Community consultation has become a widely accepted part of policy development in Australia. In this article, we consider how, in an Australian context, consultation can be incorporated within gender analysis processes. Gender analysis refers to systematic procedures to detect and correct gender bias in the full range of government programs, projects and policies. We draw upon insights from a qualitative case study to argue that policy workers located within women's policy units could play a key role in designing and coordinating meaningful and inclusive consultation. We conclude that well‐resourced women's policy offices within Australian governments are essential to ensuring effective, equitable consultation exercises are included within gender analysis processes.  相似文献

In this paper, we argue that placement mandates, that is, regulations for gender ordering in party lists, enhance gender quotas' effectiveness in proportional representation electoral systems, independently of list type. In closed-list systems, placement mandates increase women's representation automatically as a result of the electoral rules, and, for this reason, we call this effect mechanical. In open-list systems, the effect is also strong due to systematic patterns of electoral behavior. We call this effect psychological. In order to demonstrate this, we analyze 140 Latin American legislative elections carried out between 1990 and 2018. Then, we compare the two most similar cases of open-list systems with different rules for placement mandates to illustrate the occurrence of the psychological effect. This is the first article to argue that placement mandates have similar effects in both kinds of lists as a function of distinct mechanisms.  相似文献

In April 2007, after a period of intense social debate, the Mexico City Legal Assembly legalized abortion during the first 12 weeks of pregnancy, which was an unprecedented development in women's rights in Mexico. Within the context of a proliferation of public discourses about women's citizenship rights changes in women's social status in Mexico, this article explores the extent to which the newly legalized character of abortion is interpreted by women as a right. Drawing on 24 interviews with women who had a legal termination of pregnancy between 2008 and 2009, this research shows that legalization opens up new and complex relationships between women as subjects of rights and the state. Such relationships are expressed as three discursive figures: legal abortion (1) as a concession from the government, (2) as ‘excessive’ tolerance by the state, and (3) as a right to be protected and guaranteed. The analysis shows that women's interpretations of the right to legal abortion are mediated by profound transformations, which Mexican society is currently undergoing. These include changes related to a shift from a clientist political culture to one more framed in terms of citizenship, the subjective effects of family planning policies, and their ambivalent relationships with Catholic notions of women and motherhood, and the effects of feminist discourses of women's citizenship, abortion, and reproductive rights.  相似文献

At the next general election the percentage of women elected to the smaller House of Commons risks being lower than in the current parliament, where they constitute 22 percent of all MPs. The 2008–10 Speaker's Conference identified many of the barriers faced by women and other under‐represented groups and made a series of recommendations, only some of which have been introduced. The Government favours a voluntary approach to Recommendation 24, which calls for diversity data monitoring, whilst Recommendation 25 which calls for serious consideration of legislative quotas in the absence of a significant increase in the numbers of women in 2010, appears forgotten. A second Speaker's Conference should therefore be established; the issue of women's under‐representation should be taken up above the party level—with legislative quotas introduced to address the system level failure of democratic representation at Westminster.  相似文献

The 2014 European Parliament (EP) elections produced a record proportion of women MEPs overall (37 per cent). Yet, these results vary widely across countries and parties. This article aims to explain these variations, evaluating not only who the elected representatives of the 8th EP are, but also how they got there. Are the paths to the EP the same for women and men? Are there gender differences in terms of MEPs’ political experience? A unique dataset listing more than 700 elected MEPs and their background, party and country characteristics is used to empirically examine who makes it to the EP and through which route. The results of the analysis suggest no significant gender differences in the pathways to the EP. Yet, parties matter: more women were elected to the 8th EP from left‐wing than from right‐wing or ‘new’ parties, and both men and (especially) women representing right‐wing parties tend to be politically more experienced than their fellow MEPs from other types of parties. Furthermore, it is found that men are more likely than women to be promoted straight from party office to the EP, suggesting that some pathways to the EP are less open to women than others.  相似文献

