been fewer studies of location decisions by foreign investors within the borders of a single country. We examine how companies determine which location offers the best opportunity to establish an assembly-type manufacturing site in China. We surveyed 17 Taiwanese enterprises that have established this kind of manufacturing base in China, and found that the major factors influencing location selection are economics, politics, the cluster effect and bureaucratic efficiency. It was found that the eastern region, which includes Jiangsu, Zhejiang and Shanghai, was considered better for establishing manufacturing bases than other regions.  相似文献

This article charts the ways in which gender politics have featured within political landscape of contemporary Singapore. It is shown that there has been remarkable consistency in the approaches of the Singaporean government to women and gender relations in the post-independence period. Gender policies have consistently been interventionist and proactive, and have revealed the willingness of the government to subordinate the interests of women to those of the state. Fluctuations in policy regarding women are traced, and shown to be related to such factors as changes in Singapore's position within the global economy, the putative invasiveness of Western culture and perceived ethnic imperatives of Singapore's dominant ethnic group, the Chinese.  相似文献

This article introduces the background of the presidential and congressional election and discusses the reason for the results. The Democratic Progressive Party (DPP) won both the presidential and congress members' elections, which signals emergence of the first real regime change in Taiwan. However, the style of the Tsai government isn't the same as that of the Chen Shui-bian government and will probably adopt a more modest policy on the cross-strait issue. On the other hand, the Nationalist Party (KMT) lost the election so severely that it's so difficult to recover the situation. On this point, it’s possible that the policy framework of Taiwan, like a two party system, will change drastically in the near future. Foreign policy, especially policy regarding Japan, will be changed by the new government. Actually, the People's Republic of China (PRC) government basically didn't interfere with Ma's foreign policy, so Ma could achieve many foreign policy initiatives. He concluded an economic partnership agreement (EPA) with Singapore and New Zealand, and agreements for investment and fishing with Japan. However, the PRC probably won't provide enough room for foreign policy for the Tsai government.  相似文献

The possibility of regional cooperation in the Yellow Sea Rim (YSR) area has been discussed since the early 1980s. In recent years, Korean outbound foreign direct investment (FDI) has increased rapidly and it will be growing much further. In the new phase of the global economy and the post-cold war political environment, Korean firms consider the socialist countries, especially China, to be attractive new partners for trade and investment projects. Foreign investment contributed to economic growth in developing countries. In the early stage of industrialization in the 1970s, the share of foreign firms amounted to about one-tenth of the total manufacturing employment in Korea. Similarly, outbound Korean FDI could also play an important role in the industrialization of the LDCs in Southeast Asia and China. A case study of a Korean multinational corporation reveals that the direct employment effect of Korea’s FDI is extensive in terms of money invested. In spite of the complementarity in economic structure and the phase of development between Korea and China, the prospect of Korea’s outbound FDI is not all clear. However, one can safely assume that the unit scale of FDI projects will increase. Unlike in the past, the large Korean corporations are now preparing more than a few fair-sized projects in China. The positive impact of those FDI will be significant. The YSR cooperation, if successful, could create efficient economic cooperation based on complementarity between Korea and China. The Korean outbound FDI would pave a road to such regional cooperation. This paper examines the forces behind South Korean women workers' labour activism in the 1970s, an era of rapid export-orientated industrialisation. Most of the labour strikes initiated by women occurred in the labour-intensive manufacturing sector, and they were in sharp contrast to the overall labour quiescence of male workers during the same period. The actions of South Korean women refute widely held assumptions about the docility of Asian women workers. This case study suggests that women rebel when their lives undergo drastic changes under a set of macro and micro circumstances. Women dialectically interact with the capitalist-patriarchal structure as conscious human agents, and the result of such interaction is their gender- and class-based collective resistance.  相似文献

Women's participation in the labour market is on the rise, and employment opportunities available to working women have increased greatly. However, working women in Hong Kong are still disproportionately underrepresented in higher status occupations. Despite general improvement in their educational attainment, women are still unequally paid. Their role in the workplace is still very much constrained and impeded by their familial role. Hong Kong women's continuing subordination in the workplace lies in the domination of the Chinese patriarchal family in industrial Hong Kong. Women experience institutional discrimination insofar as other institutions and the public at large also subscribe to culturally entrenched prejudices and discriminatory practices against women. It appears that women's subordinate status will not change in the foreseeable future.  相似文献

