In France decentralization of the government was part of the socialist platform for the 1981 presidential election. The issue was immediately put on the agenda by the minister in charge of “interior and decentralization.” The law was published on March 2nd 1982. Ten years later, decentralization is considered a decisive reform toward the modernization of the state. Local governments are engaged in the process of learning the politics of autonomy. But the law maintained the prefet. Therefore the institutional pattern establishes two authorities in charge of the same territory at the level of “département” and “région.” It could be said that the goal of the 1982 reform was to authorize the expression of a local demand while the equality and qualify of public services would be preserved, thanks to deconcentration of the national apparatus. This scheme implies dramatic changes both in the local political system and in the national bureaucracy. The latest is reluctant to assess the evolution. In 1994 public administration in France is in transition. Its centralized structure and rationale has offen led to strategies directed toward the conservation of the old habits and privileges. The role of the prefect is still unsettled. Perhaps more important, serious institutional limits have been imposed on the process of change.  相似文献

Is small beautiful? Village level taxation of natural resources in Tanzania   总被引:1,自引:0,他引:1  
This article examines collection of natural resources revenue by village governments in Tanzania as part of a decentralisation reform. An analysis of empirical data in the form of taxation records from 14 villages, which collect and retain revenues on natural resources utilisation suggests that decentralising revenue collection to the lowest local government tier may yield: (i) considerable increases in revenue collection; (ii) increased transparency in public finances through requirements that village governments document their incomes and expenditures to the villagers; and (iii) a financial surplus that is used to finance public services at the village level. The evidence presented in this article suggests that decentralising taxation to the lowest local government tier may be a viable approach to enhance revenue collection on the utilisation of relatively low value natural resources, and assure that a share of the collected revenue is used to finance public services. An assessment is made of the state of sustainable human development (SHD) and the institutions of governance that are in the process of being established in the rebel‐held areas of Southern Sudan. The development roles of the main governance actors—government, civil society and the private sector—are examined and capacity‐building needs are described. The importance of good leadership, institutionalised partnerships between government and national and international NGOs, and capacity building for transparency and accountability is stressed. Most pointedly, the risks of allowing governance practices, suited to the management of a liberation struggle, to spill over into the civil administration of a peaceful state are emphasised. The conditions necessary for the institutionalisation of sound governance practices are discussed. Of particular importance are a genuine desire on the part of the leadership to establish such conditions and a willingness on the part of external donors to address issues of accountability and transparency openly in collaboration with the leadership. The data are also suggestive of broad development strategies that address the bases of SHD and empowerment. These broad strategies are designed to improve the very low levels of health and education that exist in the Southern Sudan, and thereby empower people to engage in economic activity and in governance decision‐making. Rehabilitation and maintenance of the physical infrastructure underlies all development activity. The findings highlight the governance difficulties faced by war‐torn societies, the challenges facing post‐crisis administrations and (confirming Caplan 2002) the need for such administrations to possess sufficient executive authority to be able to perform effectively in situations of ‘pre‐state, post‐imperial chaos’. Most critical of all, however, is the genuine interest of the major powers in doing more than—when it suits them—extinguishing the flames of conflict or establishing acquiescent political regimes following the military pacification of ‘rogue’ or anarchic states. Effective post‐crisis administration and development calls for much greater commitment of resources from the major powers than has been forthcoming to date, reflecting a belief among them that equitable and sustainable global development is the preferred route to the prevention of such crises. 本文从社会结构、建设主体、建设资源、乡村文化四个维度,提出了一个乡村建设的尝试性分析框架。通过梳理我国百年乡村建设的历史沿革及其主要特征,进而从乡村社会秩序的稳定性、基本公共服务供需平衡性、行政管理事项强度、乡村经济社会发展程度四个方面,对比分析了不同历史时期乡村建设的有效性。研究发现,新中国的成立是百年乡村建设的分水岭,乡村建设取得历史性成就的关键在于中国共产党的领导;改革开放和农业税费改革是新中国成立70多年乡村建设的两次转折点,为乡村建设带来的机遇与挑战并存;在新发展阶段,乡村振兴更需要在国家资源、权力下沉与乡村社会的自主治理之间寻求适当平衡。  相似文献

