While the majority of research carried out on diamonds and development in Sierra Leone has focused on debates concerning the role that diamonds played in the country's civil war of the 1990s, little attention has been directed towards understanding how the emergence and consequences of ‘new spaces’ for citizen engagement in diamond governance are shaping relationships between mining and political economic change in the post‐war period. Recent fieldwork carried out in two communities in Kono District illustrates how the emergence of such spaces—although much celebrated by government, donors and development practitioners—may not necessarily be creating the ‘room for manoeuvre’ necessary to open up meaningful public engagement in resource governance. The analysis focuses on one recent governance initiative in the diamond sector—the Diamond Area Community Development Fund (DACDF)—which aims to strengthen citizen participation in decision‐making within the industry, but has frequently been at the centre of controversy. In framing and articulating socio‐environmental struggles over resource access and control in Sierra Leone's post‐war period of transition, the article highlights how the emerging geographies of participation continue to be shaped by unequal power relationships, in turn having an impact on livelihood options, decision‐making abilities and development outcomes in the country's diamondiferous communities. This note analyzes the results of Ben-Zion and Spiegel regarding different forms of transfer from rich persons to poor ones. Assuming a more general utility function, not necessarily additive or homothetic, this note shows that a combined policy of income transfer with specific subsidy to the poor consumer can lead to an optimal solution (first best) from the donor's point of view. If it is not possible to differentiate between consumers, a system of subsidy to all consumers can achieve a second best solution.  相似文献

This paper explores the organizational strategies used to represent information about political actors in memory, and it illustrates the usefulness of a specific measure, the adjusted ratio of clustering score (ARC), for inferring memory structure. Assuming the operation of an associative network model, we argue that information about a political actor can be organized along three distinct dimensions: attribute type (differentiating between issue positions and personal attributes), partisanship (differentiating between characteristics typical of Republicans and Democrats), and evaluative type (differentiating between positively and negatively evaluated attributes). The results of a laboratory study indicate that organization along the attribute type dimension was most common, with some evidence of partisan organization. There was no evidence of organization along the evaluative dimension. The implications of the study for understanding individual differences in political reasoning, and the consequences of memory organization strategies, are discussed.  相似文献

This study conducts a critical multimodal discourse analysis of commercial hair loss websites. Specifically, I focus on eight sites which provide information about and promote the pharmaceutical hair loss treatment Propecia, a widely available medication marketed to treat male pattern baldness. I identify four salient discursive strategies through which the websites depict male hair loss and the Propecia treatment, namely (1) representing the balding man as type and outcast, (2) promoting the attractiveness and self-assurance of the hirsute man, (3) situating male hair loss in a scientific discourse and (4) encouraging consumers to self-evaluate their hair loss. By inducing insecurities in men experiencing hair loss and encouraging them to embrace pharmaceutical remedies as a viable response to male pattern balding, these discursive-semiotic strategies help to reproduce the contemporary sociocultural practice of medicalisation, the phenomenon whereby the natural processes of life are treated as medical problems. The findings of this study suggest that these promotional discourses play a role in transforming ordinary, benign ailments into illnesses, reconfiguring them as treatable disorders for commercial gain.  相似文献

This article analyses strategies of material commemoration in contemporary urban spaces. Deploying a philosophical and social-theoretical interpretation systematised by, in particular, Multimodal Critical Discourse Studies and its analysis of material commemoration, the article compares the semiotics of modes of commemorating through monuments and counter-monuments. As is argued, counter-monumental commemoration aligns much better than the traditionally static and non-dialogic monuments with the ongoing post-modern transformation and fluidity of contemporary urban spaces. By the same token, counter-monuments also allow commemoration of complex and difficult past events – such as the Holocaust – that are traditionally surrounded by multiple interpretations and often-conflicting attempts to commemorate them. The analysis at the core of the paper looks in-depth at counter-monumental installations known as Stolpersteine, or Stumbling Blocks, developed since the early 1990s by the German artist Gunter Demnig as a form of commemoration of victims of National Socialism and especially the Holocaust. As is suggested, counter-monuments such as the Stolpersteine carry multiple meanings and have multiple functions which allow for diverse patterns of interaction with past/present. They also allow embedding the dialogue between forms of commemoration (monument/counter-monument) various recipients (locals/tourists, spectators/passers-by) as well as their varied interpretations and expectations of commemoration in the discourse of contemporary urban space.  相似文献

