In today's competitive era, all organizations and enterprises, including small and medium enterprises (SMEs), should have collaboration with each other to survive and they cannot be globally successful by working alone. A partnership is the relationship existing between two or more persons or entities that join to carry on a trade or business. Each one contributes money, property, labor or skill, and expects to share the profits and losses of the business. There are different types of partnerships, and organizations should inform from them and apply from it in suitable cases. Each partnership has its own advantages and disadvantages as well. What can be learned from two decades of studies on policy entrepreneurship in developing countries? Policy entrepreneurship is a rapidly evolving analytical concept. A growing number of studies exploring public policy in developing countries use policy entrepreneurship as an explanatory theoretical concept. However, a substantial part of this research relies on qualitative case study analysis, lacking a comprehensive overview of the concept of policy entrepreneurship. This paper conducts a systematic review of the literature on policy entrepreneurship in developing countries. A total of 47 papers addressing policy entrepreneurship in the developing world, published between 1993 and 2017, have been analysed. The purpose and contribution of this paper are to offer a clearer picture of policy entrepreneurship in the developing world by concentrating on two aspects. First, we describe the characteristics of the studies on policy entrepreneurship in the developing world. Second, we analyse such studies, identifying the lessons that can be drawn on the phenomenon of policy entrepreneurship in the developing world. We conclude with an agenda for future studies, examining new theoretical, methodological, and empirical opportunities to advance the understanding of policy entrepreneurship in developing countries.  相似文献

The literature on evaluation needs to be classified into education and training. The latter reveals many difficulties as regards evaluation. Scientific and quantitative methods are not popular. Evaluation appears to be undertaken reluctantly and with the simplest methods. Behavioural objects are rarely even set by trainers. Progress in the techniques of evaluation has been slow, though a good deal of research has been done. The literature is small but growing.  相似文献

This article revisits the theory of the nationalisation of electoral politics from both a conceptual and a methodological perspective. Presenting and evaluating this theory through a critical analysis of the major works, the article focuses on the analytical utility and the theoretical interest of such a re‐examination, and provides a new conceptual and operational definition of this political phenomenon. The concept of nationalisation is discussed in regard to three electoral dimensions: homogeneity of support; uniform swing; and responses to national factors. Combining these three dimensions, the article provides a typology of the different forms of nationalisation, explores the possibilities of its analytical application, and tries to establish the extent to which the operational definition of nationalisation corresponds to the conceptual and theoretical definition.  相似文献

This article reviews and analyses the empirical and theoretical literature on modern slavery, a topic that has received substantial attention in recent years. A qualitative and quantitative meta-literature review was carried out on modern slavery literature published between 1999 and 2021. A total of 280 works on the topic were analysed using citation analysis (Harzing's Publish or Perish and VOSviewer software) and content analysis. Several noteworthy aspects in the literature were identified, specifically the topics, articles, authors, journals, institutions, countries, co-authorship networks, and research streams. The research streams fall into three categories: 1) an overview and growth of modern slavery, 2) modern slavery and theories, and 3) modern slavery and country behaviour. The review and analyses led to the development of 15 research questions for future research. In addition, two views about current research on modern slavery were established: 1) the assertion that modern slavery is not exclusive to specific nations, jurisdictions, or periods, and 2) despite the numerous areas of accounting research on modern slavery, there is still a lack of studies on the topic. This study is the first to use inclusive mapping to empirically evaluate modern slavery.  相似文献

Among the numerous studies of the development of welfare states, less attention has been paid to the smaller European democracies. In an attempt to address this problem, this article investigates the development of public assistance programmes in the Netherlands. The historical record shows that the development of the Dutch public assistance programme has been more contentious than the development of similar programmes in other countries. An explanation for political controversy surrounding Dutch public assistance focuses on the manifestation of corporatism in a policy area that involved private charity organisations, rather than labour and capital interests. The incorporation of private charities permitted them to slow state encroachment on their activities. Implications of the case for the study of corporatism in other countries are discussed.  相似文献

The financing of political campaigns is an area of active scholarly study. I review some of the recent literature and discuss important methodological issues that arise in empirical research on campaign expenditures and campaign contributions. The effects of campaign expenditures and advertising on candidate and ballot-measure elections are summarized, as are the impacts of contributions on contributors’ welfare. Many states have changed their campaign finance laws in the past few years, and I describe work that exploits variations in these laws. A discussion of the strategies used by interest groups to allocate their campaign contributions provides insights into contributors’ motives.  相似文献

