This article analyses the disputed election of President Park Geun-hye and her administration’s confrontation of left-nationalist politicians and other social movements during her first year in office. We argue that the Park administration’s policies resonate with contemporary discussions of “post-democratisation,” a process whereby social rights are increasingly subordinated to market logics and state power insulated from popular challenges. Under the conservative governments of Lee Myung-bak and Park Geun-hye, this process has been animated by a mode of confrontation known in South Korea as “politics by public security.” This politics targets social conflict and political dissent as threats to national security and has involved both illegal interventions by state institutions – such as the 2012 electoral interference by state agencies including the National Intelligence Service – and a cultural politics that affirms but revises the narrative of Korean democratisation by obfuscating the nature of the democracy movement and by attempting to restore the honour of conservative forces associated with former dictatorships. In order to better understand this conjuncture, we explore its origin within a tacit alliance between both former public security prosecutors-cum-conservative politicians and a movement of conservative intellectuals known as the New Right.  相似文献

文章利用诺斯等人发展起来的基于自然政府的精英主义理论框架,重点讨论了对军队的政治控制与韩国从有限准入向开放准入社会转型之间的关系。分析表明,从20世纪60年代初开始,一批围绕朴正熙和全斗焕的军事精英通过建立一个包括军队官员、政党政治家、高级政府官员和资本家阶层在内的统治联盟,从整体上控制国家和社会,从而重建了韩国的有限准入社会秩序。然而这个相对稳定的社会秩序不是一成不变的,随着经济的快速发展和相应的社会结构的变化,社会反对势力尤其是中产阶级和工人阶层不断成长,军人执政联盟最终自掘坟墓,被迫于20世纪80年代末从政坛退出并将其归还给市民社会。沿着这一主题,文章分析了韩国对军队的政治控制过程及竞争性政治和经济市场的出现,指出两种市场的建立标志着韩国社会转型的完成。  相似文献

This study explores the way in which South Korean water policy has been dynamically (re-)constructed by continuing political contestations among diverse social forces acting in and through the state in the face of political and economic liberalisation. The path-dependency of the state-driven water resource policy under the former authoritarian regime did not disappear even after the democratisation. It was difficult to transform the old authoritarian and hierarchical water governance to the newly democratic and environmentally friendly one because the Ministry of Construction, as a main actor in driving water policy under the authoritarian regimes, did not give up its interest in a dam-based policy orientation, although it did partially accept institutional tools for democratic policy making, such as public hearings and the participation of civil society in the process of establishing the water policy plan. It also showed democratic and environment-friendly gestures using the rhetoric of environmentalism and localisation. Overall, this article emphasises the importance of the path-dependency of the past authoritarian regimes under democratised society to better understand the current democratic regime’s policy orientation.  相似文献

This article analyzes the current transition in the political economy of South Korea in the context of political democratization and economic development. Because South Korea can be regarded as a case in which successful economic growth preceded political democratization, the article reviews the advantage and the disadvantage of late industrialization and its limitations. It discusses rising conflicts of interest among economic agents, labor disputes, and the erosion of international competitiveness. The article also reviews the sociopolitical reform program advanced by the new administration and its ramifications for the economic prospects. The article concludes that the Korean economy will continue to grow but not as fast as it had grown in the past and that the new political environment will play a critical role in determining the characteristics of capitalism in South Korea. The success of future economic development will depend on the stability of the political system and the national capacity to resolve conflict of interests.  相似文献

This article analyses the process of economic development and associated political transformations in South Korea since the mid-1960s. It claims that, as in the rest of East Asia, capital accumulation in South Korea has revolved around the production of specific industrial goods for world markets using the relatively cheap and highly disciplined local workforce for simplified labour processes, as appendages of the machine or in manual assembly operations. This modality of accumulation resulted from changes in the forms of production of relative surplus value on a global scale through the development of computerisation and robotisation, and the concomitant transformation in the productive attributes of the collective worker of large-scale industry. The article identifies the main characteristics of the political and economic relations through which the structural transformation of the Korean society came about throughout the period studied, as a form of realising the global unity of the process of capitalist development. This analysis not only supports the claims made about the specific characteristics of the East Asian processes of capitalist development. It also shows the intrinsic unity of seemingly diverse political-economy processes, as forms of realisation of the transformations of Korean society.  相似文献

