This article explains the diverse responses among the Chinese bourgeoisie in Hong Kong and Singapore to Chinese nationalist movements in the 1930s. In Singapore, the slogan of “Chinese buy Chinese goods” boosted the Chinese bourgeoisie in their business competition with Japan. The same slogan was used by the Chinese bourgeoisie in Hong Kong to emphasize increased sales of Chinese goods while Japanese imports were used by Chinese manufacturers in Hong Kong. I also interpret Chinese bourgeois nationalism in Hong Kong and Singapore as a move toward transnational economic citizenship. Emphasising their Chinese ethnicity, the bourgeoisie in Hong Kong and Singapore asked the Chinese government for favourable import tariffs. At the same time, the bourgeoisie requested the British for favourable tariffs, when they wished to export goods to markets in Britain and its colonies.  相似文献

The massive relocation of industrial activities from Hong Kong to mainland China that followed in the wake of China's acceptance of foreign investment has given rise to two different sets of cross-border familial relations. In the first case, middle-class managers and technicians from Hong Kong have taken “second wives” during their stay in southern China. Hong Kong's mass media have been generally tolerant of this second-wife phenomenon, seeing it merely as a case of funglau (sexually potency), justifying it in terms of middle-class men's “soft spot,” and blaming the first wives for neglecting their duties. In the second case, workers from Hong Kong have crossed into the mainland in search of spouses because they believe that women in China are more affordable than those in Hong Kong. Hong Kong's restrictive immigration policies result in these mainland wives and children having to wait for ten years or more before receiving a one-way permit to migrate to Hong Kong. When they do arrive in Hong Kong, they have been discriminated against and condemned as causing Hong Kong's social and economic problems. This article examines how social class and politics have affected the way in which the mass media and the Hong Kong government have dealt with these two sets of cross-border families.  相似文献

This study assesses the argument that common ethnic identity has facilitated the creation of transnational business networks leading to the rise of a new economically powerful “global tribe” comprising ethnic Chinese from East and Southeast Asia. The primary contention in this article is that a network with the economic clout of a “global tribe” would entail interlocking stock-ownership ties, a sharing of resources and cooperation to the point of merger. Through an in-depth analysis of investments in China by ethnic Chinese from Malaysia, this article proves that even major Chinese-owned companies have little or no interlocking stock ownership and directorate links, either domestically or across borders, with other Chinese-owned companies. The growing inflow of investments into China by ethnic Chinese from Southeast Asia is primarily due to endeavours by government leaders in the region and China to encourage businesses to invest in the Mainland.  相似文献

This article claims that membership of the WTO will help industrialisation, rather than make China more dependent. Hedley Bull's realist paradigm helps to understand why China joined this organisation, any counter arguments are wishful thinking. Friedrich List's ideas for self-reliant industrialisation were used successfully by Mao Zedong, but globalisation has changed development strategy. Globalisation, if handled wrongly can make China jobless, voiceless, rootless, ruthless and futureless. If handled right, it can strengthen independence, sovereignty and self-reliance. The Chinese government needs stable external, as well as internal economic conditions. There are benefits for the vast majority of Chinese, but there are also possible disadvantages. David Ricardo's “comparative advantage” has not really helped Less Developed Countries, on the other hand, China should not become a crumbled “Somalia,” this means that China has to engage with globalisation, and this means also the WTO. After all, agency does exist and globalisation is a “two-edged sword.”  相似文献

This article seeks to debunk the persistent myth of an ethnically-based Chinese capitalism and the culturalist view of an “economic miracle” created by Asians of Chinese descent. This myth claims that Chinese entrepreneurs constitute a closed category with homogenous ethnic attributes and cultural values that have enabled them to achieve economic success. This article disputes such primordialist views and proposes an alternative analysis of the cultural economy of regionalisation and constructions of Chineseness. It deconstructs the politics of culture and identity, and argues for the need to analyse Southeast Asian Chinese entrepreneurship within specific historical, geographical, economic, political and socio-cultural contexts.  相似文献