COVID-19 has revealed the policy capacity of some governance institutions, both resilience and vulnerability. Hence, this circumstance has demanded public administration scholars and practitioners to rethink the existing governance practices, particularly in making effective crisis-related policies. This paper reviewed primary and secondary studies exploring the application of policy capacity competencies in facilitating COVID-19 handling in Asia. In achieving so, we did a systematic literature review of relevant studies published between January and October 2020. Applying the agreed search term to several databases, we found 2541 studies, while merely 30 were included for review. Findings from the studies are predominantly closely linked to operational capacity (n = 21). Other studies are related to political and analytical capacity (n = 14 and 7, retrospectively). We found that there are some dilemmas and inadequacy of understanding concerning the role of features in certain capacities (such as technology use versus individual privacy, the paradox of trust and legitimacy, or centralisation versus decentralisation), particularly in the time of crisis, which is a calling for future research.  相似文献

The importance of project management is well recognized and the favoured approach to improving management is to discard classroom based, technical transfer models of management development and develop training of direct relevance to field responsibilities. This article highlights the importance of recognizing in aid assisted projects that development projects serve some bureaucratic interests and hurt others with the consequence that projects need to be designed so as to maximize those interests which support its goals. The article is built around a case study of an Agricultural Management Development project in Ghana, begun in 1975 and appraised by a team led by the author in 1979. The appraisal revealed considerable achievements but also focused on facets where there were significant difficulties. These difficulties can be understood and explained in terms of the bureaucratic political interests in the Ministry of Agriculture which stood to lose from the development project, and the author indicates how the project itself could have been assisted by adding to it incentives which made the success of the project attractive to additional bureaucratic interests.  相似文献

Tanzania for a long time refused to reform its economic policies along the lines recommended by the World Bank and IMF. Eventually the foreign exchange crisis forced the government to make the changes advocated by its own pragmatic economists and the Western donor community. The reforms were necessary, but not a panacea for all the problems which had plagued rural development programmes over the past decade. Three big problems still face basic-needs programmes: the government administration has very little capacity to manage or back up programmes; neither the national nor district governments can afford them; and rural residents have not compensated for either of these deficiencies through their own participation and contributions. This article looks at two basic-needs programmes in the rural water supply sector to illustrate how these long-standing problems continue to affect implementation. Both programmes are funded and implemented by donors. The conclusion is that donors have not been sufficiently self-conscious and innovative in grappling with the more intractable problems facing rural programme assistance in Tanzania.  相似文献

In many works on comparative public administration and development management the arguments put forward are often presented within the framework of comparing developed and less-developed countries. However, within the latter category there are fairly substantial differences, usually categorized within the context of system of government, or degrees of per capita income. Rarely is the question of scale addressed head on. One dimension of this, for instance, is the nature and operation of public administration where the proliferation of traditional ministries, and the impartiality of the administration, become very problematic in terms of the extremely limited resources and the very personal nature of public life— especially in the microstates. In this paper the question of scale is addressed in the context of the relationship between one island state, Fiji, and its bilateral and multilateral partners. This is considered not just in terms of aid and loans, but in terms of such issues as the ‘critical mass’ of skilled professional people, and the problems of functioning in a system where the rules for such things as overheads seem to have been evolved in the context of the Third-World giants. It is shown that the scale variable is a very powerful one in both the effectiveness and efficiency of governments working in tandem with major external sources of capital assistance.  相似文献

Governance plays a critical role in determining the success and failure of public–private partnerships (PPPs). We conducted a systematic review of case study literature on PPP governance and developed a governance framework consisting of 21 issues in four groups: institutional, organizational, contractual, and managerial. Then, we investigate the dynamics of governance issues, including the relative importance, interrelationships, and connections with PPP success and failure. Results suggest that PPPs should emphasize cooperation, trust, communication, capability, risk allocation and sharing, competition, and transparency in their governance. We also found that the governance practice of emphasizing dominant and direct factors and ignoring recessive and indirect ones has hindered PPPs’ success.  相似文献

A new convention of ‘self-help housing’ has become established over the past 20 years. However, a close examination of the literature shows that this approach is not widely implemented, but remains largely at the level of showcase projects; moreover the lowest income groups are usually not the principal beneficiaries of sites-and-service schemes. The literature gives evidence of powerful political, administrative and economic interests against the large-scale legal delivery of sites-and-services, and in favour of the continued dependence of the poor on illegal access.  相似文献