This paper argues that photography is best grasped not as a medium of visual communication, but as a manifest performance of the power to make visible. As such, photographic practices are central to the experience and demarcation of private/public boundaries in advanced media cultures. In the private domain, photography is both a ritualized domestic activity and provides conventional and definitive representations of the domestic. These functions are ostensibly opposed to photography's role in the public realm: the same visual technology becomes, in the mass media, both the index and agent of publicness itself, with the paparazzi?especially in the aftermath of Princess Diana's death?symbolizing the violation of the private. The paper explores the ways in which photographic performance at the public/private boundary dramatizes power relations through forms of social transparency, voyeurism and memoralization. It also asks whether momentary crises in the dominant scopic regime can provide the basis for alternative ‘uncanny’ visual practices that are tenable and empowering.  相似文献

The word chav is a relatively new one in British English, used to describe a supposed social group defined in the Oxford English Dictionary as “a young person of a type characterised by brash and loutish behaviour and the wearing of designer-style clothes … usually with connotations of a low social status”. Discourse on chavs in contemporary Britain has been widely implicated in the reinforcement of social inequalities. This article argues that a central element of such discourse is the representation of “everyday” British public experience as a practice of chav-spotting, of reading materials as signs of the private characteristics of those with which they are associated. This means reading class as a privately motivated phenomenon, as the product of the “choice incompetence” of chavs. This chav-spotting practice is viewed from two perspectives: (1) as a recontextualisation of class as the result of private choice; and (2) as a practice of sign-making by which meanings are articulated for publicly observable materials in accordance with (1).  相似文献

This article deals with the deeply controversial side of cultural tourism in mapping the position of the sex industry. In doing so, it places sex tourism in two epistemic contexts: one context expands the notion of cultural policies, the other notes the implicit and explicit origins and effects of cultural policies affecting sex work, although these positions are not mutually exclusive. Sex tourism, we argue, poses a particular challenge to the understandings embedded in these contexts. The sex industry points us to the limits of cultural policies, both in terms of expanding the scope of cultural industries and also in documenting their effects. So far, while we expand the list of cultural industries, the sex industry remains as the industry that must not speak its name. Officials do not want to name it; neither do they do much to stop it. Naming and mapping sex tourism is then a useful place to start. For empirical substantiation, Thailand is our case study. We document the cultural and economic importance of sex work. In doing so, we also remain sensitive to the context of racism, stigma, trafficking, and HIV/AIDS issues that intersect sex work.  相似文献

A critical discourse analysis of The Philosophical Discourse of Modernity demonstrates that Habermas's discourse on modernity is theoretische Fiktion (a term Freud used to describe a given theory for which no evidence can be found and no arguments validated). Theatrical narrative strategies from drama are identified that not only organise the logic of the text, but also position readers. The choice of mise en scene—the Oedipal cross‐roads where older and younger protagonists meet in conflict—is seen to position readers as mere spectators. The choice of the narrative trope of the romance of lost opportunity (the road open but not taken) is not merely illustrative, but necessary for the claim that Habermas has redeemed the enlightenment project.

The paper critiques Habermas's theorising on discourse ethics because it distinguishes categories of discourse into scientific/analytical, moral/interpretive and aesthetic/expressive, which operate in three different spheres of value. In particular, it challenges the notion of an “inner logics” for what, in Habermas's stable of discourses, he labels the scientific/analytical. Readers of The Philosophical Discourse of Modernity, the paper demonstrates, are not so much pulled along by the force of the better argument, but seduced by that unbridled beast: the aesthetic/expressive.  相似文献

An important dimension of social media discourse is its searchability. A key semiotic resource supporting this function is the hashtag, a form of social tagging that allows microbloggers to embed metadata in social media posts. While popularly thought of as topic-markers, hashtags are able to construe a range of complex meanings in social media texts. This paper uses the concept of linguistic metafunctions, to explore how hashtags enact three simultaneous communicative functions: marking experiential topics, enacting interpersonal relationships, and organizing text. Corpus-based discourse analysis of linguistic patterns in a 100 million word Twitter corpus is used to investigate these functions and how they relate to the notion of social search.  相似文献