The ongoing programme for reform and reduction of the public service in Uganda relies heavily on the devolution of provision and delivery of most major public services to the lowest appropriate levels (primarily the District Councils 1 ), and therefore local government is becoming a key element in the search for new ways of governance. The rationale is that the overriding problem, as in much of Africa, is poverty and that the most effective way of tackling it is by the empowerment of the people to provide the services that they judge necessary and to decide their own local priorities in the allocation of resources. Whether the experiment succeeds will be determined in large measure by the ability and desire of the Government to ensure that local authorities have access to at least the same levels of resources as the previous service providers. Of equal importance is the capacity and ability of local government to meet the challenge, and this begs the question as to whether professional staff have the experience and competence and whether the elected members have the political skills, probity and integrity for the task. The policies have been well thought‐out and the solutions appear to be capable of implementation, but the ‘people factor’ will also be critical to success. The present scenario is guardedly encouraging; the devolution programme will probably meet sufficient of its objectives to justify the changes, given continuing donor support, and performance will improve as local authorities gain experience and self‐confidence. For its part, Government will need to resist the temptation to over‐supervise, and intervene only sparingly.

    This article applies a broad theoretical framework identifying factors which provide an understanding of the relationship between electoral politics, organizational reform and institutional change. In focusing upon product i v i t y reforms undertaken in the 1970's and early 1980's. the authors find that political conflicts over measures of public performance may contribute to a life cycle in which organizational structures are reconstituted and subjects of regulation o r services redefined in ways that are potentially inconsistent with the demand for public accountability. The conjunction of such factors may contribute to a crisis of legitimacy resulting in the redefinition of the boundaries between public and private realms of responsibility, as expressed in the electoral process. Today liberal reformers are confronted by a dilemma of productivity and legitimacy involved in the cycle of reform and retrenchment in which the goal of public accountability is undermined by erosion of the rights of the subject. The attempt to break this bind requires, in part, an explicitness on the part of liberals about the presuppositions regarding the subject underpining the measures and strategies by which organizational reforms are undertaken.  相似文献

    The Blair governments deployed several public service reform strategies. Although many have been effective, they have had limited traction at the 'hard end' of disadvantage: entrenched deprivation remains a stubborn feature of the social landscape. Reforms have had limited impact on this deprivation because they expect users to behave either as eager recipients or as informed consumers. But disadvantaged groups rarely emulate the active middle class; instead, they are distrustful of public institutions—even hostile. We need a different reform strategy that does not presuppose these behaviours and which generates new ideas. This 'venture state' approach would go beyond commissioning and invest in services that demonstrate the greatest social returns with disadvantaged groups. Like the eponymous capitalist, it would identify a portfolio of high-impact providers that can be scaled or sustained; and it would provide the resources required to do so. Rather than seeking to target its own services with ever greater precision, the venture state would focus on structuring innovation in those services most important for the hard end of disadvantage.  相似文献

    不断推进地方政府公共服务创新是破解当前公共服务供给困境,构建我国治理体系和治理能力现代化的重要组成部分。在对国内外相关文献分析的基础上,从政治制度、社会需求和资源支撑等视角出发,构建了中国情境下地方政府公共服务创新驱动机制的分析框架,通过模糊集定性比较分析的方法,对"中国地方政府创新奖"下公共服务创新类项目进行了系统比较分析。研究发现,在中国情境下,晋升激励是引致地方政府创新成功的充分条件,领导支持是驱动地方政府创新成功的必要条件;而在创新的代表性路径中,公民参与和媒体报道也发挥着重要作用,经济发展水平和改革本身的难度对创新工作的影响有限;行政主导型、需求诱发型和多方互动型的创新模式是我国地方政府公共服务创新时选择的主要路径模式。未来中央应更注重从制度层面激发地方政府公共服务的创新热情,降低社会公共服务需求的政府进入门槛,同时应注重激发公共服务创新要素组合的叠加效应。  相似文献