Research evidence concerning product characteristics, consumer characteristics and product purchase situations is examined. Assumptions underlying consumer policy strategies directed at enhancing the ability of consumers to protect themselves and those strategies aimed at product quality control are analyzed in light of the evidence. Alternative policy strategies are analyzed for consumer incentives and with respect to product characteristics, consumer characteristics and product purchase situations. At a time of intense debate over the specific organizational arrangements of American national security agencies with new or refocused intelligence responsibilities, the relative proximity between intelligence producers and consumers is a key issue. Intelligence capabilities may have to be kept separate from decision-making because of organizational economies of scale and scope, but separation alone does not mean intelligence must be distant from decision-making. For example, the British style of analysis involves a much closer relationship between intelligence producers and consumers than exists in the American context. Efforts to improve the integration of intelligence into decision-making by closing the distance between them would do well to study the history and efficacy of this process as they look to create new ways of structuring the relationship between intelligence analysis and decision-making. Specifically, history demonstrates that the US National Security Council staff implemented a process in 1968 through 1980 that approximated the British style of analysis, and this may provide US policymakers with a model for bridging the gap between intelligence analysis and decision-making.  相似文献

Connections between media coverage, economic conditions, and performance evaluations of political leaders have seldom been explored in specific local media markets, due to the challenges of measuring media tone and content for a large number of media outlets or markets. In this paper, we develop a measure of media tone by comparing the economic evaluations of local media consumers and national media consumers within the same media market. We then use this measure to evaluate the relationship between media tone and objective economic conditions. We find that positive media tone increases the probability that individuals will approve of the governor’s performance in office, and that tone also attenuates the negative relationship between unemployment and gubernatorial approval.  相似文献

The conventional wisdom suggests that import restraints help the protected domestic industry at the expense of consumers. In the longer term, however, trade restraint may encourage foreign firms to adopt new and more threatening business strategies, such as upgrading the quality of their products or moving plants to the United States. If these long-term dynamic effects of restraint are considered, trade restraints may prove harmful to the domestic industry as well as consumers.  相似文献

Accusations of failure by elements of the US intelligence community (IC) have followed in the wake of nearly every war and terrorist bombing since Japan's successful strike on Pearl Harbor in 1941. This article will illustrate how some problems that exist inside the ‘intelligence-policy nexus’ are beyond the control of the IC. By investigating the dynamics and tensions that exist between producers of intelligence (the IC) and the consumers of those products (policy-makers), we review three different types of alleged failure. First, by revisiting the Chinese intervention in Korea, we show that a rarely listed case in the literature is in fact a classic example of producer-based failure generated from within the IC. However, in our study of the Tet Offensive during the Vietnam War (1968), we show that the alleged intelligence failure by producers should be more accurately described as a ‘failure of intelligence’ by consumers. Third, by revisiting the Soviet invasion of Afghanistan (1979), we conclude that there existed neither a producer nor a consumer failure. Policy issues are often characterized by conflicting values. Conventionally, students of public policy have conceptualized government's response to value conflicts as a matter of "balancing" competing goals, or striking trade-offs among values. In this paper we argue that this way of managing value conflicts represents only one possibility from a larger and more varied repertoire of strategies that draw from more complex models of practical reasoning. Policy actors do sometimes try to strike a "balance" among conflicting values, but they often avail themselves of other strategies as well: they cycle between values by emphasizing one value and then the other; they assign responsibilities for each value to different institutional structures; or they gather and consult a taxonomy of specific cases where similar conflicts arose. We argue that each of these strategies can be rational in some institutional contexts, and that conclusion challenges the view that policy values must always be treated as commensurable for rational policy choices to be made. Government responds to value conflict in ways that are more varied and changing than existing views of public policy imply.  相似文献

This essay presents some subjective thoughts on becoming more of a policy scientist, based on nearly thirty years of intense interest in policymaking and its improvement. Written as a token of gratitude for the privilege of receiving the first Harold Lasswell Award from the Policy Studies Organization, the essay takes the form of advice to striving policy scientists in nine desiderata followed by five operational recommendations. This article analyses the conditions of capital accumulation in South Africa, and seeks to explain the authoritarian and racially discriminatory features of the South African social structure in terms of (a) the specific historical processes of change (mercantile colonial conquest, primitive accumulation in mining and farming) and (b) the specific features of contemporary capitalism, notably the capital-intensive structure of industry. The authoritarianism embodied, for example, in the extra-economic coercion of black labour is seen as reflecting the circumstances of the struggle between capital and labour under conditions where capital-labour contradictions exist alongside the contradiction between South African capitalism and the ‘dependent’ societies it has preserved/recreated. The implications of this situation for strategies of socialist change are briefly evaluated.  相似文献