ABSTRACT

This article examines the growing insecurity for the Korean self-employed who were once responsible for a large proportion of domestic service operations. Since the 1980s, changing regional and domestic economic circumstances, the restructuring of regional and chaebol manufacturing operations and liberalisation of the domestic service economy had led to enterprise diversification into the distributive sectors and the systematisation of the domestic service economy. Conducting a historical analysis of service sector development and decomposing the Korean Economically Active Population survey (1989–2011), this article charts the process of Korea’s distributive sector development and its effect on the self-employed. It argues that chaebol systematisation of Korea’s service sector consolidated the domestic economy after 1997 and exerted pressure on the country’s self-employed. Large businesses formalised the service sector, displaced the self-employed, and instead generated mostly non-regular wage work, proletarianising a significant segment of the service workforce.  相似文献

This paper examines the election of Lee Myung Bak through the terminal crisis of the Roh Moo Hyun government that preceded it. I start with an analysis of the election of Lee Myung Bak and the electoral strategies of the liberal-progressive bloc in the December 2007 election and then move on to detail how these strategies shed light on tensions within Korean progressive politics since the transition to democracy in 1987. These tensions inform what I shall call the “terminal crisis” of Roh's “participatory government.” I argue that this crisis involves a problem of articulation within progressive politics between a politics of reunification and one grounded in egalitarian economic reform, including the lack of an alternative to the different forms of neo-liberalism embraced by both the Roh government and the conservative government of Lee Myung Bak. My hope is that thorough examination of these tensions that have informed the liberal-progressive bloc during the long decade since 1987 can spur reflection on the role of social movements in Korean democratisation and the dilemmas they face in crafting strategies for political and economic reform.  相似文献

This paper traces the rise of the migrant workers' movement in Korea and the conditions of their collective actions in the militant tradition of Korean democratisation. It does this with a focus on the causes of militancy and its similarities to and differences from the characteristics of Korean democratisation. This paper argues that some defects of the political system, the role of oppressive government policy, and intervention of non-governmental organisations (NGOs) are the combined reason for migrant worker militancy. However, this militant trend faces the challenge of the judicialisation of politics as democratic consolidation has been deepened and the legal order of society is emphasised. Judicialisation requires reconsideration on how to maximise one's interest through legal procedure rather than militant struggle. Such a legal approach, however, again confronts a dilemma in which simply following legal procedure will not generate any change in existing laws. Furthermore, according to various cleavage lines such as labour vs. capital, national vs. non-national, and native vs. foreign cultures, the priority of struggles in migrant workers and support groups has been differentiated into labour rights, political rights, and cultural rights. In this situation, the migrant workers' movement should be sensitive to locate its future agenda considering the needs of migrants as well as the changing context of Korean society.  相似文献

While Beijing has repeatedly signed up to multilateral sanctions against North Korea, it is widely regarded as having failed to enforce them. Indeed, China’s deepening economic engagement with the country has led observers to debate the causes of this seemingly duplicitous approach. Constructivist and realist approaches have relied on state-centric frameworks that serve to reduce Sino-North Korean relations to the high politics of Beijing-Pyongyang diplomacy in the context of broader geopolitical dynamics. This article argues that such approaches pay insufficient attention to the profound rescaling of the Chinese state in recent years and the implications this process has for bilateral relations. This article sheds light on how Sino-North Korean relations are being driven by actors at multiple scales and by a multitude of objectives as a result of decentralisation and marketisation alongside increasing geographical unevenness within China and new challenges to continued capital accumulation. North Korea has come to play an increasingly important role in efforts to facilitate economic recovery in the northeastern border regions through serving as spatial fix for Chinese manufacturing capital. These new cross-border flows of capital and labour suggest an emerging pattern of Sino-North Korean relations that is by no means static but in considerable flux.  相似文献

