U.S. counterterrorism (CT) forces that deployed to Iraq in 2003 as Task Force 714 (TF 714) faced an ugly surprise. Tasked to dismantle the al-Qaeda in Iraq (AQI) dominated insurgency, the organization could not achieve that mission. General Stanley McChrystal, who commanded TF 714 concluded, “we were losing to an enemy … we should have dominated.” But TF 714 transformed in the midst of war and during 2006-2009 was able to largely dismantle AQI's clandestine networks to a degree that they could no longer function in a cohesive manner. By developing the capacity to operate inside those networks, TF 714 was able, in the words of General McChrystal, to “claw the guts out of AQI.” This transformation runs counter to what organizational experts identify as barriers inhibiting militaries from learning, innovating, and changing, especially in wartime. To decipher the puzzle of how TF 714 overcame these barriers, two questions are addressed in this study: 1) How did TF 714 transform from a specialized and compartmented unit customized for executing infrequent CT missions in peacetime to a wartime industrial-strength CT machine that by 2009 dismantled AQI's networks that operated across Iraq; and 2) Why was TF 714 able to achieve this remarkable transformation?  相似文献

This paper compares the U.S. national security strategy's vision for counter‐terrorism missions to the political realm in which conventional military forces and terrorists operate. Terrorist acts and state responses are analyzed to demonstrate that they have differing political effects, which calls into question the political utility of a conventional military counterterrorist response. Terrorism is placed within context of the present era as, according to Martin van Creveld, evolving historical conditions are wrenching warfare out of the political realm in which Clausewitz's analysis originally posited warfare's extension of political activity based on state power. The article also discusses terrorism's nebulous placement within the levels of war to reveal another aspect of terrorism's different relationship to the political realm. Ultimately, this challenges the U.S. national security strategy's conclusion that conventional military force used in “punitive” or “counterterrorism” operations is an effective political response to terrorism.  相似文献

In this article, I argue that hybridization is a contingent result of the dynamics of some conflicts but not others. In particular, faced with opponents with great power, weaker powers seek a situation of asymmetry to gain victory. Drawing on within-case analysis of the conduct of war during the past thirty years in Afghanistan, I demonstrate that what we now consider to be “hybrid” represents an important continuity and strategic option in Afghan warfare. Still, the analysis also demonstrates that choosing “hybrid” has not been a strategy that has worked. Hezb-i-Islami's rather limited attempt for conventionalization of the war against the forces of Dostum and Massoud in 1992 failed and the Taliban's more far-reaching attempt for conventionalization has so far also failed to reap strategic success. This suggests that the threat of hybrid war is inflated.  相似文献

Scholars have analyzed various causes of contemporary Chechen terrorism in Russia and have offered multiple explanations as to why this terrorism persists. Most commonly, these scholars accuse Russia of suppressing a Muslim struggle for national liberation in Chechnya because of Russia's own interests in Chechen territory or its lucrative oil resources. This work analyzes various instances of Chechen terrorism, 1991–2002, to conclude that the dynamics of terrorism do not support the claims of various scholars, journalists, and Chechen terrorists that Chechen rebels are fighting a war of independence and that the Russian government's failure “to let Chechnya go” instigates future acts of terrorism.  相似文献

Abstract

This article asks, ‘How are femininities constructed in resisting the “war on terror” and with what implications for women's agency and the conceptualisation of gender?’ It examines the under-studied gender logics of non-violent resistance to the ‘war on terror’ by focusing on a series of conferences held in Cairo, between 2002 and 2008, uniting opposition to imperialism, Zionism, neoliberalism and dictatorship. Whereas much feminist scholarship conceptualises sex–gender difference within patriarchy as the major source of women's subordination, women speakers at the Cairo conferences erased patriarchy as a source of subordination and valorised sex–gender difference as a source of agency in resisting the ‘war on terror’. Femininities were constructed against the dominant narratives and practices of the war on terror through the representation of national/religious or class differences. These ‘resistance femininities’ represent strategically essentialised identities that function to bridge differences and mobilise women against the ‘war on terror’.  相似文献

As with many states, in the case of Slovenia two songs principally contend for the position of national anthem. In this case an apparent ideological gulf masks perhaps a more essential temperamental divide: the bellicose army song versus the happy drinking “all together?…?” number. Vacillation between “Zdravljica” (“A Toast”) and “Naprej zastava slave,” (“Forward, Flag of Glory”) might be taken as reflecting the ambivalence with regard to potentially hostile others one reads attributed to Jesus Christ in the gospels of Matthew, Mark and Luke: who's not with me is against me/who's not against me is with me. The 1989 adoption of “Zdravljica” (lyrics courtesy of Slovenia's national poet France Pre?eren) is strongly suggestive of an outward looking state, one hoping for a place in a cosmopolitan Europe. “Naprej zastava slave” has remained the anthem of the Slovenian army and so is far from being discarded for the purpose of asserting Slovenian national aspirations. Perhaps retaining it in this minor role has been necessary because “Zdravljica” is a song which – at least as it is presently sung – de-emphasises national aspiration to a degree unusual for the anthem genre. In a crossroads of Europe dominated historically by the national (or imperial) aspirations of larger and more powerful political entities, “Zdravljica” is a song which tests the limits of what an anthem can be by holding out a hope of rising above the national.  相似文献

