This paper examines the role of spatial effects in ecologicalinference. Both formally and through simulation experiments,we consider the problems associated with ecological inferenceand cross-level inference methods in the presence of increasingdegrees of spatial autocorrelation. Past assessments of spatialautocorrelation in aggregate data analysis focused on unidimensional,one-directional processes that are not representative of thefull complexities caused by spatial autocorrelation. Our analysisis more complete and representative of true forms of spatialautocorrelation and pays particular attention to the specificationof spatial autocorrelation in models with random coefficientvariation. Our assessment focuses on the effects of this specificationon the bias and precision of parameter estimates.  相似文献

Several leading professional associations have recently decided to use approval voting (AV). The largest of them, The Institute of Electrical and Electronics Engineers, Inc. (IEEE), with more than 300,000 members, adopted AV in response to practical political problems with conventional plurality elections of precisely the sort that AV was designed to solve. This paper analyzes results of the first three multicandidate elections conducted by the IEEE using the new system. Issues examined include participation rates, use of multiple votes, patterns of shared support, majority rule, AV-dominance, effects on outcomes, and encouragement of candidate entry. In general, AV appears to have had a successful test.  相似文献

This article explores the possibility of a new paradigm of media research that understands media, not as texts or structures of production, but as practice. Drawing on recent moves towards a theory of practice in sociology, this paradigm aims to move beyond old debates about media effects and the relative importance of political economy and audience interpretation, at the same time as moving beyond a narrow concentration on audience practices, to study the whole range of practices that are oriented towards media and the role of media in ordering other practices in the social world. After setting this new paradigm in the context of the history of media research, the article reviews the key advantages of this paradigm in mapping the complexity of media‐saturated cultures where the discreteness of audience practices can no longer be assumed.  相似文献

Until recently, parties interested in rulemaking by federal agencies were forced to voice their views primarily through adversarial procedures. An alternative, negotiated rulemaking, was proposed by the Administrative Conference of the United States (ACUS) in 1982. Since then, negotiated rulemaking has been used four times by federal agencies. The four completed negotiations show that negotiated rulemaking permits affected interests to retain greater control over the content of agency rules, while ensuring fairness and balance. It also permits agencies to obtain a more accurate perception of the costs and benefits of policy alternatives than can be obtained from digesting voluminous records of testimonial and documentary evidence presented in adversarial hearings. This article summarizes the results of a recently completed report prepared by the author for the Administrative Conference. It reviews the genesis of negotiated rulemaking, presents a framework within which to understand dynamics of the negotiation process and related administrative law issues, and presents recommendations for future agency use of negotiated rulemaking recently adopted in substance by the Administrative Conference.  相似文献

Spatial models of policymaking have evolved from the median voter theorem to the inclusion of institutional considerations such as committees, political parties, and various voting and amendment rules. Such models, however, implicitly assume that no policy is better than another at solving public policy problems and that all policy makers are equally effective at advancing proposals. We relax these assumptions, allowing some legislators to be more effective than others at creating high‐quality proposals. The resulting Legislative Effectiveness Model (LEM) offers three main benefits. First, it can better account for policy changes based on the quality of the status quo, changing our understanding of how to overcome gridlock in polarized legislatures. Second, it generalizes canonical models of legislative politics, such as median voter, setter, and pivotal politics models, all of which emerge as special cases within the LEM. Third, the LEM offers significant new empirical predictions, some of which we test (and find support for) within the U.S. Congress.  相似文献

We examine the use of spatial models in Voting Advice Applications. A successful branch of VAAs uses multidimensional models of the political space to inform users of their policy match with political parties. Creators of these VAAs offer only a very generalized justification for the choice of their underlying spatial model. We examine whether these spatial representations offer a valid depiction of policy differences between parties. We compare the spatial models from the available national ‘electoral compasses’, which include established democracies as well as semi-authoritarian and transitional systems. We find that the two-dimensional ‘one-size fits all’ model that is used in all of these countries fails to accommodate significant variation between party systems.  相似文献

As part of a special issue on the geographies of citizenship, this paper considers the longstanding and popular metaphor of “the body politic” for a polity. The metaphor's comparative power is successful because it imports key geographic assumptions about how polities are best organized. It makes claims about society and space (premises about location, spatial organization), nature–society relations (how the two spheres do and do not connect) and cartographic representation (the human body is the optimal representation of spatial and natural relations in a polity). We describe three ways in which geographical imaginations are constructed: organic, mechanical, and posthuman bodies politic. Our goal is twofold: first is to consider the ways the deployment of the metaphor of the body is used in political theory to convey a normative conception of citizenship; second is to bridge the gap between political theory and geography by paying special attention to the ways the body is a space. The metaphor of the body politic is a political geography that links citizenship to particular geographical and normative relationships.  相似文献

While the research community is often very concerned with the distributional effect of public policy decisions, the geographic distribution of the affected populations is often overlooked. This paper argues that seemingly geographically neutral policies have spatial consequences and that the choice of how to measure them is important. We suggest that maps provide a powerful tool for communicating these ideas to policy makers and that geographical information systems supplemented by spatial statistics yield information that assist policy debates. We develop metrics to illustrate how geographic information provides insights into the spatial consequences of Medicaid expenditure changes in Ohio.  相似文献

This paper analyzes the potential implications, in terms of net social costs and distribution of risks and abatement costs, of a policy to address the problem of air toxics “hot spots.” The policy we analyze involves regulation of air toxics sources at increasingly finer spatial resolutions. We develop a model of a decisionmaker choosing emission standards within a net cost minimization framework. Empirical application of the model to two counties in Florida demonstrates that regulation at finer resolutions could involve trade‐offs between net social costs and equitable distribution of risks and, in some settings, between individual and population risks.  相似文献