As municipal governments in Latin America acquire greater responsibility for public goods and services and the promotion of economic and social development, and play a greater role in local citizenship, questions about the quality of municipal democracy also need to be taken much more seriously. This article proposes a 'relative power approach' that examines the distribution of social power at the microregional level and its impact on municipal governance as the starting point for the analysis of municipal democratisation in Latin America. The approach lays particular emphasis on historical changes in the distribution of local productive assets, the political organisation of local social actors, coalitions between and divisions within local social sectors and the ways in which local power relations are shaped by global and national forces. The article then explores the practical application of the relative power approach to three municipalities in rural Ecuador.  相似文献

This article examines how civil society in South Korea emerged as a social force and developed a distinctive relationship with the state. It is argued that political, institutional and cultural factors are no less important than economic relations in accounting for the distinctive nature of South Korean civil society. The article explores the dialectical relationship between the state and Korean civil society and its political and social consequences. For example, the dynamic interplay between the formal and informal structures of political power and the role of various civic organisations in political and other processes of social transformation are discussed. It is argued that the complex relationship between the state and civil society should be theorised in terms of mutual empowerment and synergy in the sense that civic organisations and groups have contended for, or negotiated, power. Hence, observers should bear in mind an alternative hypothesis that different historical conditions may well determine structural changes that have diverse outcomes in the political and cultural arenas, especially in an era of globalisation.  相似文献

ABSTRACT

Anti-corruption became one of the top priorities in post-Soeharto Indonesia, with democratisation, market liberalisation and institutional anti-corruption frameworks pursued as means to enhance transparency and accountability in public governance. A core component of these efforts was the establishment of a powerful anti-corruption agency, the Corruption Eradication Commission (KPK). This article assesses the effectiveness of the KPK, using evidence from two contrasting cases to identify factors that facilitated or impeded its ability to successfully investigate, prosecute and thus contain high-level corruption. The analysis highlights the threats to the KPK posed by resilient networks that were able to reconsolidate and resist anti-corruption efforts in post-Soeharto Indonesia. However, it also identifies countervailing social forces that emerged in the context of democratisation – in particular, an active civil society and a largely free press. While these supportive pressures from civil society could not fully counter the attacks on the KPK, they were able to prevent its marginalisation in the two major cases examined. Overall the KPK’s success in addressing high-level corruption is shown to be dependent on the interaction of political dynamics, interests and power relations, with no guarantee that anti-corruption forces will prevail in future cases.  相似文献

Indonesia’s deforestation is a crisis of global proportions. Its causes are highly complex, spanning local social and community dynamics to national political hierarchies and global corporate politics, current and historic. Development plays a key role, with global neo-liberal imperatives leveraged, resisted and competing with myriad multi-level agendas and actors. Gramscian analysis of logics and ideology, which combine to construct a global and local “common sense,” helps to explain the mixed messages of policy and conservation, which themselves make Indonesian deforestation and its solutions so complicated. Solutions to forest destruction, presented in the form of payment for ecosystem services, multi-stakeholder initiatives, improved governance and transparency within a neo-liberal market framework, have had limited success. The reason for this limited success lies in the notion, encouraged by multilateral and development thinking, that commodification of communities and nature will also conserve forests. Drawing on fieldwork in Indonesia and the United States, this article argues that discrepancies in development and economic policy, which lead to ecologically destructive outcomes like tropical deforestation, cannot be patched up by innovative market tools. Rather, they reflect irreconcilable flaws in contemporary political economy.  相似文献

The sudden rise to power of leftist former coup leader Hugo Chávez and the subsequent politicisation of social class raises a number of interesting questions about the sources of class politics and political change in Venezuela. Using nationally representative survey data over time, this article considers different explanations for the rise of class politics. It argues that explanations for the politicisation of class can best be understood in terms of 'top-down' approaches that emphasise the role of political agency in reshaping and re-crafting political identities, rather than more 'bottom-up' factors that emphasise the demands that originate within the electorate. The economic crises during the 1990s undermined support for the existing parties, but it did not create a politically salient class-based response. Rather, it created the electoral space that facilitated new actors to enter the political stage and articulate new issue dimensions.  相似文献