Has the ‘ASEAN Way’ – a set of rules of the Association of Southeast Asian Nations (ASEAN) centered on the principle of non-interference and consensus decision-making – really established its position as an ASEAN norm? This paper aims to analyze the discourses of each ASEAN country and empirically explain their attitudes toward the norm. Specifically, I review various documentations to examine how various ASEAN diplomats have used the term ‘ASEAN Way.’ How did they come to call the principle of non-interference and consensus decision-making ‘ASEAN Way’ in the early 1990s? Why have they begun using the term negatively, as something to be reformed, in recent years? By describing the discourses on the ‘ASEAN Way’ and their changes over the years, I show that the rationality of non-interference and consensus decision-making has changed over time and shifted the positioning of the ‘ASEAN way’ as a symbol. This presents a new and empirical interpretation of the changes in ASEAN Norms.  相似文献

Abstract

Networks have recently become fashionable in social analysis but most of the new network approaches have paid scant attention to the long history of reflections upon the potential of networks as an analytical device in the social sciences. In this paper we chart the developments in networking thinking in two disciplinary areas – social network analysis and social anthropology – in order to highlight the enduring difficulties and problems with network thinking as well as its potential. The first half of the paper explores the uses of network approaches over the past fifty years, situating theoretical and methodological questions in their broader disciplinary contexts. The authors then show how emerging issues from both bodies of work offer the promise of new kinds of networking thinking.  相似文献

Since its creation in 2009 the English Defence League has become the largest street-based social movement in contemporary Britain. Its demonstrations have led to violence and community tensions in town and city centres throughout the country. While these street demonstrations have attracted some attention in academia, as of yet there has been no attempt to analyse the statements of the EDL as an organization. Oaten analyses the EDL's outgoing communicative transmissions and argues that the EDL as a movement is based on a sense of collective victimhood. By drawing on conceptions of collective victimhood from post-conflict studies, he suggests that only by understanding the EDL's collective victimhood can we understand its anti-Muslim and anti-establishment stance. His article stresses that collective victimhood is a zero sum identity, and highlights the fact that, as such, the EDL and its members continuously seek to portray themselves as the ‘true’ victims of abuse by government and British Muslims. Oaten concludes, in light of EDL leader Tommy Robinson's departure, by looking at the potential future trajectories of the EDL. He argues that, despite the fact that Robinson was central to the movement's collective victimhood frame of reference, the EDL continues to utilize the collective victimhood narrative in order to explain Robinson's departure. This suggests that collective victimhood had become a powerful category of self-identification for the movement, and that the movement can continue without Robinson.  相似文献

This study analyses image and text to investigate the way slimming advertising exploits women’s fear of being overweight to the extent that they feel obliged to do something about their own bodies. We show how Malaysian slimming advertisements construct certain types of female body which reinforce cultural stereotypes, namely the overweight body that exceeds culturally acceptable limits of desirable body size, and the desirable and attainable slim body with no excess fat. Three sample advertisements were selected from a Malaysian English newspaper and analysed using Jewitt and Oyama’s framework to identify the way images and text are used to give specific meanings relating to the female body. The images were examined in terms of representational, interactional and compositional meanings, and the analysis provides evidence of how the extremely overweight female body is pathologised, making it the focus of critical scrutiny. The advertisements use body images to illustrate the problem of being very overweight and the desirability of being slim, and the consumption of slimming services as a quick and easy solution to the problem.  相似文献

This study integrates a brand community theoretical framework and a social networks approach to the study of political marketing on social media. It analyzes Twitter activity by and about all Republican candidates during the month of January 2016 prior to the Iowa primary caucus. Specifically, it identifies key patterns of information flow and political brand community emergence surrounding each candidate as well as brand social mediators who play influential roles in content flow. Findings detect network clusters - subgroups of siloed users - who converse to exchange information with one another rather than with disconnected others in any given political brand community. We classify these clusters in two groups: direct communities that surround a brand – here, a candidate – and indirect communities that consist of users who talk about the political brands but are not directly connected to the brand. Within this fragmented community structure, brand social mediators have the power to bridge direct and indirect brand communities across the network. Among the winning and trailing brand communities, different sets of brand social mediators, patterns of information flow, and network structures emerge. The findings suggest that the more successful a political brand is in voter polls, the weaker the social ties and relationships are within the brand communities. The interactions between political brands and their direct vs. indirect communities also exhibit different patterns of information flow. While direct brand communities demonstrate a higher level of reciprocity, indirect brand communities show a higher level of density. Implications and directions for future research are discussed.  相似文献