Although much has been written on the Sri Lankan state's civil war with the Liberation Tigers of Tamil Eelam (LTTE), less has been said about how the conflict's dynamics evolved. How did the parties come to utilize the methods they did? Why did the war become so brutal, characterized by a predisposition toward extreme violence on both sides? Using the typology of “dirty war,” this investigation seeks to address such questions, demonstrating how the strategic choices of the main belligerents shaped the conflict. The analysis shows that while the conflict emerged out of deep-rooted social and ethnic divisions, these factors do not account for how the war came to be defined so comprehensively by the methods of dirty war. It finds that dirty war developed from a sporadic tactic to advance political goals to dominant military practice by a reciprocal process of escalation that eventually internalized dirty war as the accepted mode of strategic communication.  相似文献

The study explores the phenomenon of popular violence in the first months and years after the end of World War I on the basis of a comparison between the Bohemian lands, forming the central part of the newly established Czechoslovakia, and Austria, as another successor state to the former Habsburg monarchy. Aside from the continuities, new forms of violence increasingly emerged in the first years after the end of the war, and also the “language” of violence was transformed. While in Czechoslovakia, the framework within which people were learning to understand the new world was shaped by the national and republican discourse oriented to the future, in Austria the collective identities and mentalities were being formed along the lines of particular party political blocks. In both cases, the nationalization and politicization of violence respectively contributed to the emergence of new forms of popular violence; but at the same time they could also be used for its de-escalation, necessary for the re-integration of society disrupted by the wartime experience. However, even if both countries went out from the war on different paths, the violence stayed part of their political culture and it could be mobilized again.  相似文献

The historical feud between Hungary and Romania over Transylvania has escalated in proportion and intensity in recent years. Territorial dispute is no longer central to the present debate. Rather, it is the treatment of approximately two million1 ethnic Hungarians residing in Transylvania that has generated considerable tension between the governments of Janos Kadar and Nicolae Ceausescu. Transylvania's ethnic Hungarians represent an obstacle to Ceausescu's policy of “national communism,” which promotes “Romanianism” to the detriment of the country's minority populations. In Hungary, reformists both within and outside the Kadar government have pressed the regime for a satisfactory solution to the perceived mistreatment of Hungarians living in neighboring socialist countries. By complicating relations between the two countries, the nationality question also effectively limits the degree to which Hungary and Romania can cooperate succesfully on regional endeavors. Finally, particularly in the case of Romania, exacerbation of the nationality question has attracted increased concern among “external” players, including the Soviet Union and the United States.  相似文献

This article examines how defendants on trial at the International Criminal Tribunal for the former Yugoslavia (ICTY) appropriate the tribunal as a platform for national myth and group making. Specifically, the article analyzes Radovan Karad?i? and Vojislav ?e?elj’s “performances” at The Hague in order to highlight the particular ways in which the defendants craft and mobilize the nationalist narrative. The article introduces the phenomenon of “the war criminal cult” and traces three stages of its production, including the defendants’ collectivization of guilt, epitomization of The Hague as the ultimate enemy of the nation, and construction of “Serbs” as the biggest victims of international justice and of themselves as martyrs befallen with the task of defending the dignity of the nation. The “war criminal cult” is thus “made” in conversation with the “imperial West” in a collective narrative that contests the legitimacy and the intention of The Hague while disguising individual responsibility.  相似文献

This article proposes to look afresh at the legacies of communism in urban spaces in post-1989 Poland. Specifically, it investigates the fate of Red Army monuments and explores how these public spaces have been used in the multifaceted and multileveled process of post-communist identity formation. The article suggests that Red Army monuments constitute sites for the articulation of new narratives about the country's past and future which are no longer grounded in the fundamental division between “us” (the nation) and “them” (the supporters of communism) and which are far from being fixed in the binary opposition of the banished and the embraced past. The reorganization of public memory space does not only involve contesting the Soviet past or affirming independence traditions but is rather the outcome of multilayered processes rooted in particularities of time and space. Moreover, the article argues that the dichotomy “liberator versus occupier,” often employed as a viable analytical tool by scholars investigating the post-communist memorial landscape, impedes our understanding of the role played by Soviet war memorials in the process of re-imagining national and local communities in post-1989 Eastern Europe.  相似文献

We evaluate the impact of the Bono Solidario, a transfer payment scheme in Ecuador, on children's nutritional status. In addition to testing for pure income effects, because the programme transferred money to mothers of young children, we test whether mother's income has a stronger effect on children's heights and weights than ordinary household income. We draw two main conclusions: that the Bono Solidario transfer payment scheme has had a statistically significant but quite modest impact on children's nutritional status, and that this impact is no different than any other income effect on height and weight. In particular, the fact that the Bono is transferred to mothers has not made it more efficacious at reducing malnutrition than other household income.  相似文献