This article analyses how foreign direct investment drives technological upgrading in the motorcycle industry in Vietnam. Using the analytical framework of rent management, the article evaluates the rent management mechanisms that provided the incentives and pressures for domestic firms to develop a local value chain by participating in the foreign supply network. This article offers a case study analysis of two periods: 1995–2000 and 2000–05. Two case studies examine the exchanges between lead firms and their suppliers; between multinational corporations and local firms; and among the state, private and foreign firms in the context of the value chain for motorcycle production. The analyses suggest that industrial upgrading has been predominantly driven by foreign direct investment starting in the early 2000s. In addition, market competition among Japanese and Chinese lead firms led to significant technical learning for domestic firms through collaboration with foreign firms despite the government’s failure to effectively monitor rents or implement industrial policies.  相似文献

Abstract

This article explores the effects of Singapore's Global City for the Arts project on the local theater industry. It begins by describing the character of the Singapore state and its ability to meet the challenges of globalization. It then shows that while historically global in orientation, the city-state's early cultural policies were resolutely local and insular prior to the economic recession in 1985. From that year on, local arts and culture was driven by an economic rationale — eventually culminating in the birth of a globally oriented national cultural policy: the Global City for the Arts project. The author contends that the Global City for the Arts project has pressured the Singapore state into shedding some of its authoritarian practices in order to conform to international norms. However, the author also illustrates how certain theater companies with the requisite cultural capital for the Global City for the Arts project have benefited from the country's cultural policies while others that do not possess such cultural capital are marginalized. The article concludes by arguing that the Singapore state, in going global, exacerbates the economic disparity by accentuating preexisting inequalities and divisions in the local.  相似文献

For several decades, Northeast Asia has invested heavily in ASEAN’s fossil fuel industries. This investment has been fundamental in ASEAN’s industrial and regional development and has also been a main source of foreign exchange. In recent years, however, while energy demand in Japan and Korea has been slowing down, it has begun to increase rapidly in ASEAN at a time when some of its own oil and gas fields are beginning to decline. The sharp rise in ASEAN's demand for energy is partly the result of massive FDI from Northeast Asia in manufacturing enterprises. This investment is enabling ASEAN to become less dependent on the export of fossil fuels for foreign exchange. Indonesia has already announced it is reducing its energy exports to Japan because it wants to use the fuel domestically. Without doubt, the other ASEAN energy exporting countries will also soon be reconsidering their energy export contracts with Northeast Asia.  相似文献

One of the most conspicuous developments in recent years in the Korean political economy is the enormous increase of Korean investment in Southeast Asia, especially Indonesia. In particular, since the appreciation of the Korean currency (won) in 1987 and the rapid increase of industrial action by Korean workers, more Korean foreign direct investment (FDI) has been carried out by small-and medium-sized firms, particularly in the manufacturing sector. However, many of the Korean firms in the region have already experienced various problems. This article examines the determinants of the new phase of Korean FDI. This paper, which examines the causes of the South Korean crisis in 1997-98 and the nature and consequences of the post-crisis restructuring process, looks critically at the neoliberal position but also at what the authors call the statist position (which celebrated and continues to defend the usefulness of industrial policy and state direction of the economy against neoliberal critics). While there are important differences between these approaches, the authors show that because both ignore the structural causes of South Korea's crisis, neither is able to explain, much less help overcome it. The paper then examines the economic, political, and social effects of the restructuring process, demonstrating how it has left the South Korean economy more dominated by foreign capital and the chaebol, and more dependent on exports and labor exploitation than before the crisis. As a result, South Korea appears headed for a new crisis. The authors conclude by highlighting ongoing worker resistance to the restructuring process and a movement-building strategy for advancing a worker/community-centered recovery and development program.  相似文献

Since its privatization in 1995, Kazakhstan’s largest steel mill has been in a restructuring process characterized by workforce reduction, augmented pressure on remaining jobs and labour conflict over wages, work conditions and corporate social responsibility. In 2013, in an attempt to re-establish harmonious relationships with workers, management invited the mill’s former labour aristocracy to join a newly established veterans’ council, a forum resembling traditional aksakal councils, to discuss the company’s difficult situation. In the context of a banquet in honour of the veterans, tradition became the contested terrain over which labour and capital struggled to endorse their own visions of the industrial future. As corporate capitalist visions of efficiency and professionalism, ethno-national concerns for harmony and stability, and practices rooted in the Soviet labour legacy clash, tradition is staged by actors as a practice which can either affirm or challenge industrial leadership in a labour conflict.  相似文献