In 2005, the European Parliament rejected the directive ‘on the patentability of computer‐implemented inventions’, which had been drafted and supported by the European Commission, the Council and well‐organised industrial interests, with an overwhelming majority. In this unusual case, a coalition of opponents of software patents prevailed over a strong industry‐led coalition. In this article, an explanation is developed based on political discourse showing that two stable and distinct discourse coalitions can be identified and measured over time. The apparently weak coalition of software patent opponents shows typical properties of a hegemonic discourse coalition. It presents itself as being more coherent, employs a better‐integrated set of frames and dominates key economic arguments, while the proponents of software patents are not as well‐organised. This configuration of the discourse gave leeway for an alternative course of political action by the European Parliament. The notion of discourse coalitions and related structural features of the discourse are operationalised by drawing on social network analysis. More specifically, discourse network analysis is introduced as a new methodology for the study of policy debates. The approach is capable of measuring empirical discourses both statically and in a longitudinal way, and is compatible with the policy network approach.  相似文献

To further advance the literature which contests the shift from national to post-national citizenship, the aim of this paper is to compare the experiences of two groups of migrants to reveal how national immigration policies remain influential and determine the employment and living conditions of migrants. Reporting evidence from Italy on the different experiences of non-European Union (Tunisian) and European Union (Romanian) migrants employed as seasonal workers in the agricultural sector in Sicily, the finding is that the degree of exploitation they witness in their working conditions is shaped by their citizenship entitlements. The outcome is that it is revealed that (European Union) citizenship status, rather than formal employment, provides greater belonging and security to economic migrants.  相似文献

Against premature claims about the declining political relevance of social class in post-industrial democracies, recent research indicates that class continues to be a relevant determinant of political preferences. In post-industrial societies ‘old’ class divides on economic issues coexist with ‘new’ class alignments on cultural topics. While there is cumulated evidence of social classes’ distinct placement on these issues, this paper argues that the strength of class divides depends on the extent to which these issues are politicized by political parties. Studying preferences on economic and cultural issues (attitudes towards redistribution, immigration, gay rights and European integration), this study shows that class divides in preferences are context dependent. The multilevel analyses drawing on data from the European Social Survey and the Chapel Hill Expert Survey for 27 European democracies demonstrate that classes’ differences in preferences are accentuated on issues strongly contested and emphasized by parties, and mitigated on issues where party conflict is weaker. Adding to recent literature on parties and class conflict, this study identifies another stage at which parties can affect the strength of class voting. The varying strength of class divides across contexts also has implications for parties’ ability to garner support beyond a single class. This becomes increasingly unlikely in contexts of high issue politicization.  相似文献

This article analyses the margin of manoeuvre of Portuguese executives after the onset of the sovereign debt crisis in 2010–2015. To obtain a full understanding of what happened behind the closed doors of international meetings, different types of data are triangulated: face‐to‐face interviews; investigations by journalists; and International Monetary Fund and European Union official documents. The findings are compared to the public discourse of Prime Ministers José Sócrates and Pedro Passos‐Coelho. It is shown that while the sovereign debt crisis and the bail‐out limited the executive's autonomy, they also made them stronger in relation to other domestic actors. The perceived need for ‘credibility’ in order to avoid a ‘negative’ reaction from the markets – later associated with the conditions of the bail‐out – concurrently gave the executives a legitimate justification to concentrate power in their hands and a strong argument to counter the opponents of their proposed reforms. Consequently, when Portuguese ministers favoured policies that were in congruence with those supported by international actors, they were able to use the crisis to advance their own agenda. Disagreement with Troika representatives implied the start of a negotiation process between the ministers and international lenders, the final outcome of which depended on the actors’ bargaining powers. These strategies, it is argued, constitute a tactic of depoliticisation in which both the material constraints and the discourse used to frame them are employed to construct imperatives around a narrow selection of policy alternatives.  相似文献
