This article addresses the question of why social networks havefailed to promote economic development in Africa when they havebeen associated with economic growth in other parts of the world.Detailed field research traces the role of social networks inthe economic organization of two dynamic informal enterpriseclusters in the town of Aba in south-eastern Nigeria, an arearenowned for the density of its popular economic networks andfor the rapid development of small-scale manufacturing underNigeria’s structural adjustment programme. Focusing onthe role of embedded social institutions and their restructuringamid the competitive pressures of rapid liberalization, I considerthe extent to which social networks in Aba constitute ‘socialcapital’ capable of promoting economic development inthe context of ongoing liberalization, ‘social liabilities’that undermine accumulation through a social logic of redistributionand parochialism, or ‘political capital’ throughwhich popular forces are incorporated into the ‘shadowstructures’ of predatory states. This article challengesthe essentialism of much of the contemporary literature on Africansocial networks, arguing for a sharper focus on the specificinstitutional capacities of indigenous economic institutions.It calls for greater attention to the role of rapid liberalizationand state neglect in explaining the developmental failures ofAfrican informal enterprise networks.  相似文献

This paper explains the neo-liberal reform measures – foreign direct investment (FDI) policies, financialisation and labour market reform – of the Korean economy following the 1998 economic crisis. It investigates how they have influenced a process identified as the bipolarisation of Korea. Although the increase in FDI inflows has contributed to the economy by overcoming balance of payments difficulties, it has led to increased income inequality. As a result of labour market reforms that targeted labour market flexibility, the number of non-regular/non-standard and part-time workers has increased significantly over the past decade. Labour market reform and financialisation aggravated the bipolarisation.  相似文献

This article offers an explanation of the latent xenophobia in post‐unification eastern Germany from the perspective of national identity. Easterners over‐emphasised ethnicity as the one remaining identity pillar that was still not threatened by the transition processes of unification. However, instead of focusing on the ‘self — on pride in tradition, history and culture, easterners concentrated on the ‘other’ on ethnic exclusion and ethnic chauvinism. The united Germany therefore faces the challenge of filling the empty shell of German ethnicity with a positive meaning.  相似文献

Over two decades Chile has moved from an inward‐looking model of development based on industrialisation through import‐substitution to an outward‐looking model opening the economy to the outside world and based on export‐led development. This shift has brought about a profound change in the country's trade policies, entailing the adoption of neutral tariffs and tax policies, non‐discriminatory policies, and low level of protection. As a consequence, there has been a drastic improvement in the resource allocation process. Diversification of the country's foreign markets is a key component in the success of the new strategy, which has been reflected in the country's rapid economic growth of the last 12 years.  相似文献

This paper challenges the relevance of ethnic diversity in explaining the development impasse in Africa, using Kenya as a case study and arguing that the neopatrimonial and ethnic diversity theses are contradictory as explanatory variables of Africa's development crisis. The former speaks to homogeneity while the latter implies heterogeneity in the public policy process. This paper singles out the ethnic diversity thesis as the weaker of the two, arguing that ethnic groups lack a collective ethnic agenda that can be flagged as consequential for the political economy of the polity. Ethnic group intervention in the political arena is not determined by innate ethnic characteristics: it is due to the tendency for certain actors in the body politic to exploit institutional failure. With proper institutions, the assumed burden of ethnicity in African development would naturally evaporate. Focusing on supposedly ethnic problems is the wrong target.  相似文献

This article analyses the ‘politics of scale’ of how identity is linked to territory in the quest for self-determination by actors on the Christian side of the ethno-religious conflict in Kaduna State, Nigeria. Ethnic and political relations are framed with reference to scale, such as ‘the local’ and ‘the regional’, in ways that support claims for territorial control on an ethnic and religious basis. The experience of lack of access to the state is seen to be grounded in community identities. Furthermore, the state relates to citizens through religious and neo-customary authorities as a way to localise authority. This is connected to an idea that neo-customary institutions represent ‘the local’. It is argued in this article that these institutions are just as entangled in various constructions of scale as the state.  相似文献

Taking into account the complexity of contemporary ethnic conflicts, this article examines the construction and politicisation of ethnicity to understand a recent case of post-conflict reconstruction. More specifically, the article considers theories of post-conflict reconstruction, particularly the conflict transformation school that claims to respond to the hybrid nature of recent ethnic conflicts. By adopting a constructivist perspective, this article argues that post-conflict reconstruction in ethnically-fragmented areas is largely about the problem of de-politicising essentialist discourses of historically constructed ethnic identities. In order to explore this key theoretical issue, the article analyses the 1994-95 case of conflict and reconstruction in the Northern Region of Ghana. This analysis draws on archival research and 21 interviews with individuals representing nongovernmental organisations (NGOs), traditional authorities, religious leaders, opinion leaders, and the state conducted from August to October 2006 in Accra, the capital of Ghana, as well as Tamale, the capital of the Northern Region. Because very little research is available on post-conflict reconstruction in Northern Ghana, this analysis fills a major gap in the contemporary literature on ethnic conflict and post-conflict reconstruction in West Africa. At a broader level, the article suggests that contemporary theories of post-conflict reconstruction would gain from taking a more systematic look at the social and political construction of such identities.  相似文献

Abstract

The ‘Marikana massacre’ that happened on 16 August 2012 at Lonmin mine near Rustenburg in the North-West province of South Africa, in which the South African police shot dead 34 mineworkers for protesting against low wages and other unbearable employment and/or living conditions, cannot be understood as merely an accidental event. It may therefore be useful to view the massacre as one of those tragedies that dramatises, in visible ways, the generally hellish conditions which the peoples of the non-Western world have come to endure ever since the advent of Western modernity. The ‘voyages of discovery’ undertaken by figures such as Christopher Columbus after 1492 marked the commencement of a world system characterised by a Western-centred modernity whose ‘darker side’ inflicted hellish conditions on the non-Western subject, while its ‘brighter side’ in the West saw positive developments – from the 16th-century ‘rights of people’ to the 18th-century ‘rights of man’, up to the late-20th-century ‘human rights’. This article is a decolonial critique on the Marikana massacre and seeks to explain how the modern world system has, since its advent in 1492 as global power structure, been producing a series of ‘Marikana-like’ conditions and events on the part of the non-Western subject that underlies its hierarchical arrangement. The article's point of departure is that rather than understand the Marikana massacre as a unique event or accident, it can better be characterised as a sign of the non-Western subject's subjection to Western-centred modernity. The article explicates how the modern South African state and capital are part of the same ‘colonial power matrix’ (Quijano 2000a), hence the two were bound to be on the same side against labour during the Marikana massacre.  相似文献