The massive relocation of industrial activities from Hong Kong to mainland China that followed in the wake of China's acceptance of foreign investment has given rise to two different sets of cross-border familial relations. In the first case, middle-class managers and technicians from Hong Kong have taken “second wives” during their stay in southern China. Hong Kong's mass media have been generally tolerant of this second-wife phenomenon, seeing it merely as a case of funglau (sexually potency), justifying it in terms of middle-class men's “soft spot,” and blaming the first wives for neglecting their duties. In the second case, workers from Hong Kong have crossed into the mainland in search of spouses because they believe that women in China are more affordable than those in Hong Kong. Hong Kong's restrictive immigration policies result in these mainland wives and children having to wait for ten years or more before receiving a one-way permit to migrate to Hong Kong. When they do arrive in Hong Kong, they have been discriminated against and condemned as causing Hong Kong's social and economic problems. This article examines how social class and politics have affected the way in which the mass media and the Hong Kong government have dealt with these two sets of cross-border families.  相似文献

During the era of globalization, while international capital and world market factories are shaping the course of industrialization and “development” in many countries, it remains to be seen how far such “development” is conducive to increasing and improving women's paid work specifically, and labour rights, and empowerment in general. Using my research in Bangladesh, I juxtapose garment workers' experience to assess the implications of world market factories on women workers, their wages, work conditions, skill development, organizational links, and empowerment. In this article, I argue that women's multiple responsibilities and specific social locations as women and paid workers create distinctive form of activism and political consciousness. In addition, I suggest that the intersections of women's lives in the family and the workplace and their networks with other women create what Morgan and Bookman (1988) call “double consciousness” as women and as workers. This double consciousness generates multiple forms of resistance and social movements against the nexus between the state, multinational and local entrepreneurs.  相似文献

This article uncovers the strongly ideological quality in Singapore's theory and practice of pragmatism. It also points to a strongly pragmatic quality in the ideological negotiations that play out within the dynamics of hegemony. In this complex relationship, the combination of ideological and pragmatic manoeuvring over the decades has resulted in the historic political dominance of the People's Action Party (PAP) government in partnership with global capital. But in an evolving, diversifying and globalising society, this manoeuvring has also engendered a number of mismatched expectations. It has also seen a greater sensitivity and attention to the inherent ideological contradictions and socio-economic inequalities that may erode what has been a relatively stable partnership between state and capital. This article argues that Singapore's one-party dominant state is the result of continuous ideological work that deploys the rhetoric of pragmatism to link the notion of Singapore's impressive success and future prospects to its ability to attract global capital. In turn, this relies on maintaining a stable political system dominated by an experienced, meritocratic and technocratic PAP government. While this Singaporean conventional wisdom has supported the political and economic interests of the state and global capital in a period of neo-liberal globalisation, its internal contradictions and external pressures have also begun to challenge its hegemonic pre-eminence.  相似文献

This paper traces the rise of the migrant workers' movement in Korea and the conditions of their collective actions in the militant tradition of Korean democratisation. It does this with a focus on the causes of militancy and its similarities to and differences from the characteristics of Korean democratisation. This paper argues that some defects of the political system, the role of oppressive government policy, and intervention of non-governmental organisations (NGOs) are the combined reason for migrant worker militancy. However, this militant trend faces the challenge of the judicialisation of politics as democratic consolidation has been deepened and the legal order of society is emphasised. Judicialisation requires reconsideration on how to maximise one's interest through legal procedure rather than militant struggle. Such a legal approach, however, again confronts a dilemma in which simply following legal procedure will not generate any change in existing laws. Furthermore, according to various cleavage lines such as labour vs. capital, national vs. non-national, and native vs. foreign cultures, the priority of struggles in migrant workers and support groups has been differentiated into labour rights, political rights, and cultural rights. In this situation, the migrant workers' movement should be sensitive to locate its future agenda considering the needs of migrants as well as the changing context of Korean society.  相似文献