UNHCR's current #IBelong campaign presents stateless people as uniquely excluded, emphasizing the need for legal solutions to their situation. Such approaches to statelessness sidestep both the complexities of lived experience and the wider politics of state recognition. In response, this article utilizes ethnographic data from Sabah, Malaysia, and theorizations of the gray areas between citizenship and statelessness to argue for the fundamental connection between statelessness and irregularity. Such a connection is central to understanding both the everyday lives of potentially stateless people and Sabah's public discourse on statelessness as a mirage obscuring the problems of “illegals” and “street children.”  相似文献

Refugee children are exposed to numerous risk factors resulting from war, genocide and resettlement, and are facing multiple difficulties to cope with the resettlement process. These challenges set refugee children apart from the mainstream community and can stifle their overall adjustment and development. Unfortunately, policy makers have paid little attention to the caring for refugee children during their initial resettlement. This paper examines systematic barriers to refugee children's successful resettlement in the U.S., and presents a child-centered framework as an option to better address the needs of refugee children, and offers recommendations for policy changes and effective social work practice.  相似文献

In February 1996, the Communist Party of Nepal-Maoist (CPN-M) initiated a bloody war to establish a Mao-style “people's republic.” A decade later, however, they signed a peace agreement with the government, joined the mainstream political parties in parliament and in an interim government, and participated in democratic elections. This article provides some insight into the Nepalese Maoists's strategic and ideological thinking. More specifically, this article shows the reason behind the party's change of tactics and goals and describes the process in which these changes materialized.  相似文献

This paper focuses on the use of Soviet-era symbols, myths, and narratives within groups on VKontakte social media site over the initial stage of the Ukraine crisis (2014–2015). The study is based on qualitative content analysis of online discussions, visual materials, and entries by group administrators and commentators. It also applies link-analysis in order to see how groups on social media are interrelated and positioned online. It reveals that these online groups are driven primarily by neo-Soviet myths and hopes for a new version of the USSR to emerge. Over time, the main memory work in these groups shifted from Soviet nostalgia and “pragmatic” discourse to the use of re-constructed World War II memories in order to justify Russian aggression and to undermine national belonging in Ukraine. Reliance on the wartime mythology allowed for the labelling of Euromaidan supporters as “fascists” that should be eliminated “once again.” This powerful swirl of re-created Soviet memories allowed effective mobilization on the ground and further escalation of the conflict from street protests to the armed struggle.  相似文献

This article discusses two inter-related issues. Firstly, the factors lying behind Russia's fervent belief that its Novorossiya (New Russia) project, aimed to bring back to Russia eight oblasts of Donetsk, Luhansk, Kharkiv, Dnipro, Zaporizhhya, Odesa, Mykolayiv, and Kherson in eastern and southern Ukraine and launched during the 2014 “Russian Spring,” would be successful. Russian identity misunderstood, and continues to misunderstand, Ukraine and Ukrainians through stereotypes and myths of Ukraine as an “artificial state” and Ukraine's Russian speakers as “fraternal brothers” and Russians and Ukrainians as “one people” (odin narod). Secondly, why Ukrainian national identity was different than these Russian stereotypes and myths and how this led to the failure of the Novorossiya project. Russian stereotypes and myths of Ukraine and Ukrainians came face to face with the reality of Russian-speaking Ukrainian patriotism and their low support for the Russkij Mir (Russian World). The article compares Russian stereotypes and myths of Ukraine and Ukrainians with how Ukrainians see themselves to explain the roots of the 2014 crisis, “Russian Spring,” and failure of Russian President Vladimir Putin's Novorossiya project.  相似文献

The concept of a policy legacy has come into widespread use among scholars in history and the social sciences, yet the concept has not been subject to close scrutiny. We suggest that policy legacies tend to underexplain outcomes and minimize conventional politics and historical contingencies. These tendencies are evident in the revisionist literature on American politics in the aftermath of the First World War. That work stresses continuities between wartime mobilization and postwar policy, especially under the auspices of Herbert Hoover and the Commerce Department. We maintain that a rupture marks the transition between the war and the Republican era that followed and that the emphasis on wartime legacies distorts the political realities of the Harding–Coolidge era. We conclude by noting the risks of policy legacy approaches in historical analysis.  相似文献

The intellectual study of public administration was developed by two separate groups with two distinctive orientations to the field, called here the “Public Service” and the “Public Management” orientations. Both orientations have coexisted in public administration despite their differences largely because they each addresses some of the weaknesses of the other. This article will apply what shall be termed a “strategic hub” concept of counterinsurgency to the war in Iraq. This concept posits that the development of insurgent and militia nodes or “hubs” of activity could provide a more relevant way to address the key dilemmas of the Iraq equation in light of the Coalition and Iraq government's inability to secure Iraq. The article will argue that ceding the insurgency and militias ground on a temporary basis may be required to maintain both military and political momentum in the post “surge” Iraq given the draw down of U.S. forces, the immaturity of the Iraqi Security Forces, and the present state of American and Iraqi politics.  相似文献