Given China's record of suppressing freedoms and brutalising nationalistically-distinct territories in its midst, the alarm of Hong Kong's 1997 status change from British to Chinese association was especially shrill. After more than a decade of Chinese association, some scholars remain pessimistic. Some have suggested that as if “by a thousand cuts” Hong Kong's autonomous powers will slowly succumb to full Chinese political assimilation. Others have suggested that Hong Kong's autonomy is already dead and remains vulnerable to the unilateral fiat of Chinese authorities. By contrast to these views, this paper will argue that Hong Kong is a polity whose constitutional order is defended by political entrenchment. It is a partially independent political entity which exercises constitutional powers that are robustly defended by the political-economic influence (rather than constitutional influence) which it exerts upon China's central government. As this paper will show, the fortunes of China's leaders are linked to the performance of Hong Kong's economy. And since the territory's economy rests upon the pillars of its autonomous institutions, press freedom, rule of law and civil liberties, this prevents maximalist interference from Beijing.  相似文献

As the economies of Hong Kong and southern China have in recent years become more closely integrated, the phenomenon of currency substitution has gained in importance. This article provides both theoretical and empirical analyses of the circulation of Hong Kong dollars in Mainland China. The observed phenomenon of currency substitution is first explained from both macro- and microeconomic perspectives. The empirical study then estimates the quantity of Hong Kong dollars circulating in southern China over the last fifteen years. Regression analysis indicates that the growth rate of Hong Kong's foreign direct investment in China, as well as the growth rate of trade between Hong Kong and China, and the difference in real returns between Hong Kong dollar denominated assets and Chinese renminbi denominated assets are some of the main determinants that have contributed to the widespread circulation of Hong Kong dollars in southern China  相似文献

Discussions of Hong Kong's human rights situation tend to focus on the ex-colony's struggle to protect civil and political rights against the encroachment of the Chinese state. Without contradicting the well-grounded concern with Hong Kong's human rights future articulated in these discussions, this article offers a complementary narrative of human rights development in post-1997 Hong Kong that looks beyond the national frame of such discussions. Drawing attention to Hong Kong's position as a regional centre in the struggle for human rights in Asia under globalisation, the article argues that the activities of local and transnational human rights advocacy groups in the city show positive and promising possibilities of coalitional solidarity on the ground of human rights. Notably, the protests against national security legislation opened up opportunities of articulating diverse struggles for the rights of various social groups, including migrant groups, with the local struggle for civil and political rights. A perspective of Global Asia enables a reading of this important episode in Hong Kong's struggle for human rights that suggests more open-ended future possibilities than the common nationally-framed accounts.  相似文献

This article provides a partial analysis of the socio-political impact of the so-called IMF reforms that were implemented by the South Korean government in response to the financial crisis of 1997–98. We find that at least in one key area — namely policies related to foreign investment — the IMF reforms fundamentally altered and reshaped Korea's development path. In fact, the policy changes affecting foreign investment produced what amounts to a paradigm shift in Korea's well-known model of developmental state. Alternatively put, these reforms led to the demise of the “Korea, Inc.,” the symbiotic relationship between government and businesses that was at the core of Korea's developmental state. As such, our analysis suggesting a paradigm shift in Korea's developmental state stands in contrast with previous (pre-crisis) arguments that proclaimed the demise of the developmental state.  相似文献

The prostitute     
Migrant domestic workers rarely take part in — let alone organize — public protests in the countries where they work. Public protests are virtually unheard of among migrant domestic workers in Singapore, Taiwan, and Malaysia, and especially in the Middle East and the Gulf States. Over the past decade and a half, however, migrant domestic workers in Hong Kong — mostly Filipinas and Indonesian women — have become highly active, organizing and participating in political protests. Hong Kong's migrant domestic workers protest in a place where they are guest workers and temporary migrants, denied the opportunity of becoming legal citizens or permanent residents. Increasingly, these workers, their grassroots activist organizations, and the nongovernmental organizations with which they are affiliated frame their concerns in terms of global, transnational, and human rights, not merely local migrant worker rights. This article takes the “Consulate Hopping Protest and Hall of Shame Awards” event — part of the anti-World Trade Organization protests in Hong Kong in 2005 — as an ethnographic example of domestic worker protest and as an entrée through which to ask what it is about Hong Kong and about the position of women migrant workers — whose mobility and voice is both a product and a symptom of globalization — that literally permits public protests and shapes their form and content. The article illustrates how migrant workers’ protests and activism have been shaped by domestic worker subjectivities, by the dynamics of inter-ethnic worker affiliations, and by the sociohistorical context of Hong Kong as a post-colonial “global city” and a “neoliberal space of exception.”  相似文献