    There has been a growing concern about administrative reform in many countries during the last 10–20 years. The central administrative apparatus has been restructured, partly as an instrument to fulfill collective, political goals. This study of the reorganization of the central health administration in N orway shows that political and administrative leaders increase their control through a planned reorganization.     This paper examines the relationship between distrust in incumbent government leaders and demand for systemic changes in rural China. It finds that individuals who distrust government leaders’ commitment to the public interest have both stronger demand for leadership change and stronger preference for popular elections. It argues that distrust in government leaders may have enhanced the demand for leadership change, which in turn may have reinforced the preference for elections. It further argues that distrust in incumbent leaders has in effect induced a demand for systemic changes, as introducing popular election of government leaders would require a major constitutional amendment. The paper suggests that two distinctive mechanisms may be at work in determining whether distrust in current government authorities induces preference for systemic changes. Whether citizens can engineer leadership change through existing channels influences the generation of idealistic wishes for a better political system. Perceived availability of better and viable alternatives affects whether idealistic wishes become a practical preference.  相似文献

    新西兰公共部门改革是"新公共管理运动"的先锋,作为"改革实验室"和"政策创新者",因其彻底性、持续性及成效性被誉为"改革的典范"。然而近年来,西方公共管理学界提出了若干质疑,甚至认为"新公共管理运动已经死亡"。本文在考察新西兰公共部门改革实践的基础上,对实践模式的局限性及时代转换的压力两方面的批判性反思进行了梳理和分析:其"公平"与"公共"价值已经失落?是"经济学帝国"的扩张?还是"新泰勒主义"的表现?亦或是随着改革主题的衰落,数字时代治理的来临。对这一改革的实践发掘和理论反思对于当前我国政府职能转换与行政改革具有重要的参鉴价值:首先,推进改革的政府需要具备必要的能力基础;公共部门改革的核心命题是转变理念,优化政府职能,提高政府的效率和效能;而改革能否顺利推进,取决于广大民众和政府之间的深入互动;此外,改革需要尊重地方政府的主动性,充分发挥其作用。  相似文献

    As President Bush plans to expand "Charitable Choice," civil libertarians worry that the legislation is part of a new assault on separation of church and state. Religious Right activists demand assurances that funds will not flow to groups like the Nation of Islam or Scientologists. African American pastors in urban areas—arguably the main targets of the initiative—are concerned that "government shekels" will be accompanied by "government shackles," that the costs and regulatory burdens accompanying collaborations with government will divert resources from client services and mute their prophetic voice.
    Caught in the middle are public managers, who must make the legislation work in the face of significant administrative challenges. Those challenges occur in three areas: contracting procedures, contract administration, and evaluation. In each of these categories, political realities and constitutional constraints will significantly complicate the manager's job.  相似文献

    Public Administration Reform (PAR) in Vietnam is an ambitious programme that seeks to implement ‘rule by law’ within a centralized, state management framework. It is a political strategy by the key party and state officials with the aim of institutionalizing and legitimizing the transition to the ‘socialist market economy’ through creating a dependable system of rule‐bound public administration. This programme has received extensive donor support. In the content and trajectory of PAR, external models and technical assistance are influential but the political struggle over control of state resources shapes the process. This is seen in the attempts to constitutionalize the powers of state organs and to distinguish them from the party; to separate owner and manager roles and to replace political with economic criteria in the operation of state owned enterprises; to combat corruption in ‘street level’ decision making; to rationalize the machinery of government; to create a centrally managed, professional civil service; and to reform the system of public finances. In each of these areas, there is resistance to reform proposals and evidence of implementation gaps. In these circumstances, concentration of donor support on the centrally managed PAR programme is a high risk strategy.     Public sector reform in both Latin American and Caribbean countries has become a high priority for governments in their search for a new role for the state. Common principles have included the objective to privatize, or contract out services or responsibilities where the private sector has a comparative advantage while at the same time improving government efficiency in areas that are considered core government functions at different levels of government. These include integrated government financial management, social security and social safety nets, tax administration, provision of basic services (education and health), legal/regulatory reform, and judicial enforcement. Guiding principles in all countries have been predictability, transparency and accountability. While the degree of reform has varied amongst countries, there are a number of distinguishing features of the Commonwealth Caribbean that set its public sector reform experience apart from that of Latin America. These include the legacy of a professional civil service, long-standing democratic institutions and an active civil society, the relatively small size of the countries, and the emphasis on rule of law that can help explain some of the differences in the reform paths taken. Nevertheless, government ownership and commitment to public sector reform has been shown to be the most important element in determining results within the Latin American and Caribbean region.  相似文献