As a much debated phenomenon in contemporary South Korea, anti-Americanism has been seen primarily as a response to the perceived political and economic domination of the United States in Korean affairs. This article suggests that such a view, however, is incomplete without consideration of the cultural and psychological context in which contemporary discourses of cultural nationalism have arisen: specifically, an indigenous cultural psychology characterized by an emphasis onuri (“we”)—a collective sense of socially diffuse yet unified and homogenous selfhood. As one variety of contemporary national cultural discourse, anti-Americanism is a response to certain to certain unwelcome trends in cultural development that have already begun to undermine the collective sense of Korean selfhood, as reflected in part in Korean concern over the Western “cultural invasion,” and Korean critiques of American bias and arrogance in dealings with Korea. However, far from being a static concept concerned only with defensive protection of Korean identity,uri also reflects Korean concern for re-formulating national cultural identity in terms more accommodating to the outside. Ultimately, anti-Americanism needs to be seen in the context of a Korean cultural psychology, which posits the enduring value of a collectively defined selfhood as an alternative to the prevailing individualist representations of the West. ABSTRACT

Thailand’s politics from the mid-2000s has seen considerable conflict and contestation, with seven prime ministers, two military coups, and scores of deaths from political violence. This article, as well as introducing the eight articles in the Special Issue, examines various aspects of this tumultuous period and the authoritarian turn in Thai politics. It does this by examining some of the theoretical and conceptual analysis of Thailand's politics and critiquing the basic assumptions underlying the modernisation and hybrid regimes perspectives that have tended to dominate debates on democratisation. While the concepts of bureaucratic polity and network monarchy shed light on important political actors in Thailand, they have not grappled with the persistence of authoritarianism. In theoretical terms, the article suggests that it is necessary to understand historically specific capitalist development as well as the social underpinnings that establish authoritarian trajectories and reinforce the tenacity of authoritarianism.  相似文献

The passing of legislation in July 1999 to legalise Chunkyojo , the Korean Teachers and Educational Workers Union signalled the culmination of ten-year struggle by teachers to form a representative organisation that could represent them in industrial matters and push forward their agenda for educational reforms in South Korean schools. However the gains, as this article points out, were substantially less than the original goals of the movement. These goals, as this article discusses, were founded on grievances of the movement located in complex facets of South Korean education at its intersection with history, politics and development. The article examines some of the core grievances of the movement emanating from issues of teachers' identities, the role of education in national development, the dominance of the examination system and the industrial relations contexts of school teachers. The analysis confirms that the systemic features which the teachers union movement challenged reside in the social and historical foundations and political constructions of school education in South Korea and indicates that the recent developments are not likely to address these but, instead, signal the emergence of a new phase of conflict between reform-minded teachers and the South Korean government.  相似文献

This paper, which examines the causes of the South Korean crisis in 1997-98 and the nature and consequences of the post-crisis restructuring process, looks critically at the neoliberal position but also at what the authors call the statist position (which celebrated and continues to defend the usefulness of industrial policy and state direction of the economy against neoliberal critics). While there are important differences between these approaches, the authors show that because both ignore the structural causes of South Korea's crisis, neither is able to explain, much less help overcome it. The paper then examines the economic, political, and social effects of the restructuring process, demonstrating how it has left the South Korean economy more dominated by foreign capital and the chaebol, and more dependent on exports and labor exploitation than before the crisis. As a result, South Korea appears headed for a new crisis. The authors conclude by highlighting ongoing worker resistance to the restructuring process and a movement-building strategy for advancing a worker/community-centered recovery and development program.  相似文献

本文认为推动韩中日三国的合作是实现"东亚共同体"目标的关键所在。原因不仅在于韩中日三国经济占整个东亚地区经济的比重较大、对世界的影响力极为重要,还在于韩中日三国间开展经济合作的难度较大。中国学者大多认为,由于历史问题、领土纷争、政治制度差异以及区域外美国势力的干预,韩中日三国间缺乏信任。而这一系列的因素正是阻碍东亚一体化建设进程的障碍。本文认为,欧洲整合的历史经验即新功能主义理论,值得东亚地区学习与借鉴。韩中日整合的示范作用,势必外溢到整个东亚地区,进而带动区域一体化进程,从而最终实现"东亚共同体"的目标。  相似文献