It is not easy to say what proportion of Hong Kong residents support democratization. Although the overwhelming majority of Hong Kong people support universal suffrage of the chief executive, public opinion in Hong Kong is divided into two opinions about whether they should accept the Chinese-style of democracy in which candidates are selected before election by the Chinese Central Government to exclude pro-democracy camp candidates. The majority of Hong Kong citizens do not want a person from the pro-democracy camp who is not on good terms with the central government to become the chief executive, and the “Occupy” movement was not welcomed because of prolonged occupation of the major streets. It is not easy for the pro-democracy camp to persuade conservative ordinary people to support full-democracy, and even if they succeed in changing public opinion, the central government and mainland people will become the next obstacle. The future perspective of Hong Kong's democratization is not bright, but young people's demand for democracy is very strong and they may well change Hong Kong society. It may also be possible that a wave of political consciousness among the young could eventually also sweep mainland China.  相似文献

South Korea's post-war development pattern has been considered to be a developmental state model, where the basic institutional framework was the “state-banks-chaebol nexus.” Since the financial crisis of 1997, however, the country has been swiftly transformed from the developmental state model and has acquired more neo-liberal characteristics. This has been made possible through intense reforms implemented by the post-crisis South Korean government under the IMF's guidance and encouraged by domestic political, ideational, and social conditions. Among those, significant conditions for this swift transformation include chaebols' legitimacy problems, neo-liberal consensus among the domestic elite, democracy hijacked by neo-liberalism, and the role of some NGOs. As social outcomes of the transformation, we find the enlarged presence of transnational capital, increased labour flexibility, inequality and poverty, and an increasing cultural gap in the country. Huge social costs of such neo-liberal transformation necessitate an alternative path of political economy.  相似文献

This article examines United Nations Educational, Scientific, and Cultural Organisation (UNESCO) cultural heritage policies and Chinese state-directed tourism policies in contemporary Tibet. It begins with a brief overview of the tourism industry in Tibet, and moves to a discussion of UNESCO's focus on the preservation of world cultural sites in the name of universal values, noting how this aids state claims to authority over culture as a tool in state-building in places such as Tibet and Indonesia. The article then examines the effects state tourism policies have had on specific Tibetan sites, based on field visits to Lhasa and Shigatse in 2001 and 2002 and Xiahe (Gansu Province) in 2004.

In view of China's economic growth and rising international status, Latin American and Caribbean countries will accord increasing priority to their relations with the Asian giant. China's permanent seat in the United Nations Security Council is also a factor to reckon with. Today, Brazil, Argentina, Venezuela and Mexico have established strategic partnerships with China. While the vast distance between China and Latin America generates difficulties in transportation and mutual understanding, it also means that both parties have no serious conflicts of strategic and political interests. Their Third World orientations in diplomacy contribute to a 95% concurrence in their votes in the United Nations. While the Chinese leadership seeks to promote multipolarity to curb US unilateralism, it appreciates its limitations in Latin America. In addition, China and the Latin American and Caribbean countries value good relations with the US. In the foreseeable future, China will increase its investment in Latin America and more Sino-Latin American business joint ventures will be formed. These trends may well reduce trade frictions associated with China's economic expansion.  相似文献