Abstract: The issue of equity in the provision of public utilities is one which has been the subject of a number of Australian studies over the past ten years. In particular, the obvious inequities in pricing between different classes of electricity consumers have attracted attention. Evidence that these inequities exist not only between, but also within, consumer classes was found in a survey of Brisbane residential electricity consumers. Significantly higher rates per kilowatt hour are paid by lower income consumers and the proportion of income spent on electricity is higher than that spent by the upper income households surveyed.
These inequities have important implications in the development of social policies, particularly those directed at the aged who, in many cases, rely on a low fixed income in the form of the old age pension. So far, in Australia, only the Victorian state government has approached this issue in any detail as a part of its Social Justice Strategy despite the fact that similar inequities in the provision of electricity to household consumers exist in all states.  相似文献

  • In this paper, we present a framework for building a firm's issue‐specific lobbying strategy. We argue that there are five critical elements of a lobbying strategy and that the major choices concerning political lobbying strategy relate to these elements. The five elements, and the primary strategic choices concerning these elements are: (1) the choice of the level and type of inclusiveness of the strategy; (2) the choice of the form, or forms, of argument to be used in persuading relevant target constituencies; (3) the choice of jurisdictional venue to be addressed; (4) the choice of organizational target that will be engaged and (5) the choice of delivery mode—that is, whether political strategies should be implemented directly by firm managers or outsourced to professional suppliers of these services. We explain these elements in detail. However, in order to engage in a lobbying strategy on a specific issue, the firm must first be able to identify relevant government actions and understand their profitability impact. We show how the strategic logic can be generated by an augmented version of Porter's ‘five forces’ (5F) model (Porter, 1980 ) that explicitly recognizes the role of government—‘six forces’ analysis.

Interest groups differ in the strategies they use to influence public policy. Some mainly try to gain access (i.e., have direct contact with decision makers), whereas others tend to ‘go public’ by launching campaigns that aim to mobilise the broader public. In this article it is argued that group type – namely the distinction between business associations, professional associations and citizen groups – is a major determinant of the choice of strategy. The effect of group type, however, is conditional on the group's endowment with material resources and the issue context: the differences across group types are largest for resource‐rich associations and associations active in distributive policy fields. Original data from surveys of national associations in five European countries (Austria, Germany, Ireland, Latvia and Spain) enable the assessment of this argument. The theoretical expectations are supported, with the results having relevance for the normative evaluation of political systems and the positive study of interest group influence.  相似文献

In an interesting recent paper, Dari-Mattiacci and Parisi (2005) extended Tullock's (1980) rent-seeking game with an entry decision. The mixed strategies identified by Dari-Mattiacci and Parisi for the case of increasing returns in the contest success function (r2) do not constitute an equilibrium of the game they study. However, these strategies are an equilibrium if the strategy space of the game is restricted by a minimum expenditure requirement, and this minimum expenditure requirement is an element of a specific interval.  相似文献

Ecolabels are designed to help consumers identify environmentally superior products and services; however, they are not all created equal. Some ecolabels have strong rules that promote environmental improvements, while others have weaker rules that permit free‐riding. Because information about ecolabel design and rule strength is typically not readily available at the point of purchase, consumers struggle to differentiate stronger ecolabels from weaker ones. We investigate whether ecolabel sponsorship is a signal that can help consumers distinguish between ecolabels according to the quality of their institutional design. Using data of 189 prominent ecolabels, we find that while most ecolabels have basic rules for environmental performance, monitoring, and conformance, the strength of these rules varies across labels according to sponsoring organization. Independent sponsors have the strongest ecolabel rules, followed by governments. Industry sponsored ecolabels have the weakest rule structures. Taken as a whole, these findings suggest that sponsorship may provide important information about whether an ecolabel is designed with rules that effectively condition firms to promote meaningful environmental improvements.  相似文献

Obesity and diet‐related chronic disease are increasing problems worldwide. In response, many governments have enacted or are considering taxes on energy‐dense foods. Perhaps the most commonly recommended policy is a tax on sugar‐sweetened beverages (SSBs). This paper estimates the extent to which a tax on SSBs is passed through to consumers in the form of higher prices. We examine the first city‐level tax on SSBs in the United States, which was enacted by the voters of Berkeley, California, in November 2014. We collected the prices of various brands and sizes of SSBs and other beverages before and after the implementation of the tax from a near‐census of convenience stores and supermarkets in Berkeley, California. We also collected prices from stores in a control city: San Francisco, where a similar voter referendum failed despite majority support. Estimates from difference‐in‐differences models indicate that, across all brands and sizes of products examined, 43.1 percent (95 percent confidence interval: 27.7 to 58.4 percent) of the Berkeley tax was passed on to consumers. The estimates also are consistent with cross‐border shopping. For each mile of distance between the store and the closest store selling untaxed SSBs, pass‐through rose 33.3 percent for 2 L bottles and 25.8 percent for 12‐packs of 12 ounce cans.  相似文献