    The managerial reforms that have been implemented in the public sectors of many countries over the past decade are part of an international trend (Aucoin 1990, 134). Managerial reform in public administration can be seen as a Zeitgeist , a pervasive idea whose time has come. As Caiden (1988, 354) points out, effective administrative reform can be sustained only by a "crusading spirit" or the burning flame of idealism, and such a flame has blazed up in the past ten years. History may well show that the managerial reforms of the late 20th century had as dramatic an impact on public administration as the merit reforms of the late 19th century.
    These managerial reforms have invariably involved an emphasis on giving the public better value for money, and have usually included the introduction of efficiency measures and corporate planning techniques, the improvement of financial management procedures, the assessment of performance in terms of results against goals, the adoption of private sector human resource management practices, and the use of management information systems and other management tools. The implementation of such managerial reforms has typically been heralded by the establishment of a unified elite group of senior executives in the higher civil service. This paper reviews the recent trends in the higher civil services of America, Canada, Britain and Australia, and considers how they exemplify the managerial approach to administrative reform.1  相似文献

    Public sector extension has come under increasing pressure to downsize and reform. Contracting out—the use of public sector funds to contract non‐governmental and private service providers—is often held up as a potential tool in reform efforts. Much has been written about the possible advantages of contracting out of agricultural extension and it is being encouraged and promoted by numerous international organizations. However, a look at field experience in Africa shows that contracting out is relatively infrequent, especially compared with the reverse—contracting in—where private sector and non‐governmental organizations finance public sector extension delivery. Case studies from Uganda and Mozambique indicate that on the ground attempts to come up with solutions to providing services to farmers are resulting in innovative contracting approaches and combined public and private institutional arrangements. Contracting in and public–private coalition approaches, in contrast to purely public sector extension (characterized by ineffectiveness and inefficiencies) and purely private for profit extension (which may ignore public goods and concerns), may help achieve extension services which are both demand led and which internalize public concerns such as environmental protection, food security and socio‐economic equity. These coalition approaches can be improved and facilitated. They deserve greater analysis and may contribute to a better understanding of extension contracting and the roles of private and public organizations.     Since 1989, the Hong Kong government has implemented a programme of public sector reform that is based on the principles of ‘new public management’. The reforms initially focused mainly on financial management reform, including delegating responsibilities for resource allocation; re-defining the roles of the central resource branches; setting up trading funds in departments that provide services directly to the public; and instilling a new corporate culture of service throughout the government. Some progress has been made in implementing the reforms. In 1993, the government realized that further civil service reform was necessary to support the reforms. The government proposed to delegate more authority to department heads on personnel matters; give managers more freedom to manage personnel; and simplify personnel regulations and procedures. These ‘new public management’-type reforms are usually associated with stable, relatively unchanging environments. In Hong Kong, however, the reforms have been proposed and carried out in an environment of considerable political turbulence which has both facilitated and hindered their implementation. Because of the declining legitimacy of the colonial government, British authorities may not have the political capacity to implement the reforms. Opposition from both department heads and civil service unions to aspects of the reforms has already emerged.  相似文献