Presenting new research findings on undocumented Indonesian migrant workers in Macau, this article explicates the dovetailing arrangements between public and private sector interests that are systemically creating undocumented labor migration flows. It then shows how these arrangements are structurally inherent in the mutual competitiveness of globalizing nodes of wealth creation. Undocumented migration cheapens production costs and results in a flexible black market of vulnerable, right-less, and exploited workers. Contrary to illusions of an urbanizing Asia with expanding spaces for civil liberties, the development of globally competitive megacities, built and supported by low-skilled migrant workers, rests on a global underclass of transient workers who bear the human costs of transience and labor flexibility, enabling megacities to externalize such costs and enhance their global competitiveness. The article analyzes the vulnerabilities of undocumented Indonesian workers in the context of Macau's rapid economic development as an aspiring megacity The Macau government's laissez-faire tolerance of such workers is grounded in its need for human labor that is abundant, cheap, marginal, and disposable. The flow of Indonesian migrant workers into Macau is linked to Hong Kong's exclusionary immigration policies, which aim at extricating surplus migrant labor. Meanwhile, the Indonesian government refuses responsibility for its migrant workers in Macau because Macau is not recognized as an official destination. The article shows how public and private interests motivate increasing numbers of migrants to become undocumented overstayers in Macau, as they try to avoid oppressive practices in labor migration from Indonesia and the exclusionary policies of Hong Kong.  相似文献

Hong Kong has been facing an increasingly strong “anti-China” sentiment in recent years. More people are worried that existing Mainland-Hong Kong integration actually provides more opportunity for Beijing to exercise political control over Hong Kong, resulting in the loss of local identity. Political parties of the pan-democratic camp, which has been at the forefront of political activism since the 1980s, used to adopt a “milder” approach to oppose intervention from Beijing. However, with more Hong Kong people, especially localists, becoming sceptical towards this tactic, they have resorted to escalating things into “radical” protests or even bloody clashes with the authorities. During Chinese Lunar New Year 2016, a few hundred protesters joined the “Mong Kok Riot” and violently pelted police officers with bricks and glass, leading to more than 120 people being injured. The clashes may on the surface have been about hawker management issues, but, in fact, were fuelled by a growing discontent against the Chinese and Hong Kong Special Administrative Region governments. With more protesters prepared to take more radical actions against the authorities, state-society relations in Hong Kong are likely to enter an unprecedented period of tension.  相似文献

We test the comparative foreign labor policies of Korea and Japan within a vein of international relations literature addressing the effects of international norms on changes in state policies. Building on the efforts to emphasize a state's domestic structure as a source of variations in the impact of international norms, this study enriches this debate further by demonstrating the role of the Korean state in developing international human rights norms domestically. In contrast to the previous studies that tend to dichotomize between states and human rights activists, which result in focusing their empirical studies on the question of whether states are constrained in developing immigration policies under the influence of international human rights norms, we demonstrate that state actors in coalition with human rights activists were actively involved in the process of enacting the Employment of Foreign Workers Act (EFWA) in Korea. More precisely, by offering a detailed account of how Korea finally suc ceeded in adopting the EFWA in 2003 after two failed attempts in 1997 and 2000, we attribute the success to the more extensive, organized pro-foreign workers coalition of state actors and human rights activists over the course of actions. When this observation is applied to Japan, the absence of an active role of the state accounts for Japan's relative silence on the EFWA.  相似文献

ABSTRACT

The Umbrella Movement in Hong Kong is the most radical political movement to have taken place in the former British colony since 1967 anti-colonial demonstrations. Using empirical evidence obtained from activists who participated in the Umbrella Movement, this paper explains how Hong Kong’s youth are looking simultaneously to both the past and future to secure their identity in the colonial past even as some hope to achieve ultimate secession from Mainland rule. Racism and anti-Mainland hostilities in Hong Kong are the result of nostalgia and the insurrectionary impulse akin to the millenarianism of social movements founded on suffering and loss that continually seek the recovery of pasts of which they are now deprived. We illuminate how, to young activists, the Umbrella Movement presents hope for a future embedded in the past that remains one the territory and former colony may still aspire toward.  相似文献

This article takes issue with the rhetorical construction of what constitutes a “regional market economy” that informs much official thinking around the Greater Mekong Sub-region (GMS) Program. It is argued that this is a limited construction that privileges the unimpeded movement of goods and resources within the area. Missing from this construct are more fundamental dimensions of what constitutes a proper “economy,” such as production and the institutional foundation to support such activity. Without these, the GMS may be constrained in its future development, rising little beyond an entrepôt basis. If the Program is to realise its full promise, further initiatives will be required, particularly to firmly embed a productive capacity within the region and establish a coherent institutional framework in its support.  相似文献
